Chief of Police
JOHN R. PRESTON
South Orange
By
Edgar Lum Cook
"There is no crime
among the youth of
South Orange,"
Chief John R. Preston
of the Village
police said in a statement
to this paper
today, explaining a
unique system of cooperation
between
the Police and the
South Orange Community
House, in
curbing such cases
of minor vandalism
as do get into the
toils of the law.
"It works like this," he said. "A short
while back we picked up a group of high
school-age boys for breaking several street
lamps. Instead of turning the boys over to
the juvenile court, or merely letting them go
•with a reprimand, we took them over to
Chauneey Owens at the Community House,
. "Mr. Owens has a way with youngsters
and knows practically all of them in South
Orange. Xt turned out that these boys were
members of one of the Community House
affiliated clubs and the money in the club
treasury to be used for a holiday dance was
used to pay for broken lamps.
"That way the boys learned one of the
first facts of living in organized society; if
people are responsible for their acts and pay
for them, they'll be better citizens for it
"We've turned over fourteen juvenile
eases to the juvenile court in the past four
years and not one of them has been a South
Orange boy," Preston stated.
"In '44 we had three cases of juvenile
purse snatchers and one armed holdup. The
ages of the boys ranged from one 12 through
"Hhree 14 to two who were 15. In '43 we picked
up six juvenile auto thieves, two for stealing
bicycles, and one other petty larcenist.
"There was no juvenile crime whatsoever.
in '40 and '41," Preston concluded.
"Our Community House Club system
operates effectively to provide South Orange
youth with instruction and entertainment
and to curb potential juvenile delinquency.
before it gets started," Chauncey Owens,
Managing 1 Director of the South Orange
Community House said today.
"The elected presidents of each club comprise
a Community House Council/' Owen
said. "When any club member does something
of an anti-social nature it is brought
before the Council and the President of the
individual club deals with the matter in Club
meeting."
SOUTH ORANGE COMMUNITY HOUSE
"Membership or the holding of an office
of any of the clubs relies on honor, selfrespect
and the respect for the rights of
others. They are seldom infringed.
"In addition, the welfare of the very
young infants of the Community is provided
for in a "Well Baby" Clinic with a doctor and
nurse in attendance from two to five o'clock
Thursday afternoons.
With a membership of over a thousand
youths at the beginning of World War II,
the South Orange Community House first
came into being in 1930 with the purchase of
the old South Orange Field House and the
addition of a 14-ropm wing in 1930.
For approximately 20 club groups, there
are 14 club rooms, a veterans' recreation
room, pool tables, four howling alleys, a craft
shop and three kitchens.
"Our Craft Club
produces some truly
amazing results/'
Owens said. "A number
of years ago a
lad named Ernest
Arnera came in and
wanted to make
model airplanes. He
was good at it and
in a year or so was
head of a club group
teaching model
plane construction,"
he went on.
CHAUNCEY OWEN
Executive Director
South Orange
Community Housa
"Our boys always keep in touch and a few
weeks ago I heard from him. He's now holding
down an important technical position in
Consolidated Vultee Aircraft in Hempstead,
Long Island.
"The gymnasium of the First Street
School houses our-present 16-team basketball
program," he continued.
"The addition of the gymnasium wing to
the community house will not only save us
considerable inconvenience but would also
enable us to expand our teams to a contemplated
thirty as well as to provide for an expanding
indoor athletic program for hundreds
of returning local veterans, and a
growing community," Owen said.
"With teams divided into Light Junior,
Junior and Senior Leagues, 135 youngsters
get a chance to play once a week/' he said.
"We could easily fill a gymnasium seven days
a week and all of the young servicemen are
not yet out of service."
Owen first came to South. Orange 25 years
ago to set up a Boys' Club under the sponsorship
of the Community House in an old saloon
at Sloane and First Streets.
A membership of 125 swelled in a year's
time to 300 and the'organization moved to
new premises at 129 South Orange Avenue
where it remained for eight years preceding
'the acquisition of the Community House,
