MOU in effect. AGIO 7 has two
weekly radio programs (one of which
is broadcast live over Radyo ng Bayan
every Tuesday at 10:00AM-11:00AM
and covered by trimedia) and a
weekly TV program at the Cebu
Catholic Television Network (CCTN).
Mr. Crystal talked on the beginnings
of the RDC, the structure, processes,
and the plans, programs and projects
it initiated.
Guests were NEDA 7 ARD Efren B.
Carreon and Ms. Ruth Cruz, Chief of
the Knowledge Management
Division, NEDA 7. They talked on the
RDC, its membership, its role in the
region's socio-economic development,
programs and projects, among others.
Rep. Gullas was RDC 7 Chair from
1976-1986, while Mr. Rey Crystal
was NEDA 7 RED. In the interview,
they recalled how their tandem at the
RDC was effective in pushing and
implementing programs and projects
for the region.
Mayor Rama assumed the RDC7
Chairmanship in May 2011. He
emphasized the purpose of the RDC
for administrative decentralization,
strengthening of LGU autonomy, and
accelerating social and economic
development, as stated in the 1987
Phlippine Constitution. He expressed
satisfaction over the recent NEDA
Board approval of the airport in
Panglao Bohol which the LGU and
RDC had pushed, and the deprioritization
of nationally-funded
projects which the LGU did not
consider priority.
Rep. Relampagos, then the Governor
of Bohol when he was appointed RDC
7 Chairperson, said that he was the
first non-Cebuano RDC 7
Chairperson.

Gov. Gwendolyn Garcia, who was RDC 7
Chair in 2007-2010 and Chairperson of the
NB-RDCom Visayas.
Mr. Melisimo lauded the passion of
RDC 7 members from the private
sector and LGUs as they, together
with regional line agencies,
participate in the development
process.
Mayor Rama talked on the
accomplishments of RDC 7 under his
watch. He also talked on the
accomplishments of the NB-Regional
Development Committee Visayas
under his chairmanship.
Dir. Go-Soco talked on the RDC, its
structure, membership and functions.
He also mentioned the Regional
Development Plan and some of its
growth targets.
Ms. Teresa Fernandez and Mr. Rafael
Tagalog talked on the role of the RDC
in the development of the region, with
focus on the social sector.
They were invited by DYHP for
another episode on Sept 29.
ARD Carreon talked on the situation
of the Central Visayas economy, while
Ms. Villamor talked on the programs
and projects of DTI geared towards
reducing poverty.

Gov. Garcia was the first woman
RDC 7 Chair. In her message, she said
that the RDC plays a crucial role in
the development of the region. She
said that during her watch, she saw
the coming together of LGUs, the

ARD Carreon talked about the RDC
and the regional economy.
Engr. Cabadsan talked on specific
programs and projects in the region.
Both were invited to give mini
lectures on project development and
laymanizing of economic
terms/indicators in the “Halad sa
Kapamilya” event (ABS-CBN's
community outreach activity) on
November 10.
These activities were supposed to be
done at the RDC Meeting in
Dumaguete City. However, the
meeting was postponed to October 10,
2012.
