California’s Fiscal Crisis: What does it
mean for Corona
Norco Unified School
District?
It was reported in
the May 2011 edition
of EdSource that early
in 2011, Superinten‐
dent of Public Instruc‐
tion Tom Torlakson
declared “a financial emergency” for
California public schools. He noted that
three years of cuts to education had
resulted in nearly 2 million students ‐
roughly 30% of pupils in California ‐
attending a school in a district facing
“serious financial jeopardy.” The state
currently has a multi‐billion dollar
budget deficit. To balance the budget,
California policymakers could raise
more revenue and/or cut funding. If
deep cuts are made to K‐12 schools,
they could cripple some districts’
ability to function and would likely curtail meaningful efforts at educational improvement throughout the state.
In January, it became clear that California was spending about $8 billion more than it had received in 2010‐11, and
budget analysts predicted that the state would be short another $17 billion in 2011‐12. Together, those added up to a
$25 billion budget shortfall if cuts weren’t made or revenue increased.
In March, Governor Jerry Brown and the Legislature agreed on about $8 billion in cuts, mostly to health and social
services, plus another $3 billion in other reductions. Governor Brown wants to make up the difference by extending taxes
that Californians have been paying since 2009 but will soon expire. To date, he has been unable to get two‐thirds approval
from the Legislature needed to put those taxes on the ballot for voters to decide.
Since 2007‐08 the Corona‐Norco Unified School District has cut its budget by over $90 million dollars. Additionally,
the state has deferred paying us $70 million at a cost of $500,000 each year. Approximately 353 jobs have been
eliminated. We have increased class size in all K‐12 classrooms and eliminated class size reduction in grades K‐3 and ninth
grade. We have increased the walking distance virtually eliminating home to school transportation. We have reduced
CORONANORCO PTA COUNCIL REPORT
by Gretchen Doughty, President
The Value of PTA
Virtually everyone agrees that it is
important for parents and caregivers to
get involved in their children’s education,
but when asked, most parents will gush
about how much they care about the education of their child.
There is a disconnect when it comes to PTA. Parents, especially
younger ones, have trouble understanding what belonging to
PTA can do for them and their child. PTA informs parents
about the tools and knowledge to assist in your child’s educa‐
tion. It has been established that parents that have a routine of
involvement in their young child’s life, have more of an impact
on their learning and education going forward. I believe that
our local PTA helped make my cherished memories possible
by helping facilitate a community of education by developing
resources and support to all parents. So, the questions that
begs to be asked is, at the very basic level, what honestly
makes the difference in a child’s education? The answer is you,
the parent sitting next to you, and the parent sitting next to
them. PTA is about connection to resources and people who
care about children and their education, so reaching out to
other parents is essential for building community. Together
you and other parents can and do make substantial differences
in children’s education, not only on a personal level, but on a
much broader scale across the country. The involvement in
PTA as a member means every child truly benefits from one
unified voice.
Superintendent’s Message (Continued from page 1)
Adult Education, Summer School, counseling, student inter‐
vention programs, librarians, art and music and deferred
maintenance. Additionally, our employees now work nine
fewer days, students attend classes five fewer days, and all
employees have taken a 5% salary cut indefinitely. Most
importantly, our students and the services we provide them
are suffering.
If our state leaders move forward with a plan to reduce
funding for public education, the vast majority of school
districts, including Corona‐Norco, will have to take more
drastic measures, such as laying off additional teachers and
significantly increasing class sizes, closing schools and
further cutting administrators and support staff such as
counselors, librarians, and security personnel. Personally, I
doubt that CNUSD would be able to sustain the cuts
currently being discussed. I predict that if public schools are
significantly cut again, we can expect to see a school year
reduced to as little as a 160 days, with all employees taking
an additional salary reduction.
Each week, I have the opportunity to visit
campuses and classrooms throughout the Corona‐
Norco Unified School District. I see the outstanding
instruction being provided to students. I observe
the enthusiasm with which our students respond to
questions, projects and assignments. They are
engaged. I know first hand that the quality of
instruction is more challenging and rigorous than
ever before. But we need to continue to improve
the opportunities and expectations for our students
if they are going to compete on a global level.
However, we cannot complete our task alone. Our
students and staff need your support each and every
day, and they need the support of our state and
federal elected officials. Let’s once again support our
students, our teachers, our support staff and admin‐
istrators as we continue to face these difficult
economic times. Let’s once again make education a
priority.

2010 California
Business for Education Excellence
Honor Roll Schools
On March 25, the California Business for Education
Excellence (CBEE) announced the schools named to its
2010 Honor Roll. The 2010 Honor Roll includes 1,221
California public elementary, middle and high schools
that have been recognized by California’s business
community for having demonstrated consistent high
student academic achievement and making significant
progress toward closing achievement gaps among all
their students.
The Honor Roll is comprised of two different awards,
the “Star Schools” Award (477 schools) and “Scholar
Schools” Award (744 schools).
The following Corona‐Norco Unified School District
schools were among those selected for this honor:
CBEE Star Schools are those with significant popula‐
tions of socio‐economically disadvantaged students that
have shown a significant increase in grade‐level profi‐
ciency over four years and are outperforming expecta‐
tions for every subgroup of students. CBEE Scholar
Schools are schools that are showing significant levels of
academic achievement, but do not have a significant
socio‐economically disadvantaged student population.
“These schools are the bright spots of excellence in
efforts to raise student academic achievement and close
persistent achievement gaps,” said Kirk Clark, president
of CBEE. “By highlighting them, recognizing their
achievement and giving them a voice we hope other
schools can learn from these proven practices and we
can begin to duplicate their success to scale throughout
the state.”
The Corona‐Norco Unified
School District has enjoyed
outstanding support from
community and business
leaders and strives to
increase their participation
in its schools.
On Thursday, March 10,
the Corona‐Norco Unified
School District held its
Twenty‐First Annual Principal/Administrator
for a Day event, with approximately 300 people in attendance.
School principals and their guests structured the day according to their schedules. The "Principal/Administrator for a
Day" shadows the principal by visiting classrooms, attending an assembly, speaking with students, sitting in on meetings,
and, in general, observing a day in the life of a modern school.
The event began with breakfast at 7:00 a.m. at the District Office Learning Center Conference Room. Tom Pike,
Assistant Superintendent, Executive Services/Community Relations, welcomed the crowd and President, Cathy L.
Sciortino, representing the Board of Education, addressed the audience. Dr. Kent Bechler, Superintendent shared a video
presentation. Mr. Pike shared information about the Corona‐Norco Schools Educational Foundation before sending the
guests “off to work.”
Thank you, to ASJ Industrial Hose Fittings, Chick‐fil‐A – Hidden Valley, Corona COSTCO and Corona Sam’s Club for
generously providing food and supplies for the successful event.
