(d) The chairperson of the Committee on Rules shall appoint a <strong>Chief</strong><br />

Administrative Officer of the <strong>Assembly</strong>, subject to the ratification of the<br />

Committee on Rules, who has duties relating to the administrative,<br />

fiscal, and business affairs of the <strong>Assembly</strong> that the committee shall<br />

prescribe. The Chairperson of the Committee on Rules or a majority of<br />

the membership of the Committee on Rules may terminate the services<br />

of the <strong>Chief</strong> Administrative Officer at any time. Notwithstanding the<br />

foregoing, the Speaker may appoint a temporary chief administrative<br />

officer for up to 90 days following the beginning of the session.<br />

(e) The committee on Rules shall provide for the publication of a<br />

compilation of the photographs of accredited press representatives.<br />

(f) The Committee on Rules may delegate powers to the Speaker by<br />

a majority vote of the membership of the committee.<br />

Subcommittee on Sexual Harassment Prevention and Response<br />

14.5. (a) The Subcommittee on Sexual Harassment Prevention<br />

and Response is created as a subcommittee of the Committee on Rules.<br />

The subcommittee is composed of a total of six members, with the<br />

following four members appointed by the Chairperson of the<br />

Committee on Rules: two members of the Committee on Rules from the<br />

political party having the greatest number of Members in the <strong>Assembly</strong><br />

and two members of the Committee on Rules from the political party<br />

having the second greatest number of Members. The two members from<br />

the political party having the second greatest number of Members shall<br />

be appointed from a list of nominees that the vice chairperson of the<br />

committee provides to the chairperson. The co-chairs of the <strong>Assembly</strong><br />

Legislative Ethics Committee also shall be members of the<br />

subcommittee. The Chairperson of the Committee on Rules shall<br />

designate one of the members of the subcommittee to serve as chair of<br />

the subcommittee.<br />

(b) The subcommittee shall formulate and recommend to the<br />

Committee on Rules procedures for the handling of any complaint of<br />

sexual harassment lodged against a Member of the <strong>Assembly</strong> or an<br />

<strong>Assembly</strong> employee. Those recommendations shall be submitted to the<br />

Committee on Rules no later than 30 days following the adoption of<br />

this rule.<br />

(c) Following the submission of the recommendations pursuant to<br />

subdivision (b), the chair of the subcommittee may cause the<br />

subcommittee to convene to review and recommend further changes in<br />

procedures as subsequent events may require.<br />

15. The Committee on Rules shall continue in existence during<br />

any recess of the Legislature and after final adjournment and until the<br />

convening of the next regular session, and shall have the same powers<br />

and duties as while the <strong>Assembly</strong> is in session. In dealing with any<br />

matter within its jurisdiction, the committee and its members have and<br />

may exercise all of the rights, duties, and powers conferred upon<br />

investigating committees and their members by the Joint Rules of the<br />

Senate and <strong>Assembly</strong> as they are adopted and amended from time to<br />

time, which rules are incorporated herein and made applicable to the<br />

Committee on Rules and its members.
