MISSION STATEMENT
MidPenn Legal Services is a non-profi t, public interest law fi rm
dedicated to providing equal access to justice and high quality
civil legal services to low-income residents and survivors of
domestic violence in 18 counties in Central Pennsylvania.

Executive Director’s Message
This has been a very interesting year at MidPenn,
between tornadoes, earthquakes, hurricanes, fl oods,
funding uncertainties and a growing number of Central
Pennsylvanians who are living at or below the poverty
level (352,079), we have all been kept quite busy.
As you read this report, you will see stories that show
our continued commitment to providing high-quality
legal services to low-income individuals within our 18
county region. We have always recognized that for
many of those who contact us, we are the last hope,
a place to go when there is nowhere else to turn; a place where they can fi nd
a voice to speak and a listening ear. A place where they fi nd advocates who
will advise, represent, counsel and sometimes console them.
Through our advocacy, families are successfully protected from violent
situations in their homes; individuals with disabilities are granted benefi ts;
families are able to save their homes and essential property; communities are
educated on legal issues affecting their lives; and parents and children are
able to obtain an orderly resolution to their family law matters.
At this time of increased need, fewer resources and more funding challenges
on the horizon, we work hard to be a good steward of the dollars that we
receive. We recognize that without the support of our many funders, and folks
like you, we wouldn’t be the light in the community to those who desperately
need access to the legal system. Thank all of you for your support and
confi dence in the work that we do to improve the lives of those families that
are struggling to get by.

Legal Aid: C ritical Help for Critical Moments

Fighting for Her Children and Her Dignity
He’d Do Anything To Get Over On Her
The father of Tanaya’s children stole their dog, Coco,
breaking the hearts of their little girls. He did worse.
Tanaya Thomas is a single mom struggling to be free from int imidation and
fear. She was separated from the father of her two young children, Grace (4) and
Lucy (3). But he was going to make her pay for it. She had always done most of
the parenting but he sought custody of the kids, just to get at her. He wouldn’t
return them after a visit. Tanaya could only see them if she took him back.
She was fearful for good reason. When she did get her kids back, he
terrorized her house. “He hit me in front of the children. I saw them run from
their own father. He broke their toys.” He destroyed her clothing. He stole Coco,
their beloved dog, which they never saw again. “The kids kept asking me what
happened to Coco.”
“MidPenn helped me get a PFA order and then we won the custody case,
too. I feel so much freer now,” says Tanaya. The York County mom believes her
children are safe but admits that she still looks over her shoulder when she goes
outside.
The attorney that represented Tanaya was hired through a fundraising
effort by York Business Leaders and the York County Bar Foundation. Similar
campaigns in Lancaster County (with the Lancaster Bar Foundation) and in
Dauphin County (with the Dauphin County Bar Foundation) have resulted
in the hiring of additional attorneys. In each of these three counties the legal
community was joined by local business leaders in successful fundraising efforts.

Giving Up Her Home Was Not An Option
Harrisburg Mom Wins Fight To Keep Her Home
Her home was her castle and she was going to fi ght to keep it.
Lurnetta Young is a single mom. She always worked hard. She was a case
manager for Mental Health and Mental Retardation and worked a second job
so her daughter could go to college. In 2006, she took a fi rst time homebuyer’s
course and bought her modest home.
She received a stunning blow in 2007 when she was run into by a drunk
driver. She has four rods in her back and faces further surgery. Unable to work,
she fell behind in her payments. “I was living in a hospital bed in my living room.
I worked hard for my house. Giving up was not an option.”
She needed help. “I called for an appointment at MidPenn. My attorney
was wonderful.” Attorney Nancy Datres helped her to apply for an Emergency
Homeowners Loan to stop the foreclosure action. The application was denied but
they pushed hard for reconsideration and were fi nally successful.
The foreclosure was stopped and Lurnetta got to keep her home. Her
daughter, Azia, graduates from Temple University at the end of the school year
with a degree in Finance. “Now she can take care of me,” Lurnetta laughs.

Giving a Voice to One in Need
James Farrell Got a New Lease on Life
James came into the MidPenn Pottsville offi ce because
of a notice he didn’t understand. His visit changed his life.
James Farrell grew up in Schuylkill County in the small town of Hometown.
He was born with a serious hearing problem and never learned to speak correctly.
He had multiple special needs and was homeless. When his doctor stopped
accepting his Medical Assistance card, he was confused. MidPenn paralegal
Trish Shilling went to bat for him. She found him another physician and more
importantly, looked into his unexpressed needs.
Trish helped him successfully apply for public assistance and connected him
with a private attorney who eventually won his SSI Disability case. She helped
him get an apartment in public housing and for the fi rst time in years, James has
a modest income and a roof over his head. She even helped him get a special
phone service, Safe Link. “When James has a problem now, he stops in to see me.
He trusts me,” Says Trish. “I love my job,” she adds. “I can really help people.”

Telephone Advice Project Reaches Out –
This Time to Touch a Slumlord
MidPenn Attorney Evangeline Wright solved a crisis
in Lebanon from her desk in State College.
Mandy Schwartz was excited. She had fi nally landed a new job. It was only
a fast food restaurant but now she could get caught up on her bills. Mandy and
her kids went to do some food shopping. She was stunned to return home and
fi nd that the landlord had illegally changed her locks. She could hear her little
chihuahua barking like mad inside. Her work uniform was also inside, as were
all her children’s things and necessary medication. What was she to do with her
children?
She called the police who wedged the door open enough to let the scared
little dog scamper out. When the landlord didn’t answer his phone the offi cers
told Mandy that she was on her own. Mandy called MidPenn and through the
Telephone Advice Project she was able to talk with an attorney almost immediately.
Attorney Evangeline Wright took the call in the MidPenn State College offi ce
and called the landlord’s lawyer in Lebanon. When he realized that the police
could back Mandy up, an agreement was quickly reached to restore access to the
apartment. The landlord was not above the law. The Telephone Advice Project
is made possible by grants from PA Interest on Lawyer Trust Account Board
(IOLTA), United Way of Miffl in-Juniata and the Centre County Community
Foundation.

Making Things Right
Father and Girlfriend Try To Trick Mother
Into Giving Up Her Only Child
Rachael Boone had no idea what was in store for her when
she and her daughter Rophia (2) moved to Pennsylvania
to reunite with her child’s father.
When Rachael Boone came to the MidPenn Gettysburg offi ce she was a long
way from home and in agony. She was a young deaf woman who was living in
a local shelter. She was being denied contact with her young daughter. Mother
and father had lived in Massachusetts, where she grew up. Shortly after their
daughter was born, father relocated to Adams County, his home area. He began
a relationship with another woman but told Rachael that he would break that off.
He convinced Rachael to bring the baby and come live with him in
Pennsylvania. But then he served her with a Custody Complaint and persuaded
mom to take a brief break to visit a friend. When she complied, he claimed that
she had abandoned Rophia and denied her all contact, save for a brief visit at the
father’s house on Rophia’s birthday.
Rachel didn’t have any experience with the legal system but she knew this
was wrong. MidPenn Attorney John Perry represented Rachael and they were
successful in getting Rachael primary custody. Reunited with her child, she
returned back home to Massachusetts.

Nicole Faith Berman
September 17, 1983 – December 28, 2010
MidPenn Staff Attorney Victim of Domestic Violence
MidPenn lost one of its own when staff attorney Nicole Berman was
tragically murdered at her home in Mechanicsburg. At the time of her death
Nicole worked in the MidPenn Chambersburg offi ce. Nicole was a 2009 graduate
of the Penn State Dickinson School of Law and began working with MidPenn
in May of 2010. While she was in law school she participated in the Family Law
Clinic.
During her short time with MidPenn, Nicole demonstrated professionalism
and dedication for the work we do as well great compassion for her clients.
She was a talented attorney who was not afraid of diffi cult cases and took each
case with passion and enthusiasm. Nicole will be greatly missed by all of us at
MidPenn as well as by her loving family and many friends.

President’s Message
As time changes, we see many changes in our
lives also. The important thing that remains the same
is the endeavors of MidPenn Legal Services. At Mid
Penn we maintain stability, strength and security. Our
clients are able to rely on the fact that we will be here
to provide an avenue for justice and fairness.
The sad fact remains that no matter how much
fi nances fl uctuate, there will always be low income
residents that need to have equal access to justice
through legal services. Unfortunately, there will also
always be victims of domestic violence that need our assistance in obtaining legal
protection. It seems that these needs are always increasing, no matter what the
fi nancial status of our country.
MidPenn Legal Services is full of caring people who serve to achieve this
mission. Our Board and staff work together with our community as a family.
We care for each other, respect each other, support and assist each other in all
that we do. All of our Family is active in the community and our community is
refl ected in our Agency. We strive to have our clients feel this warmth and caring.
Aristotle once said, “The greatest virtues are those which are most useful
to other persons.” At MidPenn Legal Services, we collect all the virtues in our
Family for the sole purpose of helping those who need us. I want to personally
thank our MidPenn Family which includes our Board, Staff, Communities we
serve and Funders for providing top quality, caring services to our clientele. We
look forward to another year of being able to serve our Communities and assist
our low income residents with representation, counseling, education, support, -
and other varied services that we offer.
