AMERICAN SOCIETY OF MILITARY<br />
One of those snarky aphorisms’ about management is that if you want<br />
to lower the intelligence of the people around you, put them on a com-<br />
mittee. It’s also said that committees are useful tools if managements’<br />
goal is to delay taking actions. It’s also considered common wisdom<br />
among those that study organizational dynamics that the simplest decisions<br />
engender the most discussion among committee members—<br />
everyone has an opinion on what to name things.<br />
Fortunately, the Rio Grande Chapter of <strong>ASMC</strong> didn’t suffer from too many<br />
of these maladies during the 2011-12 <strong>ASMC</strong> year. We, collectively, did<br />
pretty much everything an effective chapter should do achieving Five Star<br />
status along the way as well as earning a community service award. The<br />
partnership with Kirtland Federal Credit Union, fund raising chair Jim<br />
West and scholarship chair William (Mac) McCullough resulted in present-<br />
ing multiple scholarships in 2012 including two <strong>ASMC</strong>-RG members for<br />
continuing education. We had an outstanding year with of Professional<br />
Development Events thanks to chair Nancy Holt and her right-hand, Lydia<br />
Duran (and, like a good committee, we re-named our monthly meeting—<br />
through a contest!). As I sometimes do during my day job, everyone involved<br />
with the chapter’s accomplishments should put their right hand<br />
over their left shoulder and pat themselves on the back. I owe special<br />
thanks to my behind-the-scenes advisers Rose-Marie Strach and Nancy<br />
Lingo who have years of experience with our chapter and were always<br />
ready with helpful reminders about something to which I should be at-<br />
tending. The incoming <strong>ASMC</strong>-RG board looks poised for a great year<br />
under the leadership of Christopher Quintana. Chris is indisputably, a<br />
much younger and more energetic man than I, and he brings substantial<br />
experience leading volunteer organizations to the job, so I expect great<br />
things to happen under his leadership.<br />

As I contemplate a major life transition to a new duty station in the<br />
near future, I may not be at Kirtland to witness the accomplishments of<br />
the <strong>ASMC</strong>-RG’s 2012-13 year, but I’m sure that I will have chances to reconnect<br />
with the chapter and learn about all the great things happening<br />
in the Albuquerque area federal financial management community. Now<br />
more than ever, our country and our agencies need their business management,<br />
cost analysis, financial systems, accounting, and audit professionals<br />
to deliver effective timely decision support.

House and Senate committees<br />
are not providing<br />
FY2013 federal civilian<br />
pay raise<br />
So far, no House or Senate<br />
committee appropriations<br />
bills have included language<br />
or funding to support the<br />
president’s proposed .5 percent<br />
federal civilian pay raise<br />
for FY2013.<br />
In recent years, the FY2013<br />
Financial Services Appropriations<br />
bill has provided language<br />
addressing the president’s<br />
federal civilian pay<br />
raise proposal. Funding for a<br />
pay raise is then included in<br />
each of the twelve annual appropriations<br />
bills. The FY2011<br />
Financial Services Appropriations<br />
bill set a two-year civilian<br />
pay freeze through FY2012, a<br />
move supported by the president.<br />
This year, the president’s<br />
FY2013 budget calls for a .5<br />
percent civilian pay raise. However,<br />
both the House and Senate<br />
Financial Services subcommittees<br />
have omitted any language<br />
on the president’s proposal.<br />

pay raise language, it may be<br />

PDI 2012 Update<br />

NEWS FROM NATIONAL HEADQUARTERS<br />
This year’s PDI was a huge success with more than 3,100 attendees participating in<br />
120+ education sessions. In addition, volunteers and <strong>ASMC</strong> chapters raised more than<br />
$11,000 in this year's charity raffle and other philanthropic endeavors. All available<br />
presentations may be downloaded on the PDI Web site and recorded sessions are now<br />
available to more than 900 Virtual PDI registrants. Photographs taken throughout the<br />
PDI, including awards at general sessions, are available on the <strong>ASMC</strong> Facebook page.<br />
Mark your calendars now for PDI 2013 in Denver on May 29 – May 31.<br />
Chapter Awards<br />
Rules and criteria for chapter competition will be sent to all chapters, as well as posted<br />
on our Awards site by <strong>Jun</strong>e 8. This year, the awards committee members noted that<br />
many of our submitters were not reading the rules and criteria before completing the<br />
online form. This made it very time consuming to verify that all points submitted qualified<br />
per the guidelines. Because of this, we are working to integrate the form and the rules a<br />
bit more than last year. Watch your email for the new rules.<br />

New Certification Renewal<br />
Requirement<br />
Effective January 1, 2012, the <strong>ASMC</strong>'s<br />
certification renewal process requires<br />
two of your 80 CPEs be obtained from<br />
ethics training. The requirement ap-<br />
plies to existing and candidate CDFMs.<br />
If ethics training is a part of your organization's<br />
professional development<br />
program, it can be applied toward this<br />
requirement.<br />
Existing CDFMs should note that if<br />
their CDFM is up for renewal this year,<br />
they will have until December 31,<br />
2012 to obtain their ethics training,<br />
but they will only need one ethicsrelated<br />
CPE. They can renew with 79<br />
CPEs as long as the one ethics CPE is<br />
obtained by December 31, 2012.<br />
CDFMs will still need to renew by the<br />
date posted on their CDFM certificate.<br />

FM Systems Training -<br />
A Blossoming Opportunity<br />

Ever watch a flower blossom? Ever try to catch the per-<br />
fect moment to bring its glorious color into your house? If so, you know it can be a lot trickier<br />
than it seems. Wait too long and the opportunity is over, leaving you with nothing but droop-<br />
ing petals. Time it just right, though, and you can enjoy the beauty and majesty Mother Nature<br />
brings forth every spring.<br />
Similarly, time your FM systems training just right and you can enjoy increased efficiency and<br />
effectiveness throughout the “season” of your need...whether an FM career, an RA assign-<br />
ment, or any other resource-related duty. And given everyone’s “season” can be different,<br />
SAF/FMP AFFSO stands ready to assist you with your FM systems training needs year-round.<br />
]<br />
To this end, the AFFSO offers training opportunities for a number of systems such as ABSS,<br />
CRIS, FMSuite (ODA/TAR), and WAWF. Depending on the system, you can attend an in-<br />
residence class at our Maxwell AFB-Gunter Annex facility; participate in an instructor-led, on-<br />
line webinar; or complete a self-paced, web-based course. Additionally, if you need training<br />
for ABSS, CRIS, and WAWF, you can get all three in a single four-day CFMT (Combined Finan-<br />
cial Management Tools) course taught at our in-residence facility. To see a complete list of FM<br />
