The company holds FMU´s in the city of Palma Sola – SC, were is also located
the company Palmasola SA, they also holds areas in the cities of Marmeleiro –
PR, Flor da Serra - PR, Bom Jesus do Sul – PR and Santo António do Sudoeste –
PR, a total reforested area of 5,980 ha.
The company acts in adicional with the forestry management, in areas of tropical
forests in the region of Brasnorte – MT (40,000ha).
The properties under the company´s management are under their possession,
having all recognized documents before official offices in the State. The company
has a farm name policy keeping the name of each farm as they are known by the
people, as presented in the list above.
According to IBGE (1992), the region is classified as tropical and subtropical
moist forest (Atlantic Forest) with predominance of the Araucária angustifolia and
less dense sub-forest where are found Mirtaceae and big regeneration of matte
(Ilex paraguariensis), and also belonging species of the families Meliaceae,
Boraginaceae, Lauraceae and others.
In the areas under scope of the certification, find itself diverse solid of native,
some still primary forest, in a near total of 2,600 ha.
The forest plantations were initiated in middle 80´s, to a great extent, in areas
already cleared during the 60´s and 70´s for porpoise of agriculture. According
to active regulations by that time, in many cases, the considered APPs (areas of
permanent preservation) were planted with Pinus. As part of the environmental
program of the company (Strategy for Flora Assessment and Conservation), a
plan of area recovering is being implemented with the accompaniment of the
States official organ for environment matters, for the rehabilitation of the local
flora.
The Palma Sola city constitutes an area in expansion phase, face to the
investments in agriculture, forestry, service, dairy product and creation of
domestic pig. The cultural diversity of the region characterizes-itself by the
origin of his inhabitants that, in its majority, descending of Italians and Germans.
Before of the frontiersmans demarcations of Brazil, the area occupied by Palma
Sola town belonged to Argentina and it was route of passage of “tropeiros”. The
Crestani family constituted of enterprising and investors, native of Rio Grande do
Sul, bought an extensive area in the region and installed a lumber industry,
named Palmasola. With the growth of the business the region prospered and, in
December 30 th of 1961, it was elevated to Town condition, with same name of
the industry, however with the same origin of his name in Spanish, which means
Sole Palm.
Nowadays, big part of the economy of the town is related with the activities of
the Crestani family, as the Industry, the agriculture and the forest plantations.
4.2 Management system
The management system used by the company is based in the output forests
formation through homogeneous reforestations of Pinus and Eucalyptus, destined
for multiple uses for lumber industry and also for the agricultural sector in the
Latitude: South, 26 degrees, 22.36 minutes
Longitude: West, 53 degrees, 17.14 minutes
4.3.4 Management structures
The trials that constitute the structure of management are:
A) Identification of the legislation
FSC.FM.CUCRPT.F01(05) Page 7 of 44

Report number: 813512FSC.FM.CUCRPT -2009-01-FG
To guarantee the legality of the operations and an efficient planning of the
forest activities, all the pertinent legislation is identified and overhauled for
subsequent incorporation in actions on field. Lawful norms in the
municipal, state, and national levels are permanently brought up to date
and his integral texts are stored as digital form in the Legislation Updating
Paste.
B) Forest planning
The planning is carried out in a way to supply the demand of the industry
and company´s partner Palmasola INC. in its annual consume around 50
thousand cubic meters of wood. For so much, thinning is programmed in
different periods of the plantations development that shall be executed
according to the results of the continuous inventories of its growth,
planning to carry out-them in ways to obtain maximum productivity. See
figures in 4.2.
The main species utilized in reforestations are: Pinus taeda, Pinus elliottii,
Eucalyptus grandis and Eucalyptus dunnii. The forest experimentation is
also practiced as breaks of the planning of diversification of species and
improvement of more adapted progenies to the region particularities.
C) Properties mapping
The company is implementing a process of registration of his properties
together with the National Institute of Colonization and Land Reform
(INCRA), with the objective of managing its limits and to present the
updated mapping of the elements for conservation and permanent
preservation (APP and Legal Reserve) to the official organ.
In the FMU mapping, it is delineated the present and future occupations
and land uses. Supporting elements for natural resources protection (such
as water, native vegetation, fragile soil and others) have the priority in
this phase of management systems implementation, where is emphasized
the need to create, maintain and increase areas of conservation seeking,
by example, the connection between fragments of native vegetation by
means of natural corridors. A formal plan for these activities is found in
the documents Strategies for Hoist and Conservation of the Flora, and
Strategies for Hoist and Conservation of the Fauna.
Elements such as declivity and kind of soil are mapped in order to
determine conditions of small farm and aptitude of the areas.
The review and updating of those maps are carried out continuously,
although in this phase, the structural settlements as roads and fielding are
planned for the next cycle of management.
See below the exemplification of the elaborated maps made by the
company:
FSC.FM.CUCRPT.F01(05) Page 8 of 44

Report number: 813512FSC.FM.CUCRPT -2009-01-FG
D) Choice of the species according to the area characteristics (soil and
climate);
For the choice of the species and seeds origins, monitored indices are
taken in count, such as soil type and depth, declivity, rainfall data and
annual average temperature, according to the company´s Soil
Conservation Strategy and Forest Vigilance Program. The most utilized
species by the company are Pinus taeda and Eucalyptus grandis.
E) Road planning;
The forest roads are classified in primary, secondary and tertiary. It is
planned before the planting operations considering soil and topography
characteristics of the land. The primary and secondary roads which are
main ramifications for the extraction, are used to the production flowage
and should able the trucks traffic for the entire year. These roads are
planned in a way that the transport can flow considering possible storage
and structures positions, according to the Quality for Cut Operations and
Road Planning documents.
Road planning also considers the sunstroke incidence to present a fast
drying process after the rain. Drainage and soil compression systems are
used as additional methods for road construction and maintenance.
4.3.5 Silvicultural and/or other management systems being implemented
Forestry operations involve the steps required for deployment, maintenance and
conduct of reforestation and aim to maintain the quality and health of the forest.
The operations occur at predetermined times and are constantly monitored.
FSC.FM.CUCRPT.F01(05) Page 11 of 44

Report number: 813512FSC.FM.CUCRPT -2009-01-FG
All activities have instruction techniques and environmental and social
safeguards related to written standards of quality set by the management team
and implemented in the field by company employees.
The activities and internal documents that establish technical guidelines are
listed below:
A) Land preparation
i. Area cleaning
Prior to planting, preparation begins with the removal of
forest residues from the land to be intended for the market
for biomass energy, which is usually absorbed by industrial
farming of grains and cereals. Specific instructions of these
activities are outlined in the Waste Management and Program
Quality Planting.
ii. Chemical weed control
Even prior to planting it is performed a chemical weed control
in total area in order to control the weed competition in the
early stages of deployment of forests. This procedure is
oriented according to the Quality Program of Planting.
iii. Ant Control
The control of attack by ants is performed before and after
planting of seedlings. The company has been developing this
activity through a sulfluramid-based insecticide, which is
listed as highly dangerous policies of the FSC. However,
currently it is not know any other effective method of
controlling insects which suggests a request for exemption
from the FSC policy for this purpose. The company ceased
operations of planting and control of cutter ants while
awaiting approval from the FSC for its request for exemption.
The document Management of Pests and Diseases defines this
activity execution.
iv. Liming
In some cases it is necessary to apply chemical corrections to
the soil to ensure healthy development of forest plantations.
For both, the activity of lime can be performed. For this, the
technical instructions are observed in the Quality Program of
Planting.
B) Planting
Climatic characteristics of the region lead the company to conduct the
plantations during the months of September and October, to avoid losses
by frost. There are planted about 1,600 seedlings per hectare, while
FSC.FM.CUCRPT.F01(05) Page 12 of 44

Report number: 813512FSC.FM.CUCRPT -2009-01-FG
respecting the areas of preservation and unproductive areas. Eventually
the activity of irrigation may be added at this stage of silvicultural system.
Specific instructions of these activities are outlined in the Quality of
Planting
C) Fertilization
The dosage and formulation of fertilizer are based on preliminary chemical
analysis of soil according to the Planting Quality Program, however it is
used primarily the macro-nutrients NPK.
D) Replanting
The replanting is done after evaluation of the sampling rate of seedling
survival and occurs in three to four months after planting, in which only
the survival rate is less than 93%, according to the procedures
documented in Program Quality Planting.
E) Conduction of forestry
i. Crest and chemical weed control
The activity takes place manually during the first year of
establishment of the plantation. The guidelines for its
implementation are in the document Quality Program
Planting.
ii. Maintenance fertilization
Only occurs when deficiency is detected in tree growth and
that this is related to plant nutrition. The evaluation and
formulation follow the guidance as Quality Program Planting.
iii. Pruning
The pruning operation has the function of ensuring the quality
of timber produced. The timing of interventions is determined
by age, diameter and height of the stand, following the
Pruning Quality program. This operation is performed
manually with the use of extension cords and saws for
pruning.
F) Harvest
The set of activities performed for the harvest of wood involves the
slaughter, delimbing, the topping, skidding, the cutting and stacking of
logs and small logs on the patios or yards. It is used to guide the activity,
the documents of the Quality Program and Quality Program Chop Cut
Shallow. The periods during which interventions will be undertaken by the
forest manager are determined based on inventory data for determining
the optimum point of harvest.
FSC.FM.CUCRPT.F01(05) Page 13 of 44

Report number: 813512FSC.FM.CUCRPT -2009-01-FG
The activities of felling, bucking, delimbing and topping are performed
semi mechanized using chain saws or axes depending on the type of
intervention (clearcutting or thinning). The drag and stacking can be
accomplished mechanically or by animals, also consistent with the type of
intervention. Processing is done with chainsaws in the shipyard.
The harvest can have two goals or types of intervention:
i. Thinning
Consists of a reduction of the density of trees per hectare, in
order to remove less vigorous trees in favor of the most
promising according to the primary purpose for use of the
wood. The system used for thinning is the mixed type
(systematic and selective). Thinning can be done 3 times at
most, depending on the results of the analysis of continuous
inventories and also the needs of the market. Trees are felled
with chainsaws and processed right there leading logs and
small logs which are then dragged by skidders or animals in a
yard or on the verge of trailing branches where they are
stacked so as to facilitate its subsequent loading.
Interventions of second and third thinning can apply
mechanization in drag with the use of skidders. The actions of
these activities are outlined in the Thinning Quality program.
ii. Clear Cut
It consists in the complete withdrawal of trees at harvest
management.
The trees are felled, and delimbed ends removed with
chainsaws and skidders dragging full by the yard or patio to
the intermediary for all of its processing into predetermined
lengths. Where are stacked so as to facilitate its subsequent
loading. The activity of stacking is done with tractors adapted
for this purpose. The guidelines for clearcutting are outlined
in the Clear Cut Quality program.
G) Loading and Transportation
The removal of the timber from the intermediary yards to the sawn mill
includes the mechanical load of logs and small logs on trucks from the
company itself. The activity is controlled by weighing of trucks and an
internal system of records of daily production sheets that are designed to
ensure the traceability of products shipped. For the quality of
transportation, employees are advised to follow the Clear Cut Quality
Program and Thinning Quality Program.
4.3.6 Environmental safeguards
Activities related to the restoration, conservation and expansion of natural
ecosystems (Legal Reserve and APPs) and environmental services are considered
in all operational activities undertaken by the company.
In addition to standard procedures, are also carried out monitoring to assess the
development of natural regeneration and the need for other interventions such
as reversal of the planting areas for natural ecosystems (APP), planting native
trees in degraded areas, control the invasion of alien species in natural areas,
according to the document Survey Strategies for Flora Conservation and Survey
Strategies for Wildlife Conservation.
At harvest care are set to avoid damage to remaining native forests and other
conservation areas. The generation of waste is controlled and procedures for
collection and disposal are applied.
The mapping of natural ecosystems and recovery areas are based on field
surveys and also on satellite images. The cues and aversive prohibitive by plates
also configure elements of environmental safeguards in conjunction with routine
surveillance, according to the document that describes the Forest Monitoring.
Some additional activities complement the environmental precautions taken by
the company:
Identification of outbreaks of fire and prevention of its risks;
Periodic review of forest machinery for detecting leaks or quality of waste
gas;
Plan for emergencies in case of accidents and consequent training of
employees;
Methods and equipment suitable for fuel transportation and storage, and
fuel supply of vehicles and machinery in the field.
During the logging activity the natural environment conservation is critical to the
quality of the operation; therefore, it is observed and implemented by the
forestry staff according to the Clear Cut Quality Program and to the Thinning
Quality Program.
To assist in the conservation of water resources, thematic maps were prepared
outlining rivers, streams, springs and ponds, identifying possible areas for
environmental recovery actions (PPAs) or prevention of impacts of forestry
activities to the sources existing in the FMU.
4.3.7 Management strategy for the identification and protection of rare,
threatened and endangered species
A set of actions were taken for identification and assessment of High
Conservation Value Forests (HCVF). A survey for the phytosociological
characterization of vegetation was conducted in partnership with the University
of Blumenau (FURB). The survey results and analysis are part of the strategic
program for survey and conservation of flora and fauna. Additionally, the
company applies a record scheme of the observation of animals, gathering data
on local conditions and type of animal that it was sighted, besides the
implementation of motion-sensitive cameras to record the actual presence of
animals in the FMU.
4.3.8 Monitoring procedures
The company's forest management is comprised of an extensive system of
monitoring activities to verify the performance of each step and also the matter
that pervades the social management. Quantitative and qualitative data, such as
those presented in the statistics of forest volumes and increments (Technical
Manual for Forest Inventory), or even those from the claims and demands of
stakeholders are valued and contribute to the improvement actions of the
management plan as a whole.
The forest also involves monitoring the health of the stands and attacks by pests
such as wood wasp, the monkey, the ants and weeds, according to the
Management Program of Pests and Diseases. Sampling of areas planted with
installation of traps provides information on population levels of the causative
agents of injury or retardation in their development.
Based on meteorological data collected, it is held daily forest fire prevention
practices and actions that are described in the Forest Surveillance Program and
in the Forest Protection and Fire Fighting Program.
4.3.9 Chemical pesticides used within the forest area:
The company Barra do Cravari Agroflorestal S/A uses pesticides to control pests
and diseases that eventually may attack the plantations. The use of pesticides is
always remedial when other alternatives do not achieve the desired effect, with the
exception of ants, elimination of weeds and removal of regrowth, where it´s use is
frequent, as shown in the Pests and Diseases Management document.
The use of pesticide promotes released products to the forest culture by applying the
necessary procedures for compliance with the legislation, both on the technical side
as on the health and safety. Also are considered the neighbors of forest units that
receive specific guidance on the potential application of pesticides in their activities
and their way of life.
Transport, storage and use of equipment for the activity of applying pesticides are
strictly controlled by the enterprise and standards are passed on to employees,
according to the established by the Ministry of Health and Ministry of Environment.
All products are licensed by IBAMA and by the Ministry of Agriculture. The dosages
used are in accordance with the guidelines of the manufacturers and the employees
involved in the handling, transportation and application of pesticides perform periodic
health checks, according to the Environmental Risks Prevention Program.
The Neighborhood Relations Program promotes awareness of the risks inherent in
the application of pesticides in forest areas and their possible impacts on crops or
animal creation maintained by bordering communities.
The organization also meets the principles of forest certification excluding pesticides
banned by the Forest Stewardship Council (FSC) of its activities.
The company Barra do Cravari S/A has made efforts to
regularize the properties, making the joint enrollment,
georeferencing, re-registration in the official organs. The
properties that already have an advanced stage in this
process, especially with regard to mapping and Legal Reserve
are currently objects of this evaluation.
Strategically, the company concentrated its efforts on areas
earmarked for settlement of cutting interventions over the
next 05 years. Meanwhile, the other company's properties
and also those held by its equity partners should be the
object of the same process. The Forest Management Plan of
the company explains all the forest areas under their
responsibility, and demonstrates the commitment to include
other areas for certification in the short term (2011).
The company owns a forest management in natural forest in
the municipality of Brasnorte – MT. The management plan is
approved by the environmental officers and the company has
procedures for the implementation of activity with little
impact on the forest. (RIL – Reduced Impact Logging).
It is clear that the company has a commitment with respect
to forest management and workers. The statements issued
by senior management of the company expressed the wish
that the scope of FSC certification of forests covering the
entire responsibility on the company and also its shareholders
and investors. There is clear evidence on the company policy
that its board is committed to adapt the other areas in the
FSC P&C and thereby increase its certified forest base.
Only farms that receive interventions over the next 05 years
are under the scope of certification. In addition there are
production controls explaining the name of the farms, plots,
cut and drag teams, and species. The system of issuing
invoices inserts only the observation (ID) of certified material
to the farms on the list of certified areas.
7. Observations
Some leisure areas in the
company’s farms (waterfalls
and lakes) could be used for
controlled tours. The company
has closed the access to these
areas after accidents and
vandalism occurrences.
The company’s forests provide
lots of benefits for the region,
like carbon fixing, animals and
economic part.
The company uses a large
amount of pesticides in its
plantations.
There are not negative
environmental impacts for soil
and water from the company’s
activities. There are not major
problems for other
environmental aspects.
7.1 Strengths and weaknesses
The community does not know
about the company’s
management plan.
There were not comments
about monitoring.
There were not specific
comments about HVC forests.
See comments about utilization
conflicts with the local community.
And it also must publish them for
the community. See minor NC
#01.
The company will be requested to
attend meetings with the
community to set strategies for
the real social demands analysis
and attendance, when it is
necessary. See minor NC #05
The company should know better
the services and forest resources
considered important for the
community. See minor NC #06
and Obs#09
The auditors sought evidences for
this comment and they found
aceptables levels of pesticide use.
The company has been gradually
abandoning pesticides use and
using more organic compounds.
The company will be requested to
improve its communication with
the stakeholders and the structure
of its relationship programs with
the community and neighbours.
Principle 1: Compliance with laws and FSC principles

Report number: 813512FSC.FM.CUCRPT -2009-01-FG
Strengths: The Company is recognized by official bodies and also by the
community as law-abiding relevant to their activities. It is still struggling to fully
settle the disputes relating to legal reserves in areas outside the scope of
certification.
Weaknesses: Evaluation mechanisms and prevention of incidents of
unauthorized activities on the farms of the company can be improved.
Principle 2: Tenure and use rights and responsibilities
Strengths: The Company has no dispute over the ownership and use rights to
their lands, being recognized as a pioneer in the regularization of rural properties
in the region. Today has been taking measures by the official land to ensure its
long-term commitment to sustainable forestry.
Weaknesses: The Company should improve its system for receiving and
registering complaints and possible conflicts over land use by local communities.
Principle 3: Indigenous peoples’ rights
Strengths: The Company conducted a survey by the official organ on indigenous
issues in its region.
Weaknesses: There are no weaknesses on this principle.
Principle 4: Community relations and workers’ rights
Strengths: Statements from neighbors and staff were very positive about the
company's position in its relationship with communities and workers. Several
benefits are promoted by the company on behalf of their employees and local
communities.
Weaknesses: The Company needs improvements in communication with the
work areas within the farms;
The training program for employees should have better structure;
The transportation of employees needs to be adjusted, to ensure the comfort and
safety of passengers;
The Social Action Plan of the company needs a better structure and must be
based on demands arising from their social impact rather than merely charitable
actions.
Principle 5: Benefits from the forest
Strengths: The Company promotes several benefits with their local forest
management, such as local processing, watershed protection, biodiversity
maintenance and others.
Weaknesses: There is need for formal recognition of the values and forest
services, along with developing a strategy for maintenance and enhancement of
such values, services and resources of the forest.
Principle 6: Environmental impact
FSC.FM.CUCRPT.F01(05) Page 27 of 44

Report number: 813512FSC.FM.CUCRPT -2009-01-FG
Strengths: The environmental impacts are anticipated and mitigation measures
are implemented and monitored. The company strives to minimize the use of
chemical handling.
Weaknesses: The Company lacks a mechanism for communication with
stakeholders to deliver a better understanding neighbors and local communities
about the impacts of forestry activities;
There is need to better control the implementation of guidelines for mitigating
impacts on forest operations.
Principle 7: Management plan
Strengths: The company has prepared a master document that includes the
minimum requirements for a management plan according to this criterion that
contains a set of additional documents such as policies, procedures, maps,
contracts, among others, show that, in general, appropriate to the goals and
scale of the enterprise, and provide the information necessary for the proper
development of forest management practices.
The management practices are being consolidated in a safe, seek technical
grounding as well as transparent and open relations with the community and
workers. The revision of the Forest Management Plan is made annually.
Weaknesses: They are not sufficiently clear and justified the environmental and
social objectives of forest management.
It requires an integration of biodiversity conservation programs, environmental
restoration, environmental education, social integration, among others presented
by the OMF, to their operational plans.
See minor NC #11.
The company also needs a more efficient communication of its actions in relation
to forest management among its neighbors, partners and other stakeholders.
See minor NC #08.
Principle 8: Monitoring and assessment
Strengths: The monitoring plan for measuring and analyzing various parameters
in various business areas of forest management, environmental program and
social program.
Inventories of all kinds make up the base of the monitoring plan of the company
ensuring a monitoring growth, regeneration and forest quality.
Weaknesses: The survey data and analysis of the monitoring plan are scattered
and do not facilitate an efficient and effective audit, and lacking clarity about the
specific goals in collecting such data.
The structure of the plan needs adjustments to demonstrate that this derives
from evaluations of environmental and social impacts present and is connected
with the larger goals of management.
See minor #12.
Principle 9: Maintenance of high conservation value forests
FSC.FM.CUCRPT.F01(05) Page 28 of 44

Report number: 813512FSC.FM.CUCRPT -2009-01-FG
Strengths: The Company has been valuing its maintenance of areas of high
conservation value, demonstrating clear measures for preserving and deepening
the analysis of specific attributes defined conservation.
Weaknesses: Concerns about the Forests of High Conservation Value is focused
in the areas of natural forests and lack a clear strategy of action for the
maintenance and expansion of the attributes. See Minor NC #13 and minor NC
#14
Principle 10: Plantations
Strengths: The plantations have clear objectives and well defined.
Diverse species are used in the stand, besides the establishment of this research
to increase diversification.
A mosaic of landscapes and strata is established with different species, ages and
treatments.
Adequacy of environmental areas such as the conversion of commercial crops in
permanent preservation areas are corporate priority.
Weaknesses: The use of pesticides in forest management needs a clearer
strategy of control and reduction of use to a minimum.
See minor NC #15
7.2 Identified Non-conformities and Corrective Action Requests
Minor non-conformity:
it is a temporary lapse, or
it is unusual/non-systematic, or
the impacts of the non-conformity are limited in their temporal and
spatial scale, and
it does not result in a fundamental failure to achieve the objective of
the relevant FSC Criterion or another applicable certification
requirement.
Minor non-conformities shall be corrected within one (1) year (under
exceptional circumstances within two (2) years).
Major non-conformity:
A non-compliance shall be considered major if, either alone or in combination
with further non-conformities, it results in, or is likely to result in a
fundamental failure:
to achieve the objective of the relevant requirement of the relevant
FSC Criterion, or
in a significant part of the applied management system.
The cumulative impact of a number of minor NC’s may represent a
fundamental failure or total breakdown of a system and thus constitute a
major NC.
FSC.FM.CUCRPT.F01(05) Page 29 of 44

Report number: 813512FSC.FM.CUCRPT -2009-01-FG
Fundamental failure is indicated by non-conformity which:
continues over a long period of time, or
is repeated or systematic, or
affects a wide area and/or causes significant damage, or
is indicated by the absence or a total breakdown of a system, or
is not corrected or adequately responded to by the client once
identified.
Major non-conformities shall be corrected within three (3) months (under
exceptional circumstances within six (6) months).
Major non-conformities are considered as preconditions and therefore
must be corrected before the certificate can be issued. Minor nonconformances
do not prohibit issuing the certificate, but they must be
addressed within the given timeframe to maintain the certificate.
Non-conformities (NC’s) identified during the Main evaluation are listed below. In
case the client has provided sufficient evidence during the audit process (i.e.
prior to the certification decision), the status of the NC is set on closed. In all
other cases the NC has to be closed within the given timeframe.
Each element (indicator) of the Standard is evaluated by means of a checklist.
Please refer to the annexed checklist for details (Annex 1, confidential part).
