The MINUTES of the Regular Meeting of the Board of Education, <strong>District</strong> No. <strong>148</strong>, Dolton,<br />

Cook County, Illinois held at the Administrative Office in said School <strong>District</strong> at 7:00 p.m., on the<br />

15 th of November 2012.<br />

ROLL CALL<br />

After the Pledge of Allegiance the President, Joyce Jackson, called the meeting to order at 7:03<br />

p.m. and directed that the roll be called. Upon the roll being called, the following members<br />

answered present: Michael Moro, Valencia Wooten, Larry Lawrence, Faith Gunter, James<br />

Bendell, William Gunter and Joyce Jackson. The following members were absent; none.<br />

ADMINISTRATION-INFORMATION REPORTS<br />

Dr. Moore reported that the application for the 2013 Library Grant was submitted to the State and the<br />

<strong>District</strong> will receive .77 cents per student. She said the <strong>District</strong> is grateful to receive this annual grant.<br />

Dr. Dunleavy said there were 80 participants in the Kidney Mobile at Washington School. The <strong>District</strong><br />

will be sending students to the Illinois Eye Institute for free exams during a two-day period. This year<br />

Representative Will Davis will underwrite the cost of transportation. The <strong>District</strong> participated in a<br />

meeting of the All Hazards Drill Committee last month. Riverdale Fire Chief Chris Van Dyke invited the<br />

<strong>District</strong>’s participation.<br />

Mr. La Bella presented the 2012 Levy and said the <strong>District</strong> will post a Truth in Taxation notice in the<br />

local paper and a hearing and adoption of the Levy is set for December 20, 2012. He explained how<br />

property taxes are calculated; the property tax limitation law and he said that property taxes are driven<br />

by the Consumer Price Index and not by property values. The <strong>District</strong> will ask for an 11% increase but<br />

it can only receive a 3% increase.<br />

Ms. Marshall said that November Enrollment is 2,466 a gain of 37 students from last month<br />

PRESIDENT'S CALL<br />

Three Committees met since the last Regular Board Meeting: Board Building & Grounds<br />

Committee, Policy Committee and Finance Committee all met on Thursday, November 1, 2012.<br />

Summaries were presented. The Summary of the <strong>District</strong> Leadership Team Meeting held on<br />

Thursday, October 18, 2012 was also presented.<br />

IASB/IASA/IASBO JOINT ANNUAL CONFERENCE<br />

November 16-18, 2012<br />

Board Members were asked to please mark their calendars for Friday, November 16 through<br />

Sunday, November 18, 2012 for the IASB/IASA/IASBO Joint Annual Conference. Registration<br />

has been completed for all seven Board Members, Dr. Purcell and Mr. La Bella. Ms. Jackson<br />

has been registered for the President’s Workshop. Mr. Moro has been registered for the Basics<br />

of Governance.<br />

WINTER CONCERTS<br />

The <strong>District</strong> Bands and Vocal Ensembles have been growing in numbers each year! The 2011<br />

Winter Concert was played in a filled to capacity Gym with people standing in the hallway. Mrs.<br />

Dubose and Mrs. Fitzpatrick feel the best option is to split the Winter Concert.<br />

Beginning Band, Beginning Vocal Ensemble, and Tri-M Musicians<br />

Wednesday, December 19, 2012 – 7:00 p.m. – Washington School<br />

SCHOOL BOARD ELECTION<br />

April 9, 2013 is Consolidated Election Day, which includes election of School Board Members.<br />

School <strong>District</strong> <strong>148</strong> will have four seats up for election: Ms. Joyce Jackson = 4 year seat<br />

Mr. William Gunter = 4 year seat, Mr. Michael Moro = 4 year seat, Ms. Valencia Wooten = 4<br />

year seat.<br />

Monday, December 17, 2012 is the first day to file nominating papers and Monday, December<br />

24, 2012 is the last day to file nominating papers<br />

MOTION FOR CORRESPONDENCE<br />

Member William Gunter moved and Member Bendell seconded the motion that the Correspondence<br />

which contained one resignation request, as reviewed by the Board of Education be accepted as<br />

written and placed on file as part of the official Board Minutes.<br />

DISTRICT ITEMS OF INTEREST<br />

A student at Washington School collapsed after basketball try-outs last week. Mr. Brian Levicke,<br />

Physical Education Teacher and Riverdale Police Officer Marcus Lewis both came to his aid<br />

during this very serious situation. They were recognized with plaques for their quick, decisive<br />

actions. Mrs. Cindy Marks, Washington Assistant Principal, commended both men on their swift<br />

response and credited the Board for offering the lifesaving training which Mr. Levicke was able<br />

to use in this instance.<br />

Our School Board was honored for their dedicated service to the <strong>District</strong> and Community.<br />

Principals introduce their students who presented heartfelt thanks to the Board. Personalized<br />

super-sized cards and touching sentiments were given by the students. The Tri-M Music Honor<br />

Society students directed by Mrs. Jennifer Fitzpatrick, Band Director and Mrs. Ronisha Dubose,<br />

Vocal Ensemble Director, performed a rousing rendition of America the Beautiful for the Board.<br />

Mrs. Joyce Selix, Board Secretary received an “Above and Beyond” Award and Excellence<br />

Award for her outstanding service to the <strong>District</strong> and the Board.<br />

AND SCHOOL REPORT CARDS<br />

Member Jackson moved and Member William Gunter seconded the motion that the Board of<br />

Education School <strong>District</strong> <strong>148</strong>, accept the 2012 results of the Illinois Standards Achievement<br />

Test and School Report Cards for Dolton West, School <strong>District</strong> <strong>148</strong>, and that all of the school<br />

report cards be placed on file as part of the official Board Minutes.<br />

Following a recommendation from the Finance Committee Member Faith Gunter moved and<br />

Member Bendell seconded the motion that the Board of Education, School <strong>District</strong> <strong>148</strong>, approve<br />

the renewal of School Board Policies Online from the Illinois Association of School Boards in the<br />

amount of $2,500.00.<br />

approve the renewal of the Policy Reference Education Subscription Service (PRESS) from the<br />

Illinois Association of School Boards in the amount of $700.00.<br />

the time, date and location for the Truth in Taxation Hearing for 7:00 p.m., Thursday, December<br />

20, 2012 at the <strong>District</strong> <strong>148</strong> Administrative Office, 114 West 144 th Street, Riverdale, Illinois.<br />

Following a recommendation from the Finance Committee Member Bendell moved and Member<br />

William Gunter seconded the motion that the Board of Education School <strong>District</strong> <strong>148</strong>, adopt<br />

Resolution 11152012, a Resolution to Stop Sequestration urging Congress and the<br />

Administration to amend the Budget Control Act to mitigate the drastic cuts to education that<br />

would affect our students and communities, and to protect education as an investment critical to<br />

economic stability and American competitiveness.<br />

<strong>District</strong> <strong>148</strong>, accept the Buildings and Grounds Report as submitted.<br />

AUDIENCE PARTICIPATION<br />

An opportunity was extended to the audience to address the Board of Education. The Board<br />

President reminded the audience to give the secretary their name and address, and please<br />

keep their comments brief, to no more than three minutes, so everyone can have an opportunity<br />

to address the Board.<br />

An audience member spoke reporting that his address is 14250–14251 Pennsylvania Avenue,<br />

Dolton, IL. The community member said it was thoughtful for the Board to give an award to Mrs.<br />

Selix, that he believed Mrs. Selix made sure everything was organized and that she has always<br />

been a person of integrity. He spoke about the difficult job he believed the teachers have and<br />

complimented teachers and the Board for all they do for the children of the <strong>District</strong>.<br />

In that there were no other questions or comments from the audience, this portion of the<br />

meeting was closed.<br />

Member Jackson moved and Member William Gunter seconded the motion to table the<br />

miscellaneous section of the meeting until after Closed Session.<br />

Education, School <strong>District</strong> <strong>148</strong>, return to Open Session at 9:29 p.m.<br />

On individual roll call, the following vote was taken:<br />

Member Bendell moved and Member Faith Gunter seconded the motion that the Board of<br />

Education take from the table the motion to rescind the honorable dismissal.<br />

RESCIND HONORABLE DISMISSAL<br />

Member Jackson moved and Member Faith Gunter seconded the motion to rescind the<br />

honorable dismissal of Robert Nelson, Full Time Custodian, Lincoln School, effective October<br />

12, 2012 approved at the October 25, 2012 Regular Board Meeting.<br />

Mrs. Jackson, Board President advised the Board Members to take their I Pads to the<br />
