Challenges and Barriers: Briefly describe any signficant challenges/barers the CoC has experienced in:
1. BMS Implementation: Our HMS implementation for the Des Moines/olk County Continuum
continues to operate generally smoothy. Our most significant implementation barer was the loss of
partcipation by our primary domestic violence servce provider - Family Violence Center as a result
of the reauthorization of the Violence Againt Women Act and the advocacy leading up to the final
reauthorization. Ths loss reduced our family bed data collection parcipation rate among emergency
and tranitional housing providers to 73% th year from what would have been a partcipation rate of
89% this year. Not only did the contiuum lose signficant data, but it has impacted one of our
expansion goals related to development of data shang protocols among Des Moines area agenCies to
create a data shag network that support effective serce deliver to homeless and nea homeless
clients/consumers in the continuum.
2. BMS Data and Technical Standards Final Notice Requirements: The prima challenge for our
implementation in regards to the stadads ha been the implementation of PKI (public Key
Inastrctue) with our network. Ths requiement is an extemely expenive element and one tht
was not planed for with our fudig matr. We have be workig coopetively with the HM
Technical Assistace staff to network with other simlarly sizd implementations across the countr
to investigate solutions. One of our staf members ha also been par of the PKI workgoup for the
National Hum Serces Data Consortum Cuntly, it appears our most viable solution may
come though our HMS softare vendor. They are in the procss of developing an aspet of the
softare tht includes the fuctional requiementsofPKI and could be intalled though our existig
network softare.
