A Foundation <strong>of</strong> Commitment<br />

<strong>Girl</strong> <strong>Scouts</strong> <strong>of</strong> <strong>Minnesota</strong> <strong>and</strong> Wisconsin<br />

Lakes <strong>and</strong> Pines<br />

81 Service Units serving 39 counties.<br />

Our <strong>Girl</strong> Scout Leadership journey has been filled with growth,<br />

challenge, <strong>and</strong> new opportunities. Our efforts gave girls leadership choices<br />

focused on discovering themselves, connecting with others, <strong>and</strong> taking action<br />

to make the world a better place.<br />

We experienced growth throughout the organization. We reached more<br />

members, provided more programs, <strong>and</strong> increased summer camp<br />

participation. These success stories built girl leaders today. Like many<br />

throughout our nation, Lakes <strong>and</strong> Pines faced a difficult financial path.<br />

We are confident the coming year will bring successes. We have a dedicated<br />

Board <strong>of</strong> Directors, committed funders, <strong>and</strong> caring volunteers to move forward.<br />

There is a solid plan for continuing our work <strong>and</strong> remaining a strong <strong>and</strong> resourceful council delivering leadership<br />

experiences to girls.<br />

Our volunteers <strong>and</strong> financial supporters provide the building blocks in our foundation <strong>of</strong> girl leadership, <strong>and</strong><br />

we couldn’t have achieved our success <strong>and</strong> growth this year without you. Enjoy reading a snapshot <strong>of</strong> our<br />

leadership journey over the past year, <strong>and</strong> our quest to build girls <strong>of</strong> courage, confidence, <strong>and</strong> character who make<br />

our world a better place.<br />

Lakes <strong>and</strong> Pines service area spans over portions <strong>of</strong><br />

two states. There are 3 regions, with staff serving<br />

every community. With regional <strong>and</strong> departmental<br />

teams, we use both human <strong>and</strong> financial resources<br />

wisely to continuously improve our services for girls.<br />

<strong>Girl</strong> <strong>Scouts</strong> <strong>of</strong> <strong>Minnesota</strong> <strong>and</strong> Wisconsin Lakes <strong>and</strong> Pines 3


Membership <strong>Girl</strong>s - 9,422 Adults - 2,711<br />

The <strong>Girl</strong> Scout Movement is open to all<br />

girls <strong>and</strong> adults who accept the<br />

<strong>Girl</strong> Scout Promise <strong>and</strong> Law <strong>and</strong> meet<br />

the membership requirements.<br />

The 2008-09 membership year ended with a<br />

3.1% increase in girl membership. A total <strong>of</strong> 9,422 girls or 290<br />

more girls registered as members <strong>of</strong> <strong>Girl</strong> <strong>Scouts</strong> <strong>of</strong> <strong>Minnesota</strong><br />

<strong>and</strong> Wisconsin Lakes <strong>and</strong> Pines over the previous year. This<br />

total reflects 3,116 new girl members <strong>and</strong> 6,306 re-registering<br />

members, bringing our girl retention rate to 69%. Ninety four<br />

new girls joined through the Bring a Friend program.<br />

Within the 39 county jurisdiction, Lakes <strong>and</strong> Pines Council<br />

serves 11% <strong>of</strong> the available girls with a combined total <strong>of</strong> 1,157<br />

<strong>Girl</strong> Scout troops overall. Of the 9,422 registered girl members,<br />

8,477 girls were served through traditional volunteer led<br />

troop programs. The Council’s Outreach Program served 676<br />

girls with 431 from urban areas in greater <strong>Minnesota</strong>, 146 in<br />

rural areas, <strong>and</strong> 99 in an American Indian Nation.<br />

269 girls were individually registered Juliette <strong>Girl</strong>s <strong>Scouts</strong><br />

with 104 <strong>of</strong> these girls participating in the Council’s <strong>Girl</strong> Scout<br />

by Mail Program.<br />

Our adult membership reflects a 78% retention rate or 2,123<br />

adults who re-registered <strong>and</strong> 588 adult members that were<br />

new to Lakes <strong>and</strong> Pines Council for a total adult membership<br />

<strong>of</strong> 2,711 with 336 lifetime members. Total girl <strong>and</strong> adult<br />

membership for 2008-09 was 12,133.<br />

Outreach programming is tailored to the needs<br />

<strong>of</strong> the communities being served. Culture <strong>and</strong> community<br />

are integrated into Outreach. For instance, in Willmar,<br />

where one-fourth <strong>of</strong> the school district is Latino, an after<br />

school <strong>Girl</strong> Scout program called SISTERS (Stay in School to<br />

Enjoy Real Success) engages Latina girls through Latin<br />

dance. <strong>Girl</strong>s have fun <strong>and</strong> are comfortable in this bilingual<br />

setting. The program is really a truancy <strong>and</strong> tutoring<br />

program, using fitness <strong>and</strong> culturally fun activities to recruit<br />

<strong>and</strong> retain Latina girls.<br />

Another example is an Outreach troop in Ponemah, a<br />

community on the Red Lake Indian Reservation that decided<br />

to address a community concern – recycling. <strong>Girl</strong>s worked<br />

together with adult volunteers to apply for a grant to start<br />

a recycling program on the pow-wow grounds. The troop<br />

walked through the three pillars <strong>of</strong> the leadership model –<br />

DISCOVER, CONNECT <strong>and</strong> TAKE ACTION – the end result was<br />

leadership in their own community!<br />

Selling products is a fun program activity that teaches girls how<br />

to set realistic goals, work as a team, manage money, <strong>and</strong><br />

be entrepreneurs. Each troop or group that sells cookies or<br />

fall product earns money for<br />

its treasury <strong>and</strong> plans how to spend<br />

that money to achieve its goals. The<br />

proceeds are used for field trips,<br />

service projects, <strong>and</strong> other activities.<br />

In addition, <strong>Girl</strong> <strong>Scouts</strong> can earn<br />

age-appropriate pr<strong>of</strong>iciency awards<br />

as part <strong>of</strong> their experience with<br />

cookie activities.<br />

Local, national, <strong>and</strong> global service <strong>and</strong> action are core<br />

elements <strong>of</strong> the <strong>Girl</strong> Scout Leadership Experience. In addition<br />

to activities at the troop <strong>and</strong> service unit level, the Lakes <strong>and</strong><br />

Pines program team provided unique programs <strong>and</strong><br />

Outdoor Program Highlights<br />

Summer staff members kept the energy <strong>and</strong> enthusiasm from<br />

the first day <strong>of</strong> camp to the last.<br />

The Teen Action Board successfully completed<br />

its first year after its initiation at the <strong>2009</strong> <strong>Annual</strong> Meeting.<br />

Eighteen girls representing all parts <strong>of</strong> the council are<br />

addressing teen issues <strong>and</strong> programming in an effort to<br />

focus on the needs <strong>and</strong> leadership skills <strong>of</strong> older <strong>Girl</strong> <strong>Scouts</strong>.

<strong>2009</strong> Gold Award Recipients<br />

<strong>Girl</strong>s ages 14-17 are eligible to earn the <strong>Girl</strong> Scout Gold Award, the highest award in <strong>Girl</strong> Scouting. Each year approximately<br />

3,000 girls across the country earn this prestigious award which recognizes outst<strong>and</strong>ing accomplishments in the areas <strong>of</strong><br />
