If we take the revenue of 1895-96, $1,564,457, and<br />

the present population as 210,000, we f<strong>in</strong>d that there<br />

is a taxation of $7*44 per head for the entire population:<br />

It must be remembered, however, that there are no<br />

direct taxes <strong>in</strong> the Colony except a municipal tax <strong>in</strong><br />

St. John's for water, light, sewerage, and street improve-<br />

ments, which is but small. This amount of $7 '44 per<br />

capita represents almost the whole amount of taxation.<br />

In the United K<strong>in</strong>gdom the taxation is $6*62 per head ;<br />

<strong>in</strong> New South Wales, $12 ;<br />

<strong>in</strong> Western Australia, $22 ;<br />

<strong>in</strong> New Zealand, $16*91 ; <strong>in</strong> Canada, $5'81. But <strong>in</strong><br />

all these countries there are direct taxes, <strong>in</strong> addition,<br />

and <strong>in</strong> some of them these are onerous, and greatly<br />

swell the total amount of taxation. <strong>Newfoundland</strong>,<br />

therefore, compared with other colonies, must be<br />

regarded as a lightly-taxed country.<br />

public debt <strong>in</strong> the years named :<br />
