“Illegal production of Bt cotton seeds <strong>in</strong> Gujarat.<br />

The Committee discussed with concern the news paper reports on the production of spurious Bt<br />

cotton seed <strong>in</strong> Gujarat. The committee was <strong>in</strong>formed that:<br />

Chairman, GEAC has taken up the matter with the Chief Secretary, State Govt. of Gujarat.<br />

Packets of seeds alleged to conta<strong>in</strong> Bt. gene have been forwarded to the CICR, Nagpur for<br />

verification.<br />

M<strong>in</strong>istry of Environment and Forest to direct the State Govt. to put <strong>in</strong> place the<br />

SLBSC/DLBSC especially <strong>in</strong> the six States where release of Bt. cotton has been permitted.<br />

M<strong>in</strong>istry of Environment and Forest, Department of Bio Technology & M<strong>in</strong>istry of<br />

Agriculture to organize tra<strong>in</strong><strong>in</strong>g for the members of SLBSC/DLBSC.<br />

Action under Seed Act and Environment Protection Act to be <strong>in</strong>itiated under err<strong>in</strong>g<br />

As per our own estimates based on <strong>in</strong>terviews of some of the big<br />

agents engaged <strong>in</strong> the production of cottonseed on behalf of<br />

multiple companies, the area <strong>in</strong> 2006 was more than 25000 acres<br />

under CSP <strong>in</strong> north Gujarat. For example, one organizer had<br />

signed contracts with ten companies to produce cottonseeds<br />

spread over 2000 acres <strong>in</strong> 2006. The discussions with the agents<br />

gave exact figures of 28,000 acres for 2005 and 25,000 acres for<br />

2006. This figure did not <strong>in</strong>clude multiplication <strong>by</strong> farmers<br />

themselves. This year (2007) Venkateswarlu estimates 15-20<br />

percent rise <strong>in</strong> the total acreage.<br />

Consequently, the demand for labour for cottonseed production<br />

<strong>in</strong> Gujarat is very high. It is a well established fact that hybrid<br />

cottonseed production is extremely labour <strong>in</strong>tensive and for one<br />

acre about 10 labourers are required for cross-poll<strong>in</strong>ation work.<br />

For 25000 acres the estimated labour requirement is 2.5 lakh<br />

hands. Gujarat is highly develop<strong>in</strong>g state and local labour is <strong>in</strong><br />

short supply. It therefore attracts large numbers of migrant<br />

labour. And CSP is one area where<strong>in</strong> the majority of the labour<br />

demand is met <strong>by</strong> seasonal migrants.<br />

(d) Extensive use of <strong>Child</strong> <strong>Labour</strong><br />

Due to labour <strong>in</strong>tensive nature of production, demand for cheap<br />

labour is very high for CSP. The extensive use of CL <strong>in</strong> the<br />

cottonseed production came to light around turn of the last<br />

century and has been highlighted nationally as well as<br />

<strong>in</strong>ternationally. The Governments of AP and Rajasthan have<br />

accepted the presence of CL <strong>in</strong> CSP. Cit<strong>in</strong>g to statement of a<br />

M<strong>in</strong>ister <strong>in</strong> AP, a bus<strong>in</strong>ess paper reports,<br />
