FY 2012 

The Oklahoma Board of Nursing held its fourth regular meeting of FY 2012 on January 31 and 

February 1 & 2, 2012. Notice of the meeting was filed with the Secretary of State’s Office and 

notice/agenda was posted on the Oklahoma Board of Nursing web site. A notice/agenda was also 

posted on the Cameron Building front entrance at 2915 N. Classen, Oklahoma City, as well as the 

Board office, 2915 N. Classen, Suite 524, 24 hours prior to the meeting.

G. McNish will be retiring in December of 2012 and the agency will begin the process to replace her 

position, beginning with an internal posting. 

Information was included in the Board onsite packets to share feedback from nursing leadership 

students who attended disciplinary hearings as observers at a previous Board meeting. 

The Information Technology consolidation project was implemented on January 13 th and the agency 

completed conversion into the CORE system for time and leave December 1 st . There are some 

issues with the file transfer process between OK.Gov and AS/400, but the network management 

area has been uneventful and smooth. Issues and differences related to the cost benefit analysis as 

presented by Mr. Petit to the Board previously were discussed. D. Edminsten, G. McNish, and K. 

Glazier have spent an enormous amount of time on the conversion projects. 

A Board reference tool for education course summary information and disciplinary actions was 

included in the onsite packets due to revisions in the Nursing Ethics course content to address social 

networking and increase the contact hours to eight (8). 

A media entity has made an inquiry regarding Bacone College being placed on conditional approval 

status with a focus survey visit requirement. 

The Dashboard tool with quarterly agency statistical information was reviewed with the Board 

(attachment #15). 

Legislation which may impact the agency was reviewed and discussed. J. Ward reported to the 

Board that she has received one response related to the letters from the Board President sent to 

legislators regarding the Executive Director’s salary and the Board’s desire to remove the salary 

from statute. HB2266 was reviewed as it relates to issues with county health departments and 

standing practice guidelines and vaccination protocols. In addition, the Oklahoma State Board of 

medical Licensure and Supervision in proposing revisions in their Rules to address issues related to 

immunizations.

No members of the public appeared to speak during the Public Hearings nor were written materials 

submitted for consideration related to the proposed Rules revisions. 

K. Glazier and G. McNish were present to address questions of the Board and to identify minor 

revisions, specifically: addition of the words “post-secondary” to clarify the type of nursing 

education programs that are acceptable as it pertains to foreign-educated endorsement applicants; 

correction to the number of required academic semester credit hours from seven (7) to six (6) with 

regard to verification of continued qualification for APRN endorsement applicants for consistency 

with revisions made in other rule sections; addition of the words “initial” before the word licensure, 

and added the words “or licensure by endorsement” after the word licensure in sections to ensure 

clarity that the graduate degree requirement for APRN applicants which becomes effective January 

16, 2016, does not impact individuals already licensed as APRNs in the state of Oklahoma prior to 

that effective date; and addition of the words “acute and/or primary” to the description of pediatric 

care provided by CNPs designated as acute and/or primary caregivers. 

The suggested revisions were of a minor nature, made for clarity or consistency with other rules, and 

did not alter the intent of the proposed rules, therefore it was moved (C. Loomis) and seconded to 

adopt the proposed revisions as presented and discussed to OAC Title 485, Chapter 10 (attachment 

#18). Board staff were directed to move forward with the Rulemaking process and submit for 

gubernatorial and legislative approval.

6.3 Review of information received and Board decision on approval status of Platt 

College RN Program, Oklahoma City 

Ella Abela, MSN, MAA, RN, Acting Director of the RN Program, and Ruth Eckenstein, MEd, RN, 

Acting Dean of Nursing, were present to address questions of the Board. 

It was moved (J. Jeter) and seconded to place Platt College RN Program, Oklahoma City, on 

conditional approval status with permission to admit the February 2012 and May 2012 group of 

students, provided the admission standards are returned to the previous level and R. Eckenstein is 

retained as a consultant for the program. The program will amend documents and published policies 

regarding admission criteria and standards to reflect the level previously approved by the Board.

College, Tishomingo and Internet-Based Campuses

6.5 Review and Board feedback on Proposed 2013 NCLEX-RN Test Plan 

G. McNish review the Proposed 2013 NCLEX-RN Test Plan with the Board. The Board discussed 

the test plan and gave feedback regarding the decrease in emphasis on the Reduction of Risk 

Potential category. G. McNish will provide the feedback to the National Council of State Boards of 

Nursing on the Proposed 2013 NCLEX-RN Test Plan.

University, Langston and Tulsa campuses 

Carolyn Kornegay, PhD, RN, Dean of Nursing, and Teresa Hunter, PhD, RN, Nursing Faculty, were
