Mayor Mike Spano delivered his first<br />
State of the City address to the people of<br />
Yonkers at the Riverfront Library last week.<br />
Spano’s message was an honest analysis of<br />
the city’s difficult financial difficulties ahead,<br />
combined with a positive message of how the<br />
city can, by working together, overcome the<br />
challenges before it.<br />
The following is Spano’s speech, in part,<br />
provided for those who weren’t able to attend:<br />
“It has been a lifelong dream of mine to<br />
be mayor of our great city. From growing up<br />
in Park Hill to raising my own family in Colonial<br />
Heights, I am humbled and honored to<br />
stand here today working on your behalf and<br />
addressing you as Yonkers’ mayor.<br />
“Let me start by saying the days of conducting<br />
business as usual are over. We face an<br />

senior at Maria Regina High School, attended<br />
Cardinal Timothy Dolan’s first mass at St. Patrick’s<br />
Cathedral in Manhattan.<br />
On a cool crisp Saturday, February 25,<br />
throngs of priests, religious, laity and public<br />
officials, including Governor Andrew Cuomo,<br />
Mayor Michael Bloomberg, U.S. Senator Chuck<br />
Schumer, NYPD Commissioner Raymond Kelly,<br />
former Mayors David Dinkins and Ed Koch<br />
and our own Westchester County Executive Rob<br />
Astorino, along with Cardinal Dolan’s mother,<br />
family and friends, filled St. Patrick’s Cathedral.<br />
The day started at 10:30 a.m. with a 45-minute<br />
prayer service, which more than 2,500 people<br />
attended, and the afternoon 4 p.m. mass, which<br />
another 2,500 attended in pew. A reception followed<br />
both events at the Sheraton Hotel.<br />
The reason for this occasion was, in the<br />
Cardinal’s words, “so [he] could honor follow<br />

Grinton I. Will branch to watch the film “Gerrymandering,”<br />
sponsored by the Office of the<br />
Yonkers Council President in cooperation with<br />
Common Cause NY, a public advocacy group.<br />
“Gerrymandering” is a documentary on the<br />
oft-maligned process of decennial redistricting<br />
where politicians draft their own district lines,<br />
in effect choosing their voters instead of the<br />
voters choosing their elected officials.<br />
In the subsequent and lively panel discussion<br />
between City Council President Chuck<br />
Lesnick, Assemblyman George Latimer and<br />
Susan Lerner and Sean Coffey of Common<br />
Cause NY, the complicated and often convoluted<br />
issue was discussed further, detailing the<br />
back and forth between each chamber of the<br />
State Legislature in Albany and their redistricting<br />
body, the Legislative Task Force on<br />

In his usual jovial manner, he joked about a<br />
Budweiser and a burger, but used his red biretta<br />
as a symbol, saying he would place it at Yankee<br />

World Trade Center.” This was an obvious light<br />
hearted swipe at the owners and management of<br />

to honor the Cardinal. On a personal note, I say<br />
to his Eminence, you have publicly aspired to<br />
become a saint, so take heart, you are in good<br />
company — the Empire State building owners<br />
refused to light the building for Mother Theresa<br />
last year!<br />
This is my second time having photos<br />
published in Yonkers <strong>Rising</strong> and my fi rst time<br />

Golden Gloves Returns to<br />
Empire City Casino<br />
The iconic New York Daily News Golden<br />
Gloves returns to Empire City Casino at Yonkers<br />
Raceway for the second straight year. The <strong>2012</strong><br />
semi-fi nals of the fabled amateur boxing tournament<br />
will be hosted on the casino’s fourth fl oor<br />
on <strong>March</strong> 14.<br />
Last year, for the fi rst time in the storied history<br />
of Yonkers Raceway, hundreds of fans fl ocked<br />
to the raceway to attend the Golden Gloves. The<br />
oldest and most esteemed amateur event in the<br />
U.S.A., celebrating its 85th anniversary this season,<br />
has produced generations of legendary boxers,<br />
including Sugar Ray Robinson, Emile Griffi th,<br />
Floyd Patterson, Riddick Bowe, Gerry Cooney,<br />
Mark Breland, Jose Torres and Zab Judah.<br />
Yonkers Raceway fi rst opened its doors in<br />
1899 and, in more than 100 years of its history, has<br />
been the home to harness racing’s Triple Crown<br />
events such as the Yonkers Trot, Cane Pace and<br />
Messenger Stakes, as well as such premier stakes<br />
races as the Art Rooney Pace.<br />
Professional boxing had been held in the<br />
Old Glory Horse Pavilion and many major fi ghts<br />
shown on closed circuit television. But the Daily<br />
News Golden Gloves, the most elite Golden<br />
Gloves tournament in the country for 85 years,<br />
became a “fi rst-time starter” in 2011.<br />
“We are delighted to again bring the Daily<br />
News Golden Gloves to Yonkers Raceway,” said<br />
Casino President Timothy J. Rooney. “Two New<br />
York institutions are teaming for a spectacular<br />
evening of boxing for fi ght fans.”<br />

enormous financial challenge. Solving it needs<br />
to be a group effort, working with city and<br />
community leaders who represent you.<br />
“We didn’t ask for this. Every city is facing<br />
the same crisis. Some are facing utter bankruptcy.<br />
To succeed, we must step up and right<br />
the wrongs of the past in the city’s finances and<br />
make the tough choices now that will provide<br />
for a brighter future.<br />
“While the challenges that we face this<br />
year may seem greater than ever, we will overcome<br />
them because our solutions will be better.<br />
We did not enter this crisis overnight. So,<br />
we will not solve it overnight.<br />
“We want our neighborhoods to be clean<br />
and safe. You deserve top notch police and fire<br />
protection and streets and parks that are properly<br />
maintained. Most of all, you want good<br />
schools, not only for your own children or<br />
grandchildren, but because you know no city<br />
can thrive if it fails to provide a quality education.<br />
And you need the assurance that your<br />
wellbeing won’t be threatened by a government<br />
that spends more than what you, the taxpayers,<br />
can afford.<br />
“As mayor, I take responsibility to resolve<br />
the issues at hand. I assure you that we will<br />
flourish again. But to do so we need partnership<br />
at every level.<br />
“I invite the City Council to craft practical<br />
solutions. I invite our unions to sit at the table<br />
with us. I invite the business communities and<br />
banks to work with us. I ask the community<br />
leaders to join with us and take part in active<br />
discussions on how, together, we can move<br />
this city forward.<br />
“First, there is the fiscal challenge. Next<br />
year, we face a shortfall of $72 million in the<br />
city and school district combined budgets.<br />
That’s $72 million out of a $930 million dollar<br />
budget, or about eight percent. And that shortfall<br />
assumes we do no more than maintain services<br />
at the current level.<br />
“The main reasons for the shortfall are the<br />
economy, the mandated increases in pensions<br />
and health costs, continuing erosion of our tax<br />
base and the irresponsible gimmicks of the<br />
past. The blame goes to everyone, republicans<br />
and democrats.<br />
“Let’s talk about pensions and healthcare<br />
costs. Pension costs are increasing $12.7 million<br />
dollars this year alone. Health insurance<br />
costs also are skyrocketing and will increase<br />
$4.5 million dollars next year. In fact, they<br />
have increased 267 percent over the last 20<br />
years.<br />
“This is more than the taxpayers can bear.<br />
So how do we fix it?<br />
“While most of our city employees pay<br />
for some of their healthcare, managers and<br />
commissioners never had to… until now. This<br />
will save the taxpayers over $100,000 immediately.<br />
“Starting today, I am putting in place a<br />
hiring freeze for non-essential personnel. We<br />
also face erosion of our tax base caused by the<br />
decrease in the assessment rolls. In the last two<br />
years, tax certiorari reductions have cost the<br />
City of Yonkers an average of $14.5 million<br />
per year.<br />
“So, why do we have this problem? We<br />
have it because, like most Westchester cities,<br />
towns and villages, we have not reassessed<br />
properties for many years. In fact, the last<br />
time Yonkers reassessed city properties was in<br />
1954.<br />
“Even worse, Yonkers has had to borrow<br />
more than $52 million over the past 10 years<br />
just to pay the cost of certiorari challenges.<br />
“It is time for a Westchester-wide reassessment.<br />
I, along with Greenburgh Supervisor<br />
Paul Feiner, am inviting County Executive<br />
Rob Astorino to join us in supporting state<br />
legislation to provide a mandatory countywide<br />
reassessment and to make every effort to see<br />
that it passes this year.<br />
“Next, we must adopt honest and straightforward<br />
budgets. Of the $72 million shortfall,<br />
nearly $26 million is because, last year, the<br />
city used spin-ups and one-shots to balance the<br />
budget. Now that money is gone and we are<br />
left to pay the piper.<br />
“The budget we are working on, which we<br />
will propose in several weeks, will be a difficult<br />
one. But it will be an honest one. If we are<br />
going to put our city on the path to prosperity,<br />
we must bring our expenses in line with our<br />
income. Every taxpayer must do it and so must<br />
city government.<br />
“So how do we do that? We will look to<br />
see where we can consolidate operations and<br />
cut costs. We have already eliminated 40 takehome<br />
cars that were previously assigned to<br />
commissioners, deputies, and other management<br />
staff.<br />
“We have begun evaluating which agencies<br />
can be combined to save money. Our first<br />
target will be the Parking Authority and the<br />
Parking Violations Bureau. Putting all parking<br />
services and enforcement under one roof will<br />
eliminate duplication and save money.<br />
“Now, let’s talk about development. We<br />
have too many overlapping development agencies.<br />
Under the leadership of our new commissioner<br />
of Planning and Development, Jeff<br />
Williams, we will undertake a reset of existing<br />
development plans.<br />
“Also, as you know, the daylighting of the<br />
Saw Mill River is well underway and will provide<br />
a magnificent central promenade in front<br />
of the train station. We expect this to be completed<br />
this summer.<br />
“To further these projects and keep up the<br />
city’s momentum, we must provide additional<br />
arterials to access them. Much of the redevelopment<br />
has taken place on the Yonkers waterfront,<br />
which is the oldest section of the city.<br />
Let’s open up our roadways, like Yonkers and<br />
Ashburton Avenues, so we can rightfully connect<br />
the east and west sides of the city.<br />
“The city is also working closely with Empire<br />
City Casino to develop the next phase as<br />
the state moves forward with full casino gaming<br />
at the Racetracks. My administration fully<br />
supports legalizing full gaming in New York<br />
State. This will enable the Raceway to increase<br />
its investment in our city beyond the $40 million<br />
dollar expansion already on the way.<br />
“The Racino now contributes $7.35 million<br />
dollars a year directly to the city’s treasury<br />
and another $19.6 million a year directly<br />
towards education in Yonkers. With full casino<br />
gaming, the racetrack is prepared to make an<br />
additional investment in the city, with a resortstyle<br />
hotel and other facilities that will add<br />
more jobs, more revenues and improve the tax<br />
base.<br />
“I will now lobby the state legislature to<br />
make sure that any consideration of casino<br />
gaming must include Empire City Casino. The<br />
raceway’s owners, the Rooney’s, have been<br />
great neighbors and the city’s largest employer<br />
and largest taxpayer.<br />
“Let us turn now to the single greatest<br />
challenge facing Yonkers, which is education.<br />
We have a real mixed bag. We have nationally<br />
recognized high schools like Yonkers and<br />
Saunders. In contrast, we have new schools<br />
under review. And while we have the highest<br />
graduation rate of the Big Five City School<br />
Districts, unfortunately, over a quarter of our<br />
students fail to achieve a high school diploma.<br />
“In response, I have appointed an Education<br />
Redesign Team consisting of educators,<br />
parents, business people and civic leaders<br />
whose job it will be to think outside the box<br />
and come up with ways to improve the education<br />
we provide to the young people of this<br />
city.<br />
“Funding for our schools will continue to<br />
be a struggle, so the Education Redesign Team<br />
will look to see where the School District and<br />
City Government can combine resources to<br />
save on overhead, fixed costs and administrative<br />
costs so that precious dollars can be used<br />
in the classroom, where we need them the<br />
most.<br />
“I have asked that the Education Redesign<br />
Team to provide short term recommendations<br />
that might be suitable for the upcoming budget<br />
year and that they also focus on a multi-year<br />
plan going forward.<br />
“I have also indicated to the Superintendent<br />
and the Board of Education that I am<br />
intrigued by the idea of the proposed Public<br />
Private Partnership — also known as the P3<br />
program — to build much-needed new schools<br />
in Yonkers, especially on the west side of the<br />
city.<br />
“It is also time that the State University<br />
System established a four-year college presence<br />
in Yonkers. We are the only one of the<br />
five largest cities in New York State not to<br />
have a SUNY facility within our bounds. I will<br />
be asking the State University System to engage<br />
in discussions as to how we can establish<br />
a four year institution of learning in the City of<br />
Yonkers, or even a SUNY annex. The superintendent<br />
and I are currently working on a plan<br />
that will include the partial or full take-over of<br />
Roosevelt High School for a SUNY campus.<br />
“Our police department is under-manned<br />
and overtime has been poorly managed. This<br />
year, under the new leadership of police commissioner<br />
Chuck Gardner, I am committed<br />
to working with our police department and<br />
its labor leaders. Together, we need to bring<br />
overtime costs under control, restructure the<br />
department and redeploy officers to deal with<br />
critical safety issues affecting our city.<br />
“Despite some of these shortfalls, Yonkers’<br />
finest have made great strides to ensure<br />
our People feel safe as they walk the streets. In<br />
fact, over the last year, violent crimes have decreased.<br />
When it comes to public safety, I am<br />
confident that Commissioner Gardner, along<br />
with Fire Commissioner Kielb, are leading the<br />
charge in ensuring our homes and streets are<br />
safe and well-protected.<br />
“This leads to my next call to action —<br />
giving back. Volunteer. In order for any us to<br />
care about the outcome of our city, we need<br />
to witness first-hand what so many of us take<br />
for granted. For many of us, that requires us to<br />
visit those less fortunate than us or visit an area<br />
of town that needs assistance. I had the distinct<br />
honor recently of meeting Jim Killoran of<br />
Habitat for Humanity of Westchester, who is<br />
here with us tonight. Jim has led the charge in<br />
renovating veteran homes in Yonkers — buying<br />
foreclosed homes and preparing them for<br />
our brave men and women returning from Iraq<br />
and Afghanistan. His team also is taking pride<br />
in our streets — rehabbing business storefronts,<br />
donating planters and flowers along the<br />
Ashburton corridor, from Yonkers to Warburton<br />
Avenues.<br />
“Jim, thanks for all you do.<br />
“You all have one thing — one great thing<br />
— in common. You are Yonkers. You are why<br />
this city’s greatest days are yet to come and<br />
why generations from now will look back and<br />
be glad that we worked so hard today to make<br />
it better for them tomorrow.<br />
“Thank you so much for the privilege of<br />
serving as your mayor and let us go forward<br />
together on an agenda for a better tomorrow.”<br />

Larkin issued the Republican response to Mayor<br />
Mike Spano’s State of the City Address.<br />
It reads as follows:<br />
“Our country, state and city continue to<br />
feel a deep and prolonged economic recession.<br />
There are many challenges which lie ahead and<br />
our first priority must be to address the $72 million<br />
budget deficit.<br />
“Serious problems require thought, communication<br />
and cooperation. This can produce<br />
innovation and results at all levels of government.<br />
“The Mayor speaks about finding solutions,<br />
consolidating resources and keeping a watchful<br />
eye on spending.<br />
“As republicans, we stand ready to lead and<br />
in a bi-partisan manner. We are committed to<br />
working with Mayor Spano and the democratic<br />
City Council members to do what is right for the<br />
good people of Yonkers.<br />
“Our key areas of concern are:<br />
• Maintain essential services while<br />
streamlining government — In order to close the<br />
$72 million deficit, it is imperative to address<br />
the cost of government and find effective costsaving<br />
measures. This can not be done alone.<br />
We need the cooperation and support of state<br />
and city officials, union leaders and residents;<br />
• Promote economic development —<br />
Promoting economic development within this<br />
City of Gracious Living must, again, become<br />
business friendly. Part of this concept should<br />
be a one-stop process to open or expand a business.<br />
The daylighting of the Saw Mill River has<br />
garnered Yonkers national attention. While our<br />
downtown re-development must continue, it is<br />
equally important that there is development and<br />
attention across the city but not at the expense of<br />
the communities;<br />
• Prioritize government spending — It<br />
is essential to make the hard decisions to insure<br />
that the needs of the taxpayers are met. For example,<br />
consolidating certain city and Board of<br />
Education functions, addressing concerns over<br />
overtime, pension and healthcare costs; and<br />
• Education — It is our responsibility<br />
to provide the best possible education for our<br />
students while recognizing all the stakeholders;<br />
these being students, parents, taxpayers and<br />
teachers. We need to identify public and private<br />
partnerships, along with grants, in order to alleviate<br />
the budget shortfalls.<br />
“In addition, we agree with the Mayor that:<br />
• Overtime expenses for all departments<br />
should be monitored. However, this should be a<br />
partnership between the administration and the<br />
city council; and<br />
• We need to work in a bi-partisan manner<br />
with the mayor and democratic majority.<br />
“Yonkers is unique in that it is one of the<br />
largest cities in New York but has many distinct<br />
neighborhoods, which create a small town atmosphere.<br />
Part of what is paramount to these neighborhoods<br />
are the little big things, those services<br />
which concern many of our residents — filling<br />
potholes and repairing streets and sidewalks;<br />
trimming trees; replacing street lights; and the<br />
vital services that our veterans and senior citizens<br />
deserve; all the things which affect our<br />
daily lives.<br />

Force Invites the public to “Passivhaus 101 —<br />
An Introduction to Passivhaus Standards: The<br />
Greenest of Green Building,” A seminar for homeowners,<br />
developers and municipal officials.<br />
Passivhaus has come to the USA! The vast<br />
majority of passive structures have previously<br />
been built in German-speaking countries, where<br />
adherence to this norm will soon move from<br />
voluntary to mandated. At last count, in 2010,<br />
approximately 25,000 such certified structures<br />
have been built in Europe, while in the United<br />
States there were only 13, with a few dozen<br />
more under construction. But interest is growing<br />
here in the United States.<br />
Passive design is not an attachment or<br />
supplement to architectural design. The term<br />
passive house (Passivhaus in German) refers<br />
to the rigorous Passivhaus standard for energy<br />
efficiency in a building. This standard results<br />
in ultra-low energy buildings that require little<br />
energy (i.e., boilers or air conditioners) for heating<br />
or cooling. The standard is not confined to<br />
residential properties; office buildings, schools,<br />
kindergartens and supermarkets have also been<br />
constructed to the Passivhaus standard.<br />
Passivhaus building standards are among<br />
the highest building standards in the world and<br />
result in the saving of energy through the reduction<br />
of the use of fossil and even renewable<br />
fuel resources and the creation of affordable,<br />
healthy, comfortable and sustainable buildings.<br />
The standard offers a real solution to the world’s<br />
building-related ecological and economical<br />
challenges.<br />

do it? Who knows. It<br />

at the gym, or it<br />

y time.” The doctor<br />
aid, “Eric, you want it<br />
o get better? Stay off<br />
our foot!” That’s very<br />
ard for someone who is active like me. And<br />
o be honest, more annoying than the fracture is<br />
obbling around with the fracture boot on.<br />
But my extremely positive experience at<br />
ESTMED, the medical group at Ridge Hill,<br />
ot me thinking about how far medicine in Yoners<br />
— and for that matter Westchester and our<br />
ountry — has advanced over the years. Let’s<br />
o back in time and than catch up to the future.<br />
Dr. Vincent Spinelli. Yonkers Professional<br />
ospital on Ludlow Street. For old time Yonersites,<br />
the name probably sends a shiver down<br />
our spine. Dr. Spinelli was an immaculately<br />
ressed pediatrician. When he stuck the stick<br />
own your throat to see if you were sick, the<br />
rst thing you would notice were his initials<br />
onogrammed on the sleeves of his laundered<br />
hirt. And he always smelled like a doctor or a<br />
ospital. That fresh, clean, sterile smell.<br />
Dr. Spinelli’s nurse was Helen. She served<br />
s the gatekeeper, calming parents like my mothr,<br />
always a nervous wreck about the health of<br />
heir children. Sometimes Helen would put Dr.<br />
pinelli on the phone and if the parent became<br />
oo upset, he would hang up the phone on the<br />
arent. Happened to Mom many times. That<br />
as Dr. Spinelli!<br />
Years ago, there was something called a<br />
Lodge Doctor.” My father belonged to a Lodge<br />
hich, for lack of a better definition, was a group<br />
f men who came together for fraternal purposs,<br />
often around a cause or particular religious<br />
eliefs. The men paid yearly dues entitling them<br />
o burial plots and, in dad’s case, visits to the<br />
odge Doctor, a physician contracted with the<br />
odge who would see the members families for<br />
nominal fee, maybe $3 to $5 a visit.<br />
Dr. Alexander was the Lodge Doctor. His<br />
ffice was in his house, right across from St<br />
oseph’s Seminary. On a Saturday morning,<br />
he waiting room would be filled with maybe<br />
0 parents and children, no appointment needd.<br />
With all the coughing and sneezing, if you<br />
eren’t sick when you walked in, you certainly<br />
elt sick when you left.<br />
Dr. Alexander, a short, petite man with<br />
lasses, would put his feet up on the desk and<br />
alk to you. He liked my father very much<br />
nd would take his time “kibitzing,” or joking<br />
round, with Dad every time we would go to his<br />
ffice. Dr. Alexander “smoked like a chimney”<br />
ight in his office. The smell of smoke and haze<br />
n the office was mind boggling. I would laugh<br />
hen Dr. Alexander told dad to lose weight as<br />
e puffed away on cigarettes with a full ashtray<br />
f butts in front of him.<br />
When I became an adult, I started using a<br />

the Girl Scouts.<br />
It was on <strong>March</strong> 9, 1912 that Juliette Goron<br />
Low made a phone call to her cousin and<br />
aid, “I’ve got something for the girls… and<br />
e’re going to start it tonight.” A few days later,<br />

— got on the phone with<br />
the hospital at 2 a.m. A<br />
rare breed of doctor who<br />
spends 45 minutes with<br />
his patients.<br />
Fast forward to<br />
about four weeks ago. I<br />
love to swim, but decided one day to use the elliptical<br />
at the gym. That was a Friday. Saturday,<br />
Sunday, Monday I am fine. Tuesday I start getting<br />
sharp pains in my ankle. I had started using<br />
a new doctor at WESTMED at Ridge Hill over<br />
the last few months. On my first visit, the doctor<br />
gave me a refrigerator magnet with the details<br />
of the WESTMED Urgent Care Center at Ridge<br />
Hill. I also got one in the mail. I said let me give<br />
it a chance.<br />
I register and, within five minutes, saw the<br />
nicest doctor who introduces himself by his first<br />
name, very calming when you are in pain. The<br />
foot was not swollen, not hot to the touch but I<br />
was in pain. X-rays came back negative and the<br />
diagnosis was leaning toward gout. He gave me<br />
the regimen to treat gout and said that if I was<br />
not better in a few days to see an orthopedist.<br />
The following Monday I see the orthopedist.<br />
He sees no fracture, he treats me for gout, says<br />
I will be fine but make an appointment in two<br />
weeks and, if I feel better, cancel it. Internet<br />
says drink apple cider vinegar and eat baking<br />
soda to make the gout go away. Aren’t we all<br />
internet doctors nowadays?<br />
Fast forward two more weeks to February<br />
27. Foot still hurts, so orthopedist orders an<br />
MRI. WESTMED gets me in the next day at 8<br />
a.m. I am getting off the table at 9:15 a.m., the<br />
technician says go right next door to the doctors<br />
office. They had already sent my MRI electronically<br />
to the doctor in White Plains, he had compared<br />
it to the X-ray which showed no fracture.<br />
The MRI showed the fracture which is common<br />
with this type of fracture. By 10 a.m. I had spoken<br />
to the doctor, he told me what was wrong,<br />
had the Physicians Assistant put me in a fracture<br />
boot and off to heal I went.<br />
So what have I learned from this experience,<br />
other than to keep away from ellipticals?<br />
Coordination of Care benefits the patient. The<br />
ability to electronically send X-ray and MRI<br />
images over the internet is powerful. Though at<br />
first a big group like WESTMED can be overwhelming,<br />
the healing process goes so much<br />
smoother when everything is together.<br />
Well, no pole vaulting for me in the near<br />
future. We have been reading so much negative<br />
press about Ridge Hill lately, so I thought<br />
I would share a positive story about my experience<br />
at WESTMED at Ridge Hill with you.<br />

Mass was held at St. Mary’s Church, presided<br />

The parade then kicked off, Kelly beaming<br />
as he walked up South Broadway. A born and<br />
bred Yonkers Irish American, Kelly was joined<br />
by family and friends and many past Grand<br />
Marshals and Aides.<br />

Stewart-Cousins, the Yonkers City Council,<br />
County Executive Rob Astorino, Assemblyman<br />
Gary Pretlow, Assembly candidate Shelley<br />
Mayer and many others marched proudly. Everyone<br />
was Irish in Yonkers for the 57th Annual<br />
Yonkers St. Patrick’s Day Parade.<br />

‘Gerrymanding’<br />

(LATFOR).<br />
Latimer described the relatively nonpartisan<br />
manner in which he led county redistricting<br />
when he was Board Chair in 2001 and<br />
Lesnick expressed the need to have a Yonkers<br />
resident in the Senate to correct state education<br />
allocations — something not guaranteed by<br />
the newly redrawn Senate lines. The long running<br />
redistricting saga in New York that began<br />
with the 2010 Census is due to culminate in the<br />
elections this year.<br />
The GOP majority in the Senate and the<br />
Democratic majority in the Assembly have<br />
submitted proposed state legislative lines to<br />
the public (which can be viewed online at<br />
LATFOR.State.ny.us), but they have yet to<br />
submit proposed congressional lines to anyone<br />
but the courts. The delay is due, in part, to the<br />
respective majorities in each chamber being either<br />
unwilling or unable to agree on such lines.<br />
This intransigence is made even more dire by<br />
the deadlines imposed by the federal courts<br />
with regards to the federal primary in June.<br />
The relevant state law and associated political<br />
calendar would require Congressional lines to<br />
be approved in the next few weeks before the<br />
distribution of petitions in late <strong>March</strong>.<br />
There is a possibility that New York may<br />
have three separate primary elections this year:<br />
the presidential primary on April 24, a federal<br />
primary on June 26 for US Senate and Congress<br />
and a state primary possibly as late as<br />
September for state legislative races. Having<br />
these last two primaries separately could cost<br />
taxpayers millions of dollars in a tough budget<br />
year.<br />
