Chapter 1: Introduction<br />

<strong>the</strong> number of ‘car dooring’ accidents are increasing as a total of <strong>the</strong> number of bicycle<br />

accidents. ‘<strong>Car</strong> dooring’ made up 4 percent of cycling accidents in 2001 and has doubled to<br />

8 percent in 2010; 11<br />

between 2007 and 2011, <strong>the</strong>re was an annual average of 38 serious injuries from ‘car<br />

dooring’ accidents; and 12<br />

<strong>the</strong>re were 187 infringement notices issued for <strong>the</strong> offence of causing a hazard by opening<br />

<strong>the</strong> door of a vehicle in 2010-11. The number of infringements for ‘car dooring’ can not be<br />

isolated from this number. 13<br />

According to <strong>the</strong> Vic<strong>Road</strong>s CrashStats database 14 , between 2006 and 2010, 616 cyclists were<br />

reported as being injured in incidents where a bicycle struck a vehicle door. The following table<br />

shows <strong>the</strong> breakdown of ages of <strong>the</strong>se cyclists:<br />

‘<strong>Car</strong> dooring’ has resulted in <strong>the</strong> death of one cyclist, Mr James Cross in Hawthorn in March 2010.<br />

A 2011 Coroner’s inquest commented ‘cyclists have a right to ride in safety and not be fearful of<br />

being hit by a car door.’ 15<br />

The Coroner recommended that Vic<strong>Road</strong>s: 16<br />

work with local government to reconfigure bicycle and parking lanes; and<br />

run a communication campaign that makes drivers aware of <strong>the</strong>ir responsibility to check for<br />

cyclists before opening <strong>the</strong>ir car door as well as increase vigilance amongst cyclists when<br />

riding past car doors.<br />

1.5.4 Victoria’s commitment to road safety<br />

Victoria’s strategy for road safety is based on <strong>the</strong> three pillars of education, strong penalties and<br />

enforcement. This has seen Victoria become one of <strong>the</strong> world’s leading jurisdictions in <strong>the</strong> field of<br />

road safety. Victoria has taken a proactive approach to road safety and as a result has been <strong>the</strong><br />

first jurisdiction in <strong>the</strong> world to introduce helmets for motorcyclists, compulsory wearing of seatbelts<br />

as well as random roadside testing for alcohol and illicit drugs. 17<br />
