RICS UK Housing Market Survey
Activity stalls as temporary stamp duty boost fades
• Price balance improves but remains negative
• Activity runs out of momentum
• Outlook becomes increasingly uncertain
The May 2012 RICS Housing Market Survey shows the price trend
to still be negative, albeit a little less so than in April, with most
activity indicators at best flat or turning a little softer. This reflects, in
part, some payback from the stamp duty exemption boost seen
previously but also the broader increase in global risk aversion in
the face of the worsening euro crisis.
The (seasonally adjusted) net price balance improved in May from
-19 to -16 i.e. 16% more surveyors recorded price falls rather than
rises. Whilst the price balance is still negative, the non-seasonally
adjusted breakdown that underpins the headline price balance
shows that 67% of surveyors reported no change in prices and of
those surveyors reporting price falls, 70% of them are doing so
within a range of 0 to -2%.
Activity was more or less stable in May. But there has been a clear
loss of momentum following the expiry of the stamp exemption for
first time buyers (for properties costing less than £250k) at the end
of March. Indeed, the deadline has had the effect of bringing
forward housing purchases into Q1 at the expense of Q2. Average
sales levels (per branch) fell by 2.6% in (the three months to) May
to 15.6, while average stocks on surveyors books (per branch) fell
by 0.2% to 67.8. This had the mechanical effect of pushing down
the sales to stock ratio – an indicator of market tightness – from
23.6% to 23.1% in May, which is considerably less than the long run
average of 33%.
The outlook for prices deteriorated relative to last month while sales
expectations, although still positive at both the three and twelve
month time horizon, are less so than in April. This most likely
reflects the deteriorating economic news flow coming out of Europe
at the moment following inconclusive Greek elections on May 6 th ,
but as mentioned above, it probably is also a result of the temporary
hit inflicted by the expiry of the stamp duty exemption.
At the regional level, London remains the only region in the survey
where the price balance is positive, a trend that has continued more
or less uninterrupted since February 2011. Of those regions
recording negative balances, the South East’s was least negative,
reinforcing the notion of a North/South price divide across England.
The Scotland and Northern Ireland net balances deteriorated
further, indicating a broadening in the number of respondents
reporting price falls.
About:
7
May 2012
• The RICS Housing Market Survey is a monthly sentiment survey of Chartered Surveyors who operate in the residential sales market.
Regions:
• The ‘headline’ national readings cover England and Wales.
• Specifically the 10 regions that make up the national readings are: 1) North 2) Yorkshire and Humberside 3) North West 4) East
Midlands 5) West Midlands 6) East Anglia 7) South East 8) South West 9) Wales 10) London.
• The national data is regionally weighted.
• Data for Scotland and Northern Ireland is also collected, but does not feed into the national data.
Questions asked:
1. How have house prices have changed over the last three months? (up/ same/ down)
2. Over the last month how have the number of new enquiries regarding property purchases changed? (up/ same/ down)
3. Over the last month how has the number of new instructions changed? (up/ same/ down)
4. Over the last month how did the number of agreed sales change? (up/ same/ down)
5. Over the next three months how do you expect house price levels to change? (up/ same/ down)
6. Over the next twelve months how do you expect house price levels to change? (up/ same/ down)
7. Over the next three months how do you expect the number of agreed sales to change? (up/ same/ down)
8. How many dwellings have been sold during the last 3 months i.e. where contracts have been exchanged? Number
9. How many dwellings are there currently for sale i.e. where contracts have not been exchanged? Number
10. How many branches do these relate to? Number
Net balance data:
• Net balance = Proportion of surveyors reporting a rise in prices minus those reporting a fall (if 30% reported a rise
and 5% reported a fall, the net balance will be 25%).
• Net balance data is opinion based; it does not quantify actual changes in an underlying variable.
• Net balance data can range from -100 to +100.
• A positive net balance implies that more respondents are seeing increases than decreases (in the underlying variable), a
negative net balance implies that more respondents are seeing decreases than increases and a zero net balance implies an
equal number of respondents are seeing increases and decreases.
• Therefore, a -100 reading implies that no respondents are seeing increases (or no change), and a +100 reading implies that
no respondents are seeing decreases (or no change).
• In the case of the RICS price balance, a reading of +10 should not be interpreted as RICS saying that house prices are going up by
10%, but that 10% more surveyors reported increases rather than decreases in prices (over the last three months).
• A change from +30 to +60 does not mean that the variable grew by 30% in one period and by 60% in the next period, but it
does indicate that twice as many surveyors reported an increase compared to a decrease than in the previous period.
• Likewise, if we get a reading dropping from +90 to +5, this still means that more respondents are reporting increases than
decreases overall, but the breadth of those reporting increases has fallen dramatically; meanwhile, a shift in the reading
from -90 to -5 still means that more respondents are reporting decreases than increases overall, but the breadth of those
reporting decreases has fallen dramatically.
Seasonal adjustments:
• The RICS Housing Market Survey data is seasonally adjusted using X-11.
Richard Sayer BSc FRICS, Rook
Matthews Sayer, Alnwick/ Bedlington,
Northumberland, 01685 510044 - Activity
has levelled off in May whilst still slightly
up on 2011. Stock levels and sales are in
harmony with no build-up of excessive
stock and sales transacting albeit slowly,
which continues to be a feature of this
recession. Prices are stable with no
pressure to increase. Auction sales have
been strong this year. It is unclear
whether the poor weather and Olympics/
Jubilee will reduce momentum further.
Alex McNeil MRICS, Bramleys, Halifax/
Huddersfield, West Yorkshire, 01484
530361 - Signs of an increase in the
output of new build and gradual
improvement as vendor expectations now
become more realistic and there is now a
problem of a shortage of new stock
coming onto the market.
Ben Hudson MRICS, Hudson Moody,
York, North Yorkshire, 01904 650650 - A
very busy spring/ early summer market
but quality buyers as opposed to quantity.
Bill Dale MRICS, Dale Eddison Ltd, Ilkley,
West Yorkshire, 01943 817642 - The last
David john Martindale, FSL Residential,
Wakefield, West Yorkshire, 01924 365250
- There has been a slight increase in the
levels of activity recently and hopefully
this will continue through the summer
months.
Francis Brown FRICS, Norman F Brown,
Richmond, North Yorkshire, 01748
Ian Adams MRICS, Miller Metcalfe Ltd,
Kingston upon Hull, East Riding of
market from progressing with improved
values and activity.
John Francis FRICS, Crapper & Haigh,
Sheffield, South Yorkshire, 0114 272 9944
- Activity remains within the market, but
only for realistically priced properties.
John Haigh, Lister Haigh, Knaresborough,
North Yorkshire, 01423 860322 - More
expensive and restrictive lending is
making it harder and harder to buy or
supposed to help?
Ken Bird MRICS, Renton & Parr,
Wetherby, West Yorkshire, 01937 582731
- Warmer weather has melted away the
motivated buyers that we were dealing
with earlier in the year. Sales are sliding
as the market adjusts to economic fallout
from Europe. Buyers expect all sellers to
reduce on price and more sellers are
holding out.
Mark John Hunter, Grice and Hunter,
Doncaster, South Yorkshire, 01302
360141 - The current market, in my
opinion, is now likely to be the 'norm' for
the foreseeable future. Between 2002 and
2004 many prices rose by a multiplier of
2.5. The consequences of this are likely to
be felt for many years (i.e. after the 1988
price explosion prices dropped and then
remained, in this area, virtually static for
13 years).
Mike Darwin 1126228, M W Darwin &
Sons, Northallerton, North Yorkshire,
01609 773567 - Sales are difficult to
complete with mortgages remaining
difficult to obtain, and buyer confidence
remaining low.
Nick Atkin FRICS, Ullyott & Butler,
Driffield, East Yorkshire, 01377 253456 -
Lack of mortgage availability.
Unemployment. Lack of confidence.
Tim Brown MRICS, George F. White LLP,
Bedale, North Yorkshire, 01677 425301 -
If you get an offer think yourself lucky, you
are one of only about 10% of vendors. Do
not rule any offer out as it could be the
only one you get. If you are really serious
about selling then listen to your agent's
advice, he knows what is happening on
the ground and should be honest and
realistic.
Still a difficult market were nothing seems
to be straight forward and funding coupled
with dual pricing from the banks is a
problem for our mortgage department.
Andrew Holmes BSc (Hons) Di Surv
MRICS, Carter Jonas, South Lakeland,
Cumbria, 01539 814908 - Some very
good instructions and an encouraging
number of buyer enquiries have given a
more optimistic view on the market.
However, there are still far too many
applicants who cannot proceed until their
own property has sold.
Brian Jackson FRICS, Ellis & Sons,
Southport, Merseyside, 01704 534171 -
After the slight spring surge the market
has now quietened and we expect a
slowdown over the summer holiday
period.
D C Coates MRICS, Venmores, Liverpool,
Merseyside, 0151 236 0301 - After an
encouraging start to the year the market
has slowed slightly. This is hardly
surprising given the uncertainty in the
euro zone. However it is still the case that
a realistically priced property will find a
buyer in an acceptable timescale.
Managing client expectations is key in the
present market.
John Halman, Gascoigne Halman,
Wilmslow, Cheshire, 01625 460344 -
There is little upward pressure on activity
or sales but there continues to be sales
for fairly priced properties in good
locations. Confidence remains low and
therefore transaction levels continue to be
subdued.
John Williams FRICS, MEWI, Brennan
Ayre O'Neill, Wirral, Merseyside, 0151 343
9060 - The slight reduction in activity
levels seen last month has continued into
May. Continued euro zone uncertainty
and the lack of growth in the wider
economy are unlikely to restore
confidence.
Jonathan Clayton FRICS BSc, Bentley
Higgs & Co., Blackpool, Lancashire,
01253 302928 - Realistically priced
properties are receiving a reasonable
level of interest. However, first time
buyers are still being held back by
shortage of mortgages.
Stephen Farnsworth MRICS, Manchester,
Greater Manchester, 07970 205 903 -
Market fundamentals still weak. All
participants cautious. Seasonal slight
increase in enquiries but with mainly
essential transactions in all submarkets
including 'niche markets' such as e.g.
'cash buyer', 'high end seven figure
mansion properties', retirement and
distressed property sectors. Owner
occupier market has potential buyers
looking to discount asking prices and
putting asking prices under pressure.
Changes to building regulations in recent
years and increased awareness of energy
efficiency means that buyers are
evaluating energy efficiency issues with
more rigour. Gentrification now very slow
within owner occupied sector as
householders cannot assume that scaling
up will result in market value appreciation
i.e. in off-setting stamp duty and other
costs of moving home.
East Midlands
Adam Farnsworth BSc MRICS FAAV,
Berrys, Northamptonshire,
Northamptonshire, 01536 532373 - The
market has been strong, through March,
April and May. June will be a tougher
month due to Queen's Jubilee and
tougher economic forecasts in Europe.
Sales are good, instructions are slow.
Christopher Shallice FRICS FAAV, Hix &
Son, Holbeach, Lincolnshire, 01406 422
777 - Considerable interest in specific
types of property and locations but ability
to proceed remains a problem mainly
centred on related sales and mortgage
availability. Realistic pricing is all
important.
David Johnson Dip Arb FRICS MCIArb,
Readings Property Group Ltd., Leicester,
Leicestershire, 0116 204 6157 - Concerns
in Europe are obviously creating
continuing uncertainty and although house
sale transactions have held up reasonably
well, the confirmation of a double-dip
recession has dented confidence of
recovery.
Dean Wood BSc FRICS, Sonas
Surveyors, East Midlands, East Midlands,
01332 693106 - Values have remained
relatively level apart from some isolated
pockets of good quality locations where a
small increase has been seen.
Edward Wreglesworth FRICS, Escritt
Barrell Golding, Sleaford, Lincolnshire,
01529 302271 - Worries about job
security and the general economy
continue to stifle the market, but there has
been some seasonal increase in
enquiries, viewings and instructions to
sell.
Ian J Shaw FRICS, Escritt Barrell Golding,
Grantham, Lincs, 1476590211 - More new
instructions this month but fewer new
applicants. Struggle to get buyers to
exchange contracts.
M Pendered FRICS, Martin Pendered and
Co Ltd, Wellingborough,
Northamptonshire, 01933 228822 - May
has been an exceptionally busy month,
with agreed sales the highest for 5 years.
The number of viewings has increased.
We have had 3 months of sustained
strong sales despite the deteriorating
European economy and I can only ascribe
it to the house buying public adjusting to
life at a lower level of income and getting
on with their lives. Wellingborough
appears to have bucked the trend for the
county, recording rising prices. We hope it
continues as the year progresses and so
far the signs are good. We have a very
good rail link with fast trains to St Pancras
less than 50 minutes which combined with
low property prices is a strong growth
factor.
Neil Hunt FRICS, Wilkins Vardy
Residential Limited, Chesterfield,
Derbyshire, 01246 270123 - More of the
same with a reasonable degree of
equilibrium between new instructions and
sales. There is no reason to expect much
change unless there is a further economic
catastrophe.
Nigel Paterson FRICS, Estate Agents
Lincolnshire, Spilsby, Lincolnshire, 01790
756958 - Market has flattened out. Low
level of demand. Prices starting to decline
again, following upsurge in activity in
February. Sales pipeline falling.
Peter Mountain FRICS, Peter Mountain,
Louth, Lincolnshire, 01507 603366 -
Some seasonal increase in activity but
nothing on the horizon to give any hope of
a lasting improvement.
Quentin Jackson-Stops FRICS, Jackson-
Northamptonshire, 01604 632991 - Many
factors are influencing the residential
property market including amongst other
things national and European economic
woes, job insecurity and lack of mortgage
finance. It feels almost like the dark days
of 2008. This year will be a struggle and
the light at the end of the tunnel seems to
have receded.
R L Bell BSc FRICS, Robert Bell and
Company, Horncastle, Lincs, 01507
522222 - After a good start to the year the
lack of agreed sales (and new
instructions) in (what should be a better
month) April was most deflating. This may
have been due to the awful weather and
possibly the removal of first time buyer
stamp duty concession - more relevant in
other parts of the country.
Stephen Gadsby BSc FRICS, Gadsby
Orridge, Derby, Derbyshire, 01332
296396 - Adverse media speculation on
the economy and lack of mortgage
hamper the market improving.
West Midlands
A Champion FRICS, Halls, Worcester,
Worcestershire, 01905 611066 - The
market remains difficult, pricing is key but
expectations remain volatile. Taking
longer than expected to get transactions
through. Very little urgency from buyers.
Andrew Grant FRICS, Andrew Grant LLP,
Worcester, Worcestershire, 7976982742 -
Steady sales continuing below £350,000
but much less active above that level.
Andrew Oulsnam MRICS, Robert
Oulsnam & Co., Barnt Green,
Birmingham, 0121 445 3311 - We have
seen more properties coming to the
Vendors still have unrealistic expectations
on price.
Brian Holt MA MRICS, Brian Holt
Chartered Surveyors, Leamington Spa,
recession and threat of mortgage increase
not helped.
Jeremy Dell MRICS, J J Dell & Co,
Oswestry, Shropshire, 01691 653437 -
Most properties that are sensibly priced
and for which there is a demand in the
market usually find a buyer.
John Andrews FRICS IRRV, Doolittle &
Dalley, Stourport, Worcestershire, 01562
821600 - Much more property coming to
the market, which is generating more
interest and although buyers have a
greater selection, there are those who are
ready to buy and are submitting realistic
offers.
John Andrews FRICS IRRV, Doolittle &
Dalley, Bewdley, Worcestershire, 01562
821600 - Still a limited selection of
property available for sale, however levels
of enquiry are increasing and sales are
being arranged.
John Andrews FRICS IRRV, Doolittle &
Dalley, Kidderminster, Worcestershire,
01562 821600 - An improving situation
with much more property coming for sale,
which is resulting in increased viewings
and offers being made.
John Andrews FRICS IRRV, Doolittle &
Dalley, Bridgnorth, Shropshire, 01562
821600 - A noticeable increase in serious
enquiries over the last month, although
viewings for a property are less than
would be expected at this time of year.
Those who view are serious and in many
cases have offers accepted.
John Ozwell FRICS, Hunters, Solihull,
West Midlands, 01564 771000 - Fairly
stable market although second May Bank
Holiday week produced shockingly low
sales figures. The resale market would
benefit from a boost from government
involving lenders and insurance
companies to help first time buyers.
Mark Taylor MRICS, Taylors Estate
Agents, Halesowen, West midlands, 0121
550 3978 - Incentives for first time buyers
on new build properties causing
imbalance and affecting the second hand
sales market on which the vast majority of
the public rely. Mortgage lenders making
borrowing much more difficult,
considerable delays in producing
mortgage offers and appear to be looking
for excuses not to lend.
Ryan Williams BSc FRICS, McCartneys
LLP, Hay-on-Wye, Hereford, 01497
820778 - Lots of new instructions but a
real shortage of buyers able to proceed
and help unlock the log jam. Too many
uncommitted sellers who are unwilling to
adjust to reality.
East Anglia
Alan Williams, Fenn Wright, Colchester,
Essex, 01206 216551 - We have
experienced encouraging levels of sales
activity this spring with more confidence in
the market than the same period last year.
The relative absence of euro crisis
headlines in the earlier part of the year
was helpful as some pent up demand
released into the market. The question
now is whether this will be sustained now
that Europe is back in the headlines.
Andrew Wagstaff MRICS, Bedfords,
Burnham Market, Norfolk, 01328 730 500
- Activity levels have steadily dropped
over the last 2 months although we have
been able to retain a reasonable level of
sales. The next 3-6 months are likely to be
challenging due to a combination of the
euro, Olympics and the economic climate.
Jeffrey Hazel FRICS, Geoffrey Collins &
Buyers are reluctant to confirm offers.
Sellers remain reluctant to accept offers.
John Pocock, Pocock & Shaw,
Cambridge, Cambridgeshire, 01223
322552 - A fairly quiet market all round
with a relatively small number of
transactions overall. A reasonable supply
of property available where the demand is
low, but a distinct shortage of what so
many buyers wants.
Mark Wood MRICS, Bradshaws,
Cambridge, Cambridgeshire, 01223
472011 - Demand for central city
properties remains very strong. Available
stock has decreased due to the strong
sales and limited number of properties
coming to the market.
Nigel Steele FRICS, Jackson-Stops &
Staff, Norwich, Norfolk, 01603 612333 - A
very patchy market with buyer confidence
affected by the economic outlook and the
weather.
Oliver Johnson MRICS, Clarke &
Simpson, Framlingham, Suffolk, 01728
724200 - Increased stock levels but
purchasers still being fickle. Weather
hasn't helped matters.
Ollie Peacock MRICS, Jackson-Stops &
Staff, Bury St Edmunds, Suffolk, 01284
700535 - Vendors’ expectations are high,
but buyers very cautious and we are
seeing a lack of confidence and
commitment from purchasers caused by
an uncertain economic outlook especially
with the euro crisis.
Richard Bannister FRICS, Bannister &
Company, Felixstowe, Suffolk, 01394
282828 - We have had a very promising
quarter but all future signs in the financial
and employment market are not brilliant
so it is likely this was just a very pleasant
‘blip’ for estate agents.
Robert Swiney MRICS3D, Strutt and
Parker, Ipswich, Suffolk, 01473 220428 -
Market is hardwork with lack of confidence
across the board. Pricing is still key to
getting viewings the rest of the year is
very uncertain.
South East
Anthony Jamieson MRICS, Clarke
Gammon Wellers, Guildford, Surrey,
01483 880900 - A lack of correctly priced
property is distorting the real market
prices resulting in a two tiered market.
Anthony webb FRICS, Trenchard Arlidge,
Cobham, Surrey, 01932 864242 - Strong
demand for 4/5 bedroom family houses
£600k – £1m. Too many over-priced
houses on market where sellers
unrealistic about expectations and
blinkered as to world financial turmoil as if
it affects others rather than themselves.
Antony Bromley-Martin MRICS, Strutt &
parker, Chelmsford, Essex, 01245 254600
- Anxieties over Greece and the euro zone
are impacting on the stock markets and
also the housing market. Confidence is
key. However, right house, right price,
properly marketed, will sell.
Barry Driscoll FRICS, Connells Survey
7917592831 - Sales activity has fallen
back since March.
Bryan Elphick FRICS, Elphick Estate
Agent competition clouding valuation
opinions.
Chris Gooch MRICS, Carter Jonas,
Winchester, Hampshire, 1962842742 -
Buyer activity levels seem to be
increasing and we are seeing more sales.
The big question is - will this be
sustainable bearing in mind wider macro
economic conditions and the problems
faced by the euro zone? Hopefully it will
due to the positive implications of the UK's
fast approaching summer of fun.
Christopher Pallet FRICS, Christopher
Pallet, Wendover Bucks, Bucks,
1296625000 - The experience in
Wendover is that the six months to April
were extremely slow with a reasonable
level of viewings but a low level of
sales .However since April the sales level
has got back to normal and all purchasers
appear to be acting in concert. It is
intriguing to speculate as to ‘what they
know’. We would not be able to predict
whether the activity will persist throughout
the year. If it does, stock will lower and
prices may increase. Quality property will
still draw exceptional interest. We have
sold a bungalow with potential for
replacement at well over £200,000 above
the guide having received 14 serious
offers of which about half were cash.
Clive Rutland FRICS, Rutland Chartered
Surveyors, Southampton, Hampshire, 023
8066 3451 - Following the Stamp Duty
changes the irony is that in areas where
sales are proceeding up to £250,000,
instructions have increased whereas in
areas where sales are well above that the
sales have reduced from busy levels in
January and February. Sales of larger
property have slowed and able
purchasers are negotiating hard to reduce
prices. There are signs that mid-range
purchasers are sitting on their hands
again. The initial optimism of the early part
of the year has dissipated slightly but
there are still deals being done and we
are busy. Recently a purchase was
approved with a 90% mortgage so
perhaps things are getting easier.
D.J. Parish FRICS, Gates, Parish & Co.,
Upminster, Essex/Havering, 01708
250033 - There is still a good demand for
realistically priced properties. Residential
flats are now selling better than last year.
There is also a good demand for
properties under £200,000.
David Nesbit FRICS, D.M.Nesbit &
Company, Portsmouth, Hampshire, 023
9286 4321 - There are some stirrings in
the market as price levels remain
competitive. Demand is still limited
affected by lack of confidence.
Instructions are increasing ahead of the
summer period.
Edward Robinson BSc (Hons) MRICS,
prepared to pay inflated prices.
Geoffrey Holden FRICS, Parsons Son &
John Frost Esq MRICS, The Frost
Buckinghamshire, 01494 680909 - The
market locally is very difficult especially in
excess of £1m pounds. The market is
more active in the lower price range sub
£500,000. The euro and difficulties in
borrowing money is causing significant
issues in the market place. Vendors are
not willing to accept in their opinion low
offers.
John Frost Esq MRICS, The Frost
01494 680909 - Reasonable level of
getting mortgage offers.
John Frost Esq MRICS, The Frost
Buckinghamshire, 01494 680909 -
Confidence dented by euro zone crisis
and general negative comments from the
instructions are from other agents’ houses
that are unsold making fresh new
instructions somewhat thin on the ground.
John Frost Esq MRICS, The Frost
01494 680909 - Limited number of
The lower end of the market appears to
there is a level of business.
John Frost Esq. MRICS, The Frost
Partnership, Amersham,
Buckinghamshire, 01494 680909 - Lack of
new instructions and low numbers of
valuations. HS2 issues in certain areas
affecting the market.
John Frost MRICS, The Frost Partnership,
Staines, Middlesex, 01494 680909 - Base
rate remaining stable plus an increase in
mortgage products and higher loan to
value deals is gradually bringing more
people into the market and encouraging
existing homeowners to place theirs onto
the market.
John King MRICS, Quinton Scott, Merton,
Surrey, 020 8971 6780 - A better month
all round, more valuations matching the
number of new enquires. More agents are
lowering their fees to win instructions.
John Woolley FRICS FAAV, Woolley &
Wallis, Lymington/ Marlborough,
Hampshire, 01722 424515 - Fragile.
Mark Everett FRICS, Michael Everett &
Company, EPSOM, Surrey, 01372
273448 - The strong start to the spring
market faltered with the incessant rain and
has failed to recover among a raft of bad
news and double dip recession.
Instruction levels remain adequate, but
buyer enquiries are down and sales
activity remains concentrated in lower and
mid market ranges. Quality homes are still
selling, but price remains key to
guaranteed success. Lots of upcoming
events to distract buyers could hasten the
summer lull.
Mark S Eshelby MRICS, Latchmere
Properties Ltd, Dorking, Surrey, 01306
876 006 - The market shows continuing
signs of improvements despite European
wobbles. The key to quick sales remains
correct pricing of good quality stock in
decent locations. Most agents complain of
insufficient property on their books so
demand is high for viable opportunities.
The main sticking block as ever is a lack
of available finance both for development
and to end users seeking a conventional
mortgage. All signs are that interest rates
will stay low for the foreseeable future
which will help the recovery continue.
Martin Allen MRICS, Elgars, Wingham,
Canterbury, Kent, 1227720557 - Getting
the asking price right remains key to
achieving sales. Vendors still reluctant to
Martin Seymour BSc FRICS, Crow
Watkin, Reigate, Surrey, 01737 245886 -
fairly slowly, and with some uncertainty as
to the future direction of prices.
Peter Fearn FRICS, Keats Fearn,
Farnham, Surrey, 01252 718018 - Delays
on the conveyance side and continuing
uncertainty on the economic front are
playing havoc with the market.
Peter Mockett FRICS, Hilbery Chaplin,
Romford, Essex, 01708 732732 - There
have been some positive trends recently
but the Euros, 2012 Jubilee celebrations
all this.
Philip Hiatt MRICS, Your Move Philip
321142 - New instructions coming on the
- The market is now relatively stable, with
a shortage of instructions holding up
prices, though there remains confidence.
Concerns amongst some buyers.
Increasing number of first time buyers too
boosted lower end of the market.
David Mackenzie, Carter Jonas, Bath,
Somerset, 01225 750900 - It was the
country house market that was most
affected but it would appear that the town
and city markets are starting to slow.
David McKillop FRICS, McKillop and
Gregory, Salisbury, Wiltshire, 01722
414747 - A very quiet and depressing
start to the month and nothing happened
for the first two weeks. The activity levels
suddenly improved on Monday 14th and
we arranged the highest number of
viewings on that day for a long time.
Offers and sales have improved although
very little new stuff is coming on to the
market. There are not many first time
buyers around and the main factors
driving the market at present are death
and divorce. The outlook is not very happy
in my opinion.
J G Waterton MRICS, Strutt & Parker,
April & May have seen good levels of new
John Cowley FRICS, Crisp Cowley, Bath,
Somerset, 01225 789333 - May, like April,
has been a better month in terms of
activity and sales. The Jubilee and
Olympic effect is hard to predict, but will
probably be adverse.
Lloyd Smale FRICS, Drew Pearce,
Exeter, Devon, 01392 201748 - May has
seen an increase in viewings such that
year on year they are up by approximately
20%. This has translated into offers and
sales being agreed. However, buyer
confidence seems fragile as we come to
the end of the month. Encouragingly the
number of market appraisals has
remained steady and provides some
optimism that new instructions will
continue to come to the market.
Mark Annett FRICS, Mark Annett &
in sales and enquiries since March even
for those above the Stamp Duty limits.
Stock is hard to get but no harder than it
has been for some time but enquiry levels
are very average. The saving grace is that
the quality of the buyers is generally good.
Peter G May FRICS, Minster Property
01202 842812 - The market has
continued to be busy relative to the end of
last year and January of 2012. I am
expecting the increased activity to
continue during the later spring early
summer thereafter there is greater
uncertainty but the likely expectation is
that business levels will be better than
2011. Although prices have shown slight
upward movement in some sectors this
reflects the busier spring market and is
following normal market trends. Over the
year I would not expect prices to have
changed much with perhaps a small drift
in an upwards direction being sustained
through the autumn.
David K Jones FRICS, Jones & Redfearn,
Rhyl, Denbighshire, 01745 351111 -
There are signs of improved activity in the
market but only because sellers continue
to be realistic in accepting offers. Buyers
are still finding it hard setting up
mortgages and transactions are taking
longer to complete. 2012 quite rightly will
be a 'Diamond Year' for Her Majesty but
not for the property market unless
Some modest improvements noted. A
recently opened new estate of good
quality properties has seen prices
achieved above expectations. Still fragile
however, and uncertainties over the Euro
improved mortgage supply.
Delyth Davies, MRICS, Clee Tompkinson
01267 230645 - There is life in the market,
but only for realistically priced property.
We are receiving a number of sensible
offers from motivated buyers, yet many
vendors will not compromise at all - most
frustrating. Buyers are keen to look at
fresh property, which is well priced. There
is a lack of property coming onto the
market, partly due to employment and
financial insecurities.
John Caines FRICS, Payton Jewell
Caines, Bridgend, Wales, 01656 654328 -
During the past month we have seen a
significant increase in enquiry rates,
footfall and sales agreed. This may well
be the start of a trend which we very much
hope will continue into the future. The
plight of first time buyers remains very
relevant and we would welcome any
government initiative for Wales that would
help. Buy to let investors appear to be
returning to the market. Overall, whilst this
upturn is welcomed, we still remain in a
buyers market.
Kelvin Francis FRICS, Kelvin Francis Ltd.,
Cardiff, South Glamorgan, 029 2076 6538
- There has been an increased number of
properties coming onto the market and an
increased number of potential buyers.
Because of the wide range of properties
available, buyers are taking their time in
deciding. Still a shortage of first time
buyers, lenders tightening their criteria,
which is holding matters back. The
government needs to apply pressure to
the lenders to be more flexible, or the
market may stall.
Paul Lucas FRICS, R.K.Lucas & Son,
Haverfordwest, Pembrokeshire, 01437
762538 - The property market has
significantly improved in activity. Mortgage
devaluations are still occurring although
vendors are beginning to show resistance
to subsequent renegotiations of agreed
prices. In short mortgage values are no
longer driving the market down as they
have continued to do for the last few
years. This change is good for the
industry.
London
A W Griffith FRICS, Robert Sterling
Surveyors LLP, Walthamstow, Waltham
Forest, 0845 838 0930 - Concerns about
the stability of the euro zone still proving
problematical. Also, Queens Jubilee
celebrations, and the Olympics, are
unlikely to stimulate the confidence we
need going forward, indeed, they are
more likely to lead to further reduced
activity.
Benson Beard MRICS, Bective Leslie
Marsh, Chelsea, London, 020 7589 6677 -
The government need to think very
carefully before implementing any further
tax burden on the property buyer. Already
there has been a drastic reduction in
activity amongst foreign investors.
Charles Puxley, Jackson-Stops & Staff,
Chelsea, London, 020 7581 5881 - Since
Easter there has been a definite lull in
Central London and much of the
overpriced stock is being forced to reduce
as there is no hope of it selling. The
buyers are too sophisticated to overpay.
Still not enough to sell.
James Gubbins MRICS, Dauntons,
Pimlico, Westminster, 020 7834 8000 -
The market remains devoid of adequate
stock and applicant numbers are on the
rise. Demand outweighing supply, as per
normal in recent time, drives prices
upward.
James Perris, BSc MRICS, De Villiers,
London, Central London, 0207 887 6009 -
Whilst there remains some strong demand
from international buyers there is much
more caution in the market with the recent
changes in stamp duty levels as well as
the considerable uncertainty in the euro
zone having an affect on the upper tiers of
the market.
James Wilson MRICS, WA Ellis, London,
Kensington and Chelsea, 0207 306 1600 -
Stamp duty on company purchases has
had an effect at the top end of the market
and there is still a lack of clarity on this
issue, in particular the Chancellor’s
implied ‘mansion tax’ and capital gains tax
measures in next year's budget. The Euro
zone crisis is certainly making buyers
more cautious but deals below £2m are
still plentiful.
Jeremy Leaf BSc FRICS, Jeremy Leaf &
Co., Finchley, Barnet, 020 8446 4295 -
Still considerable appetite to purchase
from fewer but more serious applicants.
However, shortage of stock, increasingly
strict lending criteria and over-ambitious
vendors restraining activity. Demand for
brand new homes and land to put them on
is continuing strongly.
John King MRICS, Quinton Scott,
Wimbledon, London, 020 8971 6780 - An
increased number of sales agreed this
month but stock levels remain static.
Applicant registrations continue to grow
month on month.
Justin Knight MRICS, Bective Leslie
Marsh, London, Greater London, 0207
603 5181 - The hunger for property, both
flats and houses in W14, W6 and W12
has gone into orbit. This is partly due to
the shortage of supply and large numbers
of buyers, who have been looking to buy
without success since the beginning of
last year. However the primary driver for
these parts of London being so buoyant is
due to a combination of value for money
that the areas offers in relation to areas
further east, W8 and W11. The number of
non domicile and domestic buyers, who
are directly targeting the area as a safe,
pleasant and vibrant area to live and the
fact that it is an easy commute into and
out of the city.
Keith Barnfield FRICS, Barnfields, Enfield,
Middlesex, 020 8363 3394 - Plenty of
activity. A reasonably good balance
between buyers and sellers has kept the
market ticking along.
Knight Frank, Wandsworth, 020 8682
7777 - The market in Wandsworth and
Clapham has reached a positive
equilibrium. Buyer and sellers’
expectations have not been closer aligned
for many years resulting in a very busy
spring/ summer and a record number of
sales being agreed.
Simon Aldous MRICS, Savills, London,
Central London, 2070163861 - We are
anticipating a lull in the prime central
London market, reduced number of sales,
little growth in values, this is due to overall
economic uncertainty. We are not
forecasting falls due to the lack of supply
and the continued presence of overseas
investors.
Tim Wordsworth MRICS, Anderson Wilde
& Harris, Westminster, London, 020 7061
likely these will be felt in the second half
of the year.
Alex Inglis MRICS, CKD Galbraith, Kelso,
Scottish Borders, 01573 224 244 - We
remain optimistic although there does
the gloomy economic news being
reported.
Anthony Perriam MRICS, Rettie & Co,
Edinburgh, Midlothian, 0131 220 4160 -
May has been a month of significant
activity, with the volume of sales we would
anticipate at this time of year, yet with
very little consistency in terms of price
range or location.
Market showing signs of a lack of
confidence after promising February and
March – euro zone issues and lack of
good news on domestic economy is
impacting on buyer sentiment - properties
recognised by the market and are
generating good interest but others are
being discriminated against.
Craig Henderson MRICS, Graham &
Sibbald, Glasgow, Glasgow and West
Scotland, 0141 332 1194 - As we
approach summer, we have seen a slight
reduction in activity levels, and
unfortunately continued downward
pressure on sales prices. Whilst the return
of the UK economy to recession is a
borderline situation, there is no doubt that
the buyers will see this as another
negative in the house buying process and
seek to use that to their advantage and
attempt to pay the lowest price for the
property they are thinking of buying. I
suspect that the current factors will prevail
for the time being, and we will see a
similar level of market activity to what has
been the case for the last year or so, with
buyers continuing to offer below Home
Report Values.
Darroch Robertson MRICS, Graham &
Sibbald, Aberdeen, Aberdeen/
Aberdeenshire, 01224 625024 - As with
the previous month there continues to be
a lot of activity in the market, both in
Aberdeen and its surrounding suburbs
where many sales are continuing to take
place, with good prices often being
achieved for the best examples. At the
very top end of the market properties
continue to perform very well, with many
achieving prices well in excess of Home
Report valuation figures underlining the
continuing wealth in Aberdeen.
David Corrie MRICS, CKD Galbraith,
Castle Douglas, Dumfries and Galloway,
1556505346 - A recent increase in agreed
sales relates to the number of sales
agreed in the Midlands and North of
England, where our main stock of buyer
comes from. This increase in activity has
allowed the buyer to proceed where
previously they could not.
Grant Robertson MRICS, Allied
Surveyors, Glasgow, Scotland, 0141 330
9950 - A strong spring market is turning
into a mature summer market with stable
values or at least more stable values and
average selling times of 4-6 weeks.
Closing dates with some agents remain
prevalent where asking prices are
tempered. However, where asking prices
are pushed sales times and values are
more difficult to achieve.
Greg Davidson MRICS, Graham &
Sibbald, Perth, Perthshire, 01738 445733
- Sales are continuing to happen across
all sectors because sellers are coming to
terms with market conditions and can see
the advantages of being realistic on
asking price and expectations. As such
sale prices may continue to drop back but
that should help to increase the number of
transactions. It is still a delicate balance
and the threat of further financial storms
continues to keep the forecast unsettled
and unpredictable.
