2000-2010. School of Community Affairs. Wichita State University, Professor of Criminal Justice and Director. Administrative and budgetary direction over 20 faculty and staff representing four academic disciplines, including Criminal Justice, Forensic Science, Gerontology, and Ethnic Studies. The School of Community Affairs also houses the Midwest Criminal Justice Institute, the Regional Community Policing Institute, the Gerontology Institute, and the Center for Juvenile Justice Research. 1996—December 1999. University of Miami, Professor of Sociology and Coordinator of the Criminology Program. Director--Drug-Use Forecasting Project. Promoted to Full Professor in 1993. 1986--1990. University of Texas-Permian Basin, Associate Professor and Chair of Sociology and Criminology. 1969--1973. San Antonio College, Assistant Professor of Sociology Non-Academic: Full-time: 1977-1984. Tarrant County (Fort Worth, Texas) Juvenile Services, Director of Juvenile Services and Chief Juvenile Probation Officer. Chief Executive Officer responsible for all juvenile and family court services in a multi-court jurisdiction of one million population, including operation of a large, modern Juvenile Detention Center, a Youth Ranch, an Emergency Shelter and a Group Home. Supervised staff of 160 professional and clerical employees with budget of 4.5 million dollars. 1975-1977. Texas Board of Pardons and Paroles, Member and Chairman of the Board. Chief Executive Officer responsible for all parole grants, revocations, supervision, policy, procedure, legislative relations and budgetary matters for a statewide agency with over 1000 employees and an annual budget in excess of 25 million dollars. 1973-1975. United States Courts, Western District of Texas, San Antonio, Texas. United States Probation Officer. Investigation of convicted federal felons for purpose of preparing pre-sentence investigation reports for the U.S. Courts. Supervision of federal probationers and parolees. Served as Training Officer for Western District. 1967-1968. Harris County (Houston, Texas) Juvenile Probation Department. Juvenile Probation Officer. Court duties and supervision of adjudicated youth. Part-time: City of Bentley, Kansas. Municipal Court Judge. Appointed by the City Commission of Bentley, KS and confirmed by the Supreme Court of Kansas. May, 1998 - May 2001. Apalachee Community Mental Health Services, Tallahassee, Florida. Director of Drug and Alcohol Programs (while completing Ph.D.). Responsible for the administration of drug and alcohol treatment services in an eight-county region. 1985-86. 1978-1984. Member and Vice-Chairman – Texas Juvenile Justice and Delinquency Prevention Advisory Board. Appointed by Governor to review juvenile justice grants and to advise on matters of juvenile justice policy. 2
CONSULTANCIES AND TRAINING Crime Prevention Through Environmental Design (CPTED) Consultant and Trainer. Consulted with and trained approximately 20-25 police agencies across Kansas and Texas on CPTED from 2000-2010. Consulted with and advised university and public libraries, public and private schools, retail establishments and apartment complexes on implementation of CPTED strategies to reduce loss and protect clients and patrons. Served as an expert witness in premises liability lawsuits. Published two books and six refereed journal articles on how burglars and other offenders can be deterred through the use of CPTED principles.
