in 2011, Superinten‐<br />
dent of Public Instruc‐<br />
tion Tom Torlakson<br />
declared “a financial emergency” for<br />
California public schools. He noted that<br />
three years of cuts to education had<br />
resulted in nearly 2 million students ‐<br />
roughly 30% of pupils in California ‐<br />
attending a school in a district facing<br />
“serious financial jeopardy.” The state<br />
currently has a multi‐billion dollar<br />
budget deficit. To balance the budget,<br />
California policymakers could raise<br />
more revenue and/or cut funding. If<br />
deep cuts are made to K‐12 schools,<br />
they could cripple some districts’<br />

ability to function and would likely curtail meaningful efforts at educational improvement throughout the state.<br />
In January, it became clear that California was spending about $8 billion more than it had received in 2010‐11, and<br />
budget analysts predicted that the state would be short another $17 billion in 2011‐12. <strong>Together</strong>, those added up to a<br />
$25 billion budget shortfall if cuts <strong>we</strong>ren’t made or revenue increased.<br />
In March, Governor Jerry Brown and the Legislature agreed on about $8 billion in cuts, mostly to health and social<br />
services, plus another $3 billion in other reductions. Governor Brown wants to make up the difference by extending taxes<br />
that Californians have been paying since 2009 but will soon expire. To date, he has been unable to get two‐thirds approval<br />
from the Legislature needed to put those taxes on the ballot for voters to decide.<br />
Since 2007‐08 the Corona‐Norco Unified School District has cut its budget by over $90 million dollars. Additionally,<br />
the state has deferred paying us $70 million at a cost of $500,000 each year. Approximately 353 jobs have been<br />
eliminated. We have increased class size in all K‐12 classrooms and eliminated class size reduction in grades K‐3 and ninth<br />
grade. We have increased the walking distance virtually eliminating home to school transportation. We have reduced<br />

The Value of PTA<br />
Virtually everyone agrees that it is<br />
important for parents and caregivers to<br />
get involved in their children’s education,<br />
but when asked, most parents will gush<br />
about how much they care about the education of their child.<br />
There is a disconnect when it comes to PTA. Parents, especially<br />
younger ones, have trouble understanding what belonging to<br />
PTA can do for them and their child. PTA informs parents<br />
about the tools and knowledge to assist in your child’s educa‐<br />
tion. It has been established that parents that have a routine of<br />
involvement in their young child’s life, have more of an impact<br />
on their learning and education going forward. I believe that<br />
our local PTA helped make my cherished memories possible<br />
by helping facilitate a community of education by developing<br />
resources and support to all parents. So, the questions that<br />
begs to be asked is, at the very basic level, what honestly<br />
makes the difference in a child’s education? The ans<strong>we</strong>r is you,<br />
the parent sitting next to you, and the parent sitting next to<br />
them. PTA is about connection to resources and people who<br />
care about children and their education, so reaching out to<br />
other parents is essential for building community. <strong>Together</strong><br />
you and other parents can and do make substantial differences<br />
in children’s education, not only on a personal level, but on a<br />
much broader scale across the country. The involvement in<br />
PTA as a member means every child truly benefits from one<br />
unified voice. <br />
Superintendent’s Message (Continued from page 1)<br />
Adult <strong>Education</strong>, Summer School, counseling, student inter‐<br />
vention programs, librarians, art and music and deferred<br />
maintenance. Additionally, our employees now work nine<br />
fe<strong>we</strong>r days, students attend classes five fe<strong>we</strong>r days, and all<br />
employees have taken a 5% salary cut indefinitely. Most<br />
importantly, our students and the services <strong>we</strong> provide them<br />
are suffering.<br />
If our state leaders move forward with a plan to reduce<br />
funding for public education, the vast majority of school<br />
districts, including Corona‐Norco, will have to take more<br />
drastic measures, such as laying off additional teachers and<br />
significantly increasing class sizes, closing schools and<br />
further cutting administrators and support staff such as<br />
counselors, librarians, and security personnel. Personally, I<br />
doubt that CNUSD would be able to sustain the cuts<br />
currently being discussed. I predict that if public schools are<br />
significantly cut again, <strong>we</strong> can expect to see a school year<br />
reduced to as little as a 160 days, with all employees taking<br />
an additional salary reduction.<br />
FBLA NEWS<br />
The Centennial High School Future<br />
Business Leaders of America, under the<br />
direction of Greg Lukenbill and Lee Lara,<br />
competed in the 61st Annual State FBLA<br />
Conference in Santa Clara, placing ninth in<br />
the state. There <strong>we</strong>re 110 schools and<br />
1600 attendees. Congratulations to all who<br />
participated.<br />

Each <strong>we</strong>ek, I have the opportunity to visit<br />
campuses and classrooms throughout the Corona‐<br />
Norco Unified School District. I see the outstanding<br />
instruction being provided to students. I observe<br />
the enthusiasm with which our students respond to<br />
questions, projects and assignments. They are<br />
engaged. I know first hand that the quality of<br />
instruction is more challenging and rigorous than<br />
ever before. But <strong>we</strong> need to continue to improve<br />
the opportunities and expectations for our students<br />
if they are going to compete on a global level.<br />
Ho<strong>we</strong>ver, <strong>we</strong> cannot complete our task alone. Our<br />
students and staff need your support each and every<br />
day, and they need the support of our state and<br />
federal elected officials. Let’s once again support our<br />
students, our teachers, our support staff and admin‐<br />
istrators as <strong>we</strong> continue to face these difficult<br />
economic times. Let’s once again make education a<br />
priority.

2011 Inland Area<br />
Science and Engineering Fair<br />
More than 750 projects from students in River‐<br />
side, Inyo, Mono and San Bernardino counties <strong>we</strong>re<br />
on display in this year's RIMS Inland Science and<br />
Engineering Fair for students in grades 4‐12.<br />

Senior S<strong>we</strong>epstakes for her project, Autonomous<br />
Robotic Vehicle's Guide to Eliminate the Traffic<br />
Problem.<br />
There <strong>we</strong>re three divisions: Elementary, Junior and<br />
Senior. Individual and group projects <strong>we</strong>re judged in 20 categories of<br />
science. The fair is sponsored by the San Bernardino County Superin‐<br />
tendent of Schools, Riverside County Office of <strong>Education</strong>, Inyo County<br />
Office of <strong>Education</strong> and Mono County Superintendent of Schools. Junior<br />

Jessica Richeri, a 17 year old<br />
senior from Centennial High School,<br />
was a winner at the Intel Interna‐<br />
tional Science and Engineering Fair<br />
held in Los Angeles. She won a Third<br />
Place award in the Electrical Engi‐<br />
neering category, plus four special<br />
awards. Her scholarship and prize<br />
earnings for developing an autonon‐<br />
mous robotic vehicle total $20,000.<br />
Jessica’s project previously earned<br />
her the $10,000 Grand Prize at the<br />
California State Science Fair. Special<br />
awards included a $10,000 scholar‐<br />
ship from the Institute of Electrical<br />
and Electronics Engineers (IEEE); an<br />
$8,000 scholarship from the U.S.<br />
Office of Naval Research and a<br />
$1,000 First Place award from the<br />
IEEE Computer Society. She also won<br />
a $1,000 Third Place award in her<br />
category.<br />
The vehicle is about the size of a<br />
large radio‐controlled model. It has<br />
the capacity to detect and avoid<br />
obstacles while moving in traffic<br />
through an urban environment and is<br />
equipped with GPS navigation.<br />
Jessica is the first student from<br />
CNUSD to win the s<strong>we</strong>epstakes<br />
award. She has accepted a full<br />
scholarship to attend Carnegie<br />
Mellon University in the fall.<br />

Honor Roll Schools<br />
On March 25, the California Business for <strong>Education</strong><br />
<strong>Excellence</strong> (CBEE) announced the schools named to its<br />
2010 Honor Roll. The 2010 Honor Roll includes 1,221<br />
California public elementary, middle and high schools<br />
that have been recognized by California’s business<br />
community for having demonstrated consistent high<br />
student academic achievement and making significant<br />
progress toward closing achievement gaps among all<br />
their students.<br />
The Honor Roll is comprised of two different awards,<br />
the “Star Schools” Award (477 schools) and “Scholar<br />
Schools” Award (744 schools).<br />

CBEE Star Schools are those with significant popula‐<br />
tions of socio‐economically disadvantaged students that<br />
have shown a significant increase in grade‐level profi‐<br />
ciency over four years and are outperforming expecta‐<br />
tions for every subgroup of students. CBEE Scholar<br />
Schools are schools that are showing significant levels of<br />
academic achievement, but do not have a significant<br />
socio‐economically disadvantaged student population.<br />
“These schools are the bright spots of excellence in<br />
efforts to raise student academic achievement and close<br />
persistent achievement gaps,” said Kirk Clark, president<br />
of CBEE. “By highlighting them, recognizing their<br />
achievement and giving them a voice <strong>we</strong> hope other<br />
schools can learn from these proven practices and <strong>we</strong><br />
can begin to duplicate their success to scale throughout<br />
the state.”<br />

The Tribute to <strong>Education</strong> awards ceremony, honoring<br />
outstanding students from throughout the District, was<br />
held April 14 at Corona High School.<br />
Starting off the event was the Santiago High School<br />
Jazz Band, directed by Kris Parish.<br />
The Corona High School NJROTC, under the direction<br />
of Sgt. James Zinn, USMC/Retired, Presented the Colors.<br />
Also performing for the event, <strong>we</strong>re the Corona High<br />
School Madrigals, directed by Amy Basilan.<br />
CNUSD Board of <strong>Education</strong> members, President Cathy<br />
Sciortino; Vice President, Bill Newberry; Member, John<br />
Zickefoose; and Student Board Member, Taylor Jern, pre‐<br />
sented the awards. Superintendent Dr. Kent Bechler; As‐<br />

On Thursday, March 10,<br />
the Corona‐Norco Unified<br />
School District held its<br />
T<strong>we</strong>nty‐First Annual Principal/Administrator<br />
for a Day event, with approximately 300 people in attendance.<br />
School principals and their guests structured the day according to their schedules. The "Principal/Administrator for a<br />
Day" shadows the principal by visiting classrooms, attending an assembly, speaking with students, sitting in on meetings,<br />
and, in general, observing a day in the life of a modern school.<br />
The event began with breakfast at 7:00 a.m. at the District Office Learning Center Conference Room. Tom Pike,<br />
Assistant Superintendent, Executive Services/Community Relations, <strong>we</strong>lcomed the crowd and President, Cathy L.<br />
Sciortino, representing the Board of <strong>Education</strong>, addressed the audience. Dr. Kent Bechler, Superintendent shared a video<br />
presentation. Mr. Pike shared information about the Corona‐Norco Schools <strong>Education</strong>al Foundation before sending the<br />
guests “off to work.”<br />

2011 BEST AWARDS<br />
Bilingual Educators Succeeding <strong>Together</strong><br />
CNUSD is full of educators and parents who work hard<br />
for all of their students and children. Each year the Corona‐<br />
Norco Unified School District and the Riverside County<br />
Office of <strong>Education</strong> honor their "B.E.S.T." (Bilingual<br />
Educators Succeeding <strong>Together</strong>) who work tirelessly with<br />
English Learner students and their families. This year<br />
CNUSD not only had four district winners, but two of the<br />
honorees also received the Riverside County title.<br />
Receiving B.E.S.T. Classified Employee of the Year for the<br />
District was Betty Amaral, Bilingual Paraprofessional at<br />
Pollard High School. Receiving B.E.S.T. Teacher of the Year<br />
was Ana Luna, 1st Grade Dual Immersion Program at<br />
Garretson Elementary School.<br />
Receiving District and County B.E.S.T. Parent Volunteer of<br />
the Year Award was Claudia Hernandez, Raney Intermediate School.<br />
District and County B.E.S.T. Principal of the Year Award <strong>we</strong>nt to Carol Cornell, Principal at Stallings Elementary. Mrs.<br />
Cornell and Mrs. Hernandez will go on to compete at the state level California Association for Bilingual Educators (CABE)<br />
Conference.

Please fill out the CNUSD Volunteer Application at the<br />
school of your choice. Applications are also located on our<br />
<strong>we</strong>bsite under the Parent tab of the CNUSD home page. Please fill out the<br />
form, print it and turn it in at the school where you would like to volun‐<br />
teer.<br />
The Board of <strong>Education</strong> for the Corona‐Norco Unified School District is<br />
committed to extensive parental involvement, as <strong>we</strong>ll as a safe and secure<br />
school environment. To that end, the following requirements for volun‐<br />
teers shall be implemented at all schools.<br />
A. All volunteers shall be approved in advance and in writing by site<br />
administration, with the hours of service, location of service, and type<br />
of service approved/assigned by the Site Administrator.<br />
B. All volunteers shall meet any requirements imposed upon school<br />
volunteers by the Riverside County Health Services Agency.<br />
C. All volunteers shall be under the direct and immediate supervision of a<br />
certificated school employee at all times.<br />
D. All volunteers who are assigned as chaperones on overnight field trips<br />
shall, prior to such activity be fingerprinted, with clearance from the<br />
Department of Justice.<br />
E. All volunteers serving as Assistant Coaches or with other extra<br />
curricular activities shall be fingerprinted, with clearance from the<br />
Department of Justice.<br />
Nothing in this policy shall be construed as to restrict the District’s<br />
authority to require, as a condition of serving as a school volunteer,<br />
fingerprinting clearance from the Department of Justice at any time.
