Why a ‘Turnover Review Study’? LAbOUR The AgriBEE Charter Council wants to understand the agricultural landscape of South Africa in order to provide a meaningful and significant AgriBEE Charter that will benefit role players in their transformation initiatives. This study will assist the Charter Council by determining the appropriate turnover thresholds. You are encouraged to take part in this economic study as it is critical that the AgriBEE Charter Council have the most recent information and understands the challenges of the agricultural community of South Africa in order to review the thresholds that will be most applicable and appropriate in the transformation of the agricultural sector through the AgriBEE Sector Code. Why is the study important? The purpose of the study is to compile a detailed database with aggregated demographic, financial and economic data on farming enterprises (primary agriculture) and agribusinesses and or agro-industries (secondary agriculture) in South Africa. This data will be used to make recommendations on turnover thresholds to assist the AgriBEE Charter Committee in determining the turnover thresholds for the industry. Who should participate? The draft AgriBEE charter is the only sector charter that clearly states that all business, which derives the majority of their income from agricultural activities, should be measured under the AgriBEE Charter. This Charter will cover: • All primary producers in South Africa (except those covered by the Forestry Charter), and • All agribusinesses (input supply, services, processing, packing and export). What is the purpose of the study? The Codes of Good Practice on BEE, as promulgated in 2007, currently provides exemption for businesses with an annual turnover of less than R5 million. Businesses with an annual turnover of less than R35 million, also called qualifying small enterprises, need to comply with four BEE scorecard elements. The draft AgriBEE Charter, as Gazetted on 26 March 2012, however states that “the Minister may, by notice in the Gazette, adjust the turnover thresholds following appropriate benchmarking studies, sub-sector inputs, other relevant information and consultation with the major stakeholders in the sector”.
