9. A critical analysis highlighting the most innovative contributions<br />

<strong>Dr</strong>.<strong>Suresh</strong> C. <strong>Mehrotra</strong>, FNASc, FIETE, AvHF, has received Ph.D. degree having the thesis entitled “ Collision<br />

induced transitions between molecular rotationa levels” under Professor James E. Boggs from the University of<br />

Texas at Austin, USA in July 1975 after completing his postgraduate education (1970) from Allahabad<br />

University. He has been actively involved in teaching and research for last four decades. He has made significant<br />

and pioneering contributions in (a) establishment of a novel time domain nonresonance spectrometer to cover<br />

wide frequency range of 10 MHz to 20 GHz (b) understanding ordering of molecules in polar binary liquids of<br />

different types and (c) theoretical and experimental advances to rotational relaxation in gas phase.<br />

In the first decade (1970-80), his contribution was to improve convergence of the time dependent perturbation<br />

theory [4] and to apply it to Inelastic Scattering theory to explain J-dependence of spectral line shapes related to<br />

rotational transitions in many molecules [6] of interstellar significance [10,12,13-17]. Experimental discrepancies<br />

regarding J-dependence have been explained using the theory.<br />

The second decade (1980-90) was devoted to experimental and theoretical studies about coherence decay rates<br />

(T2 ) and population transfer rates (T1) [30,38] in rotational transitions in gas phase. Earlier to the nominee<br />

work , it was general understanding that T1- type relaxation times are generally equal to corresponding T2-type<br />

relaxation times indicating dominance of inelastic collisions in gas phase. For the first time ,the nominee shows<br />

that the values of T1/T2 lie between 1 and 2 [25] for different inversion lines of NH3. This was explained due to<br />

inelastic collisions between the levels under consideration. Not only that , Investigation carried out by the<br />

nominee shows that the values of T1 are more than the corresponding values of T2 for l-doublet transitions of<br />

HCN perturbed by H2 ,D2 and He indicating dominance of elastic collisions [33]. The theoretical details reveal<br />

that this was elastic collisions consists of two inelastic half collisions. He has also provided solutions of four level<br />

Bloch type equations to explain transient pulse experiments [38, 40 ].<br />

In the Third decade and fourth decades (1990-2009), the focus has been shifted from gas phase to liquid state<br />

using broadband microwave permittivity spectroscopy using time domain technique [42] (first and only in<br />

India). The time domain reflectometer along with bilinear calibration procedure has been developed to get<br />

permittivity spectra in frequency range of 100 MHz to 20 GHz. The coaxial[47] cell as well as cells based on<br />

microstrip lines[100,102] (first time,not used earlier) were used for transmission of picoseconds pulses.<br />

Simulation software (first time) were developed for determination of permittivity spectra. This experimental<br />

development was unique and has been highly appreciated by the sponsored agency (DST). Besides TDT ,the<br />

microwave benches from X to Ku band were also set up to determine permittivity using the frequency domain<br />

technique [39,45] (many groups in India).<br />

The systems investigated were binary hydrogen bonded and nonhydrogen bonded polar liquids of different<br />

types, polymers [98], natural [67,97] and artificial biological molecules [118], pharmaceutical molecules,<br />

cancerous cells, ionic behavior in polar liquids [64]. The structural properties of liquids with -OH, -NH2, -CN ,-<br />

Cl ,-CH3 groups have been investigated. The experimental values are used to determine number of hydrogen<br />

bonded pairs along with their bonding energies were determined. The permittivity values are correlated with<br />

structural properties of binary systems [ 96,98]. For example, it has been shown that observed anomalous<br />

behavior in N-methyl formamide is due to formation of dimmer as well as trimmer[142]. The modification in the<br />

Bruggman theory has been widely accepted. The molecular structural parameters have been estimated from the<br />

values of permittivity [ 151].<br />

The facility has also been used to measure dielectric properties of Normal Human Oral Mucosa and oral mucosal<br />

lesions. Three dental students have done their dissertation work using the technique. Based on the work the<br />

nominee has fabricated an instrument ( published in Young India by Tepp) to detect cancer in mouth due to<br />

tobacco and it is under test in collaboration with the B.G. Hospital at Pune.<br />

The experimental TDT has become very popular due to its capability of providing the permittivity parameters. It<br />

has been used by various groups working at I.I.Sc., TIFR, Pune University, Jodhpur University, Ahemdabad<br />

University, NIT Jamshedpur, Darwad University,Allagappa University,Annamalai University,SRTM University<br />

and many affiliated colleges of the nominee’sUniversity, <strong>Dr</strong>.<strong>Babasaheb</strong> <strong>Ambedkar</strong> <strong>Marathwada</strong> University. Due<br />

to these collaborations, a large number of good quality publications have been published [see list of publications].<br />

This kind of research cooperation is a very healthy practice in research.<br />

The nominee has also involved in development of newly emerging field of Computer Science and Information<br />

Technology and helped the university to establish a new department (Department of Computer Science & IT) as<br />

per the regional need. He has also successfully established research activities in the new discipline of Computer<br />

Science. The significant advances have been done in Marathi speech recognition system, IVR, Hand written<br />

recognition, Performance Evaluation of Network, Facial Expression and Brain Computer Interfacing.<br />

The nominee has successfully initiated the credit based system in graduate and postgraduate courses of the<br />

University ( first one among universities in Maharashtra).<br />

Thus the nominee has provided scientific and academic leadership in the <strong>Marathwada</strong> region (considered to be<br />

backward region of Maharashtra) as per its need. His presence in the University has made difference in the field<br />

of higher education of the region.<br />
