The Nati<strong>on</strong>al Research Council was established by the Nati<strong>on</strong>al Academy<br />

of <strong>Science</strong>s <str<strong>on</strong>g>in</str<strong>on</strong>g> 1916 to associate the broad community of science <strong>and</strong><br />

technology with the Academy's purposes of further<str<strong>on</strong>g>in</str<strong>on</strong>g>g knowledge <strong>and</strong> of<br />

advis<str<strong>on</strong>g>in</str<strong>on</strong>g>g the federal government. The Council operates <str<strong>on</strong>g>in</str<strong>on</strong>g> accordance<br />

with general policies determ<str<strong>on</strong>g>in</str<strong>on</strong>g>ed by the Academy under the authority of<br />

its c<strong>on</strong>gressi<strong>on</strong>al charter of 1863, which establishes the Academy as a<br />

private, n<strong>on</strong>profit, self-govern<str<strong>on</strong>g>in</str<strong>on</strong>g>g membership corporati<strong>on</strong>. The Council<br />

has become the pr<str<strong>on</strong>g>in</str<strong>on</strong>g>cipal operat<str<strong>on</strong>g>in</str<strong>on</strong>g>g agency of both the Nati<strong>on</strong>al Academy<br />

of <strong>Science</strong>s <strong>and</strong> the Nati<strong>on</strong>al Academy of Eng<str<strong>on</strong>g>in</str<strong>on</strong>g>eer<str<strong>on</strong>g>in</str<strong>on</strong>g>g <str<strong>on</strong>g>in</str<strong>on</strong>g> the c<strong>on</strong>duct of<br />

PREFACE<br />

From July 1979 to April 1984, the U.S. Nati<strong>on</strong>al Research Council (NRC),<br />

through its Board <strong>on</strong> <strong>Science</strong> <strong>and</strong> <strong>Technology</strong> for Internati<strong>on</strong>al<br />

Development (BOSTID), undertook a cooperative program with the M<str<strong>on</strong>g>in</str<strong>on</strong>g>istry<br />

of State for Research <strong>and</strong> <strong>Technology</strong> to assist organizati<strong>on</strong>s of the<br />

government of <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g> <str<strong>on</strong>g>in</str<strong>on</strong>g> formulat<str<strong>on</strong>g>in</str<strong>on</strong>g>g effective policies <strong>and</strong> programs<br />

for the use of science <strong>and</strong> technology to improve the social <strong>and</strong><br />

ec<strong>on</strong>omic c<strong>on</strong>diti<strong>on</strong>s of the <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g>n people. This program was funded<br />

by the U.S. Agency for Internati<strong>on</strong>al Development through a science <strong>and</strong><br />

technology loan to the <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g>n M<str<strong>on</strong>g>in</str<strong>on</strong>g>istry of State for Research <strong>and</strong><br />

<strong>Technology</strong>. <str<strong>on</strong>g>Activities</str<strong>on</strong>g> undertaken were determ<str<strong>on</strong>g>in</str<strong>on</strong>g>ed jo<str<strong>on</strong>g>in</str<strong>on</strong>g>tly by that<br />

m<str<strong>on</strong>g>in</str<strong>on</strong>g>istry, USAID officials, <strong>and</strong> NRC representatives dur<str<strong>on</strong>g>in</str<strong>on</strong>g>g discussi<strong>on</strong>s<br />

<str<strong>on</strong>g>in</str<strong>on</strong>g> <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g> <strong>and</strong> the United States.<br />

These activities were a c<strong>on</strong>t<str<strong>on</strong>g>in</str<strong>on</strong>g>uati<strong>on</strong> of the Nati<strong>on</strong>al Research<br />

Council's <str<strong>on</strong>g>in</str<strong>on</strong>g>volvement with various <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g>n scientific<br />

organizati<strong>on</strong>s. In 1968 a collaborative program was begun with the<br />

<str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g>n Institute of <strong>Science</strong>s (LIPI) <str<strong>on</strong>g>in</str<strong>on</strong>g>volv<str<strong>on</strong>g>in</str<strong>on</strong>g>g a series of jo<str<strong>on</strong>g>in</str<strong>on</strong>g>t<br />

workshops.<br />

• In 1968 a workshop <strong>on</strong> food policy resulted <str<strong>on</strong>g>in</str<strong>on</strong>g> several key<br />

recommendati<strong>on</strong>s <strong>on</strong> a food <strong>and</strong> nati<strong>on</strong>al nutriti<strong>on</strong> policy, which<br />

were <str<strong>on</strong>g>in</str<strong>on</strong>g>corporated <str<strong>on</strong>g>in</str<strong>on</strong>g> <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g>'s first S-year ec<strong>on</strong>omic<br />

development plan (REPELITA I). A direct workshop outcome was a<br />

study by a jo<str<strong>on</strong>g>in</str<strong>on</strong>g>t U.S.-<str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g>n team of agricultural<br />

scientists to formulate a plan for a nati<strong>on</strong>al agricultural<br />

research system, <str<strong>on</strong>g>in</str<strong>on</strong>g>tegrat<str<strong>on</strong>g>in</str<strong>on</strong>g>g universities, field stati<strong>on</strong>s, <strong>and</strong><br />

research <str<strong>on</strong>g>in</str<strong>on</strong>g>stitutes.<br />

• In 1971 a workshop <strong>on</strong> <str<strong>on</strong>g>in</str<strong>on</strong>g>dustrial <strong>and</strong> technological research<br />

produced recommendati<strong>on</strong>s deal<str<strong>on</strong>g>in</str<strong>on</strong>g>g with research organizati<strong>on</strong>s<br />

<strong>and</strong> management, technical <str<strong>on</strong>g>in</str<strong>on</strong>g>formati<strong>on</strong>, st<strong>and</strong>ardizati<strong>on</strong>, fiscal<br />

<str<strong>on</strong>g>in</str<strong>on</strong>g>centives, patents, small-<str<strong>on</strong>g>in</str<strong>on</strong>g>dustry extensi<strong>on</strong> services, <strong>and</strong><br />

major <str<strong>on</strong>g>in</str<strong>on</strong>g>dustrial sectors such as chemicals, pharmaceuticals,<br />

food, textiles, <strong>and</strong> pulp <strong>and</strong> paper.<br />

• In 1972 a workshop <strong>on</strong> natural resources was held to suggest<br />

policies <strong>and</strong> procedures for strengthen<str<strong>on</strong>g>in</str<strong>on</strong>g>g the <str<strong>on</strong>g>in</str<strong>on</strong>g>tegrated<br />

plann<str<strong>on</strong>g>in</str<strong>on</strong>g>g <strong>and</strong> utilizati<strong>on</strong> of natural resources <strong>and</strong> to suggest<br />

relevant <strong>and</strong> useful scientific <strong>and</strong> technological <str<strong>on</strong>g>in</str<strong>on</strong>g>puts.<br />

Recommendati<strong>on</strong>s were submitted to <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g>'s Nati<strong>on</strong>al<br />

Development Plann<str<strong>on</strong>g>in</str<strong>on</strong>g>g Board for use <str<strong>on</strong>g>in</str<strong>on</strong>g> prepar<str<strong>on</strong>g>in</str<strong>on</strong>g>g the sec<strong>on</strong>d<br />

5-year development plan. Based <strong>on</strong> these recommendati<strong>on</strong>s,<br />

President Suharto established a Committee <strong>on</strong> the Envir<strong>on</strong>ment,<br />

<strong>and</strong> the <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g>n Armed Forces held a meet<str<strong>on</strong>g>in</str<strong>on</strong>g>g <strong>on</strong> security<br />

aspects of natural resources <strong>and</strong> presented a report to the<br />

<str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g>n security council.<br />

BOSTID began its collaborati<strong>on</strong> with the <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g>n M<str<strong>on</strong>g>in</str<strong>on</strong>g>istry of<br />

State for Research <strong>and</strong> <strong>Technology</strong> (MSRT) <str<strong>on</strong>g>in</str<strong>on</strong>g> 1978. The first activity<br />

was a follow-up workshop <strong>on</strong> food policy to evaluate progress made s<str<strong>on</strong>g>in</str<strong>on</strong>g>ce<br />

the orig<str<strong>on</strong>g>in</str<strong>on</strong>g>al workshop <str<strong>on</strong>g>in</str<strong>on</strong>g> 1968 <strong>and</strong> to recommend future policies <str<strong>on</strong>g>in</str<strong>on</strong>g> light<br />

of new priorities <strong>and</strong> activities. Then <str<strong>on</strong>g>in</str<strong>on</strong>g> 1979 a workshop <strong>on</strong><br />

technology for <str<strong>on</strong>g>in</str<strong>on</strong>g>creas<str<strong>on</strong>g>in</str<strong>on</strong>g>g rural productivity was held. This activity<br />

set the stage for future BOSTID/MSRT activities under the science <strong>and</strong><br />

technology loan agreement between USAID <strong>and</strong> the government of <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g>.<br />

The activities undertaken dur<str<strong>on</strong>g>in</str<strong>on</strong>g>g the period of the c<strong>on</strong>tract are<br />

listed below <strong>and</strong> are described <str<strong>on</strong>g>in</str<strong>on</strong>g> detail later <str<strong>on</strong>g>in</str<strong>on</strong>g> this report. The<br />

major meet<str<strong>on</strong>g>in</str<strong>on</strong>g>gs supported under this c<strong>on</strong>tract were:<br />

1. January 1981: Workshop <strong>on</strong> Ethanol as an Alternative Source of<br />

Fuels. (Workshop report issued). Follow-up visits were arranged<br />

for BOSTID c<strong>on</strong>sultants Otto Doer<str<strong>on</strong>g>in</str<strong>on</strong>g>g III, Professor, Agricultural<br />

Ec<strong>on</strong>omics Department, Purdue University, <strong>and</strong> Luther T. Wallace,<br />

Department of Agricultural <strong>and</strong> Resource Ec<strong>on</strong>omics, University of<br />

California at Berkeley, to advise the Agency for the Assessment <strong>and</strong><br />

Applicati<strong>on</strong> of <strong>Technology</strong> (BPPT) <strong>on</strong> the next phase of development<br />

of an ethanol alcohol policy as well as <strong>on</strong> an agricultural systems<br />

approach for producti<strong>on</strong> of cassava, a feedstock for mak<str<strong>on</strong>g>in</str<strong>on</strong>g>g alcohol.<br />

2. June 1982 - June 1983: U.S.-<str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g> Mar<str<strong>on</strong>g>in</str<strong>on</strong>g>e <strong>Science</strong> Exchange<br />

Program. A series of visits were made by seven U.S. mar<str<strong>on</strong>g>in</str<strong>on</strong>g>e<br />

scientists to most of the <str<strong>on</strong>g>in</str<strong>on</strong>g>stituti<strong>on</strong>s <str<strong>on</strong>g>in</str<strong>on</strong>g> <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g> that c<strong>on</strong>duct<br />

mar<str<strong>on</strong>g>in</str<strong>on</strong>g>e science research. (Summary report issued that <str<strong>on</strong>g>in</str<strong>on</strong>g>cludes<br />

<str<strong>on</strong>g>in</str<strong>on</strong>g>dividual trip reports.)<br />

3. October 1982: Workshop <strong>on</strong> <strong>Technology</strong> for Increas<str<strong>on</strong>g>in</str<strong>on</strong>g>g Rural<br />

Productivity <str<strong>on</strong>g>in</str<strong>on</strong>g> <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g>. (Workshop report issued.) This was a<br />

issued.) This activity, held <str<strong>on</strong>g>in</str<strong>on</strong>g> Jakarta, followed an ad hoc<br />

meet<str<strong>on</strong>g>in</str<strong>on</strong>g>g <strong>on</strong> the potential of s<str<strong>on</strong>g>in</str<strong>on</strong>g>gle-cell prote<str<strong>on</strong>g>in</str<strong>on</strong>g> organized <str<strong>on</strong>g>in</str<strong>on</strong>g><br />

for Panusunan Simanjuntak, reporter for the <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g> Times, at<br />

Iowa State University <strong>and</strong> Ames Laboratory/Energy <strong>and</strong> M<str<strong>on</strong>g>in</str<strong>on</strong>g>eral<br />

Resources Research Institute.<br />

• Arrangements were made for the Nati<strong>on</strong>al <strong>Science</strong> Documentati<strong>on</strong><br />

Center (PDIN> to serve as distributi<strong>on</strong> center for BOSTID<br />

reports <strong>and</strong> other scientific materials requested by <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g>n<br />

residents. This new system was <str<strong>on</strong>g>in</str<strong>on</strong>g>tended to strengthen outreach<br />

to <strong>and</strong> <str<strong>on</strong>g>in</str<strong>on</strong>g>crease knowledge of the <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g>n science <strong>and</strong><br />

technology community.<br />

• Dr. Sylvan Wittwer, Director Emeritus of the Agricultural<br />

Experimental Stati<strong>on</strong>, Michigan State University, visited<br />

<str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g> to give the keynote address <strong>on</strong> July 25, 1983, at the<br />

Nati<strong>on</strong>al Symposium <strong>on</strong> Food <strong>and</strong> Nutriti<strong>on</strong> organized by LIPI <strong>and</strong><br />

to meet with officials of various agricultural <str<strong>on</strong>g>in</str<strong>on</strong>g>stitutes.<br />

• Appo<str<strong>on</strong>g>in</str<strong>on</strong>g>tments were scheduled for senior <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g>n officials at<br />

appropriate <str<strong>on</strong>g>in</str<strong>on</strong>g>stituti<strong>on</strong>s <str<strong>on</strong>g>in</str<strong>on</strong>g> the United States.<br />

• BOSTID staff served as a source of <str<strong>on</strong>g>in</str<strong>on</strong>g>formati<strong>on</strong> <strong>and</strong> material for<br />

the U.S. technical advisor to the chairman of BPPT.<br />

INTRODUCTION<br />

<str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g> is a country with a large populati<strong>on</strong> spread over a vast<br />

archipelago. Its social <strong>and</strong> ec<strong>on</strong>omic development opportunities <strong>and</strong><br />

problems are proporti<strong>on</strong>ately large <strong>and</strong> complex <strong>and</strong> require sound <strong>and</strong><br />

coord<str<strong>on</strong>g>in</str<strong>on</strong>g>ated science. technology. <strong>and</strong> research policies <strong>and</strong> programs to<br />

make the most effective use of the nati<strong>on</strong>'s scientific <strong>and</strong> technical<br />

resources. The formulati<strong>on</strong> of policies <strong>and</strong> programs must be d<strong>on</strong>e by the<br />

relevant agencies of the government of <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g>. but the c<strong>on</strong>siderati<strong>on</strong><br />

of possible alternatives. the experience of policies <strong>and</strong> programs that<br />

have been tried elsewhere. <strong>and</strong> the views of specialists <strong>on</strong> particular<br />

topics can strengthen the formulati<strong>on</strong> process. A valuable mechanism<br />

for add<str<strong>on</strong>g>in</str<strong>on</strong>g>g perspective to policy formulati<strong>on</strong> <strong>and</strong> program plann<str<strong>on</strong>g>in</str<strong>on</strong>g>g is to<br />

establish cooperative l<str<strong>on</strong>g>in</str<strong>on</strong>g>ks with a broadly based. nati<strong>on</strong>al-level<br />

scientific <strong>and</strong> technological <str<strong>on</strong>g>in</str<strong>on</strong>g>stituti<strong>on</strong> with wide policy <strong>and</strong> program<br />

experience <str<strong>on</strong>g>in</str<strong>on</strong>g> both developed <strong>and</strong> develop<str<strong>on</strong>g>in</str<strong>on</strong>g>g countries.<br />

Such a l<str<strong>on</strong>g>in</str<strong>on</strong>g>k was established <str<strong>on</strong>g>in</str<strong>on</strong>g> 1979. when a 5-year science <strong>and</strong><br />

technology loan was provided to the government of <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g> by the U.S.<br />

Agency for Internati<strong>on</strong>al Development (USAID). The ma<str<strong>on</strong>g>in</str<strong>on</strong>g> purpose of this<br />

cooperative venture was to strengthen the capacity of <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g>'s<br />

scientific <strong>and</strong> technological agencies to c<strong>on</strong>tribute to:<br />

• Soluti<strong>on</strong>s of nati<strong>on</strong>al development problems<br />

• Creati<strong>on</strong> of l<strong>on</strong>g-term l<str<strong>on</strong>g>in</str<strong>on</strong>g>kages with U.S. scientific<br />

organizati<strong>on</strong>s <strong>and</strong> <str<strong>on</strong>g>in</str<strong>on</strong>g>stituti<strong>on</strong>s<br />

• Greater awareness of the potential <strong>and</strong> actual role of science<br />

<strong>and</strong> technology <str<strong>on</strong>g>in</str<strong>on</strong>g> achiev<str<strong>on</strong>g>in</str<strong>on</strong>g>g social <strong>and</strong> ec<strong>on</strong>omic objectives.<br />

Under that agreement. the m<str<strong>on</strong>g>in</str<strong>on</strong>g>ister of state for research <strong>and</strong><br />

technology. who is resp<strong>on</strong>sible for the formulati<strong>on</strong> <strong>and</strong> coord<str<strong>on</strong>g>in</str<strong>on</strong>g>ati<strong>on</strong> of<br />

government policy <str<strong>on</strong>g>in</str<strong>on</strong>g> research <strong>and</strong> technology <strong>and</strong> its applicati<strong>on</strong> to<br />

nati<strong>on</strong>al development <str<strong>on</strong>g>in</str<strong>on</strong>g> <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g> <str<strong>on</strong>g>in</str<strong>on</strong>g>vited the Nati<strong>on</strong>al Research Council<br />

(NRC). through its Board <strong>on</strong> <strong>Science</strong> <strong>and</strong> <strong>Technology</strong> for Internati<strong>on</strong>al<br />

Development (BOSTID), to cooperate <str<strong>on</strong>g>in</str<strong>on</strong>g> plann<str<strong>on</strong>g>in</str<strong>on</strong>g>g a set of jo<str<strong>on</strong>g>in</str<strong>on</strong>g>t activities<br />

to assist him <str<strong>on</strong>g>in</str<strong>on</strong>g> carry<str<strong>on</strong>g>in</str<strong>on</strong>g>g out this task.<br />

The c<strong>on</strong>tract, <str<strong>on</strong>g>in</str<strong>on</strong>g> the total amount of $630,000. became effective<br />

July 1, 1979. It stipulated that under the guidance of a project<br />

steer<str<strong>on</strong>g>in</str<strong>on</strong>g>g committee, approximately eight separate activities would be<br />

scheduled. The activities would generally be held <str<strong>on</strong>g>in</str<strong>on</strong>g> <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g> <strong>and</strong><br />

1. WORKSHOP ON ETHANOL AS AN ALTERNATIVE SOURCE OF FUEL<br />

Background<br />

<str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g>'s M<str<strong>on</strong>g>in</str<strong>on</strong>g>istry of State for Research <strong>and</strong> <strong>Technology</strong> asked the<br />

Agency for the Assessment <strong>and</strong> Applicati<strong>on</strong> of <strong>Technology</strong> (BPPT) to<br />

develop a pilot plant for the producti<strong>on</strong> of alcohol fuel. This project<br />

is related to a broad energy strategy that has been formulated <str<strong>on</strong>g>in</str<strong>on</strong>g><br />

<str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g>. Although <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g> is an oil exporter <strong>and</strong> a member of the<br />

Organizati<strong>on</strong> of Petroleum-Export<str<strong>on</strong>g>in</str<strong>on</strong>g>g Countries (OPEC). it is nevertheless<br />

a large. populous country that requires a great deal of capital to<br />

f<str<strong>on</strong>g>in</str<strong>on</strong>g>ance its ec<strong>on</strong>omic <strong>and</strong> social development. As a result. the <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g>n<br />

government is seek<str<strong>on</strong>g>in</str<strong>on</strong>g>g to diversify its domestic energy sources<br />

as much as possible to susta<str<strong>on</strong>g>in</str<strong>on</strong>g> maximum oil exports •<br />

. <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g>'s populati<strong>on</strong> is predom<str<strong>on</strong>g>in</str<strong>on</strong>g>antly rural but is heavily c<strong>on</strong>centrated<br />

<strong>on</strong> a few isl<strong>and</strong>s such as Java <strong>and</strong> Bali. For this reas<strong>on</strong>. the<br />

government established a "transmigrati<strong>on</strong>" program to provide l<strong>and</strong> <strong>on</strong><br />

less densely settled isl<strong>and</strong>s such as Sumatra <strong>and</strong> Borneo to settlers who<br />

are will<str<strong>on</strong>g>in</str<strong>on</strong>g>g to emigrate from crowded areas. However. the cost of the<br />

energy necessary to provide an <str<strong>on</strong>g>in</str<strong>on</strong>g>frastructure <strong>and</strong> develop new agricultural<br />

l<strong>and</strong>s <str<strong>on</strong>g>in</str<strong>on</strong>g> the outly<str<strong>on</strong>g>in</str<strong>on</strong>g>g isl<strong>and</strong>s is high because of transportati<strong>on</strong><br />

costs from the major commercial centers.<br />

<str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g>n scientists <strong>and</strong> planners c<strong>on</strong>sider<str<strong>on</strong>g>in</str<strong>on</strong>g>g alternative energy<br />

sources <strong>and</strong> the needs of rural development have found the use of biomass<br />

resources of particular <str<strong>on</strong>g>in</str<strong>on</strong>g>terest. Am<strong>on</strong>g the biomass energy alternatives<br />

under c<strong>on</strong>siderati<strong>on</strong> is the producti<strong>on</strong> of alcohol from root crops. Root<br />

crops have <str<strong>on</strong>g>in</str<strong>on</strong>g>terest<str<strong>on</strong>g>in</str<strong>on</strong>g>g possibilities for ethanol producti<strong>on</strong> <str<strong>on</strong>g>in</str<strong>on</strong>g> <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g>.<br />

<str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g>n farmers are experienced <str<strong>on</strong>g>in</str<strong>on</strong>g> grow<str<strong>on</strong>g>in</str<strong>on</strong>g>g crops such as<br />

cassava <strong>and</strong> sweet potato that do well <str<strong>on</strong>g>in</str<strong>on</strong>g> many of the areas where transmigrati<strong>on</strong><br />

or other rural development projects are located; however.<br />

there are often major problems <str<strong>on</strong>g>in</str<strong>on</strong>g> market<str<strong>on</strong>g>in</str<strong>on</strong>g>g cassava <strong>and</strong> sweet potatoes<br />

<str<strong>on</strong>g>in</str<strong>on</strong>g> these areas.<br />

The m<str<strong>on</strong>g>in</str<strong>on</strong>g>ister of state for research <strong>and</strong> technology has established a<br />

Nati<strong>on</strong>al Alcohol Committee to exam<str<strong>on</strong>g>in</str<strong>on</strong>g>e the broad implicati<strong>on</strong>s of alcohol<br />

fuel producti<strong>on</strong> <strong>and</strong> has decided to build a pilot ethanol plant suitable<br />

for alcohol producti<strong>on</strong> <str<strong>on</strong>g>in</str<strong>on</strong>g> rural areas. thus provid<str<strong>on</strong>g>in</str<strong>on</strong>g>g <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g> with<br />

technical <strong>and</strong> operati<strong>on</strong>al experience. The pilot project will be located<br />

<str<strong>on</strong>g>in</str<strong>on</strong>g> a transmigrati<strong>on</strong> area at Tulang Bawang <str<strong>on</strong>g>in</str<strong>on</strong>g> Lampung prov<str<strong>on</strong>g>in</str<strong>on</strong>g>ce, southern<br />

Sumatra, us<str<strong>on</strong>g>in</str<strong>on</strong>g>g cassava <strong>and</strong> sweet potato as feedstock. The BPPT, chaired<br />

by the m<str<strong>on</strong>g>in</str<strong>on</strong>g>ister, was given resp<strong>on</strong>sibility for design<str<strong>on</strong>g>in</str<strong>on</strong>g>g, c<strong>on</strong>struct<str<strong>on</strong>g>in</str<strong>on</strong>g>g,<br />

<strong>and</strong> operat<str<strong>on</strong>g>in</str<strong>on</strong>g>g the 5-milli<strong>on</strong> liter/year pilot plant, to be built with<br />

<str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g>n funds. In view of the c<strong>on</strong>siderable U.S. experience with<br />

ethanol plants (ma<str<strong>on</strong>g>in</str<strong>on</strong>g>ly us<str<strong>on</strong>g>in</str<strong>on</strong>g>g gra<str<strong>on</strong>g>in</str<strong>on</strong>g> as the feedstock), BOSTID was asked<br />

to organize a workshop to review the ethanol pilot plant project <strong>and</strong><br />

suggest ways <str<strong>on</strong>g>in</str<strong>on</strong>g> which it could be strengthened.<br />

Activity Summary<br />

The Workshop <strong>on</strong> Ethanol as an Alternative Source of Fuel, was held <str<strong>on</strong>g>in</str<strong>on</strong>g><br />

<str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g>, January 14-21, 1981. The workshop began with a day <str<strong>on</strong>g>in</str<strong>on</strong>g><br />

Jakarta dur<str<strong>on</strong>g>in</str<strong>on</strong>g>g which <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g>n participants gave presentati<strong>on</strong>s <strong>on</strong> the<br />

background <strong>and</strong> objectives of the pilot plant project, <strong>and</strong> BOSTID participants<br />

provided a brief overview of the state of the art <str<strong>on</strong>g>in</str<strong>on</strong>g> alcohol<br />

producti<strong>on</strong> <strong>and</strong> the important issues <strong>and</strong> questi<strong>on</strong>s related to the pilot<br />

project. Four days of field visits followed, <str<strong>on</strong>g>in</str<strong>on</strong>g>clud<str<strong>on</strong>g>in</str<strong>on</strong>g>g a 2-day trip to<br />

the Tulang Bawang transmigrati<strong>on</strong> area, site of the pilot plant, <strong>and</strong> a<br />

2-day visit to Kun<str<strong>on</strong>g>in</str<strong>on</strong>g>gan <str<strong>on</strong>g>in</str<strong>on</strong>g> west-central Java to observe agricultural<br />

practices, especially sweet potato cultivati<strong>on</strong>. Key <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g>n participants<br />

<str<strong>on</strong>g>in</str<strong>on</strong>g> the workshop took part <str<strong>on</strong>g>in</str<strong>on</strong>g> the field trips, which provided a<br />

valuable opportunity for <str<strong>on</strong>g>in</str<strong>on</strong>g>formal <str<strong>on</strong>g>in</str<strong>on</strong>g>teracti<strong>on</strong> between the two groups.<br />

After the field trips, a f<str<strong>on</strong>g>in</str<strong>on</strong>g>al 2 days of meet<str<strong>on</strong>g>in</str<strong>on</strong>g>gs were held <str<strong>on</strong>g>in</str<strong>on</strong>g><br />

Jakarta dur<str<strong>on</strong>g>in</str<strong>on</strong>g>g which participants discussed the alcohol project <str<strong>on</strong>g>in</str<strong>on</strong>g> four<br />

work<str<strong>on</strong>g>in</str<strong>on</strong>g>g groups: (1) agriculture <strong>and</strong> agr<strong>on</strong>omy, (2) technology <strong>and</strong><br />

eng<str<strong>on</strong>g>in</str<strong>on</strong>g>eer<str<strong>on</strong>g>in</str<strong>on</strong>g>g, (3) ec<strong>on</strong>omy <strong>and</strong> market<str<strong>on</strong>g>in</str<strong>on</strong>g>g, <strong>and</strong> (4) transmigrati<strong>on</strong> <strong>and</strong><br />

social impacts.<br />

Follow<str<strong>on</strong>g>in</str<strong>on</strong>g>g the workshop, two c<strong>on</strong>sultants were recruited to assist<br />

the <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g>ns with the development of this activity. Dr. Otto C.<br />

Doer<str<strong>on</strong>g>in</str<strong>on</strong>g>g III, Professor, Agricultural Ec<strong>on</strong>omics Department, Purdue<br />

University, was asked to make several return trips to <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g> <str<strong>on</strong>g>in</str<strong>on</strong>g> order<br />

to (1) visit areas for proposed ethanol generati<strong>on</strong> <str<strong>on</strong>g>in</str<strong>on</strong>g> <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g> <strong>and</strong><br />

assemble <str<strong>on</strong>g>in</str<strong>on</strong>g>formati<strong>on</strong> <strong>on</strong> the agricultural implicati<strong>on</strong>s of the need for<br />

root-crop feedstock for the plants <strong>and</strong> <strong>on</strong> utilizati<strong>on</strong> <strong>and</strong> market<str<strong>on</strong>g>in</str<strong>on</strong>g>g<br />

issues, <strong>and</strong> (2) assist with the design of ec<strong>on</strong>omic <strong>and</strong> market<str<strong>on</strong>g>in</str<strong>on</strong>g>g studies<br />

by the <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g>n government <strong>on</strong> both the producti<strong>on</strong> <strong>and</strong> use of ethanol<br />

as an alternative fuel. In May 1982, Dr. Luther T. Wallace, Department<br />

of Agricultural <strong>and</strong> Resource Ec<strong>on</strong>omics, University of California at<br />

Berkeley, accompanied Dr. Doer<str<strong>on</strong>g>in</str<strong>on</strong>g>g. His ma<str<strong>on</strong>g>in</str<strong>on</strong>g> c<strong>on</strong>tributi<strong>on</strong> was to stress<br />

the importance of <strong>and</strong> assist with a systems approach for hav<str<strong>on</strong>g>in</str<strong>on</strong>g>g a c<strong>on</strong>stant<br />

supply of root crops available as feedstock as well as to assist<br />

the <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g>ns with the f<str<strong>on</strong>g>in</str<strong>on</strong>g>al draft of the report to the Nati<strong>on</strong>al<br />

Alcohol Committee.<br />

2. U.S.-INDONESIA MARINE SCIENCE EXCHANGE PROGRAM, 1982-1983<br />

Background<br />

<str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g>'s m<str<strong>on</strong>g>in</str<strong>on</strong>g>ister of state for research <strong>and</strong> technology, Dr. B. J.<br />

Habibie, has given high priority to develop<str<strong>on</strong>g>in</str<strong>on</strong>g>g a mar<str<strong>on</strong>g>in</str<strong>on</strong>g>e science capability<br />

<str<strong>on</strong>g>in</str<strong>on</strong>g> <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g> because of the large role that mar<str<strong>on</strong>g>in</str<strong>on</strong>g>e resources<br />

(petroleum, metals, fisheries, tourism, etc.) play <str<strong>on</strong>g>in</str<strong>on</strong>g> the <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g>n<br />

ec<strong>on</strong>omy <strong>and</strong> life-style. This role will exp<strong>and</strong> even further as <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g><br />

exploits its new 200-mile exclusive ec<strong>on</strong>omic z<strong>on</strong>e. This z<strong>on</strong>e adds the<br />

resources of over 6 milli<strong>on</strong> square kilometers of ocean to that already<br />

under <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g>n c<strong>on</strong>trol.<br />

In January 1982 the Nati<strong>on</strong>al <strong>Science</strong> Foundati<strong>on</strong> sp<strong>on</strong>sored a workshop<br />

<str<strong>on</strong>g>in</str<strong>on</strong>g> <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g> <strong>on</strong> potential U.S.-<str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g>n cooperative mar<str<strong>on</strong>g>in</str<strong>on</strong>g>e science<br />

research. One of the jo<str<strong>on</strong>g>in</str<strong>on</strong>g>t recommendati<strong>on</strong>s of that workshop was the<br />

desirability of a mar<str<strong>on</strong>g>in</str<strong>on</strong>g>e science exchange program. At the request of<br />

the M<str<strong>on</strong>g>in</str<strong>on</strong>g>istry of State for Research <strong>and</strong> <strong>Technology</strong>, BOSTID agreed to<br />

undertake this activity. As a first step, they asked Dr. Dirk Frankenberg,<br />

director of the Mar<str<strong>on</strong>g>in</str<strong>on</strong>g>e <strong>Science</strong> Program at the University of North<br />

Carol<str<strong>on</strong>g>in</str<strong>on</strong>g>a <strong>and</strong> chairman of the NSF-sp<strong>on</strong>sored activity to visit <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g><br />

Activity Summary<br />

From June 1982 to June 1983, BOSTID sp<strong>on</strong>sored a U.S.-<str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g> exchange<br />

program that provided support for visits by seven U.S. mar<str<strong>on</strong>g>in</str<strong>on</strong>g>e scientists<br />

to <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g>. These scientists presented lectures <strong>on</strong> topics of <str<strong>on</strong>g>in</str<strong>on</strong>g>terest<br />

These visits <strong>and</strong> the discussi<strong>on</strong>s associated with them provided<br />

<str<strong>on</strong>g>in</str<strong>on</strong>g>sight <str<strong>on</strong>g>in</str<strong>on</strong>g>to the importance of mar<str<strong>on</strong>g>in</str<strong>on</strong>g>e science to <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g> <strong>and</strong> the<br />

activities that might enable the <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g>n government to meet its goal<br />

of establish<str<strong>on</strong>g>in</str<strong>on</strong>g>g a mar<str<strong>on</strong>g>in</str<strong>on</strong>g>e science capability.<br />

A report of this activity was prepared by Dr. Frankenberg, the<br />

BOSTID c<strong>on</strong>sultant who arranged the project.<br />

3. WORKSHOP ON TECHNOLOGY FOR INCREASING RURAL<br />

PRODUCTIVITY IN INDONESIA<br />

Background<br />

The most serious problem c<strong>on</strong>fr<strong>on</strong>t<str<strong>on</strong>g>in</str<strong>on</strong>g>g <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g> is its high rate of<br />

populati<strong>on</strong> growth, which affects all aspects of life <strong>and</strong> all social<br />

levels. In particular, this problem c<strong>on</strong>tributes heavily to the poverty<br />

of rural populati<strong>on</strong>s that c<strong>on</strong>stitute over 60 percent of <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g>'s<br />

total populati<strong>on</strong>. Java, Madura, <strong>and</strong> Bali are the most densely populated<br />

isl<strong>and</strong>s of the country. In efforts to solve or reduce problems caused<br />

by overpopulati<strong>on</strong> <str<strong>on</strong>g>in</str<strong>on</strong>g> these areas, the government has undertaken a number<br />

of measures, <str<strong>on</strong>g>in</str<strong>on</strong>g>clud<str<strong>on</strong>g>in</str<strong>on</strong>g>g development programs for the river bas<str<strong>on</strong>g>in</str<strong>on</strong>g>s of Java<br />

<strong>and</strong> transmigrati<strong>on</strong> programs to relocate <str<strong>on</strong>g>in</str<strong>on</strong>g>habitants of Java.

In c<strong>on</strong>necti<strong>on</strong> with these transmigrati<strong>on</strong> <strong>and</strong> development programs, a<br />

Workshop <strong>on</strong> <strong>Technology</strong> for Increas<str<strong>on</strong>g>in</str<strong>on</strong>g>g Rural Productivity was held <str<strong>on</strong>g>in</str<strong>on</strong>g><br />

Jakarta <str<strong>on</strong>g>in</str<strong>on</strong>g> June 1979, sp<strong>on</strong>sored by the <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g>n M<str<strong>on</strong>g>in</str<strong>on</strong>g>istry of State for<br />

Research <strong>and</strong> <strong>Technology</strong> <strong>and</strong> BOSTID. The participants c<strong>on</strong>cluded that<br />

rural productivity could be enhanced by dissem<str<strong>on</strong>g>in</str<strong>on</strong>g>at<str<strong>on</strong>g>in</str<strong>on</strong>g>g <strong>and</strong> apply<str<strong>on</strong>g>in</str<strong>on</strong>g>g<br />

improved genetic resources, cropp<str<strong>on</strong>g>in</str<strong>on</strong>g>g techniques, <strong>and</strong> <str<strong>on</strong>g>in</str<strong>on</strong>g>frastructural<br />

development. They recognized, however, that improved rural productivity<br />

depends <strong>on</strong> successful programs for the susta<str<strong>on</strong>g>in</str<strong>on</strong>g>able transfer of these<br />

technologies <strong>and</strong> <strong>on</strong> suitable tra<str<strong>on</strong>g>in</str<strong>on</strong>g><str<strong>on</strong>g>in</str<strong>on</strong>g>g, management, <strong>and</strong> leadership<br />

techniques.<br />

Activity Summary<br />

As a follow-up to the 1979 workshop, a sec<strong>on</strong>d workshop was held <str<strong>on</strong>g>in</str<strong>on</strong>g><br />

Jakarta, October 14-15, 1982, to determ<str<strong>on</strong>g>in</str<strong>on</strong>g>e what research is required to<br />

enhance rural productivity. At this workshop, two case studies of<br />

<strong>on</strong>go<str<strong>on</strong>g>in</str<strong>on</strong>g>g <str<strong>on</strong>g>in</str<strong>on</strong>g>tegrated rural development programs, sp<strong>on</strong>sored by the government<br />

<strong>and</strong> carried out <str<strong>on</strong>g>in</str<strong>on</strong>g> c<strong>on</strong>juncti<strong>on</strong> with the Center for Envir<strong>on</strong>mental<br />

Studies, B<strong>and</strong>ung Institute of <strong>Technology</strong>, were used as a basis for discussi<strong>on</strong>.<br />

The first case study--the settlement of Ciamis, located <strong>on</strong><br />

West Java--is representative of the old settlements <strong>on</strong> the river bas<str<strong>on</strong>g>in</str<strong>on</strong>g>s,<br />

while the sec<strong>on</strong>d case study--the settlement of Batumarta, located <strong>on</strong><br />

South Sumatra <str<strong>on</strong>g>in</str<strong>on</strong>g> the vic<str<strong>on</strong>g>in</str<strong>on</strong>g>ity of Baturaja--represents a transmigrati<strong>on</strong><br />

area, or a new settlement established outside of Java.<br />

Workshop participants had an opportunity to visit Ciamis, but<br />

weather c<strong>on</strong>diti<strong>on</strong>s forced them to cancel the visit to the transmigrati<strong>on</strong><br />

area of Baturaja <strong>and</strong> the Batumarta project. Cigaru, an old settlement<br />

<str<strong>on</strong>g>in</str<strong>on</strong>g> a ra<str<strong>on</strong>g>in</str<strong>on</strong>g>fed area of West Java, was visited <str<strong>on</strong>g>in</str<strong>on</strong>g>stead. Informati<strong>on</strong><br />

gathered dur<str<strong>on</strong>g>in</str<strong>on</strong>g>g these visits was used <str<strong>on</strong>g>in</str<strong>on</strong>g> the workshop discussi<strong>on</strong>s. This<br />

workshop was attended by <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g>n <strong>and</strong> U.S. participants with varied<br />

backgrounds to encourage a multidiscipl<str<strong>on</strong>g>in</str<strong>on</strong>g>ary approach toward f<str<strong>on</strong>g>in</str<strong>on</strong>g>d<str<strong>on</strong>g>in</str<strong>on</strong>g>g<br />

soluti<strong>on</strong>s to the problems fac<str<strong>on</strong>g>in</str<strong>on</strong>g>g rural <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g>. A report issued <strong>on</strong><br />

this activity summarizes the discussi<strong>on</strong>s, <str<strong>on</strong>g>in</str<strong>on</strong>g>cludes the recommendati<strong>on</strong>s<br />

of the U.S. <strong>and</strong> <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g>n participants, <strong>and</strong> suggests priorities for<br />

research <strong>on</strong> technologies for rural productivity. In the category of<br />

producti<strong>on</strong> technology, priorities <str<strong>on</strong>g>in</str<strong>on</strong>g>clude soil c<strong>on</strong>servati<strong>on</strong> <strong>and</strong> improvement,<br />

water management <strong>and</strong> c<strong>on</strong>servati<strong>on</strong>, biological resources, <strong>and</strong> pest<br />

c<strong>on</strong>trol. Other categories covered were postharvest technology, rural<br />

<str<strong>on</strong>g>in</str<strong>on</strong>g>dustry, <strong>and</strong> rural technology.<br />

4. PANEL DISCUSSIONS ON SCIENCE AND TECHNOLOGY PLANNING AND<br />

FORECASTING FOR INDONESIA: SPECIAL EMPHASIS ON<br />

MANPOWER DEVELOPMENT<br />

Background<br />

The c<strong>on</strong>t<str<strong>on</strong>g>in</str<strong>on</strong>g>u<str<strong>on</strong>g>in</str<strong>on</strong>g>g ec<strong>on</strong>omic growth of <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g> is lead<str<strong>on</strong>g>in</str<strong>on</strong>g>g to <str<strong>on</strong>g>in</str<strong>on</strong>g>creas<str<strong>on</strong>g>in</str<strong>on</strong>g>g<br />

dem<strong>and</strong>s <strong>on</strong> science <strong>and</strong> technology. The country's future development<br />

will depend heavily <strong>on</strong> its ability to use science <strong>and</strong> technology effectively<br />

to make the best use of its natural resources.

The goals outl<str<strong>on</strong>g>in</str<strong>on</strong>g>ed <str<strong>on</strong>g>in</str<strong>on</strong>g> <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g>'s 5-year development plans pose a<br />

challenge: how to produce the large numbers of tra<str<strong>on</strong>g>in</str<strong>on</strong>g>ed pers<strong>on</strong>nel<br />

required for programs designed to meet these goals. Achiev<str<strong>on</strong>g>in</str<strong>on</strong>g>g these<br />

levels of manpower development will be difficult. <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g> must<br />

<str<strong>on</strong>g>in</str<strong>on</strong>g>crease significantly its output of tra<str<strong>on</strong>g>in</str<strong>on</strong>g>ed pers<strong>on</strong>nel <strong>and</strong> improve the<br />

quality of their tra<str<strong>on</strong>g>in</str<strong>on</strong>g><str<strong>on</strong>g>in</str<strong>on</strong>g>g with<str<strong>on</strong>g>in</str<strong>on</strong>g> severe c<strong>on</strong>stra<str<strong>on</strong>g>in</str<strong>on</strong>g>ts <strong>on</strong> time <strong>and</strong><br />

resources. This problem can <strong>on</strong>ly be solved by mak<str<strong>on</strong>g>in</str<strong>on</strong>g>g maximum use of<br />

exist<str<strong>on</strong>g>in</str<strong>on</strong>g>g manpower <strong>and</strong> <str<strong>on</strong>g>in</str<strong>on</strong>g>stituti<strong>on</strong>al mechanisms, by creat<str<strong>on</strong>g>in</str<strong>on</strong>g>g new <str<strong>on</strong>g>in</str<strong>on</strong>g>stituti<strong>on</strong>s<br />

where necessary, <strong>and</strong> by us<str<strong>on</strong>g>in</str<strong>on</strong>g>g the most suitable tra<str<strong>on</strong>g>in</str<strong>on</strong>g><str<strong>on</strong>g>in</str<strong>on</strong>g>g technologies,<br />

both old <strong>and</strong> new.<br />

1982, with the ma<str<strong>on</strong>g>in</str<strong>on</strong>g> purpose of recommend<str<strong>on</strong>g>in</str<strong>on</strong>g>g improvements <str<strong>on</strong>g>in</str<strong>on</strong>g> the process<br />

In the open<str<strong>on</strong>g>in</str<strong>on</strong>g>g plenary sessi<strong>on</strong>, <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g>n participants described<br />

three aspects of <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g>n science <strong>and</strong> technology management:<br />

(1) science <strong>and</strong> technology <str<strong>on</strong>g>in</str<strong>on</strong>g>stituti<strong>on</strong>al policymak<str<strong>on</strong>g>in</str<strong>on</strong>g>g, (2) current<br />

plann<str<strong>on</strong>g>in</str<strong>on</strong>g>g of science <strong>and</strong> technology manpower development, <strong>and</strong> (3) the<br />

science <strong>and</strong> technology educati<strong>on</strong> system. Participants were divided <str<strong>on</strong>g>in</str<strong>on</strong>g>to<br />

four technical work<str<strong>on</strong>g>in</str<strong>on</strong>g>g groups <strong>on</strong>:<br />

• Biotechnology <strong>and</strong> agro-<str<strong>on</strong>g>in</str<strong>on</strong>g>dustry<br />

• Water <strong>and</strong> envir<strong>on</strong>ment<br />

• Industrial development <strong>and</strong> microelectr<strong>on</strong>ics<br />

• Mar<str<strong>on</strong>g>in</str<strong>on</strong>g>e science <strong>and</strong> underwater technology.<br />

These groups gave special emphasis <str<strong>on</strong>g>in</str<strong>on</strong>g> their discussi<strong>on</strong>s to government<br />

policies <strong>and</strong> <str<strong>on</strong>g>in</str<strong>on</strong>g>stituti<strong>on</strong>al needs, educati<strong>on</strong>al needs <strong>and</strong> mechanisms,<br />

manpower plann<str<strong>on</strong>g>in</str<strong>on</strong>g>g, R&D management <strong>and</strong> plann<str<strong>on</strong>g>in</str<strong>on</strong>g>g, transfer of technology,<br />

<strong>and</strong> l<str<strong>on</strong>g>in</str<strong>on</strong>g>kages between universities, research <str<strong>on</strong>g>in</str<strong>on</strong>g>stituti<strong>on</strong>s, <strong>and</strong> <str<strong>on</strong>g>in</str<strong>on</strong>g>dustry.<br />

Work<str<strong>on</strong>g>in</str<strong>on</strong>g>g groups met for a full day follow<str<strong>on</strong>g>in</str<strong>on</strong>g>g the first day's plenary<br />

discussi<strong>on</strong>s. At a plenary sessi<strong>on</strong> <strong>on</strong> the third day, the work<str<strong>on</strong>g>in</str<strong>on</strong>g>g group<br />

chairpers<strong>on</strong>s read the c<strong>on</strong>clusi<strong>on</strong>s <strong>and</strong> recommendati<strong>on</strong>s that emerged from<br />

their groups <strong>and</strong> solicited comments from the other participants. These<br />

comments, as well as comments <strong>and</strong> suggesti<strong>on</strong>s made dur<str<strong>on</strong>g>in</str<strong>on</strong>g>g a subsequent<br />

plenary sessi<strong>on</strong> <strong>on</strong> cross-cutt<str<strong>on</strong>g>in</str<strong>on</strong>g>g issues such as government policy <strong>and</strong><br />

<str<strong>on</strong>g>in</str<strong>on</strong>g>stituti<strong>on</strong>al needs, were taken <str<strong>on</strong>g>in</str<strong>on</strong>g>to c<strong>on</strong>siderati<strong>on</strong> <str<strong>on</strong>g>in</str<strong>on</strong>g> formulat<str<strong>on</strong>g>in</str<strong>on</strong>g>g the<br />

f<str<strong>on</strong>g>in</str<strong>on</strong>g>al c<strong>on</strong>clusi<strong>on</strong>s <strong>and</strong> recommendati<strong>on</strong>s.<br />

5. WORKSHOP ON SINGLE-CELL PROTEIN<br />

Background<br />

In early 1982, BOSTID was asked by officials of the Agency for the<br />

Assessment <strong>and</strong> Applicati<strong>on</strong> of <strong>Technology</strong> (BPPT) to assist them <str<strong>on</strong>g>in</str<strong>on</strong>g><br />

<str<strong>on</strong>g>in</str<strong>on</strong>g>troduc<str<strong>on</strong>g>in</str<strong>on</strong>g>g s<str<strong>on</strong>g>in</str<strong>on</strong>g>gle-cell prote<str<strong>on</strong>g>in</str<strong>on</strong>g> (SCP) producti<strong>on</strong> as part of their overall<br />

plan for technological development, especially <str<strong>on</strong>g>in</str<strong>on</strong>g> transmigrati<strong>on</strong><br />

areas. This element <str<strong>on</strong>g>in</str<strong>on</strong>g> the plan calls for the use of cassava <strong>and</strong> other<br />

root crops as the raw material for SCP producti<strong>on</strong>. The first part of<br />

the assistance offered by BOSTID <str<strong>on</strong>g>in</str<strong>on</strong>g>volved an ad hoc meet<str<strong>on</strong>g>in</str<strong>on</strong>g>g <str<strong>on</strong>g>in</str<strong>on</strong>g> Wash<str<strong>on</strong>g>in</str<strong>on</strong>g>gt<strong>on</strong>,<br />

D.C., of a small group of U.S. experts who met with three BPPT<br />

staff members resp<strong>on</strong>sible for this project. After an <str<strong>on</strong>g>in</str<strong>on</strong>g>itial presentati<strong>on</strong><br />

of objectives <strong>and</strong> plans for achiev<str<strong>on</strong>g>in</str<strong>on</strong>g>g them by the <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g>n participants,<br />

a discussi<strong>on</strong> of the project ensued, with primary focus <strong>on</strong><br />

process design, plant design, <strong>and</strong> products <strong>and</strong> markets.<br />

Follow<str<strong>on</strong>g>in</str<strong>on</strong>g>g the meet<str<strong>on</strong>g>in</str<strong>on</strong>g>g, arrangements were made for the <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g>ns<br />

to visit several private <str<strong>on</strong>g>in</str<strong>on</strong>g>dustrial laboratories <str<strong>on</strong>g>in</str<strong>on</strong>g> the United States<br />

to discuss fermentati<strong>on</strong> processes <strong>and</strong> the potential for the manufacture<br />

of SCP <str<strong>on</strong>g>in</str<strong>on</strong>g> <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g>.<br />

Activity Summary<br />

In late 1982, BOSTID was asked by BPPT officials to br<str<strong>on</strong>g>in</str<strong>on</strong>g>g a small team<br />

of experts to <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g> <str<strong>on</strong>g>in</str<strong>on</strong>g> early 1983 to jo<str<strong>on</strong>g>in</str<strong>on</strong>g> <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g>n colleagues <str<strong>on</strong>g>in</str<strong>on</strong>g><br />

review<str<strong>on</strong>g>in</str<strong>on</strong>g>g the <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g>n government's plans to establish a rural SCP<br />

pilot plant <str<strong>on</strong>g>in</str<strong>on</strong>g> Tulang Bawang, Sumatra. The workshop was held<br />

February 1-5, 1983, <strong>and</strong> <str<strong>on</strong>g>in</str<strong>on</strong>g>cluded U.S. <strong>and</strong> <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g>n scientists, eng<str<strong>on</strong>g>in</str<strong>on</strong>g>eers,<br />

ec<strong>on</strong>omists, <strong>and</strong> adm<str<strong>on</strong>g>in</str<strong>on</strong>g>istrators.<br />

The workshop schedule began with a day <str<strong>on</strong>g>in</str<strong>on</strong>g> Jakarta <str<strong>on</strong>g>in</str<strong>on</strong>g> which <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g>n<br />

participants described the background <strong>and</strong> objectives of the SCP<br />

dem<strong>on</strong>strati<strong>on</strong> project, <strong>and</strong> BOSTID participants outl<str<strong>on</strong>g>in</str<strong>on</strong>g>ed briefly the<br />

state of the art <str<strong>on</strong>g>in</str<strong>on</strong>g> SCP producti<strong>on</strong> <strong>and</strong> utilizati<strong>on</strong> <str<strong>on</strong>g>in</str<strong>on</strong>g> the United States.<br />

Three days of field visits followed, <str<strong>on</strong>g>in</str<strong>on</strong>g>clud<str<strong>on</strong>g>in</str<strong>on</strong>g>g a l-day trip to Sulusuban<br />

to see the Ethanol Biomass Energy Center, c<strong>on</strong>structed with Japanese<br />

assistance, <strong>and</strong> a visit to Kabupaten Bantul near Yogyakarta to see food<br />

preparati<strong>on</strong> <strong>and</strong> c<strong>on</strong>sumpti<strong>on</strong> practices utiliz<str<strong>on</strong>g>in</str<strong>on</strong>g>g cornmeal <strong>and</strong> cassava.<br />

Key <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g>n participants <str<strong>on</strong>g>in</str<strong>on</strong>g> the workshop jo<str<strong>on</strong>g>in</str<strong>on</strong>g>ed the field trips,<br />

creat<str<strong>on</strong>g>in</str<strong>on</strong>g>g a valuable opportunity for <str<strong>on</strong>g>in</str<strong>on</strong>g>formal exchanges between the two<br />

groups. The group had planned to visit the Tulang Bawang transmigrati<strong>on</strong><br />

area <str<strong>on</strong>g>in</str<strong>on</strong>g> the prov<str<strong>on</strong>g>in</str<strong>on</strong>g>ce of Lampung, southern Sumatra, the site of the<br />

dem<strong>on</strong>strati<strong>on</strong> plant; however, because of flood<str<strong>on</strong>g>in</str<strong>on</strong>g>g the group was <strong>on</strong>ly<br />

able to proceed as far as Sulusuban.<br />

After the field trip, a half day of meet<str<strong>on</strong>g>in</str<strong>on</strong>g>gs was held <str<strong>on</strong>g>in</str<strong>on</strong>g> Jakarta.<br />

Participants discussed recommendati<strong>on</strong>s <strong>on</strong> SCP producti<strong>on</strong> <str<strong>on</strong>g>in</str<strong>on</strong>g> four work<str<strong>on</strong>g>in</str<strong>on</strong>g>g<br />

groups that focused <strong>on</strong> (1) the producti<strong>on</strong> process, (2) eng<str<strong>on</strong>g>in</str<strong>on</strong>g>eer<str<strong>on</strong>g>in</str<strong>on</strong>g>g,<br />

(3) the use of SCP as animal feed, <strong>and</strong> (4) the use of SCP as human food.<br />

A summary report of the workshop has been issued.

6. WORKSHOP ON SYSTEMS ANALYSIS<br />

Background<br />

In 1982, <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g>'s Agency for the Assessment <strong>and</strong> Applicati<strong>on</strong> of <strong>Technology</strong><br />

(BPPT) <str<strong>on</strong>g>in</str<strong>on</strong>g>vited BOSTID to jo<str<strong>on</strong>g>in</str<strong>on</strong>g> it <str<strong>on</strong>g>in</str<strong>on</strong>g> sp<strong>on</strong>sor<str<strong>on</strong>g>in</str<strong>on</strong>g>g a workshop <strong>on</strong><br />

systems analysis (S/A). Held <str<strong>on</strong>g>in</str<strong>on</strong>g> Jakarta, <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g>, February 8-12,<br />

1983, the workshop explored the use of systems analysis as a tool for<br />

atta<str<strong>on</strong>g>in</str<strong>on</strong>g><str<strong>on</strong>g>in</str<strong>on</strong>g>g development goals. The BPPT recently had <str<strong>on</strong>g>in</str<strong>on</strong>g>troduced this<br />

methodology as a significant <str<strong>on</strong>g>in</str<strong>on</strong>g>terdiscipl<str<strong>on</strong>g>in</str<strong>on</strong>g>ary team activity with the<br />

purpose of <str<strong>on</strong>g>in</str<strong>on</strong>g>tegrat<str<strong>on</strong>g>in</str<strong>on</strong>g>g research <strong>and</strong> technology more effectively with<str<strong>on</strong>g>in</str<strong>on</strong>g><br />

the <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g>n ec<strong>on</strong>omy.<br />

Systems analysis is a methodology that, when properly undertaken,<br />

permits policy decisi<strong>on</strong>s to be <str<strong>on</strong>g>in</str<strong>on</strong>g>formed <strong>and</strong> based <strong>on</strong> the relative merits<br />

of alternative courses of acti<strong>on</strong> with<str<strong>on</strong>g>in</str<strong>on</strong>g> complex areas of the <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g>n<br />

government's <str<strong>on</strong>g>in</str<strong>on</strong>g>frastructure. This methodology can also be used to<br />

re<str<strong>on</strong>g>in</str<strong>on</strong>g>force the development of REPELITA IV, <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g>'s fourth 5-year plan<br />

(1984-89), <strong>and</strong> of master plans for implement<str<strong>on</strong>g>in</str<strong>on</strong>g>g the courses of acti<strong>on</strong><br />

chosen. BPPT organized the workshop to explore the overall applicati<strong>on</strong>s<br />

of systems analysis as a tool <str<strong>on</strong>g>in</str<strong>on</strong>g> atta<str<strong>on</strong>g>in</str<strong>on</strong>g><str<strong>on</strong>g>in</str<strong>on</strong>g>g development goals, focus<str<strong>on</strong>g>in</str<strong>on</strong>g>g<br />

particularly <strong>on</strong> three studies be<str<strong>on</strong>g>in</str<strong>on</strong>g>g undertaken by BPPT: (1) solid waste<br />

management, (2) urban transportati<strong>on</strong>, <strong>and</strong> (3) the <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g>n food<br />

system.<br />

Activity Summary<br />

Dur<str<strong>on</strong>g>in</str<strong>on</strong>g>g the <str<strong>on</strong>g>in</str<strong>on</strong>g>itial plenary sessi<strong>on</strong>, <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g>n officials stressed the<br />

need to develop a systems analysis capability <str<strong>on</strong>g>in</str<strong>on</strong>g> their country. Participants<br />

then broke <str<strong>on</strong>g>in</str<strong>on</strong>g>to three work<str<strong>on</strong>g>in</str<strong>on</strong>g>g groups, each address<str<strong>on</strong>g>in</str<strong>on</strong>g>g a different<br />

problem area. The study team leaders <str<strong>on</strong>g>in</str<strong>on</strong>g> the three areas outl<str<strong>on</strong>g>in</str<strong>on</strong>g>ed<br />

their methodology <strong>and</strong> efforts, <strong>and</strong> the NRC panelists led discussi<strong>on</strong>s<br />

based <strong>on</strong> papers they had prepared <strong>on</strong> the utilizati<strong>on</strong> of systems analysis<br />

<str<strong>on</strong>g>in</str<strong>on</strong>g> those areas.<br />

For the next 2 days, NRC panelists accompanied small groups of the<br />

<str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g>n study team members <strong>on</strong> field visits. The solid waste management<br />

group visited a compost<str<strong>on</strong>g>in</str<strong>on</strong>g>g plant, the solid waste improvement program<br />

pilot project, the open dump<str<strong>on</strong>g>in</str<strong>on</strong>g>g <strong>and</strong> sanitary l<strong>and</strong>fill <str<strong>on</strong>g>in</str<strong>on</strong>g> Jakarta,<br />

<strong>and</strong> the compost<str<strong>on</strong>g>in</str<strong>on</strong>g>g plant <strong>and</strong> waste disposal equipment center <str<strong>on</strong>g>in</str<strong>on</strong>g> Surabaya.<br />

The urban transportati<strong>on</strong> group visits <str<strong>on</strong>g>in</str<strong>on</strong>g>cluded the Jakarta area<br />

<strong>and</strong> the Tool Road <strong>and</strong> Sidoarjo Corridor <str<strong>on</strong>g>in</str<strong>on</strong>g> Surabaya. The food system<br />

group made site visits to rice producers, cooperatives, <strong>and</strong> distributi<strong>on</strong><br />

centers <str<strong>on</strong>g>in</str<strong>on</strong>g> the Yogyakarta regi<strong>on</strong>. These visits allowed firsth<strong>and</strong> observati<strong>on</strong>s<br />

<strong>and</strong> discussi<strong>on</strong>s at field sites <strong>and</strong> <str<strong>on</strong>g>in</str<strong>on</strong>g>tensive <str<strong>on</strong>g>in</str<strong>on</strong>g>teracti<strong>on</strong> with<br />

<str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g>n study members.<br />

To address some of the general pr<str<strong>on</strong>g>in</str<strong>on</strong>g>ciples of systems analysis <strong>and</strong><br />

their applicati<strong>on</strong>s to problem solv<str<strong>on</strong>g>in</str<strong>on</strong>g>g, the chairman of the NRC panel<br />

gave an <str<strong>on</strong>g>in</str<strong>on</strong>g>formal lecture at BPPT up<strong>on</strong> his return from Surabaya <strong>on</strong> the<br />

morn<str<strong>on</strong>g>in</str<strong>on</strong>g>g of February 11. That afterno<strong>on</strong>, work<str<strong>on</strong>g>in</str<strong>on</strong>g>g group sessi<strong>on</strong>s were<br />

c<strong>on</strong>t<str<strong>on</strong>g>in</str<strong>on</strong>g>ued at the BPPT to formulate recommendati<strong>on</strong>s which were presented<br />

the next morn<str<strong>on</strong>g>in</str<strong>on</strong>g>g at the f<str<strong>on</strong>g>in</str<strong>on</strong>g>al plenary sessi<strong>on</strong>.

OF RESEARCH AND TECHNOLOGY IN INDONESIA<br />

Background<br />

In early 1983, two senior <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g>n officials expressed <str<strong>on</strong>g>in</str<strong>on</strong>g>terest <str<strong>on</strong>g>in</str<strong>on</strong>g><br />

meet<str<strong>on</strong>g>in</str<strong>on</strong>g>g with appropriate U.S. officials <str<strong>on</strong>g>in</str<strong>on</strong>g>volved <str<strong>on</strong>g>in</str<strong>on</strong>g> research <strong>and</strong> technology<br />

plann<str<strong>on</strong>g>in</str<strong>on</strong>g>g dur<str<strong>on</strong>g>in</str<strong>on</strong>g>g their May 1983 visit to the United States. It<br />

was thus decided that BOSTID would arrange a brief ad hoc sem<str<strong>on</strong>g>in</str<strong>on</strong>g>ar for<br />

<str<strong>on</strong>g>in</str<strong>on</strong>g>vited U.S. experts <strong>and</strong> the <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g>n visitors to focus <strong>on</strong> how science<br />

<strong>and</strong> technology is planned <strong>and</strong> coord<str<strong>on</strong>g>in</str<strong>on</strong>g>ated <str<strong>on</strong>g>in</str<strong>on</strong>g> the United States at the<br />

nati<strong>on</strong>al level, with<str<strong>on</strong>g>in</str<strong>on</strong>g> specific government agencies, at profit-mak<str<strong>on</strong>g>in</str<strong>on</strong>g>g<br />

<strong>and</strong> n<strong>on</strong>profit research advisory <str<strong>on</strong>g>in</str<strong>on</strong>g>stituti<strong>on</strong>s, with<str<strong>on</strong>g>in</str<strong>on</strong>g> university R&D<br />

<str<strong>on</strong>g>in</str<strong>on</strong>g>stitutes, <strong>and</strong> <str<strong>on</strong>g>in</str<strong>on</strong>g> private <str<strong>on</strong>g>in</str<strong>on</strong>g>dustry.<br />

cosp<strong>on</strong>sor a workshop <str<strong>on</strong>g>in</str<strong>on</strong>g> Jakarta <strong>on</strong> plann<str<strong>on</strong>g>in</str<strong>on</strong>g>g, implementati<strong>on</strong>, <strong>and</strong> evaluati<strong>on</strong><br />

of research <strong>and</strong> technology ma<str<strong>on</strong>g>in</str<strong>on</strong>g>ly at the nati<strong>on</strong>al level. Specifically,<br />

the workshop was <str<strong>on</strong>g>in</str<strong>on</strong>g>tended to exam<str<strong>on</strong>g>in</str<strong>on</strong>g>e methodologies for deriv<str<strong>on</strong>g>in</str<strong>on</strong>g>g<br />

a research <strong>and</strong> technology plan from the relevant porti<strong>on</strong>s of the fourth<br />

S-year development plan (REPELITA IV) <strong>and</strong> to discuss how different<br />

methods of plann<str<strong>on</strong>g>in</str<strong>on</strong>g>g, implementati<strong>on</strong>, m<strong>on</strong>itor<str<strong>on</strong>g>in</str<strong>on</strong>g>g, <strong>and</strong> evaluati<strong>on</strong> can be<br />

used as a basis for the next year's plann<str<strong>on</strong>g>in</str<strong>on</strong>g>g.<br />

In his open<str<strong>on</strong>g>in</str<strong>on</strong>g>g remarks, the <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g>n chairman highlighted the government's<br />

need to ref<str<strong>on</strong>g>in</str<strong>on</strong>g>e the basic criteria for plann<str<strong>on</strong>g>in</str<strong>on</strong>g>g, m<strong>on</strong>itor<str<strong>on</strong>g>in</str<strong>on</strong>g>g, <strong>and</strong><br />

of the NRC chairman, a series of papers were presented by the U.S. participants<br />

describ<str<strong>on</strong>g>in</str<strong>on</strong>g>g research <strong>and</strong> technology <str<strong>on</strong>g>in</str<strong>on</strong>g> the U.S. government,<br />

specifically <str<strong>on</strong>g>in</str<strong>on</strong>g> the Nati<strong>on</strong>al <strong>Science</strong> Foundati<strong>on</strong> <strong>and</strong> the Department of<br />

Agriculture. A presentati<strong>on</strong> was also given <strong>on</strong> how a method of detailed<br />

project plann<str<strong>on</strong>g>in</str<strong>on</strong>g>g used by U.s. <str<strong>on</strong>g>in</str<strong>on</strong>g>dustry might be applied <str<strong>on</strong>g>in</str<strong>on</strong>g> <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g>.<br />

All workshop participants then focused <strong>on</strong> three specific topics<br />

relat<str<strong>on</strong>g>in</str<strong>on</strong>g>g to research <strong>and</strong> technology: (1) plann<str<strong>on</strong>g>in</str<strong>on</strong>g>g, (2) implementati<strong>on</strong>,<br />

<strong>and</strong> (3) evaluati<strong>on</strong>.<br />

On the third day, brief work<str<strong>on</strong>g>in</str<strong>on</strong>g>g group sessi<strong>on</strong>s were held to draft<br />

c<strong>on</strong>clusi<strong>on</strong>s reached <str<strong>on</strong>g>in</str<strong>on</strong>g> the three areas, <strong>and</strong> they were presented the<br />

follow<str<strong>on</strong>g>in</str<strong>on</strong>g>g day to all workshop participants for comments.<br />

8. SYMPOSIUM ON INDONESIA: POTENTIAL INDONESIA-U.S.<br />

COLLABORATION IN SCIENCE AND TECHNOLOGY<br />

Background<br />

In November 1982, M<str<strong>on</strong>g>in</str<strong>on</strong>g>ister Habibie requested that the NRC hold a<br />

symposium <str<strong>on</strong>g>in</str<strong>on</strong>g> Wash<str<strong>on</strong>g>in</str<strong>on</strong>g>gt<strong>on</strong>, D.C., <str<strong>on</strong>g>in</str<strong>on</strong>g> 1983 to serve as a catalyst <str<strong>on</strong>g>in</str<strong>on</strong>g><br />

br<str<strong>on</strong>g>in</str<strong>on</strong>g>g<str<strong>on</strong>g>in</str<strong>on</strong>g>g together <str<strong>on</strong>g>in</str<strong>on</strong>g>dividuals from the U.S. academic, government, <strong>and</strong><br />

<str<strong>on</strong>g>in</str<strong>on</strong>g>dustrial sectors to meet with a number of his <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g>n colleagues.<br />

The symposium would provide an opportunity for participants to look at<br />

potential U.S.-<str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g> collaborati<strong>on</strong> <str<strong>on</strong>g>in</str<strong>on</strong>g> areas of major c<strong>on</strong>cern to<br />

<str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g>. The tim<str<strong>on</strong>g>in</str<strong>on</strong>g>g of the symposium was <str<strong>on</strong>g>in</str<strong>on</strong>g>tended to co<str<strong>on</strong>g>in</str<strong>on</strong>g>cide with<br />

completi<strong>on</strong> of preparati<strong>on</strong>s for the government of <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g>'s next<br />

5-year development plan, which beg<str<strong>on</strong>g>in</str<strong>on</strong>g>s April 1984. The areas to be<br />

c<strong>on</strong>sidered would be selected by the <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g>ns <strong>and</strong> agreed to by the<br />

NRC as be<str<strong>on</strong>g>in</str<strong>on</strong>g>g the most appropriate for mutual c<strong>on</strong>siderati<strong>on</strong>.<br />

Activity Summary<br />

The symposium was held <str<strong>on</strong>g>in</str<strong>on</strong>g> Wash<str<strong>on</strong>g>in</str<strong>on</strong>g>gt<strong>on</strong>, D.C., October 3-5, 1983, under<br />

At the open<str<strong>on</strong>g>in</str<strong>on</strong>g>g plenary sessi<strong>on</strong>, participants were welcomed by the<br />

president <strong>and</strong> the foreign secretary of the Nati<strong>on</strong>al Academy of <strong>Science</strong>s.<br />

They were followed by an open<str<strong>on</strong>g>in</str<strong>on</strong>g>g address by the <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g>n ambassador<br />

to the United States <strong>and</strong> the head of the <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g>n delegati<strong>on</strong>, who<br />

stressed the importance of the topics under discussi<strong>on</strong> to the <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g>n<br />

people <strong>and</strong> their government. He also described the important role that<br />

the government has played <str<strong>on</strong>g>in</str<strong>on</strong>g> <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g>'s <str<strong>on</strong>g>in</str<strong>on</strong>g>dustrial development by<br />

guid<str<strong>on</strong>g>in</str<strong>on</strong>g>g the plann<str<strong>on</strong>g>in</str<strong>on</strong>g>g <strong>and</strong> policymak<str<strong>on</strong>g>in</str<strong>on</strong>g>g for future development <strong>and</strong> provid<str<strong>on</strong>g>in</str<strong>on</strong>g>g<br />

protecti<strong>on</strong> from foreign competiti<strong>on</strong>.<br />

Other members of the <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g>n delegati<strong>on</strong> then summarized background<br />

papers they had prepared for the next day's work<str<strong>on</strong>g>in</str<strong>on</strong>g>g group<br />

discussi<strong>on</strong>s.<br />

On the sec<strong>on</strong>d day of the symposium, five work<str<strong>on</strong>g>in</str<strong>on</strong>g>g groups were assembled.<br />

With the excepti<strong>on</strong> of the mar<str<strong>on</strong>g>in</str<strong>on</strong>g>e sciences group, all participants<br />

met with the deputy chairman for <str<strong>on</strong>g>in</str<strong>on</strong>g>dustrial development, BPPT, for a<br />

short sessi<strong>on</strong> that focused <strong>on</strong> <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g>'s <str<strong>on</strong>g>in</str<strong>on</strong>g>dustrial policies <strong>and</strong> plans<br />

for the com<str<strong>on</strong>g>in</str<strong>on</strong>g>g decade. He outl<str<strong>on</strong>g>in</str<strong>on</strong>g>ed the various c<strong>on</strong>diti<strong>on</strong>s that

a greater number of the <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g>n people. The work<str<strong>on</strong>g>in</str<strong>on</strong>g>g groups,<br />

which met for the balance of the sec<strong>on</strong>d day, were asked to give special<br />

attenti<strong>on</strong> to technologies found <str<strong>on</strong>g>in</str<strong>on</strong>g> the United States that would be useful<br />

to <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g> <str<strong>on</strong>g>in</str<strong>on</strong>g> meet<str<strong>on</strong>g>in</str<strong>on</strong>g>g its development goals.<br />

This symposium was open to all c<strong>on</strong>cerned <str<strong>on</strong>g>in</str<strong>on</strong>g>dividuals <str<strong>on</strong>g>in</str<strong>on</strong>g> the public<br />

<strong>and</strong> private communities. Approximately 150 people attended.<br />

A report was prepared by the NRC that <str<strong>on</strong>g>in</str<strong>on</strong>g>cludes the <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g>n<br />

presentati<strong>on</strong>s <strong>and</strong> a summary of the work<str<strong>on</strong>g>in</str<strong>on</strong>g>g group sessi<strong>on</strong>s.

STUDY/TRAINING PROGRAM FOR INDONESIAN SCIENCE WRITER<br />

At the specific request of M<str<strong>on</strong>g>in</str<strong>on</strong>g>ister Habibie to the USAID missi<strong>on</strong> <strong>and</strong><br />

the American Embassy <str<strong>on</strong>g>in</str<strong>on</strong>g> <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g>, arrangements were made for Panusunan<br />

Simanjuntak, a reporter with the <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g> Times, to spend a year <str<strong>on</strong>g>in</str<strong>on</strong>g> the<br />

United States <strong>on</strong> a study/tra<str<strong>on</strong>g>in</str<strong>on</strong>g><str<strong>on</strong>g>in</str<strong>on</strong>g>g program <strong>on</strong> science writ<str<strong>on</strong>g>in</str<strong>on</strong>g>g. Arrangements<br />

were made by BOSTID staff for him to enroll at Iowa State University<br />

<strong>and</strong>, at the same time, be attached to the Office of Informati<strong>on</strong><br />

under the guidance of its director, Mr. Burt<strong>on</strong> Gleas<strong>on</strong>, at Ames Laboratory/Energy<br />

<strong>and</strong> M<str<strong>on</strong>g>in</str<strong>on</strong>g>eral Resources Research Institute, located <strong>on</strong> the<br />

Iowa State University campus.<br />

His year <str<strong>on</strong>g>in</str<strong>on</strong>g> the United States enabled him to broaden <strong>and</strong> deepen his<br />

knowledge about science <strong>and</strong> technology <str<strong>on</strong>g>in</str<strong>on</strong>g>formati<strong>on</strong> systems <str<strong>on</strong>g>in</str<strong>on</strong>g> the United<br />

States, to observe U.S. mass media coverage <strong>on</strong> science <strong>and</strong> technology,<br />

<strong>and</strong> to generate ideas about how he, as a journalist, could facilitate<br />

the diffusi<strong>on</strong> of science <strong>and</strong> technology <str<strong>on</strong>g>in</str<strong>on</strong>g> <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g>. In additi<strong>on</strong> to<br />

attend<str<strong>on</strong>g>in</str<strong>on</strong>g>g classes <strong>and</strong> work<str<strong>on</strong>g>in</str<strong>on</strong>g>g at the Ames Laboratory, he visited several<br />

<str<strong>on</strong>g>in</str<strong>on</strong>g>dustrial companies engaged <str<strong>on</strong>g>in</str<strong>on</strong>g> work of <str<strong>on</strong>g>in</str<strong>on</strong>g>terest to <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g>, such as<br />

Bell Helicopter Plant <strong>and</strong> Texas Instruments, Inc., <strong>and</strong> talked with a<br />

number of science writers.<br />

Dur<str<strong>on</strong>g>in</str<strong>on</strong>g>g this period he <str<strong>on</strong>g>in</str<strong>on</strong>g>terviewed a number of <str<strong>on</strong>g>in</str<strong>on</strong>g>dividuals for articles<br />

which were sent back to <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g> for publicati<strong>on</strong> <str<strong>on</strong>g>in</str<strong>on</strong>g> the local<br />

press. Several of his articles also appeared <str<strong>on</strong>g>in</str<strong>on</strong>g> the publicati<strong>on</strong> issued<br />

by the <str<strong>on</strong>g>Ind<strong>on</strong>esia</str<strong>on</strong>g>n Embassy <str<strong>on</strong>g>in</str<strong>on</strong>g> Wash<str<strong>on</strong>g>in</str<strong>on</strong>g>gt<strong>on</strong>, D.C. Arrangements were also<br />

made for Mr. Simanjuntak to witness the launch<str<strong>on</strong>g>in</str<strong>on</strong>g>g of Challenger which<br />

requests, because <strong>on</strong>ly a limited number of copies of BOSTID reports are<br />

available <strong>and</strong> because there are no means of determ<str<strong>on</strong>g>in</str<strong>on</strong>g><str<strong>on</strong>g>in</str<strong>on</strong>g>g the legitimacy<br />

<strong>and</strong> appropriateness of the requests. Dur<str<strong>on</strong>g>in</str<strong>on</strong>g>g the discussi<strong>on</strong>s it was<br />

At the request of Dr. Did<str<strong>on</strong>g>in</str<strong>on</strong>g> Sastrapradja, deputy chairman of LIPI,<br />

BOSTID arranged for Dr. Sylvan H. Wittwer, Director Emeritus, Agricultural<br />

Experimental Stati<strong>on</strong>, Michigan State University, to give the keynote<br />

address at a nati<strong>on</strong>al symposium <strong>on</strong> food <strong>and</strong> nutriti<strong>on</strong> sp<strong>on</strong>sored by<br />

LIPI, July 25, 1983. In additi<strong>on</strong> to his keynote address, Dr. Wittwer<br />
