NEWS OF ENCHANTMENT
RIO GRANDE CHAPTER
AMERICAN SOCIETY OF MILITARY
One of those snarky aphorisms’ about management is that if you want
to lower the intelligence of the people around you, put them on a com-
mittee. It’s also said that committees are useful tools if managements’
goal is to delay taking actions. It’s also considered common wisdom
among those that study organizational dynamics that the simplest decisions
engender the most discussion among committee members—
everyone has an opinion on what to name things.
Fortunately, the Rio Grande Chapter of ASMC didn’t suffer from too many
of these maladies during the 2011-12 ASMC year. We, collectively, did
pretty much everything an effective chapter should do achieving Five Star
status along the way as well as earning a community service award. The
partnership with Kirtland Federal Credit Union, fund raising chair Jim
West and scholarship chair William (Mac) McCullough resulted in present-
ing multiple scholarships in 2012 including two ASMC-RG members for
continuing education. We had an outstanding year with of Professional
Development Events thanks to chair Nancy Holt and her right-hand, Lydia
Duran (and, like a good committee, we re-named our monthly meeting—
through a contest!). As I sometimes do during my day job, everyone involved
with the chapter’s accomplishments should put their right hand
over their left shoulder and pat themselves on the back. I owe special
thanks to my behind-the-scenes advisers Rose-Marie Strach and Nancy
Lingo who have years of experience with our chapter and were always
ready with helpful reminders about something to which I should be at-
tending. The incoming ASMC-RG board looks poised for a great year
under the leadership of Christopher Quintana. Chris is indisputably, a
much younger and more energetic man than I, and he brings substantial
experience leading volunteer organizations to the job, so I expect great
things to happen under his leadership.
Volume 12-3
As I contemplate a major life transition to a new duty station in the
near future, I may not be at Kirtland to witness the accomplishments of
the ASMC-RG’s 2012-13 year, but I’m sure that I will have chances to reconnect
with the chapter and learn about all the great things happening
in the Albuquerque area federal financial management community. Now
more than ever, our country and our agencies need their business management,
cost analysis, financial systems, accounting, and audit professionals
to deliver effective timely decision support.

House and Senate committees
are not providing
FY2013 federal civilian
pay raise
So far, no House or Senate
committee appropriations
bills have included language
or funding to support the
president’s proposed .5 percent
federal civilian pay raise
for FY2013.
In recent years, the FY2013
Financial Services Appropriations
bill has provided language
addressing the president’s
federal civilian pay
raise proposal. Funding for a
pay raise is then included in
each of the twelve annual appropriations
bills. The FY2011
Financial Services Appropriations
bill set a two-year civilian
pay freeze through FY2012, a
move supported by the president.
This year, the president’s
FY2013 budget calls for a .5
percent civilian pay raise. However,
both the House and Senate
Financial Services subcommittees
have omitted any language
on the president’s proposal.
If the final bill excludes
pay raise language, it may be
considered a de facto exten-
sion of the pay freeze for another
year, a move that is popular in
the House. Earlier this year the
House voted to extend the civilian
pay raise for another year
and the FY2013 House Budget
Resolution calls for a continued
civilian pay freeze.
CBO's long-term budget outlook
warns of revenue and
PDI 2012 Update
NEWS OF ENCHANTMENT
NEWS FROM NATIONAL HEADQUARTERS
This year’s PDI was a huge success with more than 3,100 attendees participating in
120+ education sessions. In addition, volunteers and ASMC chapters raised more than
$11,000 in this year's charity raffle and other philanthropic endeavors. All available
presentations may be downloaded on the PDI Web site and recorded sessions are now
available to more than 900 Virtual PDI registrants. Photographs taken throughout the
PDI, including awards at general sessions, are available on the ASMC Facebook page.
Mark your calendars now for PDI 2013 in Denver on May 29 – May 31.
Chapter Awards
Rules and criteria for chapter competition will be sent to all chapters, as well as posted
on our Awards site by June 8. This year, the awards committee members noted that
many of our submitters were not reading the rules and criteria before completing the
online form. This made it very time consuming to verify that all points submitted qualified
per the guidelines. Because of this, we are working to integrate the form and the rules a
bit more than last year. Watch your email for the new rules.
New Certification Renewal
Requirement
Effective January 1, 2012, the ASMC's
certification renewal process requires
two of your 80 CPEs be obtained from
ethics training. The requirement ap-
plies to existing and candidate CDFMs.
If ethics training is a part of your organization's
professional development
program, it can be applied toward this
requirement.
Existing CDFMs should note that if
their CDFM is up for renewal this year,
they will have until December 31,
2012 to obtain their ethics training,
but they will only need one ethicsrelated
CPE. They can renew with 79
CPEs as long as the one ethics CPE is
obtained by December 31, 2012.
CDFMs will still need to renew by the
date posted on their CDFM certificate.
FM Systems Training -
A Blossoming Opportunity
By Cornelius Mays, FM Systems Instructor, and Steve
Hodges, Chief, Training and Customer Service Branch
Ever watch a flower blossom? Ever try to catch the per-
fect moment to bring its glorious color into your house? If so, you know it can be a lot trickier
than it seems. Wait too long and the opportunity is over, leaving you with nothing but droop-
ing petals. Time it just right, though, and you can enjoy the beauty and majesty Mother Nature
brings forth every spring.
Similarly, time your FM systems training just right and you can enjoy increased efficiency and
effectiveness throughout the “season” of your need...whether an FM career, an RA assign-
ment, or any other resource-related duty. And given everyone’s “season” can be different,
SAF/FMP AFFSO stands ready to assist you with your FM systems training needs year-round.
]
To this end, the AFFSO offers training opportunities for a number of systems such as ABSS,
CRIS, FMSuite (ODA/TAR), and WAWF. Depending on the system, you can attend an in-
residence class at our Maxwell AFB-Gunter Annex facility; participate in an instructor-led, on-
line webinar; or complete a self-paced, web-based course. Additionally, if you need training
for ABSS, CRIS, and WAWF, you can get all three in a single four-day CFMT (Combined Finan-
cial Management Tools) course taught at our in-residence facility. To see a complete list of FM
systems training opportunities, please go to the FM DLC (https://fm.csd.disa.mil/) and click on
the Course List option.
The AFFSO Training POCs are Bob Arrington and Steve Hodges. You can reach both through
the AFFSO Customer Service desk at customer.service@afbudsys.disa.mil, DSN 596-5645, or
