IMPLEMENTATION OF MARITIME LABOUR CONVENTION 2006<br />

The Singapore Shipping Associati<strong>on</strong> (SSA), together with our <str<strong>on</strong>g>tripartite</str<strong>on</strong>g> and social<br />

partners, namely the Maritime and Port Authority <strong>of</strong> Singapore (MPA), the Singapore<br />

Maritime Officers’ Uni<strong>on</strong> (SMOU) and the Singapore Organisati<strong>on</strong> <strong>of</strong> Seamen (SOS),<br />

will be holding a Singapore Tripartite Workshop <strong>on</strong> the Implementati<strong>on</strong> <strong>of</strong> the Maritime<br />

Labour C<strong>on</strong>venti<strong>on</strong> 2006 (MLC 2006). The Workshop will be held at the Marina<br />

Mandarin Hotel <strong>on</strong> 14 August 2012.<br />

The MLC 2006, whose entry into force is anticipated in the coming year, is touted as<br />

both the Seafarers’ Bill <strong>of</strong> Rights and the fourth pillar <strong>of</strong> the internati<strong>on</strong>al regulatory<br />

regime for quality shipping. It c<strong>on</strong>tains detailed provisi<strong>on</strong>s that require uniform standards<br />

<strong>of</strong> welfare and safety for seafarers, further promoting a level playing field am<strong>on</strong>g<br />

operators in the <strong>maritime</strong> industry.<br />

Once it enters into force, MLC 2006 will lift internati<strong>on</strong>al <strong>maritime</strong> <strong>labour</strong> standards to a<br />

level never before. As with any major c<strong>on</strong>venti<strong>on</strong>, MLC 2006’s entry in the world stage<br />

will have legal, commercial, and practical implicati<strong>on</strong>s for different stakeholders. It<br />

therefore becomes important for all <strong>maritime</strong> pr<strong>of</strong>essi<strong>on</strong>als to gain an intimate<br />

knowledge <strong>of</strong> and familiarity with this important c<strong>on</strong>venti<strong>on</strong>.<br />

This Workshop will provide an understanding <strong>of</strong> the various <strong>maritime</strong> <strong>labour</strong> issues<br />

facing the <strong>maritime</strong> industry in the advent <strong>of</strong> the entry into force <strong>of</strong> MLC 2006. It<br />

discusses the key c<strong>on</strong>cepts, rights, duties, and resp<strong>on</strong>sibilities articulated in the MLC<br />

2006. Aside from a presentati<strong>on</strong> <strong>of</strong> the provisi<strong>on</strong>s <strong>of</strong> the C<strong>on</strong>venti<strong>on</strong>, the <str<strong>on</strong>g>workshop</str<strong>on</strong>g><br />

includes interactive panels <strong>of</strong> discussi<strong>on</strong> for the participants.<br />

Workshop objective<br />

The objective <strong>of</strong> the Workshop is to enable<br />

the participant to acquire the knowledge<br />

necessary to become intimately familiar with<br />

the MLC 2006. In particular, the participant<br />

will become c<strong>on</strong>versant with the general rights<br />

and principles underlying the C<strong>on</strong>venti<strong>on</strong> as<br />

well as the substantive provisi<strong>on</strong>s that provide<br />

detailed standards, regulati<strong>on</strong>s, and guidance<br />

<strong>on</strong> issues c<strong>on</strong>tained in the MLC’s five<br />

substantive titles: minimum requirements for<br />

seafarers to work <strong>on</strong> a ship; c<strong>on</strong>diti<strong>on</strong>s <strong>of</strong><br />

employment; accommodati<strong>on</strong>s, recreati<strong>on</strong>al<br />

facilities, food and catering; health protecti<strong>on</strong>,<br />

medical care, welfare and social security<br />

protecti<strong>on</strong>; and compliance and enforcement<br />

(flag/port/crew-supply state).<br />
