Monday, <strong>June</strong> <strong>25</strong>, 2012<br />
The Board of Supervisors of <strong>Carroll</strong> <strong>County</strong>, <strong>Iowa</strong> met in regular adjourned session in the<br />
Boardroom of the Courthouse, in <strong>Carroll</strong>, <strong>Iowa</strong>, the <strong>County</strong> seat of said <strong>County</strong> on Monday, <strong>June</strong><br />
<strong>25</strong>, 2012, at 9:00 a.m. Daylight Saving Time pursuant to law, the rules of said Board and to the<br />
adjournment with the following members present: Mark Beardmore, Eugene Meiners, Dan<br />
Nieland, Marty Danzer, and Neil Bock.<br />
Motion by Danzer, second by Bock to approve the agenda with two additions – fireworks<br />
permit application for Scot Irlbeck, and property lease for Plains Area Mental Health Center, and<br />
one deletion – item 11, set public hearing date for Verizon tower lease agreement. On roll call, all<br />
voted aye. Motion by Nieland, second by Bock to approve the minutes of the <strong>June</strong> 18, 2012<br />
meeting as written. On roll call, all voted aye. Motion by Danzer, second by Nieland to approve<br />
the minutes of the <strong>June</strong> 18, 2012 open forum meeting held in Glidden. On roll call, all voted aye.<br />
Motion by Meiners, second by Danzer to approve a resolution to cancel a county warrant<br />
that has not been presented for payment. The warrant was drawn on the General Supplemental<br />
Fund, in the amount of $5.70. On a roll call vote, Beardmore, aye; Meiners, aye; Nieland, aye;<br />
Danzer, aye; Bock, aye. Motion carried. (Resolution on file in the Auditor’s office)<br />
Motion by Nieland, second by Meiners to approve claims for payment as presented. On<br />
roll call, all voted aye.<br />
Motion by Bock, second by Danzer to approve three fireworks display permit<br />
applications: Christy & Kevin Bohac for <strong>June</strong> 30, 2012; Paul Sievers for July 28, 2012, and Scot<br />
Irlbeck for July 7, 2012 with a rain date of July 8, 2012. On roll call, all voted aye.<br />
Motion by Nieland, second by Danzer to approve a Substance Abuse Prevention<br />
Services Agreement with New Opportunities, Inc. to provide comprehensive substance abuse<br />
prevention services with county funds and grant funding from the <strong>Iowa</strong> Department of Public<br />
Health. On roll call, all voted aye, except Meiners who abstained.<br />
Motion by Meiners, second by Danzer to approve FY13 salaries for county employees.<br />
On roll call, all voted aye. It was noted that the Sheriff’s union is going to arbitration, so those<br />
salaries may be subject to change.<br />

Participation Agreements for mental health services with seven local providers: St. Anthony<br />

Center, Mallard View, Inc., and Counseling Services, with address corrections on several of the<br />
agreements. On roll call, all voted aye.<br />
Motion by Danzer, second by Bock to approve a contract for services with Plains Area<br />
Mental Health Center to provide mental health services for the county. On roll call, all voted aye.<br />
PAMHC executive director Patrick Schmitz said all charges contained in the contract are the<br />
same rates other counties pay for services by PAMHC.<br />
Motion by Meiners, second by Danzer to approve a three-year business property lease<br />
agreement with Plains Area Mental Health Center for Suite B of the Paul S. Fricke Building, with<br />
a change to $5,000 in limitation of the cost of repairs by the tenant, and pending approval by the<br />
PAMHC board. On roll call, all voted aye.<br />
Ernie Rudolph, director of the <strong>Iowa</strong> Property Rights Council, met with the board to<br />
discuss the proposed 28E Agreement establishing and governing the Middle & South Raccoon<br />
River Watershed Alliance. Rudolph voiced his concerns with various sections of the 28E<br />
Agreement. Comments were heard from the public. The board will ask the county attorney to<br />
review the proposed agreement.<br />
Auditor reviewed the GASB 45 financial report. The report summarizes the GASB 45<br />
actuarial valuation for <strong>Carroll</strong> <strong>County</strong> for FY12. GASB 45 concerns accounting and financial<br />
reporting by employers for post-employment benefits other than pensions.<br />
Motion by Meiners, second by Nieland to approve FY13 budgets for the Mt. Carmel<br />
Wastewater System and the Maple River Wastewater System. On roll call, all voted aye.<br />

Motion by Bock, second by Meiners to approve three plats of survey: Lot 2 of E1/2 NE1/4<br />
Section 27-85-36, Lot 1 of W1/2 NW1/4 Section 33-82-34, and Lot 1 & Lot 2 of NE1/4 Section 33-<br />
85-34. On roll call, all voted aye.<br />
Board reviewed manure management annual updates for Stonepath Inc., in Section 11 of<br />
Pleasant Valley Township, and for Joey Schon in Section 29 of Jasper Township.<br />
Meiners reported on CADC, Access Washington trip, <strong>Carroll</strong> forum, Community Health<br />
Care Center meeting, and Lappe Bridge.<br />
Nieland reported on meeting with citizens and Dave Paulson, Maple River meeting, and<br />
attended the Glidden forum.<br />
Danzer reported on WESCO union negotiations, and attended the Glidden forum.<br />
Bock reported on Glidden forum, District One ISAC meeting, Coalition of Human<br />
Services, Local Planning/DECAT, and Community Health Care Center meeting.<br />
Beardmore reported on Community Health Care Center meeting, CACCC, Glidden<br />
forum, District One ISAC meeting, and Coalition of Human Services.<br />
