(Retd) J.J. Singh has expressed<br />

sadness on the demise <strong>of</strong><br />

former member <strong>of</strong> State<br />

Legislative Assembly Kirge Ori,<br />

at Dispur Hospital, Guwahati<br />

on November 29 last. While<br />

expressing sincere <strong>and</strong><br />

heartfelt condolence on behalf<br />

<strong>of</strong> the people <strong>of</strong> Arunachal<br />

Pradesh the Governor said that<br />

Late Ori was a distinguished<br />

personality, who made<br />

immense contributions<br />

144Cr PC imposed in<br />

capital complex<br />

Magistrate has promulgated<br />

144Cr PC in the capital<br />

complex to maintain peace <strong>and</strong><br />

order in view <strong>of</strong> the proposed<br />

students union election from<br />

December 6 to December 11 at<br />

Doimukh where thous<strong>and</strong>s <strong>of</strong><br />

students are expected to arrive<br />

from all districts. The District<br />

administration has taken this<br />

preventive measure inorder to<br />

maintain law <strong>and</strong> orer as there<br />

have been instances <strong>of</strong><br />

violence in the past. All the<br />

Guv calls for strong <strong>and</strong> prosperous new India<br />

ITANAGAR, December 1:<br />

The Governor <strong>of</strong> Arunachal<br />

Pradesh General (Retd) J.J. Singh<br />

inaugurated the 4th Talom Rukbo<br />

State Level Indigenous Youth<br />

Festival at Daporjo on 1st<br />

December 2012.<br />

In his address, the Governor<br />

called upon the youth <strong>of</strong> Arunachal<br />

Pradesh to build a society that they<br />

all would always be proud <strong>of</strong>. He<br />

advised them to build a new,<br />

strong, prosperous, disciplined<br />

<strong>and</strong> efficient India with the strength<br />

<strong>of</strong> the rich cultural heritage, ethical<br />

<strong>and</strong> spiritual values embedded in<br />

the traditions <strong>and</strong> unconquerable<br />

spirit <strong>and</strong> creativity in them.<br />

The Governor said that the<br />

youth have a role to play in<br />

addressing social issues,<br />

including eliminating evil social<br />

customs, contributing to India’s<br />

economic development,<br />

participating in its political life <strong>and</strong><br />

living up to the high st<strong>and</strong>ards <strong>of</strong><br />

India’s ideals <strong>and</strong> values. The<br />

Governor called upon the youth to<br />

protect the environment <strong>and</strong><br />

rooted to good age old traditions.<br />

Chief Minister Nabam Tuki today<br />

released the book titled<br />

‘Archaeological Heritage <strong>of</strong><br />

Arunachal Pradesh’ (Discoveries<br />

from 1991 to 2011) here at his<br />

<strong>of</strong>fice in a simple ceremony. The<br />

book published by Directorate <strong>of</strong><br />

Research, Government <strong>of</strong><br />

Arunachal Pradesh, is authored<br />

by Dr Tage Tada, Jagat C Dutta<br />

<strong>and</strong> Nabajit Deori.<br />

Congratulating the<br />

Research department,<br />

especially its Director Dr Tage<br />

Tada, who is also a co-author <strong>of</strong><br />

the book, Tuki expressed<br />

happiness that the department<br />

is active <strong>and</strong> has brought out a<br />

research based book that would<br />

General Singh exhorted the<br />

youth to inculcate in themselves<br />

a sense <strong>of</strong> discipline, a spirit <strong>of</strong><br />

tolerance, a quest for knowledge,<br />

a positive mind <strong>and</strong> respect for<br />

fellow human beings to meet the<br />

future with confidence <strong>and</strong> fulfilling<br />

the dream <strong>of</strong> modern India. He<br />

appealed them to aim high <strong>and</strong><br />

approach life with sincerity <strong>and</strong><br />

dedication. There is no short cut<br />

to hard work <strong>and</strong> success.<br />

The Governor stated that the<br />

nation needs a variety <strong>of</strong><br />

pr<strong>of</strong>essionals <strong>and</strong> skilled workers<br />

for balanced <strong>and</strong> all round<br />

progress. Therefore, the onus is<br />

on the youth <strong>of</strong> our country to<br />

prepare themselves for the<br />

responsibilities that lie ahead <strong>and</strong><br />

to look at the challenges facing<br />

the nation.<br />

Appreciating the members <strong>of</strong><br />

Indigenous Faith <strong>and</strong> Cultural<br />

Society <strong>of</strong> Arunachal Pradesh<br />

(IFCSAP) for organizing the<br />

festival he expressed his<br />

confidence that it will help in<br />

channelizing the energy <strong>and</strong><br />

CM releases book on<br />

archaeology<br />

highlight the rich archaeological<br />

heritage <strong>of</strong> Arunachal Pradesh to<br />

the world. He specially thanked<br />

the authors for painstakingly<br />

going through their research<br />

works <strong>and</strong> producing an<br />

excellent book. He also hoped<br />

that the book would come in<br />

h<strong>and</strong>y for students, researchers,<br />

scholars <strong>and</strong> the common man<br />

who would want to have an<br />

insight into the state’s history<br />

<strong>and</strong> archaeological sites.<br />

The Chief Minister<br />

encouraged Dr Tada <strong>and</strong> his<br />

team to carry on the good work<br />

<strong>and</strong> bring out more such useful<br />

<strong>and</strong> fact-based publications so<br />

that the world outside know the<br />

frontier state better.<br />

force for sister organizations such<br />

as Donyi Polo Gangging, Meder<br />

Nello, Kargu Gamgi, Dani Piilo<br />

Society, Rangfrah Faith Promotion<br />

Society, Buddhist Cultural<br />

Preservation Society, <strong>and</strong> other<br />

such indigenous societies <strong>of</strong> Tai<br />

Khamti, Tangsa, Mishmi. He<br />

commended its members for<br />

dedicatedly working to promote,<br />

preserve <strong>and</strong> patronize the<br />

indigenous faiths <strong>and</strong> culture <strong>of</strong><br />

Arunachal Pradesh. Joining the<br />

participants, he paid rich tributes<br />

Discoveries made during<br />

the period between 1991 <strong>and</strong><br />

2011 in course <strong>of</strong> survey <strong>and</strong><br />

explorations are incorporated<br />

in the book. The book gives an<br />

insight into the numerous<br />

monumental findings including<br />

prehistoric tools collected from<br />

different parts <strong>of</strong> the state in<br />

five chapters supported by<br />

maps, sketches <strong>and</strong><br />

photographs.<br />

The book will be useful<br />

not only to archaeologists but<br />

also social scientists <strong>and</strong> to the<br />

administrators <strong>and</strong> policy<br />

makers for developing cultural<br />

tourism, covering the old <strong>and</strong><br />

new monuments <strong>and</strong> heritage<br />

sites <strong>of</strong> the state.<br />

Chief Minister calls on<br />

Defence Minister<br />

Defence Minister A K Antony today<br />

committed to provide connectivity<br />

to all areas <strong>of</strong> Arunachal Pradesh,<br />

a strategically situated frontier<br />

state <strong>of</strong> the country in the North<br />

East.<br />

Antony made the<br />

commitment when Arunachal<br />

Pradesh Chief Minister Nabam<br />

Tuki called on him here this<br />

evening.<br />

The Chief Minister apprised<br />

the Defence Minister about the<br />

status <strong>of</strong> several road projects<br />

including those under Border<br />

Roads Organisation (BRO).<br />

Expressing concern over the<br />

inordinate delay in completion <strong>of</strong><br />

several road projects, he appealed<br />

Antony’s personal intervention in<br />

order to expedite the pace <strong>of</strong> works<br />

being carried out.<br />

Antony, in a positive note,<br />

assured that providing connectivity<br />

to all areas <strong>of</strong> Arunachal Pradesh<br />

was one <strong>of</strong> his foremost priorities<br />

<strong>and</strong> he would fulfill it by taking up<br />

Award at BS&G HQs here today,<br />

the CM, who was inducted as vice<br />

patron <strong>of</strong> state BSG, exhorted the<br />

awardees from all over the state<br />

to set their goals with a positive<br />

approach <strong>and</strong> pursue it with<br />

discipline, confidence <strong>and</strong> proper<br />

time management.<br />

International Civil Aviation Day<br />

International Civil Aviation Day was formed in 1994 by United<br />

Nations with the help <strong>of</strong> Canadian government on December 7. Since<br />

then, the day is recognized as International Civil Aviation Day.<br />

International Civil Aviation Organization (ICAO) is a specialized<br />

agency <strong>of</strong> the United Nations which was created to promote international<br />

parameters <strong>and</strong> regulations essential for the security, efficiency <strong>and</strong><br />

regularity <strong>of</strong> air transport <strong>and</strong> serve as a medium for coordination in the<br />

sector <strong>of</strong> civil aviation.<br />

The purpose <strong>of</strong> the global celebration is to create <strong>and</strong> consolidate<br />

worldwide awareness <strong>of</strong> the significance <strong>of</strong> international civil aviation in<br />

the economic <strong>and</strong> social development <strong>of</strong> nations, <strong>and</strong> explain the role <strong>of</strong><br />

ICAO in promoting the safety, efficacy <strong>and</strong> consistency <strong>of</strong> international<br />

transport.<br />

ICAO has played a crucial role in supporting nations to maintain a<br />

valleys <strong>and</strong> scale its height from<br />

challenges. But only few <strong>of</strong> them<br />

are lucky to come across the<br />

enchanting flora <strong>and</strong> fauna, many<br />

<strong>of</strong> them are on the verge <strong>of</strong><br />

extinction which invites immediate<br />

attention <strong>of</strong> local inhabitants,<br />

nature lovers <strong>and</strong> concerned<br />

authorities <strong>of</strong> the government.<br />

There was lot <strong>of</strong> news in the<br />

local dailies on the recent<br />

expedition to Mount Gorichen<br />

(originally known as Ghangri-<br />

Chen - mighty glaciers) in Tawang<br />

District sharing its border with<br />

West Kameng district <strong>of</strong> Arunachal<br />

Pradesh on the Mac Mohan Line.<br />

The expedition has been jointly<br />

organized by the Indian<br />

Mountaineering Foundation (IMF),<br />

New Delhi supported by the<br />

Department <strong>of</strong> Sports <strong>and</strong> Youth<br />

Affairs, Govt. <strong>of</strong> Arunachal Pradesh<br />

for the first time. The team<br />

comprising <strong>of</strong> renowned<br />

mountaineers from Arunachal<br />

Pradesh, Himachal Pradesh,<br />

Jammu & Kashmir, Sikkim, North<br />

Bengal, Meghalaya, Mizoram,<br />

Assam, Manipur <strong>and</strong> ITBP has<br />

conquered the sacred peak <strong>of</strong><br />

Ghangri-chen on 9 th Oct’2012 at<br />

0700 hours. Though the success<br />

<strong>of</strong> the premier expedition <strong>of</strong> the<br />

Govt. <strong>of</strong> Arunachal Pradesh with<br />

IMF has been praised everywhere<br />

in the state including the<br />

Government <strong>and</strong> IMF.<br />

But at the same time, all<br />

mountain lovers must underst<strong>and</strong><br />

the consequences <strong>of</strong> the fast<br />

decaying glaciers in the Arunachal<br />

Himalayas, along with rest part <strong>of</strong><br />

the world, due to global warming<br />

<strong>and</strong> human activities in the<br />

Ziro, the headquarters <strong>of</strong> Lower Subansiri district<br />

situated at an altitude above 5000 ft is a pine-clad plateau <strong>of</strong><br />

scenic gr<strong>and</strong>eur <strong>and</strong> a tourist paradise. The area is rich in<br />

bio -diversity having varied flora <strong>and</strong> fauna from sub tropical<br />

to alpine forest. One <strong>of</strong> the oldest towns in Arunachal Pradesh,<br />

Ziro represents a small but picturesque destination for its<br />

natural beauty <strong>and</strong> is known for the vast Apatani plateau.<br />

Located at 150 kms away from the state capital, Ziro is only<br />

five hours drive from Itanagar.<br />

Home to the Apatani tribe, Ziro is famous for the paddy<br />

cum fish culture. This practice <strong>of</strong> rearing fish in the paddy<br />

field is one unique feature for which Ziro is known all over, but<br />

more than that the hallmark <strong>of</strong> Apatani agriculture is its<br />

traditional irrigation system which has made the paddy cum<br />

fish culture possible.<br />

A number <strong>of</strong> important developmental projects which<br />

included high altitude fish-seed farm <strong>and</strong> Ranganadi Hydel<br />

Project (NEEPCO) are located in <strong>and</strong> around Ziro. The Tarin<br />

Fish Farm, a beautiful high altitude fish farm where breeding<br />

<strong>of</strong> high altitude fishes is done is located about 3.5 kms from<br />

Hapoli Town, 7 kms from Ziro. Ziro Putu, also called as Army<br />

Putu by the locals is a Hillock at old Ziro where an Army<br />

cantonment was located in the sixties but shifted later. It is a<br />

view point from where a bird’s eye view <strong>of</strong> the Ziro valley can<br />

be seen. The Airstrip located beneath this hillock in the midst<br />

<strong>of</strong> the paddy field is also worth witnessing.<br />

Shiva Linga, with a height <strong>of</strong> 25 ft <strong>and</strong> width <strong>of</strong> 22 ft at<br />

Kardo, about 4 kms away from Hapoli town, is a place <strong>of</strong><br />

religious <strong>and</strong> tourist interest where large number <strong>of</strong> devotees<br />

in the mountains. He urged the<br />

young mountaineers to be the<br />

ambassadors for preservation <strong>of</strong><br />

glaciers in the Himalayas so as<br />

to keep the perennial source <strong>of</strong><br />

together <strong>and</strong> spreading the<br />

intrinsic values <strong>of</strong> their cultures<br />

<strong>and</strong> traditions.<br />

Being followers <strong>of</strong> Lord<br />

Buddha, the Tai people are lovers<br />

<strong>of</strong> peace <strong>and</strong> harmony. Thus, Poi<br />

Pee Mau has always unfolded the<br />

message <strong>of</strong> peace, harmony <strong>and</strong><br />

unity. Be it language, literature <strong>and</strong><br />

script, art <strong>and</strong> culture, games <strong>and</strong><br />

sports <strong>and</strong> food habits - all these<br />

<strong>of</strong> the Tai people are unique <strong>and</strong><br />

Expeditions picked up<br />

momentum in Arunachal Pradesh<br />

during the nineties, though some<br />

un-recorded expeditions have<br />

been revealed here <strong>and</strong> there<br />

which lack the concrete evidence.<br />

The first major civil expedition to<br />

Mount Gorichen (Ghangri-Chen)<br />

was by Assam Mountaineering<br />

Association in 1994 that was<br />

<strong>of</strong>ficially flagged <strong>of</strong>f by the then<br />

Chief Minister <strong>of</strong> Arunachal<br />

Since then several expeditions<br />

have been organized by various<br />

Under a new initiative to strengthen the <strong>Public</strong> Distribution System, the Govt. <strong>of</strong> India has initiated the end-toend<br />

computerization <strong>of</strong> consumers’ data on the State Portal which would also enable transfer <strong>of</strong> subsidy to the<br />

consumers. In order to achieve the target fixed by Govt. <strong>of</strong> India which is 31 st December/2012, the District Food & Civil<br />

Supply Officers have been entrusted to meet the deadline fixed by Govt. <strong>of</strong> India <strong>and</strong> digitize all the relevant consumer<br />

data which includes Bank account numbers, EPIC numbers, House numbers, etc. It is apprehended that the state<br />

allocation will be curtailed if we fail to submit the report latest by<br />

31/12/2012.<br />

In order to avoid curtailment <strong>of</strong> state allocation <strong>of</strong> food grains <strong>and</strong> also to ensure timely submission <strong>of</strong> state<br />

data, the department appeals to all the consumers in the state to submit the required data to the District Food & Civil<br />

NH52A from Itanagar to B<strong>and</strong>erdewa;<br />

Whereas, it is also brought to the notice <strong>of</strong> the undersigned that many people have unauthorisedly started<br />

constructing CC drains at various locations <strong>of</strong> NH52A without any valid order <strong>and</strong> authorization from the PWD Highway<br />

Division;<br />

Whereas, it is also seen that construction <strong>of</strong> CC drains on NH52A has resulted in stock-piling <strong>of</strong> the debris on the<br />

national highway thus causing public nuisance <strong>and</strong> unnecessary traffic congestion;<br />

It is therefore directed that the works <strong>of</strong> construction <strong>of</strong> CC drains on NH52A by the PWD Highway division or<br />

any other unauthorized persons shall be stopped immediately <strong>and</strong> the debris accumulated on the NH52A shall also be<br />

festival brings co-operation <strong>and</strong> unity<br />

among the people besides it gives<br />

happiness, enjoyment <strong>and</strong> also<br />

enhances living-st<strong>and</strong>ard <strong>of</strong> people<br />

because this festival generate<br />

income to the local community <strong>and</strong><br />

our nation <strong>and</strong> helps in preserving<br />

our rich culture <strong>and</strong> heritage.<br />

Poi Pee Mau is the biggest<br />

festival <strong>of</strong> the community who reside<br />

all over the world. Poi Pee Mau,<br />

literally ‘the Tai New Year’, is<br />

celebrated in November or<br />

December to welcome the advent <strong>of</strong><br />

a new dawn <strong>of</strong> socio-cultural<br />

development in the community. The<br />

learned Tai people know that the<br />

actual Pee Mau <strong>of</strong> the Tai should<br />

begin on the first day <strong>of</strong> the first month,<br />

which, according to the Tai calendar,<br />

falls either towards the end <strong>of</strong><br />

November or early December.<br />

January is the second month <strong>and</strong> April<br />

is the fifth, not the first, in the Tai<br />

calendar. We all know that Vesak,<br />

Buddhist celebration falls on the sixth<br />

month <strong>of</strong> the Tai calendar or in May in<br />

the Gregorian calendar.<br />

How <strong>and</strong> when did the Tai lunar<br />

year begin is a question increasingly<br />

asked among the Tai’s? It is largely<br />

theoretical proposition, the nature <strong>of</strong><br />

controversy around most <strong>of</strong> the<br />

calendars in the world; myths <strong>and</strong><br />

novelty are <strong>of</strong>ten associated with the<br />

beginning <strong>of</strong> a calendar.<br />

The idea <strong>of</strong> the festival was<br />

conceived by the Tai Khampti<br />

Development Society (TKDS) <strong>and</strong> it<br />

is celebrated in accordance with the<br />

ancient Tai calendar. The noble<br />

initiative, with support from the<br />

Khampti Singpho Council (KSC), is<br />

aimed at reviving the tribe’s culture,<br />

script, music <strong>and</strong> way <strong>of</strong> life, while<br />

keeping pace with developments in<br />

the modern world is a praiseworthy.<br />

Among the heritage <strong>of</strong> the Tai<br />

people are hundreds <strong>of</strong> volumes <strong>of</strong><br />

manuscripts, traditional medication<br />

system, dances, martial arts,<br />

h<strong>and</strong>icrafts <strong>and</strong> delicious cuisine.<br />

their lives while descending after the<br />

Darjeeling) was evacuated in a critical<br />

condition <strong>and</strong> 3 others including<br />

myself returned safely from the peak<br />

by late night.<br />

Sati Mein among others the TKDS<br />

has made rapid progress in<br />

acquainting the Tai youths with their<br />

rich heritage, rescuing the Tai culture<br />

from the threat <strong>of</strong> possible extinction,<br />

<strong>and</strong> weaning the youth away from the<br />

menace <strong>of</strong> opium <strong>and</strong> other drugs.<br />

Equally importantly, the festival helps<br />

sustain the prospects <strong>of</strong> the tourism<br />

industry in Lohit district.<br />

The initiative <strong>and</strong> the foundation<br />

<strong>of</strong> the festival laid by the TKDS will<br />

help the Tai people, especially the<br />

youths, to propel themselves towards<br />

a modern, vibrant <strong>and</strong> developed<br />

society - a society that will be at par<br />

with any developed society <strong>of</strong> the<br />

world. To check these harmful bad<br />

habits which are easy to acquire but<br />

difficult to avoid, the initiative <strong>of</strong> the<br />

TKDS to organize the Poi Pee Mau to<br />

promote the Tai culture <strong>and</strong> tradition<br />

<strong>and</strong> thereby bring awareness <strong>and</strong><br />

revolution among the Tai people,<br />

especially the younger generations,<br />

for all round development is<br />

appreciable<br />

The common platform in the<br />

form <strong>of</strong> Poi Pee Mau provided to the<br />

youth has relevantly changed the<br />

mindset <strong>and</strong> helped them see the<br />

brighter part <strong>of</strong> life. The Poi (festival)<br />

has in the true sense made the<br />

younger generations more<br />

acquainted with at least the names<br />

<strong>of</strong> different games <strong>and</strong> sports<br />

disciplines, <strong>and</strong> also rescued the Tai<br />

culture from the threat <strong>of</strong> possible<br />

extinction.<br />

The celebration <strong>of</strong> Poi Pee Mau<br />

is designed in such a way that it will<br />

become a platform to develop <strong>and</strong><br />

display the talents <strong>of</strong> the budding<br />

artists <strong>and</strong> writers <strong>of</strong> the society. It will<br />

also expose the tourism potential <strong>of</strong><br />

the area to the outer world <strong>and</strong> help<br />

After a gap <strong>of</strong> 12 years, the<br />

Delhi with the support <strong>of</strong> Department<br />

<strong>of</strong> Sports <strong>and</strong> Youth Affairs, Govt. <strong>of</strong><br />

Arunachal Pradesh have nominated<br />

my name as Liaison Officer cum Field<br />

Advisor for their First ever<br />

Mountaineering Expedition to Mount<br />

Ghangri-Chen as partner. I<br />

acknowledge my gratitude to the<br />

organizing bodies <strong>and</strong> also to my<br />

authority for granting permission.<br />

During the course <strong>of</strong> this mission, I<br />

have observed drastic changes on<br />

every front, particularly the routes<br />

the unemployed youth get<br />

employment under the tourism<br />

sector.<br />

Organizing the festival will<br />

surely go a long way to inspire the<br />

youths to come forward <strong>and</strong> protect<br />

the identity <strong>and</strong> culture <strong>of</strong> the<br />

community - be it today, tomorrow or<br />

in the days to come. It also sustains<br />

the prospects <strong>of</strong> tourism <strong>and</strong><br />

ultimately helps in strengthening the<br />

society, the state <strong>and</strong> the nation as a<br />

whole.<br />

Poi Pee Mau is one such way<br />

to showcase the cultural specialties<br />

<strong>of</strong> the community. It represents the<br />

cultural ethos, providing sustenance<br />

to it <strong>and</strong> ultimately promotes tourism<br />

<strong>and</strong> provides continuity to customs,<br />

tradition <strong>and</strong> culture. The festival also<br />

serves as an ideal platform for<br />

showcasing the splendor <strong>of</strong> the<br />

region with respect to its culture,<br />

practices, crafts <strong>and</strong> arts, <strong>and</strong> can<br />

effectively attempt to change the<br />

stereotypical notions about the district<br />

<strong>and</strong> the region as a whole. It will give<br />

ample opportunity for everyone to<br />

come together <strong>and</strong> rejoice this<br />

change. The launching <strong>of</strong> the website<br />

on the maiden Poi Pee Mau by the<br />

Governor will bring all the Tai’s closer,<br />

givethem exposure to the world <strong>and</strong><br />

foster universal brotherhood.<br />

when we think <strong>of</strong> each other more<br />

<strong>and</strong> when our consciousness<br />

meets; let this year Pee Mau give us<br />

Preparations on for celebration <strong>of</strong> third National Voters day<br />

BOMDILA, December 5:<br />

The National Voters Day which was<br />

celebrated on 25 th <strong>of</strong> January 2011<br />

for the first time in the whole <strong>of</strong> the<br />

country was conceived on the idea<br />

based on the establishment <strong>of</strong> the<br />

Election Commission <strong>of</strong> India on 25<br />

<strong>of</strong> January 1950. It aims at creating<br />

awareness among the mass on the<br />

Adult Franchise – one’s right to<br />

participate <strong>and</strong> vote after attainment<br />

<strong>of</strong> 18 years <strong>of</strong> age. The main<br />

emphasis is laid on educating <strong>and</strong><br />

making aware the youths <strong>of</strong> 18 to 19<br />

years <strong>of</strong> age, <strong>of</strong> the rights, duties <strong>and</strong><br />

responsibilities <strong>of</strong> a conscious <strong>and</strong><br />

responsible citizen.<br />

responsible to operate & manage<br />

implementation <strong>of</strong> nation’s flagships<br />

programe like NBA, NRDWPs. ZPM<br />

also highlighted about water,<br />

sanitation <strong>and</strong> health linkages. He<br />

stressed upon abolition <strong>of</strong> age old<br />

practice <strong>of</strong> traditional Pigsty toilet<br />

being commonly used in rural area.<br />

were honoured with citations for<br />

their contributions to the field <strong>of</strong><br />

Journalism in the state.<br />

Also the winners <strong>of</strong> the State<br />

level Photography Competition<br />

received their prizes consisting <strong>of</strong><br />

cash prize <strong>and</strong> certificate on the<br />

occasion. Pretty Elapra <strong>of</strong> IG<br />

Government College, Tezu was<br />

the first prize winner, Tasso Kago<br />

as the second prize winner, while<br />

culture is our treasure, our identity<br />

The immediate impact <strong>of</strong><br />

preparation for celebration <strong>of</strong> Siang<br />

River Festival (SRF) 2012 is the<br />

regular social service <strong>and</strong> face-lift<br />

work in last three weeks by the<br />

inhabitants <strong>of</strong> Yingkiong township, a<br />

remote district headquarters <strong>of</strong> Upper<br />

Siang District. Supported by<br />

Government employees <strong>and</strong> the<br />

general public the Deputy<br />

Commissioner, Liyon Borang, who<br />

is also the chairman <strong>of</strong> the SRF feels<br />

that besides showcasing the<br />

indigenous rich cultural heritage,<br />

tradition <strong>and</strong> tourism potentiality, the<br />

essence <strong>of</strong> life is the word “Beauty”<br />

<strong>and</strong> “Love” which are two sides <strong>of</strong> a<br />

same coin which is nothing but<br />

making oneself <strong>and</strong> others neat <strong>and</strong><br />

clean, hygienic <strong>and</strong> beauty which<br />

ultimately leads to mental peace,<br />

content <strong>and</strong> makes one self <strong>and</strong><br />

others feel happy <strong>and</strong> attractive.<br />

‘Anchi’, is an Idu Mishmi folktale<br />

that narrates the moral behind the<br />

tradition to name the new born baby<br />

within five days after birth! It is<br />

otherwise believed that spirit or the<br />

Khinu will name the baby <strong>and</strong> the child<br />

will belong to him! Therefore during<br />

the birth <strong>of</strong> a child, the Idu Mishmis<br />

follow a special ritual ceremony<br />

(Ahha-Tanye).<br />

Once there lived an Idu Mishmi<br />

man with his wife in the hills <strong>of</strong><br />

serenity. A cascading <strong>of</strong> the l<strong>and</strong>. A<br />

beautiful daughter was born to them.<br />

But the parents could not decide on<br />

her name even after fifth day <strong>of</strong> her<br />

birth. And when they heard a bird’s<br />

voice that spelled “Anchi-Anchi”. The<br />

parents liked the chirp <strong>of</strong> the bird that<br />

sat in front <strong>of</strong> the window near<br />

apeidow, a fenced bamboo for cattle.<br />

So they named their daughter ‘Anchi’.<br />

Years later, when ‘Anchi’,<br />

reached her teenage years. She was<br />

betrothed to a young man <strong>of</strong> ‘Angolin<br />

Village’. One day on her way to “Echie-<br />

Chii-Demoho” (husb<strong>and</strong>’s house),<br />

a Khinu (spirit) caught her. A ‘Tug <strong>of</strong><br />

war’, ensued between the spirit <strong>and</strong><br />

her abeya-chimbeyei-allombo<br />

(bride’s companions). Both sides<br />

pulled the poor girl in opposite<br />

directions. Anchi was in much pain.<br />

And she requested her companions<br />

to leave her as the pain was beyond<br />

her control. Immediately a colossal<br />

More than 1000 students from<br />

various districts along with students<br />

<strong>of</strong> Sangay Lhaden Sports Academy<br />

<strong>and</strong> P-Sector Middle School took out<br />

a procession in the morning from ‘0’<br />

point Tinali to Akash Deep complex,<br />

Ganga, carrying banners <strong>and</strong><br />

placards voicing issues & concerns<br />

<strong>of</strong> physically challenged children who<br />

are identified as children with special<br />

To accelerate efforts <strong>and</strong> fight against<br />

the deadly disease HIV/AIDS, the<br />

World AIDS Day was observed at<br />

Pasighat General Hospital.<br />

To mark the event, the doctors<br />

along with staff, NGOs <strong>and</strong> ANM<br />

trainees took out a rally <strong>and</strong> moved<br />

around the township with slogans<br />

<strong>and</strong> banners ‘Stop AIDS, keep the<br />

promise’. It was formally flagged-<strong>of</strong>f<br />

by the DC In-charge Nidhi Srivastava<br />

amid huge gathering inside the<br />

hospital campus.<br />

The celebration is symbolically<br />

a call to enhance social protection<br />

mechanism <strong>and</strong> a symbol <strong>of</strong><br />

solidarity <strong>and</strong> support towards the<br />

people living with HIV, stated<br />

Srivastava during the observation.<br />

She while advising the participants<br />

to renew the commitment to fight<br />

against AIDS informed that along with<br />

the government, numerous social<br />

welfare organization are constantly<br />

striving <strong>and</strong> taking initiatives on AIDS<br />

awareness to reach both in urban<br />

<strong>and</strong> rural areas.<br />

As part <strong>of</strong> the social service, the<br />

colonies have cleaned <strong>and</strong> swept<br />

the drains, <strong>of</strong>fice complexes<br />

removed the bushes, shrubs <strong>and</strong> dirt,<br />

planted ornamental plants, white<br />

have also been cleared <strong>of</strong> debris <strong>and</strong><br />

shops did not lagged behind, they<br />

<strong>of</strong> frequent social service, the overall<br />

view <strong>of</strong> the Yingkiong township have<br />

changed giving a better out look which<br />

ANCHI: story <strong>of</strong> an Idu Mishmi girl<br />

-Jonomo Rondo, ARO<br />

thunderous voice was heard <strong>and</strong><br />

lovely ‘Anchi’ was lifted <strong>of</strong>f the ground<br />

<strong>and</strong> she disappeared. Alarm was<br />

raised <strong>and</strong> fear gripped among her<br />

companions. They hurriedly went to<br />

the village <strong>and</strong> informed their Igu<br />

(Priest). The Igu found out that ‘Anchi’<br />

was the name suggested by the<br />

spirit! Therefore she belonged to the<br />

spirit (Khinu). Accordingly, the bridal<br />

price was returned to the village.<br />

Several years later, suddenly<br />

‘Anchi’ returned home to her parents<br />

accompanied by a Tiger. Her body<br />

was completely covered with hair,<br />

though earlier she was beautiful <strong>and</strong><br />

virgin girl with no hair on her body.<br />

The village people were<br />

apprehensive but Anchi pacified<br />

them that the growth was natural as<br />

she had stayed with her husb<strong>and</strong><br />

(spirit). So her husb<strong>and</strong> had sent with<br />

Kabang Lego said there is no<br />

permanent cure for this disease so<br />

far <strong>and</strong> prevention <strong>and</strong> compassion<br />

are the most reliable ways to deal<br />

with this dreaded disease taking care<br />

<strong>of</strong> the people who are afflicted with<br />

the deadly HIV. Seeking public<br />

supports he said the infected<br />

patients also have the right to live with<br />

dignity <strong>and</strong> we must cooperate <strong>and</strong><br />

help them, Lego added.<br />

The hospital provides free<br />

counseling on the HIV-AIDS but we<br />

certainly need to do a lot in order to<br />

achieve our goal extending better<br />

services to the people especially<br />

living in far flung <strong>and</strong> difficult-to-reach<br />

Day was observed at Old Market<br />

Speaking on the occasion, Dr.<br />

Y. Gee Kena asked people to stay<br />

away from high risk behavior <strong>and</strong><br />

to pass the knowledge <strong>of</strong> HIV/AIDS<br />

body was cut into pieces <strong>and</strong> the meat<br />

was distributed among the villagers.<br />

‘Anchi’ then lived with her<br />

parents in the village. Her parents one<br />

day requested her to help them with<br />

the farming. A violent sweeping <strong>of</strong> the<br />

wind cleared the jungle within no<br />

time. A large number <strong>of</strong> people had<br />

gathered, but one could see the<br />

invincible power. The food that was<br />

<strong>of</strong>fered was also eaten by unseen<br />

powers.<br />

Anchi one day took her one<br />

garment <strong>and</strong> Eto-Ala (Cock) <strong>and</strong> told<br />

her parents that as long as she is<br />

alive the cock would crow <strong>and</strong> that<br />

would be an indication <strong>of</strong> her<br />

presence.<br />

For five years, the people used<br />

to see a garment spread out during<br />

the sunny hot days in the distant hills<br />

<strong>and</strong> heard the sound <strong>of</strong> Eto-Ala wunru<br />

(Cock’s crow). Finally, a day arrived<br />

when nothing was heard or seen. All<br />

were then convinced that Anchi is no<br />

more.<br />

The hill then comes to be known<br />

as “Nani-Anchi Allomi Ako”. This is<br />

today situated between Angolin <strong>and</strong><br />

Aprunli village in the Mishmi hills.<br />

Buddhist conference at Lathao<br />

(“This story is reproduced from 1966 issue <strong>of</strong> “NEFA INFORMATION”)<br />

Lathao is a small place in<br />

betweenNamsai <strong>and</strong> Chowkham<br />

in the Lohit district <strong>of</strong> NEFA. It is a<br />

Khampti area <strong>and</strong> is situated at a<br />

distance <strong>of</strong> about 28 miles from<br />

‘Tezu, the district headquarters.<br />

This title place bas recently played<br />

host the second session <strong>of</strong> the<br />

Lohit Bodhi Society. The session<br />

commenced on the 23rd March,<br />

During the three days the<br />

entire was bumming with<br />

activities people from various parts<br />

<strong>of</strong> Agency <strong>and</strong> delegates from<br />

outside - collected in large<br />

numbers for annual Buddhists’<br />

Conference Streets <strong>of</strong> the area<br />

were decorated with colorful<br />

prayer flags. In spite inclement<br />

weather a large number <strong>of</strong> people<br />

from the nearby village came to<br />

Latho, some on foot <strong>and</strong> others<br />

on conveyance, to witness the<br />

session which was indeed a big<br />

event for them all.<br />

On the 23rd morning the<br />

flag <strong>of</strong> the Lohit Bodhi Society was<br />

ceremonially hoisted in presence<br />

<strong>of</strong> a big gathering <strong>and</strong> amidst<br />

singing <strong>of</strong> Buddhist hymns. This<br />

was followed by community<br />

prayer for world peace. In the<br />

afternoon an attractive exhibition<br />

was declared open. The<br />

exhibition displayed textile<br />

h<strong>and</strong>icraft as well as forest<br />

products <strong>of</strong> the area. On the’ 24th<br />

March, after recitation from<br />

religious scriptures a gathering <strong>of</strong><br />

about a thous<strong>and</strong> people took<br />

part in the panchasila prayers.The<br />

prayers were led by a local monk<br />

under a beautifully decorated<br />

p<strong>and</strong>el. Everyone took part in the<br />

prayers st<strong>and</strong>ing. In the afternoon<br />

there was religious meeting<br />

wherein a number <strong>of</strong> speakers<br />

address stressed the need for<br />

that Buddhism had great appeal<br />

was full <strong>of</strong> conflicts <strong>and</strong> spiritual<br />

values do not find their proper<br />

recognition in the modern world,<br />

he said <strong>and</strong> added that Buddhism<br />

could bring peace <strong>and</strong> tranquility<br />

to the conflict torn human society<br />

<strong>and</strong> show the world the path<br />

towards peace. He pleaded for<br />

vigorous efforts for spreading the<br />

message <strong>of</strong> Lord Buddha in<br />

various parts <strong>of</strong> the Agency.<br />

In his presidential address<br />

Shri Borbora dwelt at length on the<br />

qualities <strong>of</strong> Buddhism <strong>and</strong> said<br />

that the spirit <strong>of</strong> tolerance, <strong>of</strong> love<br />

<strong>and</strong> <strong>of</strong> self-denial are necessary<br />

to-day as these were at any time<br />

in the history <strong>of</strong> mankind. He said<br />

that material prosperity was not<br />

enough. For the fuller<br />

development <strong>of</strong> the nation<br />

spiritual development was as<br />

much essential as material<br />

development.<br />

On the concluding day the<br />

newly constructed Vihara was<br />

formally h<strong>and</strong>ed over to the<br />

people <strong>of</strong> Lathao. Constructed<br />

with peoples’ contribution<br />

matched by Government grant the<br />

Vihara will meet a long-fell<br />

dem<strong>and</strong> <strong>of</strong> the Buddhist<br />

population <strong>of</strong> that area. Built in the<br />

traditional Khampti style, the<br />

Vibara, although a small one, is a<br />

neat <strong>and</strong> attractive structure.<br />

Community prayers were held<br />

inside the Vihara on that day.<br />

On all the three days <strong>of</strong> the<br />

conference monks were fed <strong>and</strong><br />

community feasts arranged.<br />

‘I’here were variety performances<br />

<strong>and</strong> film shows in the evening.<br />

The report on the second<br />

session <strong>of</strong> the Lohit Bodhi Society<br />

would be incomplete without a<br />

reference to the enthusiasm <strong>of</strong> the<br />

people. The local people went all<br />

success. Everyone contributed his<br />

mite for the conference. Even in the<br />

face <strong>of</strong> great limitations they<br />

constructed a reasonably good<br />

p<strong>and</strong>el for the meeting to be held<br />

<strong>and</strong> bashes for the guests to put up.<br />

Men <strong>and</strong> women, boys <strong>and</strong> girls<br />

worked tirelessly days before the<br />

commencement <strong>of</strong> the session <strong>and</strong><br />

continued to do so after the session<br />

was over. The local villagers<br />

donated free rice for feeding the<br />

delegates <strong>and</strong> monks for three<br />

days. This is a clear evidence <strong>of</strong> the<br />

enthusiasm <strong>of</strong> the people. A word <strong>of</strong><br />

praise is due to the young N. C. C.<br />

cadets <strong>of</strong> the Namsai High School.<br />

They did a good job <strong>and</strong> helped the<br />

organizers as also the delegates<br />

whenever necessary.<br />

Bi<strong>of</strong>ertilizers: Their classification <strong>and</strong> application method<br />

plants. They can be identified,<br />

multiplied, in the laboratories <strong>and</strong><br />

introduced into the root zone <strong>of</strong> the<br />

crop plants to supply nitrogen <strong>and</strong><br />

phosphorus. Materials containing<br />

such organisms are called<br />

bi<strong>of</strong>ertilizers.<br />

Definition:<br />

The term <strong>of</strong> bi<strong>of</strong>ertilizers or<br />

microbial inoculants can be<br />

defined as the preparations <strong>of</strong><br />

containing <strong>of</strong> microorganisms<br />

which can augment the<br />

microbiological process viz.<br />

solubilization, <strong>and</strong> excretion <strong>of</strong><br />

Youth Festival 2012 concludes<br />

The 4 th Talom Rukbo State Level<br />

Indigenous Youth Festival 2012<br />

which began on December 1 here<br />

at Daporijo was successfully<br />

concluded on December 3. The<br />

festival successfully imparted its<br />

aim <strong>of</strong> protecting, nourishing <strong>and</strong><br />

nurturing the indigenous faith <strong>and</strong><br />

culture <strong>of</strong> the people through<br />

seminars, priest discourse<br />

programmes, traditional folk<br />

dance, folk songs, indigenous<br />

musical instruments<br />

competitions, traditional sports<br />

competitions etc.<br />

The festival saw the<br />

participation <strong>of</strong> about 2500<br />

delegates participating from all<br />

the 17 districts <strong>of</strong> the state.<br />

Sahitya Akademi Awardee,<br />

Mangal Singh Hazowary called<br />

upon the youth to have faith in God<br />

<strong>and</strong> respect others faiths <strong>and</strong><br />

religious beliefs. Hazowary asked<br />

the indigenous youth to maintain<br />

work culture <strong>and</strong> advised them to<br />

judiciously utilize their time.<br />

Chief Patron <strong>of</strong> the festival<br />

Byaling urged upon the youth to<br />

various centrally sponsored<br />

schemes under ACA, SPA, NEC,<br />

NLCPR, RIDF, BADP, PM’s<br />

PACKAGE etc in respect <strong>of</strong> the<br />

Dibang Valley District.<br />

In his address, Taggu<br />

successful one. He also dwelt on<br />

the contribution <strong>of</strong> Talom Rukbo<br />

towards preserving the<br />

indigenous faith <strong>and</strong> culture <strong>of</strong> the<br />

tribal people <strong>of</strong> the state <strong>and</strong><br />

added that all should take<br />

inspiration <strong>and</strong> fight <strong>and</strong> strive for<br />

the preservation <strong>of</strong> their faith <strong>and</strong><br />

culture. He added that such<br />

festival celebrations should act as<br />

platforms for awakening <strong>of</strong> our<br />

underst<strong>and</strong>ing the importance <strong>of</strong><br />

DLMC meeting held<br />

specification. DC urged all the<br />

Panchayat Leaders, GBs <strong>and</strong><br />

public <strong>of</strong> the District to render<br />

cooperation to the executing /<br />

implementing agencies in order<br />

to ensure quality <strong>of</strong> work <strong>and</strong> time<br />

bound completion <strong>of</strong> every<br />

scheme for the faster<br />

development <strong>of</strong> the district as a<br />

A Scheme-wise report on<br />

physical <strong>and</strong> financial<br />

achievements <strong>of</strong> various<br />

schemes taken up by various<br />

departments in the current year<br />

was placed in the house. A detail<br />

discussion was held to assess<br />

the reasons behind delay in<br />

completion <strong>of</strong> some projects/<br />

schemes <strong>and</strong> measures to<br />

overcome such undue delay were<br />

also discussed.<br />

During the course <strong>of</strong><br />

discussion on implementation <strong>of</strong><br />

NHPC’s “Dibang Multi-Purpose<br />

Project”, the house unanimously<br />

suggested the NHPC<br />

representative to take up the issue<br />

with NHPC authority to grant more<br />

flexibility in R&R <strong>and</strong> CSR policies<br />

as the rigidity <strong>of</strong> the said policies<br />

are the main inhibiting factor for<br />

conduction <strong>of</strong> public hearing <strong>and</strong><br />

l<strong>and</strong> acquisition process for the<br />

project. The house, also<br />

emphasized on establishment <strong>of</strong><br />

NHPC <strong>of</strong>fice in the district as every<br />

indigenous faith <strong>and</strong> culture <strong>and</strong><br />

preserving it.<br />

The IFCSAP is a pioneer in<br />

the society in Arunachal Pradesh<br />

as they have brought about a new<br />

renaissance <strong>and</strong> religious<br />

awakening in the state, stated B.<br />

B. Jamatia during his address to<br />

the people. He added that our age<br />

old faiths <strong>and</strong> beliefs were<br />

important <strong>and</strong> an intrinsic part <strong>of</strong><br />

our lives as faith <strong>and</strong> culture are<br />

inseparable <strong>and</strong> our identity will<br />

be saved only if our indigenous<br />

identity is kept intact. Jamatia also<br />

elucidated on the importance <strong>of</strong><br />

preserving our indigenous faith<br />

<strong>and</strong> culture through<br />

documentation for the reference<br />

<strong>of</strong> the future generations.<br />

IFCSAP expressed his happiness<br />

<strong>and</strong> satisfaction over the<br />

successful conduct <strong>of</strong> the festival<br />

<strong>and</strong> said that all his earlier<br />

reservations were done away with,<br />

by the hard work <strong>and</strong> dedication<br />

<strong>of</strong> the members <strong>of</strong> the IFCS Upper<br />

Subansiri, Festival Celebration<br />

Committee <strong>and</strong> the youth<br />

volunteers. He said that such<br />

events helped in promoting<br />

tourism <strong>and</strong> spoke on the need to<br />

keep the place clean. Thongchi<br />

also underlined the need to<br />

preserve the indigenous faith,<br />

culture <strong>and</strong> beliefs with the saying<br />

‘Swadharme Nidhanam Shreya,<br />

Parodharma Bhayavaha’. Be true<br />

to your indigenous faith <strong>and</strong><br />

culture <strong>and</strong> do not imitate or follow<br />

another.<br />

After various activities <strong>and</strong><br />

competitions conducted during<br />

the festival, Upper Dibang Valley<br />

district bagged the Tage Dibu<br />

Cultural Trophy, while the trophy<br />

for the most disciplined team<br />

was awarded to Anjaw/Lohit<br />

districts. Upper Subansiri district<br />

bagged the most number <strong>of</strong><br />

medals in sports. The winners <strong>of</strong><br />

the Mr <strong>and</strong> Miss IFCSAP were<br />

Sago Boje <strong>and</strong> Moni Ado, both<br />

from West Siang district. The<br />

District Health Society also<br />

organised a baby show<br />

competition during the festival.<br />

made a humble appeal to all<br />

<strong>of</strong>ficers <strong>of</strong> the District to remain in<br />

station. DC, also, instructed to<br />

ensure that some responsible<br />

subordinate <strong>of</strong>ficer is stationed to<br />

look after the routine affairs <strong>of</strong> the<br />

department if the head <strong>of</strong> the<br />

department leaves the station for<br />

some urgent Govt. duty.<br />

DC gathered feedback from<br />

every department on working <strong>of</strong><br />

the department <strong>and</strong> external<br />

difficulties they confront with.<br />

Concluding the discussion, DC<br />

advocated for better cooperation<br />

<strong>and</strong> coordination within all the<br />

Govt. departments for faster<br />

development <strong>of</strong> the District in every<br />

front.<br />

The meeting was attended<br />

by all the members <strong>of</strong> the<br />

committee including Officers <strong>and</strong><br />

Panchayat members.<br />

Gadi graces valedictory function <strong>of</strong> Tirbin<br />

school week<br />

protocol in the celebration. He<br />

advised them to organize such<br />

programme in the schools with<br />

prior consent or consultation with<br />

Principal/Vice Principal/ teaching<br />

staff <strong>and</strong> School Management<br />

Committee so that proper coordination<br />

<strong>and</strong> relation is<br />

maintained between students,<br />

staff <strong>and</strong> public without which<br />

celebration becomes incomplete.<br />

On the occasion, he<br />

announced Rs. 40, 00,000/-<br />

(Rupees forty lakhs) only from SPA<br />

for complete renovation <strong>of</strong> boys<br />

hostel <strong>and</strong> boundary wall fencing.<br />

He also disclosed that DPR<br />

for150 bedded double storied<br />

girls hostel has already been<br />

submitted <strong>and</strong> it is under process<br />

for approval from the Ministry <strong>of</strong><br />

Tribal Affairs.<br />

Gadi further informed that the<br />

construction <strong>of</strong> rostum/VIP/public<br />

gallery <strong>and</strong> extension <strong>of</strong> existing foot<br />

ball ground <strong>of</strong> Tirbin is going on with<br />

Rs.30, 00,000/-(Rupees thirty<br />

lakhs) <strong>and</strong> another Rs.50, 00,000/-<br />

(Rupees fifty lakhs) only have<br />

sanctioned from MP/MLA LADS.<br />

The meeting was convened<br />

to discuss various<br />

implementation <strong>and</strong><br />

achievements <strong>of</strong> Micr<strong>of</strong>inance<br />

Vision (2011) in the district under<br />

Women <strong>and</strong> Child Development<br />

Department.<br />

The DC, who is also the<br />

Chairman <strong>of</strong> the DLMC said that<br />

the Government <strong>of</strong> India through<br />

Micr<strong>of</strong>inance vision targets the<br />

women folks to make them self<br />

sufficient <strong>and</strong> economically<br />

independent. Since the state<br />

government has set a target <strong>of</strong><br />

forming 50,000 SHGs, it is our<br />

responsibility to increase the<br />

number <strong>of</strong> SHGs in our district; he<br />

added <strong>and</strong> asked the nodal<br />

department (ICDS) <strong>and</strong> its nodal<br />

<strong>of</strong>ficers to work towards achieving<br />

LS DRDA governing meeting held<br />

District level <strong>of</strong>ficers, PRI<br />

to join h<strong>and</strong>s in making the district<br />

launched its State wide publicity<br />

campaign on ‘Health & Family<br />

Welfare’ in an inaugural function<br />

organized at Itanagar. The<br />

Campaign will continue upto<br />

February, 2013 with a view to<br />

make the rural & semi – rural<br />

masses <strong>of</strong> the state more<br />

conscious <strong>and</strong> consequently<br />

come forward to take benefit <strong>of</strong><br />

government health schemes in<br />

collaboration with health<br />

departments.<br />

Pradesh Dr. Shalini Verma as the<br />

Addressing the function Dr.<br />

Verma said that identify the<br />

current health issue <strong>and</strong><br />

sensitize the rural & semi-rural<br />

positive health activity as well as<br />

hygiene. She assured that to<br />

as the set target.<br />

Narrating some success<br />

stories <strong>of</strong> SHGs in Mahadevpur<br />

<strong>and</strong> Namsai, the DC encouraged<br />

the SHGs to take up piggery,<br />

poultry, c<strong>and</strong>le making or any<br />

other economic activity which<br />

could gather capital <strong>and</strong> pr<strong>of</strong>it. He<br />

suggested that before forming a<br />

group it is important to select the<br />

right kind <strong>of</strong> economic activity,<br />

market <strong>and</strong> promotion, adding that<br />

the success <strong>of</strong> this vision<br />

depends upon the coordinated<br />

effort <strong>of</strong> public leaders <strong>and</strong> the<br />

concerned <strong>of</strong>ficers. The DC<br />

further advised the CDPOs to<br />

include public leaders <strong>of</strong> the<br />

concerned areas for effective<br />

conduct <strong>of</strong> the programme.<br />

After discussing some<br />

practical problems like opening <strong>of</strong><br />

bank accounts etc, the DC opined<br />

for including the CDPOs in the<br />

District Level Consultative<br />

Meeting <strong>of</strong> Lead Bank <strong>and</strong><br />

assured to write to the bank to<br />

open a counter in a week for SHG,<br />

besides infrastructural<br />

assistance if the need be.<br />

Oling Lego, in-charge<br />

Project Director, DRDA suggested<br />

to take up poultry <strong>and</strong> favoured<br />

agricultural sector for vegetable<br />

market, while ZPM Sunpura<br />

suggested that the number <strong>of</strong><br />

group should be less for<br />

transparency <strong>and</strong> easy<br />

communication amongst the<br />

group members. He also<br />

suggested for visit <strong>of</strong> the<br />

concerned <strong>of</strong>ficer to monitor all the<br />

SHGs under their jurisdiction.<br />

Geyum Amo informed that with the<br />

assistance <strong>of</strong> resource persons,<br />

training programmes are being<br />

organised in Tezu <strong>and</strong> Namsai for<br />

formation <strong>of</strong> Self Help Groups.<br />

There is a total <strong>of</strong> 105 SHGs<br />

in Lohit district under<br />

micr<strong>of</strong>inance vision <strong>and</strong> the DC<br />

appreciated the department for its<br />

As per the status report<br />

regarding formation <strong>of</strong> Self Help<br />

Group, its activities, bank linkages<br />

etc under Midro finance Vision-<br />

2011, Tezu ICDS Project has been<br />

able to form nine SHGs, while<br />

Wakro ICDS has formed fourteen<br />

SHGs <strong>and</strong> Namsai <strong>and</strong> Lekang<br />

54 <strong>and</strong> 28 SHGs respectively.<br />

Tawang, Tezu <strong>and</strong> Ziro will<br />

organize various health<br />

awareness programmes during<br />

the campaign. The campaign<br />

would be conducted with support<br />

Govt. <strong>of</strong> Arunachal Pradesh,<br />

NRHM, <strong>and</strong> Arunachal Pradesh<br />

5. Permanent Commission. A permanent commission means a career in the Army till you retire. For which<br />

6. The NDA is one <strong>of</strong> the finest military academies in the world. The three year NDA course develops you<br />

holistically as a person <strong>and</strong> transforms you into a Gentleman Cadet. NDA houses some <strong>of</strong> the finest infrastructure for<br />

pr<strong>of</strong>essional training in the country.<br />

7. For those who are not content remaining within the curriculum, the NDA also <strong>of</strong>fers 31 extra curricular activities<br />

to choose from, including aero modeling, golf, sailing, gliding <strong>and</strong> lots more.<br />

8. You can take the NDA entrance exam while in class XII. Once you clear this exam, the next step is a Service<br />

Selection Board (SSB) interview, which will last 5 days. The last step in the process is a medical test, all you have to<br />

10. Admission can be taken in your final year <strong>of</strong> college by clearing the Combined Defence Services Exam(CDS). If<br />

you are a Gentleman Cadet (graduate from NDA) or a technical engineering graduate, then your training at IMA will last<br />

one year. Alternatively under the graduate direct entry scheme (if you are a graduate in any other stream) your training<br />

will last one <strong>and</strong> a half year.<br />

11. Short Service Commission. If you got what it takes, then short service commission is another option for<br />

you. Short Service Commission in the regular Army will be granted for 14 years i.e. for an initial period <strong>of</strong> 10 years<br />

extendable by a further period <strong>of</strong> 04 years for both men <strong>and</strong> women. However, male <strong>of</strong>ficers who are willing to<br />

continue to serve in the Army after the expiry <strong>of</strong> period <strong>of</strong> ten years, may if eligible <strong>and</strong> found suitable in all respects,<br />

be considered for the grant <strong>of</strong> Permanent Commission in the 10 th year <strong>of</strong> their service.<br />

12. SSC Women. The Indian Army takes special pride in its women <strong>of</strong>ficers who are second to none when<br />

it comes to leadership qualities. Indian Army recruits women <strong>of</strong>ficers through the Short Service Commission.<br />

13. You need to be a graduate/Post graduate in order to apply. The applications are routed through UPSC, wherein<br />

you will be required to go through a Combined Defence Services Exam. If short listed, you will appear for the SSB<br />

14. OTA is where you go once you are selected for the short service commission. The selection procedure is<br />

simple. A written exam followed by the SSB interview <strong>and</strong> medical tests.<br />

10+2 Technical Entry Scheme<br />

15. You can also apply after passing the 10 + 2 examination with at least 70% marks in Physics, Chemistry <strong>and</strong><br />

Mathematics. If you meet the eligibility criteria, you will be sent to the SSB. After the SSB interview, the Recruiting<br />

Directorate will put up a merit list.<br />

16. Selected c<strong>and</strong>idates are inducted for one year’s basic military training at OTA, Gaya. This would be followed by<br />

Rajya Sabha member Mukut Mithi,<br />

who as Chief Minister during<br />

1999-2003, gave special attention<br />

to promotion <strong>of</strong> sports <strong>and</strong> culture<br />

by organizing various sports<br />

events <strong>and</strong> introducing Arunachal<br />

Festival, proved his principle by<br />

winning a friendly football match<br />

as captain <strong>of</strong> CM-11 defeating the<br />

DC-11 by 2-0 here last evening.<br />

scored both the goals to the<br />

thunderous applause <strong>of</strong> the<br />

gathering, who keenly watched<br />

the match that started hurriedly at<br />

4.40 pm after a public meeting.<br />

Lowangdong, has urged the<br />

members <strong>of</strong> state legislative<br />

Assembly, Panchayat leaders,<br />

Government <strong>of</strong>ficers , the media<br />

<strong>and</strong> the youth <strong>of</strong> the state to<br />

pledge to make Arunachal<br />

Pradesh an AIDS free state by<br />

being an agents <strong>of</strong> awareness,<br />

empathy <strong>and</strong> behavioral change<br />

to fight against HIV/AIDS <strong>and</strong> to<br />

take the concern <strong>of</strong> the people<br />

living with HIV to a greater heights.<br />

He was addressing Members <strong>of</strong><br />

Legislative Assembly, senior<br />

<strong>of</strong>ficers <strong>and</strong> students <strong>of</strong> various<br />

colleges <strong>and</strong> universities <strong>of</strong> the<br />

state during the one day advocacy<br />

On the endeavors <strong>and</strong><br />

objectives <strong>of</strong> the forum he said,<br />

the forum is uniquely placed with<br />

its distinctive composition <strong>of</strong><br />

concerned legislators who have<br />

resolved to act constructively to<br />

fight against AIDS epidemic in the<br />

state. Cutting across party lines,<br />

it is m<strong>and</strong>ated to play a major role<br />

in advising <strong>and</strong> influencing the<br />

actions <strong>of</strong> the state executive <strong>and</strong><br />

the legislature in response to one<br />

<strong>of</strong> the most serious health issues<br />

threatening the society. The<br />

legislators should lead from the<br />

front in checking the spread <strong>of</strong> the<br />

dreaded disease <strong>and</strong> encourage<br />

<strong>and</strong> support people with HIV/AIDS<br />

to live a fulfilling <strong>and</strong> long life, for<br />

which they need to be aware <strong>of</strong><br />

the disease, its causes <strong>and</strong><br />

means <strong>of</strong> transmission. The<br />

forum would also support any<br />

government policy or enactment<br />

<strong>of</strong> law to control the HIV/AIDS, he<br />

said.<br />

Since there is no definite<br />

vaccine or medicine to cure HIV/<br />

AIDS patients, it can only be<br />

prevented by creating mass<br />

awareness on the disease in<br />

various mode <strong>of</strong> communication,<br />

there is need <strong>of</strong> having a political<br />

agenda through debates <strong>and</strong><br />

questions in the house <strong>of</strong> the<br />

Assembly <strong>and</strong> through Ministerial<br />

meetings. There is also need to<br />

organize regular public or private<br />

meetings with Ministers <strong>of</strong> the<br />

state government <strong>and</strong> key civil<br />

functionaries to include<br />

awareness programmes <strong>of</strong> HIV/<br />

AIDS into the existing<br />

programmes <strong>of</strong> state government<br />

departments, the Speaker felt.<br />

The significance <strong>of</strong><br />

observing the day is to bring<br />

together people from around the<br />

world <strong>and</strong> to raise awareness<br />

about HIV/AIDS <strong>and</strong> demonstrate<br />

international solidarity in the face<br />

<strong>of</strong> the p<strong>and</strong>emic. It is an<br />

opportunity for public <strong>and</strong> private<br />

partners to spread awareness<br />

about the status <strong>of</strong> the disease<br />

<strong>and</strong> encourage progress in HIV/<br />

AIDS prevention, treatment <strong>and</strong><br />

care in high prevalence countries<br />

<strong>and</strong> around the world .<br />

We need to create the<br />

conducive environment for HIV<br />

infected persons so that they<br />

could disclose their disease <strong>and</strong><br />

further help the Health agencies<br />

on creating awareness on the<br />

dreaded disease among the<br />

masses.HIV related stigma <strong>and</strong><br />

discrimination severely hamper<br />

efforts to effectively fight HIV/AIDS<br />

epidemic. Fear <strong>of</strong> discrimination<br />

<strong>of</strong>ten prevents people from<br />

seeking treatment for AIDS or from<br />

admitting their HIV status publicly.<br />

People with or suspected <strong>of</strong><br />

having HIV are turned away from<br />

health care services <strong>and</strong><br />

employment, or refused entry to a<br />

foreign country. Cases <strong>of</strong> affected<br />

persons being ostracized by their<br />

nieghbours <strong>and</strong> from schools <strong>and</strong><br />

community is also a fact. Denial<br />

goes h<strong>and</strong> in h<strong>and</strong> with<br />

discrimination, with many people<br />

continuing to deny that HIV exists<br />

in their communities. Today, HIV/<br />

AIDS threatens the welfare <strong>and</strong><br />

wellbeing <strong>of</strong> people throughout<br />

the world.<br />

To overcome the stigma <strong>and</strong><br />

discrimination <strong>and</strong> to change the<br />

peoples’ attitude to AIDS <strong>and</strong><br />

people with HIV/AIDS, education<br />

is needed for the common people<br />

<strong>and</strong> to those with HIV/AIDS so that<br />

they are able to challenge the<br />

discrimination, stigma <strong>and</strong> denial<br />

that they encounter. No policy or<br />

law can alone combat HIV/AIDS<br />

related discrimination. It will<br />

continue to exist so long as<br />

societies as a whole have a poor<br />

underst<strong>and</strong>ing <strong>of</strong> HIV/AIDS <strong>and</strong><br />

the pain <strong>and</strong> suffering caused by<br />

negative attitudes <strong>and</strong><br />

discriminatory practices. The fear<br />

<strong>and</strong> prejudice that lie at the core<br />

<strong>of</strong> the HIV/AIDS related<br />

discrimination need to be tackled<br />

at the community <strong>and</strong> national<br />

levels. A more enabling<br />

environment needs to be created<br />

to increase the visibility <strong>of</strong> people<br />

with HIV/AIDS as a normal part <strong>of</strong><br />

any society.<br />

The presence <strong>of</strong> treatment<br />

can make this task easier, where<br />

there is the opportunity to live a<br />

fulfilling <strong>and</strong> long life with HIV, to<br />

disclose their status, <strong>and</strong> to seek<br />

care if necessary. The task is<br />

confront the fear-based message<br />

<strong>and</strong> biased social attitudes, in<br />

order to reduce the discrimination<br />

<strong>and</strong> stigma <strong>of</strong> people living with<br />

HIV/AIDS.<br />

Expressing grave concern<br />

over the spreading <strong>of</strong> the disease<br />

engulfing the state capital <strong>and</strong><br />

spreading to other districts, he<br />

felt that there is immediate need<br />

to check the leakage <strong>of</strong> the<br />

disease into the state.<br />

Appreciating the role <strong>of</strong><br />

Arunachal Pradesh State AIDS<br />

control Society, in checking the<br />

spread <strong>of</strong> HIV/AIDS in the state,<br />

he said, we should not be<br />

complacent with the diminishing<br />

infection rates but should work<br />

harder to ensure that the state is<br />

free from the dreaded disease.<br />

Arunachal Pradesh has continued<br />

its steady decline as well from<br />

0.16% showing rising trends in<br />

adult HIV prevalence in last four<br />

years. He said, there is need for<br />

a policy framework that<br />

encourages involvement <strong>of</strong> local<br />

self governments to address <strong>and</strong><br />

response to HIV/AIDS; be it related<br />

to stigma, discrimination or any<br />

other grievances <strong>of</strong> persons with<br />

affected by HIV.<br />

Tuki sends warning bell to anti-social<br />

elements<br />

KALAKTANG, December 3:<br />

Prayer flags <strong>and</strong> banners fluttered<br />

in windy Kalaktang, a picturesque<br />

valley in West Kameng district,<br />

bordering Assam in the south <strong>and</strong><br />

Bhutan in the West. The township,<br />

an ADC headquarter on banks <strong>of</strong><br />

serene Ngorgum river wore a<br />

festive look on Sunday as Chief<br />

Minister Nabam Tuki<br />

accompanied by PCC President<br />

<strong>and</strong> Rajya Sabha Member Mukut<br />

Mithi, Lok Sabha MP Takam Sanjoy,<br />

Tourism <strong>and</strong> RWD Minister Pema<br />

Kh<strong>and</strong>u, <strong>and</strong> Parliamentary<br />

Secretaries R T Khunjuju <strong>and</strong><br />

Phurpa Tsering for the first time<br />

was on a one-day tour to the town.<br />

“Hum uska muh-tod jawab<br />

denge,” Tuki announced in an<br />

aggressive note sending clear<br />

warning bells to anti-social<br />

elements <strong>and</strong> people trying to<br />

divide the society <strong>and</strong> create<br />

nuisance for self-pr<strong>of</strong>it.<br />

Otherwise a calm <strong>and</strong><br />

sombre person, Tuki’s hard<br />

stance on a public platform took<br />

people present by surprise <strong>and</strong><br />

citizens <strong>of</strong> Kalaktang roared to a<br />

spontaneous applause.<br />

“<strong>Official</strong>s are to serve the<br />

people <strong>and</strong> provide them safety<br />

<strong>and</strong> security. Do your duty with<br />

sincerity without fear <strong>and</strong> favour. My<br />

government is with you. Anti-social<br />

elements <strong>and</strong> people who create<br />

nuisance <strong>and</strong> disturb peace are to<br />

be dealt with iron h<strong>and</strong>s,” he said.<br />

Lauding the people <strong>of</strong><br />

Kalaktang led by their local<br />

representative T N Thongdok, the<br />

Chief Minister expressed<br />

happiness that lot <strong>of</strong><br />

developmental works have been<br />

carried out in last three years<br />

without compromising with quality.<br />

“Still we have a lot to do. Till<br />

the assembly elections in 2014, I<br />

promise many more<br />

developmental projects would<br />

come up <strong>and</strong> completed,” he<br />

assured.<br />

Responding to a public<br />

memor<strong>and</strong>um, the Chief Minister<br />

announced Rs 2 crore for<br />

construction <strong>of</strong> a new Community<br />

Health Center building as the<br />

present one is in a dilapidated<br />

condition. Other announcements<br />

made by the Chief Minister were<br />

Rs 5 crore under RIDF for building<br />

the approach road to the new ADC<br />

<strong>of</strong>fice coming up, Rs 25 lakhs for<br />

renovation <strong>of</strong> the Town club <strong>and</strong><br />

Rs 4.5 crore for commissioning<br />

<strong>of</strong> the defunct Domkhorong Hydro<br />

Electricity project under RIDF.<br />

He also assured to take up<br />

with concerned authorities<br />

starting <strong>of</strong> Commerce stream in<br />

the Kalaktang Govt Higher<br />

Secondary School, construction <strong>of</strong><br />

road from Balemu to Bhairakund,<br />

establishment <strong>of</strong> a sub-treasury<br />

<strong>of</strong>fice <strong>and</strong> special assistance for<br />

the Craft Center <strong>and</strong> registered<br />

societies run by monks doing<br />

charitable works like running<br />

orphanages, schools <strong>and</strong> oldage<br />

homes.<br />

To the dem<strong>and</strong>s for<br />

upgradation <strong>of</strong> Balemu CO<br />

headquarters to EAC, creation <strong>of</strong><br />

an administrative circle at<br />

Morshing <strong>and</strong> strengthening <strong>of</strong><br />

police force in Balemu, which is<br />

the last administrative post within<br />

West Kameng with Assam <strong>and</strong><br />

Bhutan as immediate neighbors,<br />

the Chief Minister sought detailed<br />

reports from the Deputy<br />

Commissioner to place in the<br />

Cabinet <strong>and</strong> initiate further action.<br />

Earlier in the day, after<br />

l<strong>and</strong>ing at 9.50 am on way from<br />

Lumla in Tawang district, the<br />

Chief Minister <strong>and</strong> his entourage<br />

visited the under-construction<br />

ADC <strong>of</strong>fice building, Domkhorong<br />

Hydro Electricity project, the Govt<br />

H S School, Craft Center <strong>and</strong> the<br />

Community Health Center. The<br />

Chief Minister also laid the<br />

foundation stones for an outdoor<br />

stadium <strong>and</strong> the Ngorgum Bridge<br />

that would connect Kalaktang with<br />

Chngi village besides<br />

inaugurating a tourist lodge.<br />

On Monday, the Chief<br />

Minister’s entourage travelled by<br />

road to Rupa stopping at<br />

Tenzingaon, Shergaon, Jigaon<br />

<strong>and</strong> the majestic Chillipam<br />

Monastery. At Shergaon, Tuki<br />

inaugurated the Wagrong bridge<br />

over River Doglo on the<br />

Shergaon-Doimara road while<br />

interacted with the monks at the<br />

Chillipam monastery known as<br />

Sangngag Chikhor Dargyeling<br />

Monastery.<br />

At Rupa, he addressed a<br />

public meeting assuring to take<br />

up the matter <strong>of</strong> mineral<br />

exploration in the region with<br />

concerned ministries in the<br />

Center before flying to Itanagar<br />

on an IAF chopper.<br />
