<str<strong>on</strong>g>W<strong>it</strong>h</str<strong>on</strong>g> <str<strong>on</strong>g>all</str<strong>on</strong>g> <str<strong>on</strong>g>eyes</str<strong>on</strong>g> <strong>on</strong> Brazil’s <strong>most</strong> <strong>famous</strong> <strong>c<strong>it</strong>y</strong> <strong>as</strong> <strong>it</strong> <strong>prepares</strong> <strong>to</strong> <strong>host</strong> <strong>the</strong><br />

World Cup and <strong>the</strong> Olympics, amb<strong>it</strong>ious property developers are bringing<br />

back a luxury benchmark not seen for decades, says Sue Chester.<br />

The 2014 World Cup Brazil and <strong>the</strong> 2016 Rio<br />

Olympics have galvanised specula<strong>to</strong>rs in a gold<br />

rush <strong>on</strong> neglected Rio property, aband<strong>on</strong>ed<br />

during what locals – known <strong>as</strong> Carioc<strong>as</strong> – c<str<strong>on</strong>g>all</str<strong>on</strong>g><br />

<strong>the</strong> “lost decades”. When <strong>the</strong> cap<strong>it</strong>al w<strong>as</strong> shifted<br />

<strong>to</strong> Br<strong>as</strong>ilia in 1960, Rio’s ec<strong>on</strong>omy gradu<str<strong>on</strong>g>all</str<strong>on</strong>g>y<br />

declined. Then, in <strong>the</strong> 1980s, <strong>the</strong> São Paulo s<strong>to</strong>ck<br />

exchange over<strong>to</strong>ok Rio’s; <strong>the</strong> former became<br />

Brazil’s financial hub while <strong>the</strong> latter experienced<br />

a m<strong>as</strong>s exodus of companies, and <strong>the</strong> l<strong>as</strong>t nail in <strong>the</strong> coffin w<strong>as</strong> set.<br />

The Marvellous C<strong>it</strong>y’s halo slipped fur<strong>the</strong>r <strong>as</strong> drug bar<strong>on</strong>s moved in<strong>to</strong><br />

<strong>the</strong> slums, causing violence <strong>to</strong> spill over in<strong>to</strong> <strong>the</strong> <strong>c<strong>it</strong>y</strong> streets and “lost<br />

bullets” <strong>to</strong> threaten middle-cl<strong>as</strong>s living rooms and hotel bedrooms.<br />

However, <strong>the</strong> tropical forest, lago<strong>on</strong>s, beaches and aquamarine sea<br />

laid out against a unique mountain silhouette lost not an ounce of<br />

<strong>the</strong>ir <str<strong>on</strong>g>all</str<strong>on</strong>g>ure. Add Brazilian va-va-voom, and you’ve got a heady mix of<br />

Latin cool that now equals unriv<str<strong>on</strong>g>all</str<strong>on</strong>g>ed high-end real-estate glamour.<br />

Frederico Judice Araujo, a partner in Judice & Araujo Imóveis,<br />

a Christie’s real-estate affiliate in Rio, says, “Since 2007, when <strong>the</strong><br />

World Cup w<strong>as</strong> awarded <strong>to</strong> Brazil, followed by <strong>the</strong> Olympics in 2009,<br />

property values have incre<strong>as</strong>ed by 100 <strong>to</strong> 150 per cent, depending<br />

<strong>on</strong> <strong>the</strong> area.” Judice Araujo believes <strong>the</strong> perfect s<strong>to</strong>rm h<strong>as</strong> swept<br />

across <strong>the</strong> <strong>c<strong>it</strong>y</strong> that h<strong>as</strong> <strong>the</strong> world’s scientific<str<strong>on</strong>g>all</str<strong>on</strong>g>y proven<br />

bluest sky. The internati<strong>on</strong>al sporting events have<br />

triggered not <strong>on</strong>ly regenerati<strong>on</strong> of much of Rio, but an<br />

intense favela “pacificati<strong>on</strong>” programme, instigated by<br />

governor Sérgio Cabral and mayor Eduardo Paes, which<br />

h<strong>as</strong> reduced gun violence. Then <strong>the</strong>re’s <strong>the</strong> oil and g<strong>as</strong><br />

boom in <strong>the</strong> state of Rio de Janeiro, a climbing nati<strong>on</strong>al<br />

ec<strong>on</strong>omy, availabil<strong>it</strong>y of cred<strong>it</strong>, an influx of <strong>to</strong>urism and,<br />

c<strong>on</strong>sequently, more foreigners buying property.<br />

Prices in Rio’s <strong>most</strong> <strong>famous</strong> South Z<strong>on</strong>e<br />

neighbourhoods, Lebl<strong>on</strong> and Ipanema, have been high<br />

for many years, driven by demand for a l<strong>it</strong>tle piece of<br />

Carioca charisma. This is where soap stars, direc<strong>to</strong>rs,<br />

diplomats and <strong>the</strong> internati<strong>on</strong>al business commun<strong>it</strong>y<br />

play out <strong>the</strong>ir stylish, low-key lifestyles, surveying<br />

society promenading p<strong>as</strong>t <strong>the</strong>m at Jobi’s bar or<br />

mingling w<strong>it</strong>h <strong>to</strong>urists and locals.<br />

Steven Chew is <strong>the</strong> founder and managing direc<strong>to</strong>r<br />

of <strong>the</strong> Brazilian Beach House Company. <str<strong>on</strong>g>W<strong>it</strong>h</str<strong>on</strong>g> a 10-year<br />

background in high-end Brazilian holiday rentals, his<br />

company h<strong>as</strong> now diversified <strong>to</strong> provide a comprehensive<br />

property service should owners or vacati<strong>on</strong> clients<br />

request his help <strong>to</strong> sell or buy.<br />

Desp<strong>it</strong>e beach-fr<strong>on</strong>t locati<strong>on</strong>s in Ipanema and Lebl<strong>on</strong><br />

h<strong>it</strong>ting values <strong>as</strong> sky-high <strong>as</strong> some of <strong>the</strong> <strong>to</strong>wer blocks,<br />

<strong>the</strong> two are<strong>as</strong> c<strong>on</strong>st<strong>it</strong>ute a specific market that certain<br />

buyers will always stick <strong>to</strong>, says Chew. “Demand <strong>the</strong>re<br />

outstrips supply, so <strong>it</strong>’s <strong>the</strong> safest area of Brazilian<br />

real estate.” The priciest examples, <strong>the</strong> Cap Ferrat<br />

and Juan Les Pins buildings (Ipanema and Leb<strong>on</strong><br />

respectively), sell for $28,000 per square metre, <strong>on</strong> a<br />

par w<strong>it</strong>h L<strong>on</strong>d<strong>on</strong>’s Holland Park. Beach-fr<strong>on</strong>t rates vary<br />

from $11,000 <strong>to</strong> $19,000. By c<strong>on</strong>tr<strong>as</strong>t, in Flamengo,<br />

up <strong>the</strong> co<strong>as</strong>t <strong>to</strong> <strong>the</strong> north, you can pick up a grand old<br />

apartment w<strong>it</strong>h a Sugarloaf view for less than half<br />

that price, at $5,000 per square metre.<br />

One street back from <strong>the</strong> beach in Ipanema, <strong>on</strong><br />

Rua Prudente de Moraes, property developers RJZ<br />

Cyrela recently launched a block where 400 buyers<br />

were ch<strong>as</strong>ing 84 apartments. Vice president Rogerio<br />

J<strong>on</strong><strong>as</strong> Zylbersztajn says, “We sold <str<strong>on</strong>g>all</str<strong>on</strong>g> <strong>the</strong> apartments<br />

in <strong>on</strong>e week, w<strong>it</strong>hout any marketing o<strong>the</strong>r than <strong>the</strong><br />

sales team c<str<strong>on</strong>g>all</str<strong>on</strong>g>ing previous clients. They cost al<strong>most</strong><br />

$25,000 per square metre.”<br />

Just up <strong>the</strong> road from <strong>the</strong> RJZ Cyrela development<br />

is a three-floor penthouse that typifies <strong>the</strong> desirable new<br />

Rio. Famous for standing out am<strong>on</strong>g <strong>the</strong> roof<strong>to</strong>ps, <strong>it</strong>’s<br />

widely referred <strong>to</strong> <strong>as</strong> <strong>the</strong> “Tower of Ipanema” (pictured<br />

overleaf). The simple grey- and wh<strong>it</strong>e-w<str<strong>on</strong>g>all</str<strong>on</strong>g>ed interior h<strong>as</strong><br />

clean lines and is sparsely furnished w<strong>it</strong>h statement<br />

pieces. Its simpli<strong>c<strong>it</strong>y</strong> emph<strong>as</strong>ises <strong>the</strong> bleached sands<br />

and electric-blue sea and sky outside, enriching what<br />

could o<strong>the</strong>rwise be a slightly m<strong>on</strong>ot<strong>on</strong>ous space.<br />

Available through <strong>the</strong> Brazilian Beach House Company,<br />

<strong>it</strong> is a $7.2m, 293sq m, four-bedroom, four-bathroom<br />

home w<strong>it</strong>h a bird’s-eye view al<strong>on</strong>g Ipanema beach <strong>to</strong> <strong>the</strong><br />

Arpoador rocky outcrop – perfect for Brazilians who<br />

insist <strong>the</strong>y have <strong>to</strong> be able <strong>to</strong> see sand. In <strong>the</strong> roof<strong>to</strong>p<br />

infin<strong>it</strong>y pool you can swim <strong>to</strong>wards <strong>the</strong> Cagarr<strong>as</strong><br />

Islands, Ipanema and Lebl<strong>on</strong>’s familiar landmarks.<br />

However, property specula<strong>to</strong>rs have at l<strong>as</strong>t realised<br />

that Ipanema and Lebl<strong>on</strong> are not <strong>the</strong> <strong>on</strong>ly fru<strong>it</strong>. Barra<br />

da Tijuca, which makes up <strong>most</strong> of Rio’s West Z<strong>on</strong>e,<br />

is a new, sprawling regi<strong>on</strong> that’s still being developed;<br />

<strong>it</strong> is where RJZ Cyrela is currently building 18 luxury<br />

apartment blocks. One of <strong>the</strong><br />

biggest s<strong>it</strong>es for <strong>the</strong> Olympic<br />

Games, until now <strong>it</strong>’s been<br />

viewed by many <strong>as</strong> a swa<strong>the</strong><br />

of bland residential buildings<br />

and strip m<str<strong>on</strong>g>all</str<strong>on</strong>g>s, separated from<br />

<strong>the</strong> rest of Rio by an <strong>on</strong>going traffic jam. <str<strong>on</strong>g>W<strong>it</strong>h</str<strong>on</strong>g> <strong>the</strong><br />

completi<strong>on</strong> of <strong>the</strong> Metrô by 2016, Barra’s property<br />

prices (currently $6,500 <strong>to</strong> $8,000 per square metre<br />

for beach-fr<strong>on</strong>t property) are expected <strong>to</strong> rise.<br />

For retired ec<strong>on</strong>omist Mateen Thobani, <strong>the</strong> incre<strong>as</strong>ed<br />

service charges, brought about by Rio’s spir<str<strong>on</strong>g>all</str<strong>on</strong>g>ing cost of<br />

living, at his former beach-fr<strong>on</strong>t home in <strong>the</strong> soughtafter<br />

Chopin building in Copacabana led him <strong>to</strong> buy a<br />

278sq m Barra apartment off-plan in March 2008 for<br />

$900,000 (including a 10 per cent discount for paying<br />

in c<strong>as</strong>h). “Copacabana is very central, that’s <strong>the</strong> good<br />

thing about <strong>it</strong>. You can walk <strong>to</strong> a lot of restaurants, but<br />

<strong>it</strong> is also qu<strong>it</strong>e noisy. It just got <strong>to</strong> be a l<strong>it</strong>tle <strong>to</strong>o much at<br />

times. Barra is very quiet and much safer,” explains<br />

Thobani, who is now moving w<strong>it</strong>h his family <strong>to</strong> <strong>the</strong><br />

south of Brazil. His Barra apartment is selling for<br />

$2.1m through Judice & Araujo, am<strong>on</strong>g o<strong>the</strong>r agents.<br />

Like many new-build properties in Rio, Thobani’s<br />

w<strong>as</strong> purch<strong>as</strong>ed “bare”, so he invested $700,000 in <strong>the</strong><br />

k<strong>it</strong>chen, bathrooms, wardrobes, sound-proofing, sound<br />

system, air c<strong>on</strong>d<strong>it</strong>i<strong>on</strong>ing and flooring. The colourful<br />

22nd-floor pad h<strong>as</strong> three bedrooms, four bathrooms, two<br />

office are<strong>as</strong> and a 55sq m veranda. Its open-plan design<br />

takes advantage of <strong>the</strong> spectacular nature reserve and<br />

ocean panorama, which w<strong>as</strong> <strong>the</strong> main re<strong>as</strong><strong>on</strong><br />

Thobani bought <strong>the</strong> residence. “One of my<br />

joys is being able <strong>to</strong> look at <strong>the</strong> sunrise and<br />

sunset, and <strong>the</strong> l<strong>it</strong>tle island and lago<strong>on</strong> make<br />

<strong>it</strong> very interesting. You can see a lot of birds,<br />

m<strong>on</strong>keys and wildlife,” he says.<br />

Copacabana is now also seen <strong>as</strong> a potential<br />

income-booster. For <strong>the</strong> p<strong>as</strong>t few years, highend<br />

buyers have overlooked <strong>the</strong> locati<strong>on</strong>,<br />

which w<strong>as</strong> gradu<str<strong>on</strong>g>all</str<strong>on</strong>g>y overtaken by a large,<br />

dubious sea-fr<strong>on</strong>t disco that is <strong>to</strong> be replaced by <strong>the</strong><br />

smart new Museum of Image and Sound.<br />

Rio Exclusive set up shop in Rio five years ago<br />

specialising in high-end luxury property. Agency<br />

partner Juliana Guzman says that four years ago<br />

clients were reluctant <strong>to</strong> invest more than $5m in<br />

Copacabana real estate due <strong>to</strong> <strong>it</strong>s seedy reputati<strong>on</strong>. “In<br />

2010, though, we sold an apartment near <strong>the</strong> Arpoador<br />

for $8m,” she says. “And in May l<strong>as</strong>t year we also sold<br />

a 1,115sq m penthouse, near <strong>the</strong> Copacabana Palace<br />

hotel, which had been <strong>on</strong> <strong>the</strong> market for al<strong>most</strong> three<br />

years, <strong>to</strong> a French inves<strong>to</strong>r. He’s spending $2m <strong>on</strong> <strong>the</strong><br />

renovati<strong>on</strong> and furnishings <strong>to</strong> create a luxury property.<br />

He intends <strong>to</strong> put <strong>it</strong> <strong>on</strong> <strong>the</strong> market in a couple of years,<br />

when he’s hoping <strong>to</strong> double his m<strong>on</strong>ey.”<br />

Rio reveals a c<strong>on</strong>stantly changing panorama, each<br />

view more breathtaking than <strong>the</strong> l<strong>as</strong>t. There are no<br />

bad angles – but <strong>the</strong>re are bad neighbourhoods. One of<br />

<strong>the</strong> safest and prettiest locati<strong>on</strong>s in <strong>to</strong>wn is<br />

Urca. Known loc<str<strong>on</strong>g>all</str<strong>on</strong>g>y <strong>as</strong> “<strong>the</strong> village”, this tiny strip<br />

of reclaimed land around <strong>the</strong> b<strong>as</strong>e of <strong>the</strong> Sugarloaf<br />

is protected by a local mil<strong>it</strong>ary b<strong>as</strong>e, and <strong>the</strong> exclusive<br />

property here rarely appears <strong>on</strong> <strong>the</strong> market, <strong>as</strong> Rumi<br />

Verjee, a Br<strong>it</strong>ish businessman and <strong>on</strong>e of <strong>the</strong> pi<strong>on</strong>eers<br />

of high-end Rio redevelopment, well knows. Verjee<br />

fell in love w<strong>it</strong>h Rio <strong>on</strong> his first vis<strong>it</strong> in 2004, but<br />

felt <strong>it</strong> w<strong>as</strong> <strong>to</strong>o early <strong>to</strong> invest in <strong>the</strong> <strong>c<strong>it</strong>y</strong>. He eventu<str<strong>on</strong>g>all</str<strong>on</strong>g>y<br />

<strong>to</strong>ok <strong>the</strong> plunge and decided <strong>to</strong> buy his first properties<br />

just m<strong>on</strong>ths before World Cup Brazil w<strong>as</strong> announced,<br />

creating Ipanema C<strong>on</strong>temporary Living. His timing<br />

h<strong>as</strong> been excellent. He specialises in large, beach-<br />

fr<strong>on</strong>t homes that sell for anywhere between $3.5m<br />

and $13m. The c<strong>on</strong>cept is über-luxurious spaces<br />

w<strong>it</strong>h a ready-<strong>to</strong>-move-in opti<strong>on</strong>, complete w<strong>it</strong>h<br />

designer and vintage furnishings, right down <strong>to</strong> <strong>the</strong><br />

l<strong>as</strong>t objet. Finance direc<strong>to</strong>r Jay Verjee says, “What we<br />

can bring <strong>to</strong> <strong>the</strong> market is that internati<strong>on</strong>al flavour<br />

w<strong>it</strong>h an appreciati<strong>on</strong> of Brazilian objects and materials.”<br />

Ipanema C<strong>on</strong>temporary Living’s portfolio gem is<br />

<strong>the</strong> stunning R$23m (about $13.1m), three-s<strong>to</strong>rey,<br />

Indeed, <strong>the</strong>re is no escape from <strong>the</strong> dual-<strong>as</strong>pect<br />

view of spectacular scenery: languish in <strong>the</strong> ofuro <strong>as</strong><br />

you peruse <strong>the</strong> ic<strong>on</strong>ic mountain from <strong>the</strong> m<strong>as</strong>ter<br />

bedroom terrace, or watch <strong>the</strong> sunset behind <strong>the</strong><br />

Redeemer while sipping a caipirinha <strong>on</strong> <strong>the</strong> living-<br />

room veranda, w<strong>it</strong>h <strong>it</strong>s Guanabara Bay and Corcovado<br />

panorama. You can even entertain those sat below<br />

in <strong>the</strong> living area <strong>as</strong> you wade over <strong>the</strong> skylights set<br />

and Brazilian celebr<strong>it</strong>ies is Joá, a cl<strong>as</strong>sy enclave wedged<br />

<strong>on</strong> a hilly peninsula jutting in<strong>to</strong> <strong>the</strong> ocean between<br />

Barra and São C<strong>on</strong>rado. It h<strong>as</strong> phenomenal ocean views,<br />

secur<strong>it</strong>y. “It’s qu<strong>it</strong>e sm<str<strong>on</strong>g>all</str<strong>on</strong>g> and exclusive,” says Juliana<br />

Guzman. “People like <strong>the</strong> privacy, and <strong>the</strong> fact <strong>the</strong>y can<br />

live <strong>the</strong>re an<strong>on</strong>ymously.” Rio Exclusive h<strong>as</strong> a m<strong>on</strong>ol<strong>it</strong>hic<br />

wh<strong>it</strong>e villa in Joá (pictured <strong>on</strong> opening page), <strong>on</strong> <strong>the</strong><br />

market for $5.3m, which spills across four terraces and<br />

faces an epic visual spread of Atlantic Ocean, mountain<br />

forest and São C<strong>on</strong>rado beach. The Two Bro<strong>the</strong>rs<br />

Meanwhile, <strong>the</strong> prospec<strong>to</strong>rs are out in force searching<br />

for <strong>the</strong>ir next big Carioca project <strong>to</strong> embellish w<strong>it</strong>h<br />

neutral-t<strong>on</strong>ed styling. “We’ve started <strong>to</strong> look at <strong>the</strong><br />

port, around Flamengo, Glória and <strong>the</strong> o<strong>the</strong>r side of<br />

Centro, where Calatrava is doing a beautiful museum,”<br />

says Jay Verjee. He enthuses about <strong>the</strong> planned Por<strong>to</strong><br />

Maravilha, an amb<strong>it</strong>ious regenerati<strong>on</strong> project that<br />

promises <strong>to</strong> rejuvenate <strong>the</strong> grim down<strong>to</strong>wn port area<br />

around Praça Mauá. Let <strong>the</strong> games begin. ✦<br />
