<str<strong>on</strong>g>The</str<strong>on</strong>g> purpose <str<strong>on</strong>g>of</str<strong>on</strong>g> this Circular is to reduce the amount <str<strong>on</strong>g>of</str<strong>on</strong>g> hardwood timber used<br />

<strong>on</strong> c<strong>on</strong>structi<strong>on</strong> sites.<br />

Background<br />

2. Traditi<strong>on</strong>al methods <str<strong>on</strong>g>of</str<strong>on</strong>g> c<strong>on</strong>structi<strong>on</strong> have favoured the use <str<strong>on</strong>g>of</str<strong>on</strong>g> hardwood which<br />

is imported from tropical rainforest areas and to a lesser extent from temperate z<strong>on</strong>es.<br />

Timber importers are importing these hardwoods because they have c<strong>on</strong>venient sources <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

supply and a ready market. C<strong>on</strong>cern is growing over the use <str<strong>on</strong>g>of</str<strong>on</strong>g> this hardwood and in<br />

particular tropical hardwood became it is not produced from sustainable sources. <str<strong>on</strong>g>The</str<strong>on</strong>g>re are<br />

alterative materials and although these alternatives are not necessarily readily available, and<br />

in the short term they may be more expensive, they must be c<strong>on</strong>sidered.<br />

3. Also <str<strong>on</strong>g>of</str<strong>on</strong>g> great c<strong>on</strong>cern is the amount <str<strong>on</strong>g>of</str<strong>on</strong>g> timber being used for c<strong>on</strong>structi<strong>on</strong> that<br />

is going to waste. This can be reduced if other materials are used.<br />

Policy Statement<br />

4. As a first step towards eliminati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> hardwood for temporary works,<br />

hardwood for site hoardings, falsework and the shoring <str<strong>on</strong>g>of</str<strong>on</strong>g> trenches and pits shall be<br />

specified as not to be used <strong>on</strong> all c<strong>on</strong>tracts for which the first call for tenders is gazetted<br />

(or equivalent) as <str<strong>on</strong>g>of</str<strong>on</strong>g> 1 March 1993.<br />

5. C<strong>on</strong>tractors must propose alternatives to hardwoods in their tenders or be<br />

directed to use specified acceptable alternatives.<br />

6. <str<strong>on</strong>g>The</str<strong>on</strong>g> various uses <str<strong>on</strong>g>of</str<strong>on</strong>g> hardwood <strong>on</strong> c<strong>on</strong>structi<strong>on</strong> sites are listed in Appendix A<br />

together with some suggesti<strong>on</strong>s for alternatives.<br />

7. This policy will be kept under review to c<strong>on</strong>sider broadening restricti<strong>on</strong>s in<br />

the use <str<strong>on</strong>g>of</str<strong>on</strong>g> hardwoods generally.

Current <str<strong>on</strong>g>Hardwood</str<strong>on</strong>g> <str<strong>on</strong>g>Use</str<strong>on</strong>g>s<br />

1. <str<strong>on</strong>g>Hardwood</str<strong>on</strong>g> is being used for the following purposes :-<br />

(a) Site Hoardings - in both the framing and the panelling.<br />

(b) Formwork - defined as the mould against which c<strong>on</strong>crete is cast<br />

and which gives the shape and finish to the<br />

c<strong>on</strong>crete surface and which may be permanent or<br />

temporary.<br />

(c) Falsework - defined as a temporary structure used to support<br />

formwork and a permanent structure until the<br />

permanent structure is self-supporting.<br />

(d) Trench support - defined as the shoring, strutting and propping used<br />

to support temporary openings below surface<br />

ground level.<br />

(e) Primary fix - for example as framework for n<strong>on</strong> load bearing<br />

walls.<br />

(f) Sec<strong>on</strong>dary fix - for example as doors, door frames, architraves,<br />

skirtings, dado rails, cornices and trims.<br />

(g) Fitted furniture - for example, as framing, worktops, and clashing<br />

strips.<br />

(h) Building maintenance - to replace existing, for example at refurbishment,<br />

wooden block and strip floors.<br />

2. All <str<strong>on</strong>g>of</str<strong>on</strong>g> these areas <str<strong>on</strong>g>of</str<strong>on</strong>g> c<strong>on</strong>structi<strong>on</strong> work can be carried out using alternatives to<br />

hardwood.<br />

Site Hoardings<br />

3. Site hoardings have traditi<strong>on</strong>ally been built <str<strong>on</strong>g>of</str<strong>on</strong>g> hardwood. Some alternatives<br />

to hardwood are under c<strong>on</strong>siderati<strong>on</strong> by Arch S D. <str<strong>on</strong>g>The</str<strong>on</strong>g>se alternatives include metal frames<br />

and metal sheet coverings, s<str<strong>on</strong>g>of</str<strong>on</strong>g>twood framing and s<str<strong>on</strong>g>of</str<strong>on</strong>g>twood veneered plywood and composite<br />

boards. <str<strong>on</strong>g>The</str<strong>on</strong>g>se or other alternatives or combinati<strong>on</strong>s will be used <strong>on</strong> all new c<strong>on</strong>tracts after 1<br />

March 1993.<br />

Formwork/Falsework and Trench Support<br />

4. Temporary formwork/falsework is a major c<strong>on</strong>sumer <str<strong>on</strong>g>of</str<strong>on</strong>g> hardwood.<br />

5. <str<strong>on</strong>g>The</str<strong>on</strong>g>re are alternative materials for formwork :-<br />

(a) plain or pr<str<strong>on</strong>g>of</str<strong>on</strong>g>iled steel sheeting as formwork to support in-situ c<strong>on</strong>crete<br />

(b) precast c<strong>on</strong>crete


(c) structural steel secti<strong>on</strong>s<br />

(d) s<str<strong>on</strong>g>of</str<strong>on</strong>g>twood based plywood/medium density fibreboard<br />

6. <str<strong>on</strong>g>The</str<strong>on</strong>g>re are alternatives to falsework and trench support :-<br />

(a) s<str<strong>on</strong>g>of</str<strong>on</strong>g>twood<br />

(b) metal props<br />

(c) propriety steel systems.<br />

Appendix A<br />

7. Each alternative should be c<strong>on</strong>sidered during the design stage and where<br />

benefits can be gained in using <strong>on</strong>e over another this is to be encouraged. <str<strong>on</strong>g>The</str<strong>on</strong>g> requirements<br />

for the use <str<strong>on</strong>g>of</str<strong>on</strong>g> materials other than hardwood for temporary formwork/falsework and trench<br />

support should be stated in the c<strong>on</strong>tract.<br />

Primary and Sec<strong>on</strong>dary Fix and Fitted Furniture<br />

8. <str<strong>on</strong>g>The</str<strong>on</strong>g> use <str<strong>on</strong>g>of</str<strong>on</strong>g> hardwood for primary, sec<strong>on</strong>dary fix and fitted furniture should be<br />

carefully c<strong>on</strong>sidered at the design stage, and alternatives should be explored.<br />

9. <str<strong>on</strong>g>The</str<strong>on</strong>g> questi<strong>on</strong> that needs to be addressed is whether or not hardwood should be<br />

used to execute a piece <str<strong>on</strong>g>of</str<strong>on</strong>g> work. It is arguable that any piece <str<strong>on</strong>g>of</str<strong>on</strong>g> unseen carpentry or joinery<br />

work should not be in hardwood and that <strong>on</strong>ly exposed items <str<strong>on</strong>g>of</str<strong>on</strong>g> carpentry or joinery work<br />

should be c<strong>on</strong>sidered for a hardwood finish.<br />

10. Designers are encouraged to pay more attenti<strong>on</strong> to their detailing and where<br />

the use <str<strong>on</strong>g>of</str<strong>on</strong>g> hardwood is unnecessary because it can be replaced by an alternative finish which<br />

meets the design criteria, then the alternative should be given preference.<br />

Building Maintenance<br />

11. It is a fact <str<strong>on</strong>g>of</str<strong>on</strong>g> life that if hardwood is used in the original c<strong>on</strong>structi<strong>on</strong> it will be<br />

replaced at maintenance by similar when worn out. <str<strong>on</strong>g>The</str<strong>on</strong>g> designer should recognize this fact.<br />

12. It is equally important that perpetuati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the use <str<strong>on</strong>g>of</str<strong>on</strong>g> hardwood to replace<br />

hardwood should be rec<strong>on</strong>sidered by all involved in the maintenance <str<strong>on</strong>g>of</str<strong>on</strong>g> buildings and<br />

refurbishment work, and where its incorporati<strong>on</strong> in the works is unnecessary an alternative<br />

material should be c<strong>on</strong>sidered as the replacement.<br />

C<strong>on</strong>clusi<strong>on</strong><br />

13. With the proliferati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> building materials available more thought is required<br />

at the pre-tender stage to c<strong>on</strong>sider alternatives to hardwood. Further acti<strong>on</strong> <strong>on</strong> the reducti<strong>on</strong><br />

in the use <str<strong>on</strong>g>of</str<strong>on</strong>g> hardwood <strong>on</strong> c<strong>on</strong>structi<strong>on</strong> sites is being investigated and reducti<strong>on</strong>s in the use <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

hardwood will be extended to other areas <str<strong>on</strong>g>of</str<strong>on</strong>g> c<strong>on</strong>structi<strong>on</strong>.<br />
