During the session <strong>of</strong> 1902-1903 President<br />

<strong>Roosevelt</strong> engineered a treaty with<br />

Cuba, on this sugar matter, by and with<br />

the consent <strong>of</strong> the Senate.<br />

This treaty was worthless in law,<br />

because it affected the revenues <strong>of</strong> this<br />

country and consequently enabling legislation<br />

should have originated in the House<br />

<strong>of</strong> Representatives,,<br />

To rectify this constitutional defect and<br />

validate an invalid treaty, President<br />

<strong>Roosevelt</strong> called an extraordinary session<br />

<strong>of</strong> Congress for November, 1903, and, with<br />

the "big stick," forced a bill through the<br />

House <strong>of</strong> Representatives ratifying the<br />

revenue provisions <strong>of</strong> his treaty with Cuba.<br />

Here he committed an unconstitutional<br />

act, and then, a year later, straightened it<br />

out to meet the letter <strong>of</strong> the law.<br />

Although, by effrontery, he escaped<br />

impeachment, he never will receive the<br />

respect <strong>of</strong> impartial history.
