TINTERN COMMUNITY COUNCIL<br />
Precis of minutes of meeting of above council held Monday 24 th September 2012 at 7pm.<br />
Present: Cllrs Shewell, Pescini, Hayward, Hoskins, Graham, Pocock, Hopgood, County Cllr Webb & the Clerk.<br />
Public – Mrs. J. Saunders, Mrs. H. Hayward, Mr. R. Parsons, Mr. R. Simpson, C. Skellon, Mr. A.Sherwill.<br />
1415. Police Report: PC Thorpe reported a white Mercedes was seen outside Livox Quarry dropping off two<br />
men & later seen returning, when men seen putting something in the car. Not been able to ascertain what this<br />
was. Speed monitoring done in village recently and planning to do more at south end of village and if figures<br />
show further action required to deter speeding motorists a safety camera van will visit the village.<br />
1416. Public Forum: Mrs. Saunders spoke in favour of The Abbey Hotel planning application, with reservations<br />
about the insufficient low cost housing in the proposed development. Also a query re community allotments<br />
referred to. Is this for the development alone or the whole village?<br />
Mr. R. Parsons asked that the drains on Road R94 above The Old School be cleared as in recent heavy rainfall<br />
they were blocked. Also weeds growing along the roadside. Clerk to report this to MCC.<br />
Mr. R. Simpson reported the TCC remarks re The Anchor planning still not on the planning website – clerk to<br />
chase MCC.<br />

1419. Minutes previous meeting approved and signed as correct.<br />
1420. Financial Report: BMM A/C £8,058.09p. Community A/C £7,583.45p.<br />
1421. Accounts for payment: Merlin Waste £11.88p. Clerk’s Salary/Expenses £219.<br />
1422. Planning Permissions: DC/2012/00620 & 621 – Abbey Hotel, change of use to 11 dwellings & conservation<br />
area consent. Discussion took place and responses to application asked for from councillors. Whilst all<br />
councillors were broadly in favour TCC required additional information addressing following concerns before<br />
final decision could be made:-<br />
(a) TCC disappointed about split in ratio between low-cost and other housing and would like to see a larger<br />
proportion of low-cost on the development as they have identified a significant need in the village for it.<br />
(b) Concerns expressed about visual impact of development on entry to the village.<br />
(c) Concern about impact on flood alleviation scheme and culvert which runs across the car park and area where<br />
proposed allotments are.<br />
(d) Concern re inadequate number of parking spaces allotted – only 18 on plan which TCC feel are insufficient for<br />
number of proposed dwellings.<br />
(e) TCC need clarification that the allotment area proposed is for village community use or just for the<br />
community area of the development.<br />
1423. Updates:- Car Parking Charges at <strong>Tintern</strong> Abbey & The Anchor – Letter received from Crown Agent saying<br />
they are aware of the current parking arrangements, but were not consulted by CADW or The Anchor. They are<br />
satisfied that this is a management decision taken by CADW under the Guardianship Agreement for the Crown<br />
Estate’s interests. Clerk to reply stating TCC are concerned there are a number of covenants attached to the land<br />
which are being ignored and cannot understand why The Crown are not taking steps to uphold the covenants.<br />
MCC Press Dept confirmed the car park outside The Anchor does need planning, but the others do not. The 3<br />
parking machines also need planning, for which an application is in the pipeline. White Monk Cafe have been<br />
allocated 4 staff parking spaces.<br />
1424. Reports from outside bodies:- Village Hall – It was asked if there had ever been a planning application for<br />
the hall to build something. Advised to contact D. Bennett.<br />
Youth Club – no report. Clerk to request one from Mons Youth Services.<br />
1425. Reports from Sub-Committees: No report.<br />
1426. To discuss replacement representative to attend MCC Planning Committee Meetings: Cllr Hopgood<br />
offered to be the representative. Next meeting 2 nd October.<br />
1427. Correspondence: Fiona Wilton re Abbey Hotel planning. Dealt with under 1422.<br />
A. Carter & SARA – acknowledgement for donations to Lads Brigade & SARA.<br />
A. Nixon – assessment of 3 railway bridges at <strong>Tintern</strong>, Redbrook & Lydbrook. The inspection on <strong>Tintern</strong> Bridge is<br />
starting on 25 th September.<br />
1428. AOB: Cllr Hayward asked who was responsible for keeping FP 381/136 (from rear of former Cherry Tree to<br />
Crown Cottages) clear. Clerk had already reported this and will chase MCC again.<br />
Mr. A. Sherwill reported MCC have changed name of Penterry Lane to Glynwood Lane. Clerk to contact MCC<br />
saying TCC object to it being called this as it does not represent the local historic name and wish it to be called<br />
Glyn Road.
