SINGAPORE TRIPARTITE WORKSHOP ON
IMPLEMENTATION OF MARITIME LABOUR CONVENTION 2006
The Singapore Shipping Association (SSA), together with our <strong>tripartite</strong> and social
partners, namely the Maritime and Port Authority of Singapore (MPA), the Singapore
Maritime Officers’ Union (SMOU) and the Singapore Organisation of Seamen (SOS),
will be holding a Singapore Tripartite Workshop on the Implementation of the Maritime
Labour Convention 2006 (MLC 2006). The Workshop will be held at the Marina
Mandarin Hotel on 14 August 2012.
The MLC 2006, whose entry into force is anticipated in the coming year, is touted as
both the Seafarers’ Bill of Rights and the fourth pillar of the international regulatory
regime for quality shipping. It contains detailed provisions that require uniform standards
of welfare and safety for seafarers, further promoting a level playing field among
operators in the maritime industry.
Once it enters into force, MLC 2006 will lift international maritime labour standards to a
level never before. As with any major convention, MLC 2006’s entry in the world stage
will have legal, commercial, and practical implications for different stakeholders. It
therefore becomes important for all maritime professionals to gain an intimate
knowledge of and familiarity with this important convention.
This Workshop will provide an understanding of the various maritime labour issues
facing the maritime industry in the advent of the entry into force of MLC 2006. It
discusses the key concepts, rights, duties, and responsibilities articulated in the MLC
2006. Aside from a presentation of the provisions of the Convention, the <strong>workshop</strong>
includes interactive panels of discussion for the participants.

Workshop objective
The objective of the Workshop is to enable
the participant to acquire the knowledge
necessary to become intimately familiar with
the MLC 2006. In particular, the participant
will become conversant with the general rights
and principles underlying the Convention as
well as the substantive provisions that provide
detailed standards, regulations, and guidance
on issues contained in the MLC’s five
substantive titles: minimum requirements for
seafarers to work on a ship; conditions of
employment; accommodations, recreational
facilities, food and catering; health protection,
medical care, welfare and social security
protection; and compliance and enforcement
(flag/port/crew-supply state).
