With a view to the creation of conditions of stability <strong>and</strong> well-be<strong>in</strong>g which are necessary for<br />
peaceful <strong>and</strong> friendly relations among nations based on respect for the pr<strong>in</strong>ciple of equal rights<br />
<strong>and</strong> self-determ<strong>in</strong>ation of peoples, the United Nations shall promote: ... (c) Universal respect for,<br />
<strong>and</strong> observance of, human rights <strong>and</strong> fundamental freedoms for all without dist<strong>in</strong>ction as to race,<br />

Id. Article 2(1) of the ICCPR states:<br />

covenant, without dist<strong>in</strong>ction of any k<strong>in</strong>d, such as race, colour, sex, language, religion, political<br />
or other op<strong>in</strong>ion, national or social orig<strong>in</strong>, property, birth or other status.<br />

The States Parties to the present Covenant undertake to ensure the equal right of men <strong>and</strong><br />
women to the enjoyment of all economic, social <strong>and</strong> cultural rights set forth <strong>in</strong> the present<br />

(b) To adopt appropriate legislative measures, <strong>in</strong>clud<strong>in</strong>g sanctions where appropriate<br />
prohibit<strong>in</strong>g all discrim<strong>in</strong>ation aga<strong>in</strong>st women;
