101 Is the New
Number for
Reporting Crime
to the Police.
101 provides residents with a memorable number to
report crime and other concerns that do not require an
emergency response. Examples are:
• Reporting a stolen car.
• Damage or vandalism to property.
• Suspicion of drug use or dealing.
• Reporting minor traffic collisions.
• Providing information about crime.
How does it work?
When a resident phones 101, Police in the control room
will answer the call and respond appropriately. If the
incident is recognised as an emergency, the operator or
police call handler will put them through to 999.
How much does it cost to call?
Calls to the 101 non-emergency number will cost 15 pence
for the entire call, no matter how long the call or what time
of day it is. This applies to both landlines and mobile phones.
What does this mean?
101 will change how the public get in touch with the
police. It will make the service more accessible and
potentially reduce pressure on the 999 system.
Some background
ADC granted planning approval in 2005 for a single restaurant and
associated accommodation. Building works commenced in 2006 but the
project proved to be a difficult undertaking and a number of problems
ensued, not least the economic downturn, which casted doubt on the viability
of the venture in its intended form. In 2009 a further planning consent was
obtained for two restaurants and associated accommodation.
Construction recommenced but stopped again in 2010 and since then the
building has been offered for sale at auction a number of times, but on each
occasion it has failed to reach its reserve price. The latest information
available is that the building is still for sale and is likely to remain so for the
foreseeable future.
At the last annual residents meeting in May, a number of residents expressed
their concerns and opinions over a number of issues relating to this
development, not least the granting of planning permission for the
development by ADC in the first place.
Whatever opinions residents may have on the planning issue it is worth
noting that ADC has acted in accordance with planning policy and
procedures and under planning law they could not have unnecessarily
withheld permission for this development.
In layman’s terms, what’s gone has gone and we must now look forward and
to this end Council pledged further opportunity for residents to have their
say on this matter.
Although it was intended to hold a dedicated meeting to discuss this matter
further, Council considered that as the financial implications that some of
the options would have on the level of future precepts levied on the whole
community, then it was only fair that the whole community be consulted.
Hence this consultation questionnaire, which is intended to provide the
Parish Council with a better understanding of how the community as a
whole feels about this issue and whether residents consider that the Council
should act in this matter or otherwise.
Consultation on important local issues such as this is a core principal of
community engagement and the Council from time to time will be asking
residents to become more involved in the decision process on important
issues by inviting opinion and providing the opportunity to HAVE YOUR
SAY.

The options presented
So what now are the options and how can residents influence the outcome? Four options are offered. These are:-
Option Advantages Disadvantages Probable outcome
No change and the building will continue to
dilapidate further.
Building remains and
continues to fall apart
Continued determent
to the area
Loss of opportunity
No risk
No cost
1. Do nothing.
The Council has no responsibility
for the building and can sit back and
let the outcome unfold.
Due to certain restrictions placed on the building
and the current economic climate it is uncertain
when this option might become commercially
viable in the future.
Loss of open space
Loss of control of
space
No guarantee that
developer would
complete the
development
No risk
No cost to residents
Building finished
Small income from
easements
2. Aid a private developer.
This would involve conceding part of
the open space on the Green to the
front of the building and adjacent to
the public toilets to provide parking
spaces and access to the building.
The levels of finance required to finish the building
and the ongoing costs required to support any
community use would be excessively high. This
option would normally be discounted on ‘value for
money’ grounds unless there was an overwhelming
strong community support for this option.
Risk
Cost to Council and
residents*
No guarantee of
continuity of use
Could be left empty
after completion if no
third party interest.
Building finished
Community facility
Control of area
Additional
community asset
Some income from
hiring
3. Buy and develop for
community/leisure benefit.
* Could cost each household an extra 30p per week
This would involve purchasing the
building and funding the internal
completions and handing this to a
third party organisation to run, which
could be a charity or rented to a
commercial enterprise.
The removal of the building and the restoration of
the beach line with possible inclusion of some
beach huts to generate some income.
Cost to Council and
residents*
Loss of community
opportunity
Building removed
Beach line restored
Visual improvement
Additional public
asset
More open space
Guaranteed outcome
4. Buy and demolish
This would provide additional public
open space for recreational purposes.
* Could cost each household an extra 12p per week
