Fifth Regular Meeting for FY 2012<br />
The <strong>Oklahoma</strong> Board <strong>of</strong> Nursing held its fifth regular meeting <strong>of</strong> FY 2012 on March 27, 28 & 29,<br />
2012. Notice <strong>of</strong> the meeting was filed with the Secretary <strong>of</strong> <strong>State</strong>’s Office and notice/agenda was<br />
posted on the <strong>Oklahoma</strong> Board <strong>of</strong> Nursing web site. A notice/agenda was also posted on the<br />
Cameron Building front entrance at 2915 N. Classen, <strong>Oklahoma</strong> City, as well as the Board <strong>of</strong>fice,<br />
2915 N. Classen, Suite 524, 24 hours prior to the meeting.<br />

L. Michael formally thanked Board members for their time and efforts in making visits with<br />
legislators to carry out the Board’s ongoing initiative related to statutory changes in the Executive<br />
Director’s salary, or removing the salary from statute altogether. Ms. Michael directed Board<br />
members to contact J. Ward for progress updates and visit assignments.<br />
The National Council <strong>of</strong> <strong>State</strong> Boards <strong>of</strong> Nursing is inviting interested Board members to contribute<br />
stories based on their experience as a Board member. A handout was made available with format<br />
guidelines/submission information.<br />

Interviews are under way to fill the Licensing Analyst position vacancy at the agency.<br />
The internal posting for the succession planning position for the Deputy Director for Regulatory<br />

Upon the resignation <strong>of</strong> the Administrative Technician responsible for renewals/reinstatements,<br />
advertisements were placed and applications are being accepted to fill that vacancy.<br />
The agency is now in the final phase <strong>of</strong> the Information Technology Consolidation project with the<br />
Office <strong>of</strong> <strong>State</strong> Finance. Finalization <strong>of</strong> the cost-benefit analysis and service level agreement are<br />
pending.<br />
The Tulsa World has requested data for all Board discipline from January 2003 through calendar<br />
year 2011, and recently made a follow-up request for January 2012 data.

The agency’s administrative rules were approved by Governor Fallin and work on the Joint<br />
Resolution to obtain legislative approval by the House and Senate is ongoing. This new approval<br />
process come through changes in the law made last year with regard to agencies under Title 59.<br />
The public hearing on proposed rule changes by the <strong>Oklahoma</strong> Board <strong>of</strong> Medical Licensure and<br />
Supervision, which was originally published in the <strong>Oklahoma</strong> Register to be held at that entity’s<br />
March 2012 Board meeting, was canceled.<br />
The Board was updated on pending legislation which may impact the agency.<br />
J. Ward gave a report on progress on her work in organizing and helping the Board to carry out its<br />
initiative for removal <strong>of</strong> the Executive Director’s salary cap from statute. Ms. Ward reported that<br />
current and former Board members have made personal contact with eighty-seven legislators to<br />
date, and thanked the Board for their diligence in pursuing this cause.<br />
5.2 Discussion and Board decision regarding contract legal services for FY 2013<br />
K. Glazier and Executive Board Officers were present to address questions <strong>of</strong> the Board.<br />
