Mayor Mike Spano’s First
State of the City Address
Mayor Mike Spano giving his first State of the City Address
By Dan Murphy
Mayor Mike Spano delivered his first
State of the City address to the people of
Yonkers at the Riverfront Library last week.
Spano’s message was an honest analysis of
the city’s difficult financial difficulties ahead,
combined with a positive message of how the
city can, by working together, overcome the
challenges before it.
The following is Spano’s speech, in part,
provided for those who weren’t able to attend:
“It has been a lifelong dream of mine to
be mayor of our great city. From growing up
in Park Hill to raising my own family in Colonial
Heights, I am humbled and honored to
stand here today working on your behalf and
addressing you as Yonkers’ mayor.
“Let me start by saying the days of conducting
business as usual are over. We face an
Cardinal Dolan Celebrates
His First ‘Red Hat’ Mass
Kubasek. Kubasek, a Yonkers resident and
senior at Maria Regina High School, attended
Cardinal Timothy Dolan’s first mass at St. Patrick’s
Cathedral in Manhattan.
On a cool crisp Saturday, February 25,
throngs of priests, religious, laity and public
officials, including Governor Andrew Cuomo,
Mayor Michael Bloomberg, U.S. Senator Chuck
Schumer, NYPD Commissioner Raymond Kelly,
former Mayors David Dinkins and Ed Koch
and our own Westchester County Executive Rob
Astorino, along with Cardinal Dolan’s mother,
family and friends, filled St. Patrick’s Cathedral.
The day started at 10:30 a.m. with a 45-minute
prayer service, which more than 2,500 people
attended, and the afternoon 4 p.m. mass, which
another 2,500 attended in pew. A reception followed
both events at the Sheraton Hotel.
Cardinal’s words, “so [he] could honor follow
‘Gerrymanding’ Screened
at Grint I. Will Library
L to r: Yonkers City Council President Chuck Lesnick, Assemblyman George Latimer and
Common Cause NY’s Executive Director Susan Lerner and Board Member Sean Coffey
On Monday night, approximately 30 area
voters turned out to the Yonkers Public Library
Grinton I. Will branch to watch the film “Gerrymandering,”
sponsored by the Office of the
Yonkers Council President in cooperation with
Common Cause NY, a public advocacy group.
“Gerrymandering” is a documentary on the
oft-maligned process of decennial redistricting
where politicians draft their own district lines,
in effect choosing their voters instead of the
voters choosing their elected officials.
In the subsequent and lively panel discussion
between City Council President Chuck
Lesnick, Assemblyman George Latimer and
Susan Lerner and Sean Coffey of Common
Cause NY, the complicated and often convoluted
issue was discussed further, detailing the
back and forth between each chamber of the
State Legislature in Albany and their redistricting
body, the Legislative Task Force on
Demographic Research and Reapportionment
Golden Gloves Returns to
Empire City Casino
The iconic New York Daily News Golden
Gloves returns to Empire City Casino at Yonkers
Raceway for the second straight year. The 2012
semi-fi nals of the fabled amateur boxing tournament
will be hosted on the casino’s fourth fl oor
on March 14.
Last year, for the fi rst time in the storied history
of Yonkers Raceway, hundreds of fans fl ocked
to the raceway to attend the Golden Gloves. The
oldest and most esteemed amateur event in the
U.S.A., celebrating its 85th anniversary this season,
has produced generations of legendary boxers,
including Sugar Ray Robinson, Emile Griffi th,
Floyd Patterson, Riddick Bowe, Gerry Cooney,
Mark Breland, Jose Torres and Zab Judah.
Yonkers Raceway fi rst opened its doors in
1899 and, in more than 100 years of its history, has
been the home to harness racing’s Triple Crown
events such as the Yonkers Trot, Cane Pace and
Messenger Stakes, as well as such premier stakes
races as the Art Rooney Pace.
Professional boxing had been held in the
Old Glory Horse Pavilion and many major fi ghts
shown on closed circuit television. But the Daily
News Golden Gloves, the most elite Golden
Gloves tournament in the country for 85 years,
became a “fi rst-time starter” in 2011.
“We are delighted to again bring the Daily
News Golden Gloves to Yonkers Raceway,” said
Casino President Timothy J. Rooney. “Two New
York institutions are teaming for a spectacular
evening of boxing for fi ght fans.”
General Admission tickets are $25 or $15 for
senior citizens, college students (with proper ID)
and children under 14. Doors open at 6:15 p.m.
and fi rst bell is at 7:30 sharp. Tickets will be sold
In Your Backyard
Spano’s State of the City
Continued from Page 1
enormous financial challenge. Solving it needs
to be a group effort, working with city and
community leaders who represent you.
“We didn’t ask for this. Every city is facing
the same crisis. Some are facing utter bankruptcy.
To succeed, we must step up and right
the wrongs of the past in the city’s finances and
make the tough choices now that will provide
for a brighter future.
“While the challenges that we face this
year may seem greater than ever, we will overcome
them because our solutions will be better.
We did not enter this crisis overnight. So,
we will not solve it overnight.
“We want our neighborhoods to be clean
and safe. You deserve top notch police and fire
protection and streets and parks that are properly
maintained. Most of all, you want good
schools, not only for your own children or
grandchildren, but because you know no city
can thrive if it fails to provide a quality education.
And you need the assurance that your
wellbeing won’t be threatened by a government
that spends more than what you, the taxpayers,
can afford.
“As mayor, I take responsibility to resolve
the issues at hand. I assure you that we will
flourish again. But to do so we need partnership
at every level.
“I invite the City Council to craft practical
solutions. I invite our unions to sit at the table
with us. I invite the business communities and
banks to work with us. I ask the community
leaders to join with us and take part in active
discussions on how, together, we can move
this city forward.
“First, there is the fiscal challenge. Next
year, we face a shortfall of $72 million in the
city and school district combined budgets.
That’s $72 million out of a $930 million dollar
budget, or about eight percent. And that shortfall
assumes we do no more than maintain services
at the current level.
“The main reasons for the shortfall are the
economy, the mandated increases in pensions
and health costs, continuing erosion of our tax
base and the irresponsible gimmicks of the
past. The blame goes to everyone, republicans
and democrats.
“Let’s talk about pensions and healthcare
costs. Pension costs are increasing $12.7 million
dollars this year alone. Health insurance
costs also are skyrocketing and will increase
$4.5 million dollars next year. In fact, they
have increased 267 percent over the last 20
years.
“This is more than the taxpayers can bear.
So how do we fix it?
“While most of our city employees pay
for some of their healthcare, managers and
commissioners never had to… until now. This
will save the taxpayers over $100,000 immediately.
“Starting today, I am putting in place a
hiring freeze for non-essential personnel. We
also face erosion of our tax base caused by the
decrease in the assessment rolls. In the last two
years, tax certiorari reductions have cost the
City of Yonkers an average of $14.5 million
per year.
“So, why do we have this problem? We
have it because, like most Westchester cities,
towns and villages, we have not reassessed
properties for many years. In fact, the last
time Yonkers reassessed city properties was in
1954.
“Even worse, Yonkers has had to borrow
more than $52 million over the past 10 years
just to pay the cost of certiorari challenges.
“It is time for a Westchester-wide reassessment.
I, along with Greenburgh Supervisor
Paul Feiner, am inviting County Executive
Rob Astorino to join us in supporting state
legislation to provide a mandatory countywide
reassessment and to make every effort to see
that it passes this year.
“Next, we must adopt honest and straightforward
budgets. Of the $72 million shortfall,
nearly $26 million is because, last year, the
city used spin-ups and one-shots to balance the
budget. Now that money is gone and we are
left to pay the piper.
“The budget we are working on, which we
will propose in several weeks, will be a difficult
one. But it will be an honest one. If we are
going to put our city on the path to prosperity,
we must bring our expenses in line with our
income. Every taxpayer must do it and so must
city government.
“So how do we do that? We will look to
see where we can consolidate operations and
cut costs. We have already eliminated 40 takehome
cars that were previously assigned to
commissioners, deputies, and other management
staff.
“We have begun evaluating which agencies
can be combined to save money. Our first
target will be the Parking Authority and the
Parking Violations Bureau. Putting all parking
services and enforcement under one roof will
eliminate duplication and save money.
“Now, let’s talk about development. We
have too many overlapping development agencies.
Under the leadership of our new commissioner
of Planning and Development, Jeff
Williams, we will undertake a reset of existing
development plans.
“Also, as you know, the daylighting of the
Saw Mill River is well underway and will provide
a magnificent central promenade in front
of the train station. We expect this to be completed
this summer.
“To further these projects and keep up the
city’s momentum, we must provide additional
arterials to access them. Much of the redevelopment
has taken place on the Yonkers waterfront,
which is the oldest section of the city.
Let’s open up our roadways, like Yonkers and
Ashburton Avenues, so we can rightfully connect
the east and west sides of the city.
“The city is also working closely with Empire
City Casino to develop the next phase as
the state moves forward with full casino gaming
at the Racetracks. My administration fully
supports legalizing full gaming in New York
State. This will enable the Raceway to increase
its investment in our city beyond the $40 million
dollar expansion already on the way.
“The Racino now contributes $7.35 million
dollars a year directly to the city’s treasury
and another $19.6 million a year directly
towards education in Yonkers. With full casino
gaming, the racetrack is prepared to make an
additional investment in the city, with a resortstyle
hotel and other facilities that will add
more jobs, more revenues and improve the tax
base.
“I will now lobby the state legislature to
make sure that any consideration of casino
gaming must include Empire City Casino. The
raceway’s owners, the Rooney’s, have been
great neighbors and the city’s largest employer
and largest taxpayer.
“Let us turn now to the single greatest
challenge facing Yonkers, which is education.
We have a real mixed bag. We have nationally
recognized high schools like Yonkers and
Saunders. In contrast, we have new schools
under review. And while we have the highest
graduation rate of the Big Five City School
Districts, unfortunately, over a quarter of our
students fail to achieve a high school diploma.
“In response, I have appointed an Education
Redesign Team consisting of educators,
parents, business people and civic leaders
whose job it will be to think outside the box
and come up with ways to improve the education
we provide to the young people of this
city.
“Funding for our schools will continue to
be a struggle, so the Education Redesign Team
will look to see where the School District and
City Government can combine resources to
save on overhead, fixed costs and administrative
costs so that precious dollars can be used
in the classroom, where we need them the
most.
“I have asked that the Education Redesign
Team to provide short term recommendations
that might be suitable for the upcoming budget
year and that they also focus on a multi-year
plan going forward.
“I have also indicated to the Superintendent
and the Board of Education that I am
intrigued by the idea of the proposed Public
Private Partnership — also known as the P3
program — to build much-needed new schools
in Yonkers, especially on the west side of the
city.
“It is also time that the State University
System established a four-year college presence
in Yonkers. We are the only one of the
five largest cities in New York State not to
have a SUNY facility within our bounds. I will
be asking the State University System to engage
in discussions as to how we can establish
a four year institution of learning in the City of
Yonkers, or even a SUNY annex. The superintendent
and I are currently working on a plan
that will include the partial or full take-over of
Roosevelt High School for a SUNY campus.
“Our police department is under-manned
and overtime has been poorly managed. This
year, under the new leadership of police commissioner
Chuck Gardner, I am committed
to working with our police department and
its labor leaders. Together, we need to bring
overtime costs under control, restructure the
department and redeploy officers to deal with
critical safety issues affecting our city.
“Despite some of these shortfalls, Yonkers’
finest have made great strides to ensure
our People feel safe as they walk the streets. In
fact, over the last year, violent crimes have decreased.
When it comes to public safety, I am
confident that Commissioner Gardner, along
with Fire Commissioner Kielb, are leading the
charge in ensuring our homes and streets are
safe and well-protected.
“This leads to my next call to action —
giving back. Volunteer. In order for any us to
care about the outcome of our city, we need
to witness first-hand what so many of us take
for granted. For many of us, that requires us to
visit those less fortunate than us or visit an area
of town that needs assistance. I had the distinct
honor recently of meeting Jim Killoran of
Habitat for Humanity of Westchester, who is
here with us tonight. Jim has led the charge in
renovating veteran homes in Yonkers — buying
foreclosed homes and preparing them for
our brave men and women returning from Iraq
and Afghanistan. His team also is taking pride
in our streets — rehabbing business storefronts,
donating planters and flowers along the
Ashburton corridor, from Yonkers to Warburton
Avenues.
“Jim, thanks for all you do.
“You all have one thing — one great thing
— in common. You are Yonkers. You are why
this city’s greatest days are yet to come and
why generations from now will look back and
be glad that we worked so hard today to make
it better for them tomorrow.
“Thank you so much for the privilege of
serving as your mayor and let us go forward
together on an agenda for a better tomorrow.”
and City Court Judge Ed Gaffney after the State of the City address
Republican Response to Spano’s
State of the City Address
Yonkers City Council Minority Leader John
Larkin issued the Republican response to Mayor
Mike Spano’s State of the City Address.
It reads as follows:
“Our country, state and city continue to
feel a deep and prolonged economic recession.
There are many challenges which lie ahead and
our first priority must be to address the $72 million
budget deficit.
“Serious problems require thought, communication
and cooperation. This can produce
innovation and results at all levels of government.
“The Mayor speaks about finding solutions,
consolidating resources and keeping a watchful
eye on spending.
“As republicans, we stand ready to lead and
in a bi-partisan manner. We are committed to
working with Mayor Spano and the democratic
City Council members to do what is right for the
good people of Yonkers.
“Our key areas of concern are:
• Maintain essential services while
streamlining government — In order to close the
$72 million deficit, it is imperative to address
the cost of government and find effective costsaving
measures. This can not be done alone.
We need the cooperation and support of state
and city officials, union leaders and residents;
• Promote economic development —
Promoting economic development within this
City of Gracious Living must, again, become
business friendly. Part of this concept should
be a one-stop process to open or expand a business.
The daylighting of the Saw Mill River has
garnered Yonkers national attention. While our
downtown re-development must continue, it is
equally important that there is development and
attention across the city but not at the expense of
the communities;
• Prioritize government spending — It
is essential to make the hard decisions to insure
that the needs of the taxpayers are met. For example,
consolidating certain city and Board of
Education functions, addressing concerns over
overtime, pension and healthcare costs; and
• Education — It is our responsibility
to provide the best possible education for our
students while recognizing all the stakeholders;
these being students, parents, taxpayers and
teachers. We need to identify public and private
partnerships, along with grants, in order to alleviate
the budget shortfalls.
“In addition, we agree with the Mayor that:
• Overtime expenses for all departments
should be monitored. However, this should be a
partnership between the administration and the
city council; and
• We need to work in a bi-partisan manner
with the mayor and democratic majority.
“Yonkers is unique in that it is one of the
largest cities in New York but has many distinct
neighborhoods, which create a small town atmosphere.
Part of what is paramount to these neighborhoods
are the little big things, those services
which concern many of our residents — filling
potholes and repairing streets and sidewalks;
trimming trees; replacing street lights; and the
vital services that our veterans and senior citizens
deserve; all the things which affect our
Green Policy Task Force
Presents ‘Passivhaus 101’
The City of Yonkers Green Policy Task
Force Invites the public to “Passivhaus 101 —
An Introduction to Passivhaus Standards: The
Greenest of Green Building,” A seminar for homeowners,
developers and municipal officials.
Passivhaus has come to the USA! The vast
majority of passive structures have previously
been built in German-speaking countries, where
adherence to this norm will soon move from
voluntary to mandated. At last count, in 2010,
approximately 25,000 such certified structures
have been built in Europe, while in the United
States there were only 13, with a few dozen
more under construction. But interest is growing
here in the United States.
Passive design is not an attachment or
supplement to architectural design. The term
passive house (Passivhaus in German) refers
to the rigorous Passivhaus standard for energy
efficiency in a building. This standard results
in ultra-low energy buildings that require little
energy (i.e., boilers or air conditioners) for heating
or cooling. The standard is not confined to
residential properties; office buildings, schools,
kindergartens and supermarkets have also been
constructed to the Passivhaus standard.
Passivhaus building standards are among
the highest building standards in the world and
result in the saving of energy through the reduction
of the use of fossil and even renewable
fuel resources and the creation of affordable,
healthy, comfortable and sustainable buildings.
The standard offers a real solution to the world’s
building-related ecological and economical
challenges.
Presenters at the seminar will include: David
White, a Certified Passive House Consultant;
Sam McAfee, a Certified Passive House
Tradesman; and Robert Hothan, a Passivhaus
Consultant certified by the Passivhaus Institute,
Darmstadt, Germany.
“Passivhaus 101” will be held on Thursday,
March 15 from 6:30 to 8 p.m. at Beczak
Environmental Education Center, located at 35
Alexander St. For more information, call 914-
Seniors and Health Care
This, Too, is Yonkers
By Eric W. Schoen
Eric put his foot in
is mouth again!
Well, not really. As
sit here (actually lyng
down, foot propped
p on a pillow) writing
y column this week,
am recovering from a
oot fracture. How did
do it? Who knows. It
ould have been the eliptical
at the gym, or it
ould have “just been
y time.” The doctor
aid, “Eric, you want it
o get better? Stay off
our foot!” That’s very
ard for someone who is active like me. And
o be honest, more annoying than the fracture is
obbling around with the fracture boot on.
But my extremely positive experience at
ESTMED, the medical group at Ridge Hill,
ot me thinking about how far medicine in Yoners
— and for that matter Westchester and our
ountry — has advanced over the years. Let’s
o back in time and than catch up to the future.
Dr. Vincent Spinelli. Yonkers Professional
ospital on Ludlow Street. For old time Yonersites,
the name probably sends a shiver down
our spine. Dr. Spinelli was an immaculately
ressed pediatrician. When he stuck the stick
own your throat to see if you were sick, the
rst thing you would notice were his initials
onogrammed on the sleeves of his laundered
hirt. And he always smelled like a doctor or a
ospital. That fresh, clean, sterile smell.
Dr. Spinelli’s nurse was Helen. She served
s the gatekeeper, calming parents like my mothr,
always a nervous wreck about the health of
heir children. Sometimes Helen would put Dr.
pinelli on the phone and if the parent became
oo upset, he would hang up the phone on the
arent. Happened to Mom many times. That
as Dr. Spinelli!
Years ago, there was something called a
Lodge Doctor.” My father belonged to a Lodge
hich, for lack of a better definition, was a group
f men who came together for fraternal purposs,
often around a cause or particular religious
eliefs. The men paid yearly dues entitling them
o burial plots and, in dad’s case, visits to the
odge Doctor, a physician contracted with the
odge who would see the members families for
nominal fee, maybe $3 to $5 a visit.
Dr. Alexander was the Lodge Doctor. His
ffice was in his house, right across from St
oseph’s Seminary. On a Saturday morning,
he waiting room would be filled with maybe
0 parents and children, no appointment needd.
With all the coughing and sneezing, if you
eren’t sick when you walked in, you certainly
elt sick when you left.
Dr. Alexander, a short, petite man with
lasses, would put his feet up on the desk and
alk to you. He liked my father very much
nd would take his time “kibitzing,” or joking
round, with Dad every time we would go to his
ffice. Dr. Alexander “smoked like a chimney”
ight in his office. The smell of smoke and haze
n the office was mind boggling. I would laugh
hen Dr. Alexander told dad to lose weight as
e puffed away on cigarettes with a full ashtray
f butts in front of him.
When I became an adult, I started using a
rown-up doctor, Dr. S (for confidentiality is-
Social Security Column:
Girl Scouts are Prepared; are You?
By Susan Sobel, Social Security District
Manager in Yonkers
March 2012 marks the 100th anniversary of
the Girl Scouts.
It was on March 9, 1912 that Juliette Goron
Low made a phone call to her cousin and
aid, “I’ve got something for the girls… and
e’re going to start it tonight.” A few days later,
n March 12, she organized the first U.S. “Girl
uide” troop in Savannah, Georgia, with 18
embers in two patrols. Today, there more than
hree million Girl Scouts. The organization’s
otto is “Be prepared.”
That same advice can help your retirement
avings to grow as plentiful as the Girl Scouts
ave over the last 100 years.
The best way for you to “be prepared” when
t comes to retirement planning is to visit our
nline Retirement Estimator. The Estimator can
ive you an instant, personalized picture of your
uture retirement benefits from Social Security.
nter different scenarios (such as different fuure
earnings amounts or dates of retirement) to
nd out how that will change the benefit amount
ou can expect to receive. It’s available at SoialSecurity.gov/estimator.
Knowing how much you can expect to re-
Eric W. Schoen
sues, I won’t reveal his
last name). Dr. S is the
sole remaining member
of a practice that my
grandparents went to.
Dr. S is the kind of doctor
that — during the
year lyme disease came
out, my foot swell up
and I went to the hospital
at midnight in a panic
— got on the phone with
the hospital at 2 a.m. A
rare breed of doctor who
spends 45 minutes with
his patients.
Fast forward to
about four weeks ago. I
love to swim, but decided one day to use the elliptical
at the gym. That was a Friday. Saturday,
Sunday, Monday I am fine. Tuesday I start getting
sharp pains in my ankle. I had started using
a new doctor at WESTMED at Ridge Hill over
the last few months. On my first visit, the doctor
gave me a refrigerator magnet with the details
of the WESTMED Urgent Care Center at Ridge
Hill. I also got one in the mail. I said let me give
it a chance.
I register and, within five minutes, saw the
nicest doctor who introduces himself by his first
name, very calming when you are in pain. The
foot was not swollen, not hot to the touch but I
was in pain. X-rays came back negative and the
diagnosis was leaning toward gout. He gave me
the regimen to treat gout and said that if I was
not better in a few days to see an orthopedist.
The following Monday I see the orthopedist.
He sees no fracture, he treats me for gout, says
I will be fine but make an appointment in two
weeks and, if I feel better, cancel it. Internet
says drink apple cider vinegar and eat baking
soda to make the gout go away. Aren’t we all
internet doctors nowadays?
Fast forward two more weeks to February
27. Foot still hurts, so orthopedist orders an
MRI. WESTMED gets me in the next day at 8
a.m. I am getting off the table at 9:15 a.m., the
technician says go right next door to the doctors
office. They had already sent my MRI electronically
to the doctor in White Plains, he had compared
it to the X-ray which showed no fracture.
The MRI showed the fracture which is common
with this type of fracture. By 10 a.m. I had spoken
to the doctor, he told me what was wrong,
had the Physicians Assistant put me in a fracture
boot and off to heal I went.
So what have I learned from this experience,
other than to keep away from ellipticals?
Coordination of Care benefits the patient. The
ability to electronically send X-ray and MRI
images over the internet is powerful. Though at
first a big group like WESTMED can be overwhelming,
the healing process goes so much
smoother when everything is together.
Well, no pole vaulting for me in the near
future. We have been reading so much negative
press about Ridge Hill lately, so I thought
I would share a positive story about my experience
at WESTMED at Ridge Hill with you.
and the good weather of Westchester’s oldest
and largest St. Patrick’s Day parade.
Before the parade, Kelly, Parade Chairman
Larry McCrudden, Mayor Mike Spano (enjoying
his fi rst St. Patrick’s Day parade as Mayor)
and the Aides to the Grand Marshal — Joan
Feehan, Maura Hill Friend, Dennis Hanrahan,
Michael Lang, Deanne Landy May, Lawrence
McElroen, John Ryan and Patricia O’Connor
Saich — raised the Irish fl ag at City Hall. A
Mass was held at St. Mary’s Church, presided
by Monsignor Hugh Corrigan and Bishop Dennis
Sullivan.
The parade then kicked off, Kelly beaming
as he walked up South Broadway. A born and
bred Yonkers Irish American, Kelly was joined
by family and friends and many past Grand
Marshals and Aides.
Congresswoman Nita Lowey, Senator Andrea
Stewart-Cousins, the Yonkers City Council,
County Executive Rob Astorino, Assemblyman
Gary Pretlow, Assembly candidate Shelley
Mayer and many others marched proudly. Everyone
was Irish in Yonkers for the 57th Annual
‘Gerrymanding’
Continued from Page 1
(LATFOR).
Latimer described the relatively nonpartisan
manner in which he led county redistricting
when he was Board Chair in 2001 and
Lesnick expressed the need to have a Yonkers
resident in the Senate to correct state education
allocations — something not guaranteed by
the newly redrawn Senate lines. The long running
redistricting saga in New York that began
with the 2010 Census is due to culminate in the
elections this year.
The GOP majority in the Senate and the
Democratic majority in the Assembly have
submitted proposed state legislative lines to
the public (which can be viewed online at
LATFOR.State.ny.us), but they have yet to
submit proposed congressional lines to anyone
but the courts. The delay is due, in part, to the
respective majorities in each chamber being either
unwilling or unable to agree on such lines.
This intransigence is made even more dire by
the deadlines imposed by the federal courts
with regards to the federal primary in June.
The relevant state law and associated political
calendar would require Congressional lines to
be approved in the next few weeks before the
distribution of petitions in late March.
There is a possibility that New York may
have three separate primary elections this year:
the presidential primary on April 24, a federal
primary on June 26 for US Senate and Congress
and a state primary possibly as late as
September for state legislative races. Having
these last two primaries separately could cost
taxpayers millions of dollars in a tough budget
year.
