powers, which did not arise under the terms <strong>of</strong> the May, 16 Plan, which may be taken<br />

possession <strong>of</strong> by the Centre. That is what the first report says. There is no ambiguity<br />

about it. The details-also have been given.<br />

The second report came after the statement <strong>of</strong> June 3 when the House decided<br />

that the Centre should be strong. This deals with the allocation <strong>of</strong> powers between the<br />

Centre and the Provinces and the three Lists are before us, the Federal List, the<br />

Provincial List, and the Con. current List. Now, is there anything in these Lists to which<br />

anybody objects? This is the time for raising such objections, If you. do not want<br />

certain powers to be allocated to the Centre by the States or by the Provinces this is<br />

the time to discuss the matter. I cannot see either reason or logic behind the demand<br />

for the postponement <strong>of</strong> this issue, I submit that this is merely a dilatory motion which<br />

cannot be supported by any reasonable argument, We should proceed to the<br />

discussion <strong>of</strong> the various subjects dealt with in the Report<br />

Mr. President: Closure has been moved. I will put the closure motion to the<br />

House. The Question is:<br />

"That the question be now put."<br />

The motion was adopted.<br />

Mr. N. Gopalaswami Ayyangar: I owe the courtesy to the House to make a reply<br />

to the debate that, has taken place on this motion for adjournment. Otherwise I<br />

should have thought any elaborate reply, from me was unnecessary. I only wish to say<br />

that the speech made by Dewan Chaman Lal is a complete answer to the arguments<br />

advanced in favour <strong>of</strong> the motion for adjournment. I adopt the points that Dewan<br />

Chaman Lal made and I wish to say nothing more. I request you, Sir, to put this<br />

motion to the vote.<br />

Mr. President I will now put the motion for adjournment moved by, Maulana<br />

Hasrat Mohani to the vote. It runs thus:<br />

"That the Report <strong>of</strong> the Union Powers Committee be not taken into consideration before the revised and final<br />

report <strong>of</strong> the Union Constitution as well as <strong>of</strong> the modified Objectives Resolution, as suggested by Pandit Jawaharlal<br />

Nehru himself. are considered in the next Session <strong>of</strong> the <strong>Constituent</strong> <strong>Assembly</strong>."<br />

The motion was negatived.<br />

Mr. President : Now, we shall take up the amendments <strong>of</strong> which I have received<br />

notice. The first amendment is by Mr. D. P. Khaitan No. I in List II.<br />

Shri D. P. Khaitan (West Bengal: General) : Mr. President, Sir, in as much as in<br />

the motion moved by Shri Gopalaswami Ayyangar only the second report was<br />

mentioned, I gave notice <strong>of</strong> an amendment.<br />

Mr. Tajamul Husain: I rise on a point <strong>of</strong> order. The original motion moved by Mr.<br />

Gopalaswami Ayyangar has not been debated. We have only discussed the motion for<br />

adjournment and it is lost. Now, we should take up the original motion.<br />

Mr. President: In discussing the original motion, these amendments arise. Now,
