Prepar<strong>at</strong>ion on the Home Front<br />

Prepar<strong>at</strong>ions for the local civil defence <strong>of</strong> British<br />

towns <strong>an</strong>d cities against enemy aerial bombardment<br />

had begun in earnest following the Munich Crisis<br />

<strong>of</strong> 1938. The Air-Raid Precautions Act <strong>of</strong> 1937<br />

had requested th<strong>at</strong> all local authorities prepare <strong>an</strong>d<br />

submit to the Home Office <strong>an</strong> <strong>air</strong>-<strong>raid</strong> precautions<br />

scheme, for “the protection <strong>of</strong> persons <strong>an</strong>d property<br />

from injury <strong>an</strong>d damage in the event <strong>of</strong> hostile<br />

<strong>at</strong>tack from the <strong>air</strong>”<br />

Proposed for London was a two tier system <strong>of</strong> civil<br />

defence: the London County Council would direct<br />

the fire <strong>an</strong>d ambul<strong>an</strong>ce services <strong>an</strong>d a number<br />

<strong>of</strong> other functions, such as the Heavy Rescue<br />

Service <strong>an</strong>d rest centres for the homeless; the cities<br />

<strong>of</strong> London <strong>an</strong>d <strong>West</strong>minster <strong>an</strong>d the London<br />

metropolit<strong>an</strong> boroughs would, under Home Office<br />

scrutiny, each make their own arr<strong>an</strong>gements for<br />

<strong>air</strong>-<strong>raid</strong> precautions.<br />
