Actual expenditure is reviewed in comparison with the annual budget by the Council and<br />

is approved by the Council when the statement of accounts is approved.<br />

The Council does not have an internal audit function or audit committee but the Council<br />

will consider matters impacting on internal control and the financial statements. This<br />

arrangement is considered sufficient for the size and extent of the Council’s operations.<br />

Review of effectiveness<br />

As Accounting Officer, I have responsibility for reviewing the effectiveness of the system of internal<br />

control. My review of the effectiveness of the system of internal control is informed by the work of<br />

Council members who have responsibility for the development and maintenance of the internal<br />

control framework, and comments made by the external auditors in their management letter and<br />

other reports. I have been advised on the implications of the result of my review of the effectiveness<br />

of the system of internal control by the Council and a plan to address weaknesses and ensure<br />

continuous improvement of the system is in place.<br />

A Corporate Statement was agreed between Council and DTI and signed in January 2005.<br />

Following the transfer of sponsorship from DTI to the National Measurement Office and subsequent<br />

Machinery of Government changes between DTI DIUS and DBIS, a new Corporate Statement was<br />

agreed with the National Measurement Office and signed on 5 March 2010. A copy is available from<br />

me, as is a copy of the 2011 Corporate Statement which has been agreed between the Council and<br />

the National Measurement Office but has not yet been signed at the date given below.<br />
