USE OF LEASED PREMISES<br />
1. Upon approval of LESSEE’S Rental Request for a proposed Event, the LESSEE will be<br />
issued a Lease Agreement for rental of whole or parts of <strong>Villita</strong> <strong>Assembly</strong> <strong>Building</strong>. A<br />
signed Lease Agreement, along with the signed acknowledgement form from this<br />
h<strong>and</strong>book, must be returned with deposit, within 45 days of receipt, to confirm<br />
reservation.<br />
2. LESSOR reserves the right, in its sole discretion, to refuse to lease <strong>Villita</strong> <strong>Assembly</strong><br />
<strong>Building</strong> to any individual or group.<br />
3. The keys to the LEASED PREMISES will remain in the possession of the <strong>Villita</strong> <strong>Assembly</strong><br />
<strong>Building</strong> staff. The entrances <strong>and</strong> exits to the LEASED PREMISES will be locked or<br />
unlocked at times specified in the Lease Agreement. LESSEE shall not place any<br />
additional locks on the Facility doors.<br />
4. The <strong>Rules</strong> <strong>and</strong> <strong>Regulations</strong> within this packet will become part of the Lease<br />
Agreement.<br />
TAX EXEMPT ELIGIBILITY<br />
To qualify for Tax Exempt Rental Rates, a group must provide documentation showing it to be a<br />
charitable corporation/association with IRS tax-exempt status.<br />
RESERVING DATES<br />
A group may inquire on date availability by contacting the Event Coordinator at 210-353-2795,<br />
option 1, or by completing the date request form at www.<strong>Villita</strong><strong>Assembly</strong><strong>Building</strong>.com.<br />
If the requesting organization is in good st<strong>and</strong>ing with <strong>Villita</strong> <strong>Assembly</strong> <strong>Building</strong> <strong>and</strong> would like<br />
to hold their event at the facility annually, dates will be held, as a courtesy, for up to three (3)<br />
years based on the current event year.<br />
A group will forfeit the privilege of having dates held, if any of the following occur:<br />
1. Payment for Additional Charges is not received within 30 days of invoicing<br />
2. The event’s activities, in the current year, create damages to the building<br />
above <strong>and</strong> beyond normal event use<br />
3. A date within the three (3) years being held is cancelled, all dates, for all<br />
years, will also be cancelled<br />
4. The Lease Agreement, the signed acknowledgement from this h<strong>and</strong>book,<br />

ALCOHOLIC BEVERAGES<br />
A. LESSEE must notify LESSOR sixty (60) days before event if beer, liquor, alcohol will be<br />
consumed, served or sold on the LEASED PREMISES.<br />
B. Alcohol/Liquor liability insurance is required for the sale of beer, liquor or alcohol on the<br />
LEASED PREMISES.<br />
C. A Texas Alcoholic Beverage Commission temporary permit is required for the consumption<br />
of beer, liquor or alcohol on the LEASED PREMISES.<br />

D. Alcoholic beverages must be served by a TABC Certified bartender.<br />
E. A uniformed <strong>and</strong> licensed peace officer must be on duty at the LEASED PREMISES while<br />
beer, liquor, or alcoholic beverages is being served or consumed.<br />
F. The serving <strong>and</strong> selling of beer, liquor, or alcohol must stop 30 minutes prior to Event end<br />
time.<br />
G. No beer, liquor, or alcohol is allowed to be sold in closed containers at any time while on the<br />
LEASED PREMISES.<br />
H. Attendees of a BYOB event are allowed to bring in one (1) bottle of liquor per couple.<br />
Personal ice chests are not allowed. Please see section on Ice Chests.<br />
I. In accordance with the State of Texas Alcoholic Beverage Code, Section 61.11, LESSEE’S<br />
caterer <strong>and</strong>/or each holder of a liquor license must display a “Felony Warning” sign where<br />
alcohol is served <strong>and</strong> must comply with all other rules of the TABC <strong>and</strong> other applicable laws<br />
<strong>and</strong> agencies.<br />
J. The service or sale of beer, liquor, or alcohol to minors is prohibited by law.<br />
ANIMALS/SERVICE ANIMALS<br />
A. LESSEE <strong>and</strong> Event attendees are prohibited from bringing or keeping any animals or pets<br />
upon the LEASED PREMISES without the written approval of <strong>CPS</strong> <strong>Energy</strong>.<br />
B. Service animals may be brought inside the LEASED PREMISES provided they are being used<br />
as service animals of guests with disabilities. Service animals must remain on a leash or in a<br />
harness at all times.<br />
AUDIO/VISUAL<br />
A. The Facility offers an electronically controlled movie screen 13'10½"(w) x 8'6"(h), sound<br />
system with a Yamaha 16 channel mixer, 2 channels 1,600 watts each, 5 amplifiers, 3 amplifier<br />
mixers, AM/FM Radio, compact disc player, double cassette player/recorder, 2-Sennheiser<br />
ew500 wireless microphones, 8-Audio technical h<strong>and</strong>held (wired) microphones <strong>and</strong><br />
8 Microphone st<strong>and</strong>s which LESSEE may use upon advance notice to the <strong>Villita</strong> <strong>Assembly</strong><br />
Operations staff.<br />
B. If LESSEE chooses to hire an audio/visual contractor for event services, the staff must be<br />
notified at least two (2) weeks in advance of the event date.<br />

BANNERS/BILLBOARD<br />
LESSEE is prohibited from placing any banner, billboard, or sign outside of the LEASED<br />
PREMISES unless authorized in writing, in advance of event, by the Manager of <strong>Villita</strong> <strong>Assembly</strong><br />
<strong>Building</strong>.<br />
One (1) banner per event can be hung inside facility, free of charge. Additional banners placed<br />
inside facility are $25.00 each.<br />
BUBBLES<br />
Bubbles are not allowed be used on the LEASED PREMISES at any time.<br />
CATERING OR CONCESSIONS<br />
A. LESSOR does not provide catering.<br />
B. Food <strong>and</strong> beverages shall be h<strong>and</strong>led from the designated serving area only. Arrangements<br />
shall be made with staff prior to LESSEE’S occupancy of the LEASED PREMISES.<br />
C. If catering is provided by LESSEE or LESSEE chooses to hire a catering service that is not on<br />
the pre-approved vendor list, they must agree to the Vendor Guidelines for <strong>Villita</strong> <strong>Assembly</strong><br />
<strong>Building</strong> a minimum of thirty (30) days prior to the Event.<br />
D. LESSEE is responsible for placing all litter/debris in the trash receptacles during move-out.<br />
Should LESSEE fail to provide satisfactory general cleaning of the area, LESSOR reserves the<br />
right to charge an additional cleanup fee of $150.00.<br />
COOKING<br />
A. Cooking of food will be permitted only in the Plaza, Patio, <strong>and</strong> Loading Dock areas with<br />
protective sheets of roofing paper or plywood required to protect the area while cooking.<br />
B. Cooking equipment must be placed at least 20' from the exterior wall of the building.<br />
C. Barbecue pits are only allowed on the Patio area. LESSEE is responsible for the proper<br />
removal <strong>and</strong> disposal of charcoal or wood from the LEASED PREMISES.<br />
D. Deep Fryers or other types of cooking appliances that utilize grease <strong>and</strong>/or oil must be stored,<br />
removed <strong>and</strong> disposed of properly.<br />
CAMERAS/VIDEO CAMERAS/AUDIO RECORDERS<br />
A. Professional cameras, video cameras <strong>and</strong> audio recorders are prohibited on the LEASED<br />
PREMISES unless appropriate media credentials are possessed by the vendor <strong>and</strong> such<br />
activity is authorized in writing by the Manager of <strong>Villita</strong> <strong>Assembly</strong> <strong>Building</strong>.<br />
DAMAGES<br />
A. <strong>CPS</strong> <strong>Energy</strong> reserves the right to cancel a reservation at any time without advance notice to<br />
LESSEE if it appears that LESSEE activities will result in damages to the LEASED PREMISES<br />
or grounds.<br />
B. LESSEE is responsible for the establishment <strong>and</strong> administration of effective <strong>and</strong> safe<br />
admission procedures <strong>and</strong> conditions.<br />
DRESSING ROOMS<br />
Men’s <strong>and</strong> women’s dressing rooms are available. Please see Rental Rates for pricing.<br />

DRUGS<br />
LESSEE <strong>and</strong> its invitees may not use, manufacture, dispense, possess, distribute, sell, or be under<br />
the influence of any drug or controlled substance while on the LEASED PREMISES or during the<br />
Event. Failure to abide by this provision may result in immediate termination of this Lease<br />
Agreement.<br />
ELECTRICITY<br />
A. Any additional public address equipment, electrical work, <strong>and</strong> equipment of any kind shall<br />
be installed in accordance with applicable City Code requirements <strong>and</strong> only upon advance<br />
notice <strong>and</strong> approval by the <strong>CPS</strong> <strong>Energy</strong>.<br />
B. The LESSEE is responsible for the proper connection of all electrical connections, <strong>and</strong><br />
appliances, wires within the LEASED PREMISES.<br />
C. The LEASED PREMISE is equipped with heavy-duty 120-208-220 volt three wire convenience<br />
outlets, which are available for the display of equipment.<br />
D. All extension cords extending across an aisle or path of travel must be secured <strong>and</strong> covered to<br />
avoid tripping anyone walking across the area.<br />
EVENT SET-UP<br />
Rental includes one set-up per Event. Changes requested to set-up 48 hours prior to the Event or<br />
on the Event day that impact the placement of 10 or more tables, will be charged $500.<br />
FACILITY APPEARANCE<br />
A. Any changes, alterations, paintings, staining on any part of the said LEASED PREMISES or<br />
the grounds or equipment thereof, or signs affixed to either the exterior of the LEASED<br />
PREMISES or anything which changes the appearance of the LEASED PREMISES will be<br />
subject to the prior written approval of the Manager of <strong>Villita</strong> <strong>Assembly</strong> <strong>Building</strong>.<br />
B. Painting, spray painting or paint of any kind is prohibited on the LEASED PREMISES.<br />
FIRE CODE<br />
A. All booths, seating, display, equipment, connections, signs, fixtures, props, <strong>and</strong> crowd<br />
control arrangements must comply with applicable Fire Code <strong>Regulations</strong>.<br />
B. The halls, stairways, sidewalks, entrances <strong>and</strong> lobby to the LEASED PREMISES shall not be<br />
obstructed by LESSEE nor used for other purposes than ingress or egress.<br />
C. Any c<strong>and</strong>les or open flames being used as part of the décor for the event must have a<br />
C<strong>and</strong>les <strong>and</strong> Open Flame Permit from The City of San Antonio Fire Marshal. The permit<br />
must be submitted to LESSOR two (2) weeks prior to the event. To acquire a permit, please<br />
contact the Special Events Coordinator at the City of San Antonio’s Fire Prevention Office,<br />
1901 South Alamo Street. The phone number is 210-207-3695.<br />
FIREARMS/CONCEALED WEAPONS<br />
Firearms, concealed weapons, <strong>and</strong> other dangerous or hazardous devices <strong>and</strong> substances are<br />
strictly prohibited on the LEASED PREMISES.<br />

FREIGHT ELEVATOR<br />
A hydraulic elevator is available for moving of equipment <strong>and</strong> supplies to the lower level.<br />
FLOOR PLANS<br />
LESSEE may select a floor plan that has been approved by the Fire Marshal.<br />
Placement of tables, chairs, buffet lines, bars, <strong>and</strong> any other décor must not be placed as to<br />
obstruct exits or visibility to the exits. Mirrors may not be placed near or over exit doors in a<br />
manner as to confuse the direction of the exit.<br />
Any special or unusual arrangements must be approved by the Fire Marshal prior to event <strong>and</strong><br />
documentation provided to LESSOR.<br />
GLITTER AND RICE<br />
The use or display of glitter <strong>and</strong>/or rice is prohibited within the facility <strong>and</strong> on surrounding<br />
grounds. LESSEE is responsible for the labor <strong>and</strong> materials required for clean-up resulting from<br />
violation of this policy.<br />
HANDICAPPED ACCESS<br />
LESSEE is responsible for compliance, as applicable, with the Americans with Disabilities Act<br />
(ADA) of 1990 <strong>and</strong> shall ensure that all activities comply with the Act during the term of the<br />
contract.<br />
The facility provides h<strong>and</strong>icapped curb cut outs <strong>and</strong> an electric lift for access to the stage.<br />
HOLIDAY DECORATIONS<br />
Holiday decorations are displayed from Thanksgiving Day through New Year’s Day.<br />
Decorations shall not be moved around, or removed from, the LEASED PREMISES. LESSEE will<br />
be charged the replacement cost for any missing/damaged decorations that occur during their<br />
Event.<br />
HOOKS/NAILS/SCREWS/STAPLES/TACKS/TAPE<br />
The placing of hooks, nails, screws, staples, thumbtacks or double-sided tape on the LEASED<br />
PREMISES is prohibited.<br />

ICE<br />
Ice is $6.00 per 20-pound bag plus all applicable sales taxes.<br />
LESSEE must submit a Texas Sales Tax Exemption Certificate to avoid being charged sales tax.<br />
ICE CHESTS<br />
LESSEE <strong>and</strong> designated committees may bring ice chests into the building containing drinks<br />
<strong>and</strong>/or food. All ice chests must be taken to a central location for distribution of the contents.<br />
This location may be at the perimeter of the event setup or in the serving area.<br />
No individual attendees of an event can bring in an ice chest.<br />
INSURANCE<br />
LESSEE is responsible for either providing or purchasing through <strong>CPS</strong> <strong>Energy</strong> Liability<br />
Insurance as outlined in the Lease Agreement.<br />
ITEMS/EQUIPMENT/SUPPLIES<br />
A. Items, equipment or supplies cannot remain on or at the LEASED PREMISES after the Event.<br />
B. LESSOR is not responsible for any items, equipment or supplies left following Event <strong>and</strong><br />
LESSEE leaves such items at its sole risk.<br />
LOADING DOCK<br />
A. The loading dock may be used by LESSEE <strong>and</strong> its caterers, decorators, contractors,<br />
or exhibitors during the Event move-in <strong>and</strong> move-out time only.<br />
B. No parking in the loading dock area is permitted during the Event.<br />
LOAD LIMITS<br />
<strong>Villita</strong> <strong>Assembly</strong> <strong>Building</strong> is limited to point loads of 2,500 lbs on a 12" x 12" area. These loads<br />
cannot be closer than 6' from each other. LESSEE needs to notify LESSOR sixty (60) days in<br />
advance if they will have items on the LEASED PREMISE that may meet or exceed the approved<br />
point loads. LESSEE will be responsible for substantiating that they will not exceed the load<br />
limits if bringing heavy items into the building.<br />
NAME OF BUILDING<br />
The name of the building is <strong>Villita</strong> <strong>Assembly</strong> <strong>Building</strong>. When promoting the event, LESSEE<br />
agrees to refer to the building by the correct name. A copy of promotional materials needs to be<br />
provided to LESSOR prior to publication. (i.e. tickets, press releases, posters, invitations)<br />
NUDITY<br />
LESSEE is strictly prohibited from conducting or allowing any person, whether or not an invitee<br />
of LESSEE, to perform any act, occurrence, exhibition, incident, or other undertaking that<br />
involves nudity, partial nudity, or obscene behavior while at the LEASED PREMISES <strong>and</strong><br />
LESSOR reserves the right to immediately terminate the Event should LESSEE be observed or be<br />
found to be in violation of this provision. Upon such termination, LESSEE shall immediately<br />
vacate the LEASED PREMISES. Any such incident also shall result in LESSOR having the sole<br />
discretion to refuse future facility reservations to LESSEE.<br />

LESSEE agrees to hire an event coordinator to be on-site during the event. The Event Coordinator<br />
will act as the main point of contact for LESSOR. The name of the event coordinator needs to be<br />
supplied to LESSOR no less than thirty (30) days prior to the event.<br />
RED DYE<br />
Sodas, punch, or other drinks containing red dye or red food coloring are not permitted.<br />
REHEARSALS<br />
If you will be holding your wedding ceremony on the LEASED PREMISES, LESSOR will add to<br />
the reservation a 2-hour period the day prior to the event, if available, for your rehearsal. If date<br />
is booked, LESSOR will work with LESSEE to establish an agreed upon date for the rehearsal.<br />
The LESSEE will be responsible for paying for this time. The fees will be included in the Lease<br />
Agreement.<br />
RISERS<br />
LESSEE may request the use of risers for the event, at an additional cost. Please request these<br />
with the <strong>Villita</strong> <strong>Assembly</strong> <strong>Building</strong> staff at least two (2) weeks prior to your event <strong>and</strong> include<br />
placement of the risers on the floor plan submitted for the event. For pricing, please see Rental<br />
Rates.<br />
RIVER WALK ACCESS<br />
<strong>Villita</strong> <strong>Assembly</strong> <strong>Building</strong>’s patio has two stairways that access the River Walk. LESSEE may<br />
arrange to have the gates open to either stairway. Arrangements must be made at least two<br />
(2) weeks prior to the event date.
SAFETY<br />
A. St<strong>and</strong>ing on tables <strong>and</strong> chairs is strictly prohibited.<br />
B. The use of small kitchen appliances, chafers, or roasters is prohibited on guest tables.<br />
C. No open flames or c<strong>and</strong>les will be allowed with the exception of centerpieces that have been<br />
approved by the Fire Marshal <strong>and</strong> written approval provided to LESSOR prior to the event.<br />
SECURITY<br />
Uniformed <strong>and</strong> licensed Texas peace officers will be hired by LESSOR to provide event security.<br />
All fees incurred to procure security will be the responsibility of the LESSEE. An invoice for the<br />
total amount due will be provided 30 days prior to the event <strong>and</strong> is payable upon receipt. Police<br />
Officers will be hired to work beginning 30 minutes prior to the start of the event through 30<br />
minutes after the scheduled end time with a 4-hour minimum. The event will not begin <strong>and</strong><br />
alcohol will not be served until security is on duty.<br />
LESSEE will be allowed to procure their own security if they agree to hire uniformed <strong>and</strong><br />
licensed Texas peace officers that can provide a $1 million certificate of liability coverage to<br />
LESSOR with LESSOR listed as an additional insured.<br />
In addition to those requirements, the LESSEE must agree to abide to the guidelines stating the<br />
officers will be on-site 30 minutes prior to the event beginning <strong>and</strong> staying until 30 minutes after<br />
it ends. And, they will hire security based ratio listed in the table below.<br />

SERVICE CONTRACTORS/VENDORS<br />
A. The <strong>Rules</strong> <strong>and</strong> <strong>Regulations</strong> stated herein apply to all contractors <strong>and</strong> vendors hired by<br />
LESSEE.<br />
B. LESSEE is responsible for coordinating event contractors <strong>and</strong> vendors during the times<br />
specified in the Lease Agreement.<br />
SITE VISIT<br />
A. Site visits will be conducted by appointment only.<br />
B. Site visits will be scheduled Monday through Friday between the hours of 8:00 a.m. to 10:00<br />

SMOKING<br />
<strong>CPS</strong> <strong>Energy</strong> recognizes the right to a healthy <strong>and</strong> safe work environment <strong>and</strong> in compliance with<br />
Chapter 36 of the City Code of San Antonio Ordinance 97895 will maintain a totally smoke-free<br />
workplace environment. There is no smoking permitted inside the Facility.<br />
A designated smoking area is outside the main doors. Please direct smokers to this area.<br />

STRUCTURES AND EQUIPMENT<br />
LESSEE shall not erect or install upon the LEASED PREMISES any structure, improvements, or<br />
equipment which are to be attached permanently to the ground. Any non-permanent structure,<br />
improvement or equipment shall be <strong>and</strong> remain the personal property owned by LESSEE <strong>and</strong><br />
LESSEE shall have the right to remove said LESSEE property upon conclusion of the Event.<br />
TAPE/VELCRO<br />
The use of scotch tape, masking tape, <strong>and</strong> Velcro is permitted on the LEASED PREMISES. Duct<br />
tape is allowed to be used on the floors. LESSEE must remove all tape <strong>and</strong> Velcro after event.<br />
TICKETS<br />
Tickets may be sold on the LEASED PREMISES provided the LESSEE has the maximum<br />
insurance coverage.<br />
VEHICLES<br />
If LESSEE intends to bring a vehicle into the building, LESSOR must be notified of intent sixty<br />
(60) days prior to the event date.<br />
Vehicles are allowed in the building under the following conditions:<br />
The guidelines established by the City of San Antonio Fire Marshal are followed<br />
Any fees associated required by the Fire Marshal will be the sole responsibility of LESSEE<br />
The vehicle will not exceed the point load limit of 2,500 lbs per 12" x 12" area<br />
(please see Load Limits)<br />
VENDORS<br />
LESSEE has the option of working with vendors to supply services on the LEASED PREMISES.<br />
If LESSEE selects a supplier or vendor that has not signed the acknowledgement form within the<br />
Vendor Guidelines, please notify LESSOR sixty (60) days in advance so that the selected<br />
supplier or vendor can be provided the Vendor Guidelines.<br />
VILLITA STREET<br />
The street in front of the main doors of the LEASED PREMISE is <strong>Villita</strong> Street <strong>and</strong> is part of<br />
La<strong>Villita</strong>. To gain access for your events needs, you may arrange to have the street open for<br />
vehicular traffic. There is a nominal fee for this service. To arrange details, please contact<br />
La<strong>Villita</strong> Management Office at 210-207-8612.<br />
WEDDINGS<br />
LESSEE agrees to hire a wedding coordinator to be on-site for the rehearsal, ceremony, <strong>and</strong><br />
reception. The wedding coordinator will be the main point of contact for LESSOR during the<br />
event to allow the family the opportunity to enjoy the celebration. The name of the wedding<br />
coordinator needs to be supplied to LESSOR no less than sixty (60) days prior to the event.<br />
WEDDING CEREMONIES<br />
Wedding ceremonies are allowed to be held on the LEASED PREMISES, if the reception will also<br />
be on the LEASED PREMISES.<br />

In cases of imminent weather conditions which make it unsafe or unsuitable for continuation of<br />
the event in the rented location, the ceremony can be moved to the reception area <strong>and</strong> will use the<br />
reception set up. Tents may also be rented <strong>and</strong> placed on the patio if the ceremony will take place<br />
outside. If tents will be rented, please let LESSOR know in a timely manner so arrangements can<br />
be made for installation.<br />
