5.3 Action <strong>Plan</strong><br />
The following operational recommendations focus on education, encouragement, enforcement,<br />
and evaluation. Attention to operational procedures and programs is critical if <strong>Appleton</strong> wants<br />
to improve the level <strong>of</strong> safety and convenience for bicyclists. This list also provides a number<br />
<strong>of</strong> initiatives that can be worked on by independent groups or organizations while bike<br />
facilities are being designed and constructed.<br />
Table 5-1 identifies the strategy type, action to initiate, a timeline for implementation, and<br />
who should take the lead role. See Chapter 4 for a complete listing <strong>of</strong> recommendations<br />
(Sections 4.1.2 through 4.1.5).<br />
