Staden described <strong>RPZC</strong>’s plans regarding the transport, storage and loading of zinc and lead<br />

concentrate. Auriol presented the findings of the Environmental Impact Assessment.<br />

A D. van Staden We will load the trucks from 7 – 10am at the mine. The increase in traffic in Lüderitz<br />

will occur between 12am – 3pm, when the trucks arrive. No night driving will<br />

happen.<br />

Q N. de Wee Did you consider the impact on the roads in town?<br />

A D. van Staden Yes, we did, the heavy truck traffic will probably double.<br />

C F. Krenz One should consider the possibility to use the sulphur trucks to transport the Zn and<br />

Pb concentrate from Rosh Pinah to Lüderitz. Current the trucks return empty to<br />

Lüderitz.<br />

C N. de Wee The LTC should monitor the impacts on the roads.<br />

Q D. van Staden Is there deterioration of the roads?<br />

A I. N. Tjipura Maintenance of the B4 is the responsible of RCC, but in Lüderitz town the town is<br />

paying for the maintenance of the roads. 15 – 22 32t trucks is quite an increase and<br />

we need to see what will happen to the roads.<br />

A F. Boje We are talking to Namport and we may construct a weighbridge at the harbour. At<br />

present we have a weighbridge at the mine and just north of the Skorpion gate.<br />

Q I. N. Tjipura Did you look at the option to use the railway to Lüderitz?<br />

A D. van Staden Yes, we did and we will consider this option once the railway line is up and running,<br />

but the timeline for <strong>com</strong>pletion is uncertain. In a meeting with TransNamib the<br />

future railway line from Aus to Lüderitz was presented to the mine.


Q N. de Wee The conveyor belt is enclosed, but the hatch is open. Did you consider the impact<br />

of wind?<br />

A D. van Staden This picture gives the wrong impression, the ship hatches will be closed and the<br />

retractable shoot will discharge the concentrate at the bottom of the <strong>com</strong>partment.<br />

A F. Boje Zn and Pb concentrate is very heavy, so the load won’t reach the top of the<br />

<strong>com</strong>partments. It probably will only fill the ship to a third.<br />

Q G. Joseph What will you do against the noise impact?<br />

A A. Ashby The shed will be enclosed, so noise will be minimal.<br />

A D. van Staden The trucks driving through town will increase the noise level, but it will be during the<br />

day. The other noise source is from the front end loaders in the shed, which is<br />

enclosed.<br />

A B. Strauss The trucks will drive at low speed through town.<br />

Q N. de Wee Regarding road accidents – what emergency plans will be in place. Will you have<br />

an emergency team in town to clean up any spillages?<br />

A D. van Staden This will be part of the tender requirements for the truck contractor.<br />

A F. Boje All spills will be cleaned up. We will train the team in the shed to clean up any spills.<br />

Q E. Langer Did you consider the damage to buildings from heavy trucks driving through town?<br />

Once the railway line is finished, all bulk <strong>com</strong>modities should be transport by rail.<br />

We need to make sure that this is enforced.<br />

A F. Krenz Once the railway line is finished we will consider this. Where will the railway line<br />

enter the harbour?<br />

A I. N. Tjipura Along the current line and it will need to be raised about a metre and the road too.<br />

Q N. de Wee What will you do to minimise the dust from the dirt road on which the heavy trucks<br />

drive through town.<br />

C I. N. Tjipura This section through town should be interlocked to minimise dust generation. LTC<br />

needs to talk to Skorpion and <strong>RPZC</strong> and suggest a joint venture. The stretch is only<br />

600 – 700m long.<br />

Q N. de Wee I suggest that a baseline survey of the current road situation is undertaken to later<br />

see the impact of the increase in heavy truck traffic.<br />

C S. Ndjaleka LTC should identify the route the trucks should use through the town.<br />

I took note regarding the job creation, this will bring further business into the town, it<br />

is very positive and we wel<strong>com</strong>e the project.<br />

Q H. Hamukuaja What are the products used for?<br />

A D. van Staden The Zn and Pb concentrate will be shipped to refineries overseas to produce zinc and<br />

lead which are used for example for zinc sheeting and lead in batteries.<br />

Q I. N. Tjipura Why don’t we add value to the product in Namibia, e.g. build our own smelter?


A C. Aspeling We currently use around 400MW electricity in Namibia, of which 110MW is used by<br />

Skorpion Zinc. This is a small smelter, but already uses nearly 1/3 of Namibia’s<br />

electricity requirement. Two aspects rule against constructing a smelter in Namibia:<br />

1. The high electricity consumption<br />

2. When Black Mountain in RSA was built, it utilised 200,00t of concentrate, but<br />

now they need to put up to 500,000t through the smelter to make it profitable.<br />

Smelters in RSA had to close down as they couldn’t <strong>com</strong>pete economically. To make<br />

a smelter economically viable in Namibia the concentrate of 7 – 8 mines like Rosh<br />

Pinah (650,000t/yr) need to feed the smelter. We don’t have that ore, and to import<br />

concentrate would be far too expensive.<br />

Q S. Ndjaleka We like to suggest that the service providers are sourced from Lüderitz.<br />

A D. van Staden We will consider this in the tenders.<br />

Q S. Ndjaleka Manica, who operates the Skorpion shed is based in Walvis Bay, hence there are not<br />

many benefits for Lüderitz.<br />

A F. Boje It is high on our agenda to keep business in the Karas Region. For example, we will<br />

source FEL drivers from this area. In all tenders Karas Region-based <strong>com</strong>panies get<br />

higher rating.<br />

C I. N. Tjipura Please make sure that Namport provides the new plans to the LTC.<br />

regularly?<br />

A D. van Staden Yes certainly. Every time before we load, we will do a dry run with the unit.<br />

A F. Boje We run kilometres of conveyor belts at the mine all the time so we are very familiar<br />

with them.<br />

Q J. Isaaks Will there be any storage outside?<br />

A D. van Staden No, nothing. Only the mobile ship loader.<br />

Q F. Hedimbi Will you have any spillage protection method on the quayside, like a tarpaulin?<br />

A D. van Staden We don’t think this is necessary. If the conveyor belt trips, the material will be in a<br />

casing.<br />

Q F. Hedimbi Do you expect to handle any poisonous material? If we have a spillage, could there<br />

be any contamination to fish being loaded?<br />

A F. Boje If it falls on fish, it just needs to be washed off – it is like sand, it is not metal. It is 5-<br />

8% moist so it is not dusty.<br />

Q J. Oranje When is it likely that the project will begin and what is is the duration?<br />

A D. van Staden We hope to start operating from the harbour in June 2013. The current life of mine<br />

will run to 2025.

Q R. Cloete What are your electricity and water requirements?<br />

A F. Krenz Water requirements will be minimal – only for ablution, office tea etc.<br />

We cannot tell you the electricity needs yet. It will depend on the time of day – night<br />

loading will require more. The mobile loader will require 3 phase. I don’t think the<br />

conveyor belt will use more than 30KW but we will get back to you with the specs.<br />

C L. Kufuna You must have a procedure in place to close the end of the hopper to prevent<br />

residue from dropping out when the hopper is moved.<br />

A D. van Staden Good point. Yes we will.<br />

Q F. Hedimbi Will the conveyor obstruct anything in the harbour?<br />

A M. Kooper Only the crane. We can drive underneath the mobile arm as it can go up and down.<br />

The boats will start high and empty. The arm will be about 8m high and it probably<br />

won’t be below 6m.<br />

A F. Boje You can pass around the building. If there is an emergency, we could always stop<br />

loading and move the arm.<br />

Q A. Ashby Will the trucks be dedicated trucks?<br />

A D. van Staden It will depend on the contractor.<br />

Q J. Isaaks What are your emergency procedures?<br />

Q J. Oranje How do you ensure in your tender documents that the contractor should recruit<br />

locals?<br />

A F. Krenz We can say preference will be given to Namibians. Many contractors will prefer<br />

people who have had experience of working in Lüderitz before.<br />

C J. Oranje I suggest that you collaborate with Namport when you need to recruit. We have<br />

trained some local people.<br />

C F. Boje There are more economic benefits beyond the jobs we create directly. More people<br />

will <strong>com</strong>e into the area.<br />

Q R. Kennedy How do you control the weight of the trucks?<br />

A D. van Staden We have a weighbridge at the mine. RA also have a weighbridge at Rosh Pinah.<br />

For control purposes, we may also have one at the port.<br />

C F. Krenz The legal limit is 4t per axle so 32t trucks are the most likely to be used.<br />

C L. Kufuna We are grateful that this project is happening. It will be a gain for us and it is in the<br />

National Interest.<br />

Q F. Krenz Which road access can we use? Can we <strong>com</strong>e in at the back, past the Namport<br />

head office?<br />

A M. Kooper Skorpion wanted to do that too. We may have to change the alignment of the gate<br />

but we can look at that this afternoon during the site visit.<br />

Q F. Krenz Can you confirm that the water and sewerage lines run along the quay?

A F. Krenz The whole storage shed will be lined with plastic sheeting to ensure that no<br />

moisture enters the shed and no seepage enters the ground. A concrete floor and<br />

interlocks will be placed on top.<br />

Q J. Calaҫa The loading of the ship will negatively impact on the off-loading of fishing vessels.<br />

When the concentrate is loaded we won’t be able to drive under the conveyor belt.<br />

A D. van Staden The loading will only occur once a month for approximately 48 hours.<br />

C J. Calaҫa We already have a huge problem to enter the harbour – this is our home port –<br />

where we off-load the fish and do maintenance on the ships. We need to be sure<br />

that the loading of the concentrate will not hamper the mooring of fishing vessels. I<br />

do understand that this project is important to Namport and Lüderitz. What is<br />

Namport going to do about it?<br />

A L. Kufuna Thank you. We note your concern; it is a valid point. Namport needs to plan<br />

carefully all the ship movements to ensure that all users have access.<br />

Q F. de Villers During the tuna season, 4 to 5 ships moor next to each other as space is limited.<br />

What will happen when Skorpion is off-loading, Zinc or Lead is loaded and a<br />

container ship arrives; will they all have preference to the fishing vessels?<br />

A L. Kufuna The loading or off-loading will only take 48 hours.<br />

Q F. de Villers Skorpion Zinc and container ships already operate in the harbour at the same time<br />

and we do experience problems re mooring.

A L. Kufuna We need to plan not to have big vessels in the harbour at one time.<br />

C M. Kooper We are looking at expanding the harbour to increase the capacity for bulk export.<br />

The mines in the south of Namibia want to use the harbour. We will ensure that<br />

fishing vessels are ac<strong>com</strong>modated.<br />

C J. Calaҫa <strong>RPZC</strong> is <strong>com</strong>ing now to invest in the harbour, but the new harbour will only be<br />

finished in the next 5 years, if then. Some of the fishing vessels get shuffled around,<br />

sometimes 3 and 4 times in the harbour.<br />

You will <strong>com</strong>pensate us, if any fish gets contaminated? We off load fresh fish on ice<br />

and we have strict time limits.<br />

C M. Mackenzie Containers, zinc vessels and other big users will get priority entering the harbour.<br />

What happens with other big users - gas? Where will this leave us?<br />

Q S. Pye How well sealed is the conveyor? Is there any potential for spillages during<br />

loading? Our concern is that the zinc and lead concentrate will get into the water.<br />

A D. van Staden The conveyor will be enclosed. We are planning there will be no exit points.<br />

C J. Calaҫa I saw spillage happening in WB, concentrate did fall into the harbour. Again, who<br />

will be responsible to <strong>com</strong>pensate me, if contamination of fish occurs? Will Namport<br />

pay me or <strong>RPZC</strong>?<br />

The layout of WB harbour is different; the bulk terminal is quite a distance away<br />

from the fishing vessel quay area. Here, it is only metres away. Fish will get<br />

contaminated.<br />

Q M. Mackenzie The easiest solution is to move the storage shed further North?<br />

A L. Kufuna/ M.<br />

Kooper<br />

We don’t have space to move the storage shed further North, as this area is<br />

dedicated for container storage.<br />

C L. de Villiers A few years ago we had a very good tuna season. Fish is kept on ice for a limited<br />

time. How will you ac<strong>com</strong>modate all the ships during the tuna season?<br />

Q J. Calaҫa Vehicles should not be allowed to drive beneath the conveyor belt. It is a safety<br />

issue. When the sulphur is off-loaded the area is closed off for other traffic.<br />

A F. Boje If properly planned, can these issues be solved? We too have tight deadlines. Who<br />

carries the cost of a zinc vessel sitting outside? We should focus on the management<br />

at Namport and the extension of the harbour.<br />

Q J. Calaҫa Zinc vessels and passenger vessels get priority treatment, and fishing vessels have to<br />

wait outside the harbour.<br />

A M. Kooper Passenger vessels will always have the highest priority.<br />

C M. Mackenzie We wel<strong>com</strong>e the project for Lüderitz, but need the <strong>com</strong>mitment from Namport that<br />

fishing vessels will be ac<strong>com</strong>modated.

C/Q J. Gillham Namport needs to look at the depth of the quay. At the northern end, it is 8.75m than<br />

gets shallower. Vessels need to be turned around, facing the open sea, before<br />

loading otherwise they are too heavy to turn in the harbour. We haven’t had dredging<br />

for some years.<br />

A L. Kufuna We looked at the berth depth and hence the restriction when we allocated the area of<br />

the <strong>RPZC</strong> storage shed.<br />

Q I. Wingate Can the conveyor arm travel the full length of the ship or do you have to move the<br />

ship another 60m to get to the end tanks? This could take up 200m of quayside.<br />

A D. van Staden The ship will have to be moved only once during the loading time. We can give the<br />

conveyor and ship specs to see how much they have to move.<br />

Q ?? What are the consequences of lead in water?<br />

A A. Speiser Lead concentrate is not soluble in water.<br />

4. Safety regulations concerning driving around/under the conveyor belt during 48hrs of loading.<br />

5. Design of conveyor belt to minimise ship movement during loading, to maximise quayside<br />

available for other users.<br />

described <strong>RPZC</strong>’s plans regarding the transport, storage and loading of zinc and lead concentrate. Auriol<br />

Q K. Grobler I’m concerned about the number of trucks through the town. Even if you interlock<br />

the gravel road section through town, the number of trucks will have an impact.<br />

There are the Skorpion trucks, the petroleum trucks (approx. 20) and yours. The<br />

liquid gas project has also been approved. There is no alternative route through the<br />

town to enter the harbour. It is especially bad at the circle before entering Namport.<br />

Why don’t you use the railway line?<br />

A D. van Staden We don’t know when the railway line will be finished.<br />

C K. Grobler If there is enough pressure on TransNamib, the railway will happen.<br />

C N. Alexander Regarding the impact of trucks driving through town, we need clarification of the<br />

route. LTC needs to develop a management plan how to handle the traffic. What<br />

happens if there is a backlog of trucks?<br />

Q J. Kemper You say that trucks will drive only during the day. What if trucks will be stuck in<br />

Lüderitz overnight? Where will you ac<strong>com</strong>modate the trucks and drivers overnight<br />

in Lüderitz? At the moment they just park in town. They need to have a designated<br />

area with toilets, etc out of town.<br />

C I. Wiesel You say there will be no night driving, but at the moment the Skorpion trucks do<br />

drive at night.<br />

C E. Looser The drivers don’t adhere to daytime driving. We spoke to Skorpion but they say it is<br />

the contractor’s responsibility (TransNamib). I am afraid it will destroy what little<br />

tourism we have. I have a guest house on the route.

Q N. Alexander You talk about the visual impact of the shed obscuring the view from the Ministry of<br />

Fisheries (the old hospital). This is an historical building and it plays a part of the<br />

scenery looking over the harbour. What will be the height of the storage shed and<br />

what material will you use? The use of colour is important. We want it to blend into<br />

the surroundings<br />

A F. Krenz The building will 11 – 12 m high, we designed a curved roof to help blend in the<br />

building. We can discuss the colour scheme.<br />

Q E. Looser Will you use the railway line when it is finished, as you will have to transfer in Aus?<br />

A D. van Staden We will consider that option once it is running.<br />

A F. Boje The railway line is cheaper than road transport.<br />

C F. Krenz There will be impacts regarding the railway line through town. Infrastructure is in<br />

the way to enter the harbour.<br />

C K. Grobler The railway line went into the harbour before.<br />

C F. Krenz The servitude is old and very narrow. We can’t move houses to ac<strong>com</strong>modate the<br />

access to the harbour.<br />

C K. Grobler However the number of trucks (Skorpion, gas, <strong>RPZC</strong>) will negatively impact on the<br />

town.<br />

C A. Ashby I think the railway will go ahead; they are working on it now; the <strong>com</strong>pletion date is<br />

the unknown.<br />

C F. Krenz To build the railway line into the harbour will cost a lot of money.<br />

C K. Grobler The earthwork has been done; a new contractor has been awarded and is putting<br />

the sleepers in. The industry need to put pressure onto TransNamib to finish the<br />

railway line.<br />

C E. Looser It is not a pleasure having trucks in town. At least 2 to 3 trucks are parked in town.<br />

It is causing havoc.<br />

Q E. Maletzky The samples have a very strong odour. From what does it <strong>com</strong>e?<br />

A D. van Staden Mostly sulphide. The odour does not affect health. Ingestion is the problem. We<br />

have been working at the mine for 40 years and we have had no exposure issues. If<br />

I inhale it all day long it could be an issue but our staff wear the right personnel<br />

protective equipment – PPE, it is fine.<br />

Q I. Wiesel Is the smell strong?<br />

Q K. Grobler When the shed doors are open, the smell will <strong>com</strong>e out. People live close to the<br />

storage shed and work at the Ministry of Fisheries. How will the smell affect these<br />

people?<br />

A F. Krenz The shed is enclosed and the main wind direction is from the SW, away from any<br />

housing. The front end loaders will have air-conditioning.<br />

Q K. Grobler How will you manage the dust? Will you be monitoring lead in the air?

A F. Krenz The concentrates have 6 – 8% moisture content. Normally it leaves the mine with<br />

7.5% moisture and after 6 months storage at WB the moisture content is 6.5%. The<br />

concentrate is stored in the open in WB; in Lüderitz it will be in an enclosed shed, so<br />

less moisture should evaporate.<br />

C K. Grobler Skorpion said in their <strong>EIA</strong> that no dust will be created. However we see the dust<br />

blowing over the sea when they off load the sulphur.<br />

C F. Boje There is no dust when we load it at the mine. They load sulphur from the ship into<br />

shallow trucks. We load the concentrate into deep ships and won’t fill it to the top due<br />

to the density of the concentrate.<br />

C F. Krenz The density of sulphur lies around 1.6, but zinc is 2.4 and lead is very heavy at 2.8. It<br />

falls downwards immediately.<br />

Q J. P. Roux Who will operate the ship loader?<br />

A D. van Staden The ship loader operation will be outsourced to a contractor.<br />

C J. P. Roux Skorpion mentioned as well that no dust will be created. When we approached them,<br />

they said it is the responsibility of the contractor.<br />

It is important that continuous monitoring programmes are in place.<br />

C I. Wiesel I want to <strong>com</strong>e back to the truck issue. The trucks will be driving from Rosh Pinah to<br />

Lüderitz and back. We need to make sure that there are parking <strong>facilities</strong> provided.<br />

Trucks should not park in town.<br />

Even during the day, you also need to take the potential impact on wildlife, e.g.<br />

springbok, oryx, ostriches into account. Please equip the trucks with whistle devices.<br />

C ? The operation of TransNamib is a disaster now. Accidents are already quite high with<br />

20 – 25 road-kills. 22 additional trucks from Rosh Pinah will be a disaster.<br />

C I. Wiesel We saw that truck drivers loaded the dead animal onto their truck and took it to Aus.<br />

They probably eat it.<br />

C ? We can identify hot spots regarding wildlife movement. We know that there is one<br />

around Garub with the wild horses.<br />

C I. Wiesel Please add to the Management Plan to report hyena, report accidents; you should<br />

have awareness training for truck drivers warning them of the hot spots.<br />

C J.P. Roux The speed of the trucks should be monitored, especially on the downhill slopes.<br />

Some of them drive up to 140km/h.<br />

C J. Matinhure I often drive between Rosh Pinah and Lüderitz. The remains of truck tyres on the road<br />

are a safety issue for public traffic; no-one is picking them up.<br />

Also some trucks drive bumper to bumper and one can’t overtake them. They should<br />

be a good distance between them.<br />

C K. Grobler All this could be avoided if the railway line would be used.

Q N. Alexander We need a designated road for the trucks.<br />

A I.N Tjipura We do have one; the gravel road is a bypass around most of the town.<br />

C N. Alexander I thought trucks use this road to avoid the speed bumps.<br />

C I.N Tjipura I agree that it has be<strong>com</strong>e an issue in town. No trucks must do business in town.<br />

Maybe we need a truck port which could include a fuel station, rest area, food, etc.<br />

C E. Looser It is logistically impossible to get all 22 trucks back to Rosh Pinah in daylight.<br />

TransNamib is not here. The tender needs to include that the subcontractor will lose<br />

its contract if they don’t adhere to the aspects stipulated in the tender.<br />

C K. Grobler We need to look at the cumulative impacts. The circle in town is very vulnerable; 2 –<br />

4 trucks go pass there per hour. There is no way to broaden the road.<br />

Q I. Wiesel That’s why building the railway line is important.<br />

A ? It will take a while before the railway line is built.<br />

Q J. P. Roux How long will the off loading of the trucks take?<br />

Q D. van Staden About 10 to 15 minutes.<br />

A F. Boje We need to think this through 100%. We load between 6 and 10am and there are<br />

about 15 trucks on the road, 20 minutes apart. It takes about 4 hours to drive<br />

between <strong>RPZC</strong> and Lüderitz. Now they can do two trips per day between Rosh Pinah<br />

and Aus.<br />

Q J. Matinhure The socio-economic section of the report, p 34-35, could go into more detail – e.g.<br />

discuss the financial value of the project and the positive and negative impacts in<br />

further depth.

highest concentration. We only have a volunteer fire brigade in this town.<br />

A A. Speiser It will not burn; the risk of fire is very slim.<br />

C ? The port currently handles about 4500 tons of bulk per month. What volumes will you<br />

bring?<br />

A D. van Staden At present, we currently send 5 trains of 12 trucks per week to Walvis Bay. One<br />

wagon carries 4 tons of concentrate. A tipper truck takes 32t.<br />

C A. Ashby With no further issues raised, Ms Ashby thanked everyone for <strong>com</strong>ing, closed the<br />

meeting and invited them to some refreshments.<br />

We would value any further <strong>com</strong>ments before the 17 th September, which we will then incorporate into<br />
