Two Types of Power: Concentrated & Separated<br />

The history of Liberty is a history of limitations<br />

of governmental power, not the increase of it.<br />

When we resist, therefore, the concentration of<br />

power, we are resisting the powers of death,<br />

because concentration of power is what always<br />

precedes the destruction of human liberties.<br />

Marcus Tullius Cicero (106-43 BC), an ancient Roman<br />

scholar, statesman and orator, stated:<br />

When a government becomes powerful it is<br />

destructive, extravagant and violent; it is an usurer<br />

[a loan shark] which takes bread from innocent<br />

mouths and deprives honorable men of their<br />

substance, for votes with which to perpetuate itself.<br />

In his 1964 speech, A Time for Choosing, Ronald Reagan stated:<br />

I suggest to you there is no left or right, only<br />

an up or down. Up to the maximum of individual<br />

freedom consistent with law and order, or down<br />

to the ant heap of totalitarianism; and regardless<br />

of their humanitarian purpose those who would<br />

sacrifice freedom for security have, whether they<br />

know it or not, chosen this downward path.<br />

As power concentrates, there is an increase of bureaucracy,<br />

political intrigue, influence peddling, intimidation, debt, pride,<br />

immorality, and suppression of dissent. Jefferson is credited with saying:<br />

My reading of history convinces me that most<br />

bad government results from too much government.<br />

POWER TENDS <strong>TO</strong> CONCENTRATE<br />

Throughout history, the process of concentration has started<br />

for many different reasons, in many different situations.<br />
