CHAPTER-1<br />
Introduction of the <strong>State</strong> <strong>Vigilance</strong> <strong>Bureau</strong>.<br />
1.1 Introduction & History<br />
The <strong>State</strong> <strong>Vigilance</strong> <strong>Bureau</strong> is the main investigative<br />
unit of the <strong>Vigilance</strong> Department. The main investigating wing was set up<br />
in June, 1967 when the Govt. of <strong>Haryana</strong> issued detailed instructions for<br />
effecting for reorganization of the Anti-Corruption machinery Vide U.O.<br />
No. 2682-V (1) -67 dated 17 th June, 1967 Appendix A. This order set up a<br />
Special Inquiry Agency (SIA) for enquiring into corruption related<br />
complaints referred to it by the <strong>Vigilance</strong> Department. This agency had a<br />
very modest beginning and was set up under an Officer in the rank of<br />
Superintendent of Police in the incipient stage. Progressive expansions<br />
took place from time to time and at present there is fairly widespread and<br />
effective network throughout the <strong>State</strong>.<br />
The Special Inquiry Agency was rechristened as the<br />
<strong>State</strong> <strong>Vigilance</strong> <strong>Bureau</strong> in the year 1978 and presently functions as such<br />
under the charge of it’s Director who is an IPS Officer in the rank of<br />
DGP/ADGP. The Director who is the head of Department is assisted by<br />
an Inspector General of Police, Deputy Inspector(s) General of Police,<br />
Superintendent(s) of Police, Deputy Superintendent(s) of Police and<br />
officers /official of other ranks.<br />
1.2 Aims.<br />
The principal objective of the <strong>State</strong> <strong>Vigilance</strong> <strong>Bureau</strong><br />
<strong>Haryana</strong> is to curb the evil of corruption amongst Public Servants and to<br />
prevent leakage of Government revenue by taking action against<br />
unscrupulous Government Servants who indulge in mal-practices and<br />
corruption. The <strong>State</strong> <strong>Vigilance</strong> <strong>Bureau</strong> also helps various other<br />
Government Departments by suggesting ways and means to combat<br />
corruption and to prevent leakage of Government Revenue.<br />
1.3 Functions.<br />
