from our leaders-they have conceded only three subjects. In regard to legislation<br />

relating to other subjects have the a right to discuss and vote? Now what is going to<br />

be the position <strong>of</strong> the States representatives in regard to other subjects which are<br />

beyond the scope <strong>of</strong> these three subjects?<br />

In these circumstances. I would suggest to you and also to the Honourable Leader<br />

<strong>of</strong> the House to expand the reference--the terms <strong>of</strong> reference <strong>of</strong> this committee, so<br />

that the committee could put forward recommendations not only regarding procedure<br />

but also regarding the functions and other allied matters so that we may have the<br />

whole picture before us.<br />

Mr. President: I will keep that in mind in stating the terms reference <strong>of</strong> this<br />

committee.<br />

Mr. H. V. Kamath: Sir, permit me to refer to a minor point. I would like to draw<br />

your attention to the fact that copies <strong>of</strong> neither your address on the 14th night nor the<br />

Governor General's on the 15th morning, nor <strong>of</strong> your reply thereto, were placed on the<br />

Members' tables, and they have not been supplied to us even to this day. Will you<br />

please take action in this matter?<br />

Mr. President: Now, I think we shall proceed with the Report <strong>of</strong> the Union Powers<br />

Committee.<br />

Shri Santanu Kumar Das (Orissa: General): Sir, May I know through you and<br />

from the Leader <strong>of</strong> the House what steps have been taken by the Pakistan<br />

Government against those who have insulted the National Flag there in Pakistan.<br />

Mr. President: We shall now proceed with the Agenda. I think if there are any<br />

other questions, they may be considered at the proper time. Shri Gopalaswami<br />

REPORT OF THE UNION POWERS COMMITTEE-- contd.<br />

Mr. N. Gopalaswami Ayyangar (Madras: General): Sir, I beg to move-<br />

That it be resolved that the <strong>Constituent</strong> <strong>Assembly</strong> do proceed to take into, consideration the<br />

Second Report on the scope <strong>of</strong> Union Powers submitted by the Committee appointed in<br />

pursuance <strong>of</strong> the resolution <strong>of</strong> the <strong>Assembly</strong> <strong>of</strong> the 25th January, 1947.<br />

Sir, copies <strong>of</strong> this Report have already been circulated to Hon'ble Members; but, in<br />

placing this Report@ before the House, I would like to say a few words, first as to how<br />

this Report has come to be presented to the House.<br />

The House will remember that as long ago as the 25th January, 1947, this<br />

Committee was brought into being by a motion moved by Mr. Rajagopalachari whom<br />

we are all proud to find now as the Governor <strong>of</strong> one <strong>of</strong> the most important provinces <strong>of</strong><br />

this Dominion. Well, in that resolution--<br />

have given notice <strong>of</strong> an amendment that this Report may not be taken up for
