4. Obligations of public authorities:
(i)–The Particulars of its Organization, functions and
duties:-
The Commercial Department is responsible for the sale of transportation
provided by a railway, for creating and developing traffic, for securing
and maintaining friendly relations with the travelling and trading public
and for cultivating good public relations generally. The fixing of rates,
fares and other charges and the correct collection, accountal and
remittance of traffic.
(ii) – The Power and duties of its officers and employees:-
All members of the commercial staff must make themselves thoroughly
conversant with the relevant rules and regulations laid down in the
various Tariffs, Codes, Indian Railway Commercial Manual and other
manuals, books and circulars issued from time to time by the railway
administration for the performance of the respective duties.
Duty lists showing the duties of each category of commercial staff on the
Division will be laid down with the approval of the Divisional
Commercial Superintendent. Station Masters should ensure that the Duty
lists are properly displayed at appropriate places and the staff fully
understand their duties and discharge them efficiently.
(iii)– The procedure followed in the decision making
process, including channels of supervision and
accountability: -
The Head of the Commercial Department of Raipur Division is the Sr.
Divisional Commercial Manager who is responsible to the Chief
Commercial Manager for the commercial policy and efficient working of
the Commercial Department of the Railway. He is assisted by Divl.
Commercial Manager & Asst. Commercial Manager, Commercial
Inspectors & Supervisors in the process of decision making.
(v)–The rules, regulations, instruction, manuals and record. Held
by it or under its control or used by its employees for
discharging its functions:
(i) – Indian Railway Commercial Manual, Vol. - I & II.
(ii) – Coaching Tariff.
(iii) – Goods Tariff.
(iv) – Schedule of Powers.
