The 24 hour hotline for Home Detention is:
874-1479
Do not call the Home Detention office using any
other phone number. This line is for medical
emergencies and job location changes. This is a
recorded line, you must leave a message. State your
first and last name, and then spell your last name.
Leave your phone number, and a brief description
of your reason for calling. Do not just leave a
message asking for a return call. Calls are returned
in the order received. Do not expect an immediate
return call as it may be several hours before your
call is heard.
The only time you can leave your residence or
workplace is when you have verbal or written
permission to do so. If you do not get
permission, do not leave. Calling the recorder
does not constitute permission. See rule w11.04.
The Home Detention fax number is:
874-1403
All faxes must have your full name. Do not fax inmate requests.
See rule 11.07 about work schedule changes.
MEDICAL EMERGENCIES
If you have a medical emergency and must go
to the hospital, call the Home Detention
Office as soon as possible. Give the type of
emergency and which hospital you are going
to, including the address. Be sure to spell your
name and give the name and relationship of
the person seeking medical attention if it is
not you. Call every two hours with updates.
Obtain proof of your hospital visit and bring
that proof to your next Home Detention
Office visit. Emergency travel outside of the
Sacramento area must be approved by Home
Detention Staff prior to departure. See rule
W-03.02.
WORK LOCATIONS
If you are calling in a work location change,
give your name (including spelling), the
address where you are now, and the address
you are headed to, as well as the phone
number where you can be contacted. See rule
W-11.06.
WHEN YOU GET HOME
SEE PICTURE NEXT PAGE.
Open the black hard case marked “DualTrak.” Inside you will find the DualTrak
Home Monitoring Unit (HMU), a power adapter and a phone cord. Remove all
items from the case. You should place the equipment in a central location, at
countertop height, not next to a refrigerator, microwave or other major appliance.
Do not place the unit under a bed, in a drawer, or hidden behind anything. Do not
cover the DualTrak with anything.
Using the supplied power adapter, plug the silver and black connector to the back of
the DualTrak in the jack marked “POWER.” Twist the threaded connector into the
jack. The other end of the power adapter must be plugged into a regular household
power outlet. Be sure the outlet is not on a switch.
Using the supplied phone cord, insert one end into the back of the DualTrak jack
marked “LINE.” The other end of the phone cord must be attached to the phone
jack on your wall jack (where the phone would normally be). If you have been
assigned a MEMS alcohol testing device, skip the next step. Plug your phone into
the jack on the back of the DualTrak marked “PHONE.” Do not disable the ringer
on your phone. No cordless phones!
The power light on the front of the DualTrak will come on. The power light will be
on when the unit is plugged in and power is on. The “Charge” light will light
occasionally when the internal battery is being charged. The LCD screen will
indicate the date and time. Occasionally, the LCD screen will indicate “Starting
Call” followed by “Call Successful.”
The buttons located on the front of the DualTrak are disabled. There is no need to
press them. The DualTrak has a motion sensor built into it. Do NOT move the
DualTrak unless given permission to do so.
While on Home Detention answer the phone after the third ring. Answer your
phone 24 hours per day.
You must stay in your residence. You may not go into your back yard or front
yard while on Home Detention.
Taking a breath alcohol test:
The MEMS device will sound an audible alarm and light the “PRESS
START” button to summons you for a breath alcohol test. Keep a
glass or bottle of water near the MEMS device so you can rinse your
mouth of any food, smoke or drinks. Put on a shirt and pants or
shorts. Turn on a light. Press the start button within 45 seconds of
the alarm.
After pressing the start button, the “FACE THE MIRROR” and
“BLOW” buttons will light up. Blow into the straw, keeping your
hands off the straw. Continue to face the mirror/camera while
blowing into the straw. The LED lights around the mirror will light
up to take your picture. Once your picture has been taken you may
stop blowing. The “TEST COMPLETED” light will come on if you
successfully took the test. If you fail to blow hard enough, or long
enough, the “BLOW HARDER” light will come on and a second test
will begin.
The MEMS device will report the alcohol test and upload the picture
using your phone line. Stay off the phone for the next few minutes.
Do not use any mouthwash or products that contain alcohol, for
example: Listerine, Scope, Nyquil, Robitussin, Orajel. Do not
smoke just prior to taking a test. You must take all alcohol tests
sent to you. Be sure to turn on lights in the room. You must wear
clothes while taking the alcohol tests, shirts and shorts at a
minimum.
The MEMS device has a motion sensor built into it. Do NOT move
the MEMS device unless given permission to do so.
Do not attempt to defeat the purpose of the MEMS device. Any
attempts to cheat the system will result in removal from Home
Detention. If you do not get alcohol tests for an entire day notify
the HDP office.
8
If you have been assigned a GPS tracking
device:
IF assigned a base station: Follow the directions as above for the
DualTrak for correct installation.
The GPS tracking device (UniTrak) remains attached to your leg. It is
water resistant and tamper evident. Blocking the device from getting
or maintaining a GPS position will result in your removal from the
Home Detention Program.
The UniTrak is to be charged twice per day for one hour each time,
one time in the morning and one time in the evening. Failing to
charge the UniTrak resulting in a device shut down will result in your
removal from the Home Detention Program.
A red light on the UniTrak may flash or remain lit during the charging
cycle.
9
If you are assigned to the Voice
Verification system:
You must answer your phone 24 hours per day while on the voice
verification system. Do NOT miss any phone calls.
1) Repeat the numbers when prompted.
2) Speak clearly. If you are soft spoken, you will need to speak
louder than your normal conversational volume.
3) Use a good quality landline telephone. Worn wires and
cordless phones will impede normal voice input.
4) You may NOT use a speaker mode.
5) Be sure there is no background noise or talking while doing
the voice verification. TVs and stereos should be turned off.
6) Do not lie down while taking the test.
When on the Home Detention Voice Verification Program, you
cannot leave the residence unless you or an immediate family
member has a medical emergency. Refer to page 3 “Medical
Emergencies” of this rule book.
You may have no more than 2 visitors between the hours of
8:00AM and 9:00PM. Refer to section W05.01 on page 20 of this
rule book.
You and any occupants or visitors to your residence are not
allowed to be in possession of any alcoholic beverages, illegal
drugs, firearms/ammunition or swords. Refer to section W13.01 on
page 31 of this rulebook.
10
DISCIPLINARY CATEGORIES
Rule violations fall into 4 Categories. It is your responsibility to read
and understand these rules. Ignorance is not an excuse!
Category 1 (Minor Violation)
Violation of a Category 1 rule will result in a verbal reprimand.
Category 2 (Major Violation)
Violation of a Category 2 rule or a repeat violation of a Category 1
rule will result in disciplinary action which may include loss of one to
three days of accrued good time.
Category 3 (Major Violation)
Violation of a Category 3 rule, or a repeat violation of a Category 2
rules will result in disciplinary action which may include: Loss of
specific privileges and/or loss of from 3 to 10 days of accrued good
time and/or return to standard incarceration (Main or Branch Jail).
Category 4 (Major Violation)
Violation of a Category 4 rule or a repeat violation of a Category 3
rule will result in disciplinary action which may include: Loss of from
10 to the entire amount of accrued good time, return to standard
incarceration, and/or arrest and prosecution.
If you commit a subsequent violation while being processed for a rule
violation, the second violation will be considered independent to the
original incident and an additional violation report may be submitted.
Multiple violations committed as one offense may be considered
when determining the severity of the violation, but shall be handled
as a single incident and included in the same violation report.
11
HEARING PROCEDURE
An inmate charged with a rule violation is entitled to a hearing. At
the hearing the inmate will be allowed to make a statement and
present a defense to the charge.
No hearing will take place sooner than twenty four (24) hours after
the charge has been lodged unless the inmate elects to waive the 24
hour delay, and requests an immediate hearing. The accused may call
witnesses, but is not entitled to legal representation.
Should the inmate choose to wait 24 hours before the hearing, the
hearing will be conducted at the Home Detention Office (Main Jail or
RCCC if in custody there). You will be advised of the time and date
of the hearing when you are given a copy of the incident report.
Appeals regarding the Hearing Officer’s decision must be made
within five (5) days, and must be in written form to the Division
Commander, who will make a final disposition within twenty (20)
days.
If you are removed from the Home Detention Program for a rules
violation, your return to the Home Detention program is at the
supervisor’s discretion.
12
Inmate Grievance
A participant may file a written grievance with an officer if he/she
feels a condition of confinement or his/her personal, human, or
constitutional rights are infringed upon by an act or policy either
written or unwritten. A grievance may not be filed against a
disciplinary action (i.e. , Major Incident Report).
The grievance must be submitted within five (5) working days after
the occurrence. The grievant shall complete an “Inmate Grievance
form” and submit it to a sworn staff officer. Forms are available at
the Home Detention Office, 700 N. Fifth St, Monday through Friday,
8:00 A.M. to 3:30 P.M.
A reply to the grievance will be forwarded to the grievant within five
(5) days. The grievant has five (5) working days to appeal the
grievance response to the Home Detention Program Commander.
Inmate Requests (Kites)
Requests for permission to attend medical, dental, or other necessary
appointments will be submitted during the weekly Home Detention
Office visit prior to the appointment. Inmate request forms (kites)
should be completed PRIOR to arrival at the Home Detention office.
Requests may NOT be faxed, mailed, emailed or brought in by
anyone else. All non court ordered requests submitted will result in
removal or decrease of Personal Business Time. Due to medical
necessity, you may obtain telephone approval to attend an
appointment. See rule W06.01
Failure to obtain approval prior to attending an appointment is a
major violation. Participants attending appointments must bring
back written confirmation of attendance. See rule W03.05 for what
constitutes proof of attendance.
13
PERSONAL BUSINESS TIME
Most Home Detention inmates are afforded up to 4 consecutive hours once
per week to conduct personal business. Personal business includes grocery
shopping, check cashing, laundry, haircuts and shopping for personal items
such as clothing and other work or school related items. You may do yard
work at your own residence only. Visiting a mall is NOT allowed unless you
must patronize a specific store for a valid reason. You must schedule all
appointments (i.e. doctor or probation) to occur during your personal
business time.
Your personal business time must be scheduled, and on file at the Home
Detention Office. You may have up to 4 consecutive hours that begin no
earlier than 8:00 A.M., and end no later than 5:00 P.M. The day for your
personal business time must be 1 day or 2 days before your weekly fee
payment and drug testing at the Home Detention Office.
Personal business is not “free time” to do as you please such as
visiting friends, going to the movies or just “hanging out.” No
recreational activity is ever allowed. You may not stop at any
restaurant, or use a “drive through” at any time while on Home
Detention. You may not go to a friend’s house at any time while
on Home Detention. You may not leave Sacramento County. Do
not come to the Home Detention office during your PTO unless
told to do so by HDP staff.
Violations of this privilege shall result in major write ups and may result in
loss of good time, or removal from the Home Detention Program.
CHANGING RESIDENCES
Home Detention inmates are not allowed to move unless unusual
circumstances exist. You must turn in an application to move and
provide a new working phone line 14 days prior to your move date.
The application will not be accepted until a new phone number has
been installed. You cannot transfer your existing phone line to the
new residence. All adults at the new residence must sign a new
“Consent To Search” form. Turn in the application two weeks prior
to moving.
