AGENDA<br />

FLINDERS COUNCIL SPECIAL COMMITTEE<br />

Item 1 Michael Grimshaw’s Submission (ANNEXURE 1)<br />

Travis Prins explained the contingency plan money; this has paid for the <strong>Shipping</strong><br />

Containers and power. A portion of the annual contingency fund allotted by the state<br />

Government supports the monthly service to CBI. Remaining funds from the previous 6-<br />

12 months can be allocated for projects that will assist with the shipping service to the<br />

<strong>Furneaux</strong> <strong>Group</strong>. Money can only be spent in arrears as the primary purpose of the<br />

fund is to assist with any contingency that might arise. The money has been spent up to<br />

the end for the 2010/11 financial year (removal of 31 Main St Shed for port<br />

development).<br />

Travis explained there is indicative funding in the State Budget for the 2012-13 year; not<br />

sure how long it will continue for.<br />

Item 2 Update on Lady Barron Port<br />

The transfer of the 31 Main Rd Crown Land lease to <strong>Flinders</strong> <strong>Council</strong> has been finalised.<br />

The Development Application is ready to go to <strong>Council</strong>; Tasports are hoping to have the<br />

works finished in January – February 2013.<br />

<strong>Council</strong> will be demolishing the shed.<br />

The wharf still needs to be used as it’s a working port while the works are being carried<br />

out. Tasports are hoping that once the shed has been demolished they will be able to be<br />

use some of this area when unloading the boat whilst the development is being<br />

undertaken.<br />

Tasports have been speaking with all the relevant parties regarding the Stock<br />

yards/pens, a layout has been decided and all parties involved are happy with the<br />

decision, the internal pens layout will be decided at a later date.<br />

Q: Will new yards facilitate the second deck on <strong>Furneaux</strong> Freight boat being used?<br />

A: Yes, it should.<br />

The farmers commend <strong>Furneaux</strong> Freight adding the second deck for doing this,<br />

recognising there is still some fine tuning required for use of the upper deck for cattle.<br />

Item 3 Terms of Reference for the <strong>Shipping</strong> <strong>Committee</strong><br />

The committee needs to draft a new Terms of Reference.<br />

Resolved<br />

That Michael Grimshaw and Gerald Willis to draft some Terms of Reference and bring<br />

them to the next meeting.<br />

Item 4 Other Business<br />

<strong>Furneaux</strong> Freight Representative<br />

Michael Grimshaw is the representative for <strong>Furneaux</strong> Freight as he has been involved<br />

previously; and relieves Matthew Bayles of the cost of attending all meetings on<br />

<strong>Flinders</strong>.<br />

Matthew Bayles has offered to have a meeting at his Bridport office.<br />

Fuel Price<br />

The Boat has the facility to carry but can’t pump it off the boat on to the wharf.<br />

Question to Tasports - is it possible to pump the fuel off the boat to a truck on the<br />

wharf?<br />

Garth Smith said that there are quite a few regulations that need to be followed to do<br />

this.<br />

Resolved<br />

That Garth Smith will ask Tasports about the legalities to pump direct from a boat and<br />

will provide a report at the next meeting.<br />

Q: Can the fuel be pumped from the sea to the tanks?<br />

A: Yes should be fine but need to provide the infrastructure to this.<br />

Land Freight<br />

Q: The Land Freight prices are high, is there any reason that the freight can’t come<br />

to Whitemark without being decanted from containers at the Lady Barron Port?<br />

A: Once the new wharf is set up it should get better<br />

Can <strong>Furneaux</strong> Freight and Bowmans set up an agreement with the use of the<br />

containers?<br />

It could possibly be something that the contingency money can be spent on once the<br />

issues are clearly defined and solutions identified.<br />

Next meeting speak about this and other possible ideas for the contingency money.<br />

Carbon Tax<br />

With the introduction of the Carbon Tax it is expected that the fuel for Marine Transport<br />

will increase approx. 7c (including the GST effect).<br />

Michael Grimshaw has a spread sheet regarding fuel costs.<br />

Bass Strait Passenger Vehicle Equalisation Scheme<br />

The Mayor wrote a letter to <strong>Furneaux</strong> Freight asking whether they would apply for the<br />

BSPVES for eligible vehicles and drivers moving between the <strong>Furneaux</strong> <strong>Group</strong> and Port<br />

Welshpool and she received a reply which said that it was possible for the individual to<br />

apply for the subsidy themselves.<br />

Information was printed in the Islands News regarding this.<br />

Tasmanian Freight Equalisation Scheme (Freight Subsidy)<br />

<strong>Flinders</strong> Islanders need to be aware that the TFES could be affected by the recent Court<br />

decision (Williams) that deemed the Federal Government could not directly fund<br />

projects, Travis said that the Government wouldn’t be removing the scheme at this<br />

stage.<br />

<strong>Flinders</strong> <strong>Council</strong> and D.I.E.R<br />

Michael Grimshaw asked about the status of the possible ownership of the roll on roll<br />

off facility?<br />

There was a motion of <strong>Council</strong> regarding this, after visit to David O’Byrne, late 09<br />

Mayor said nothing has progressed and she will follow this up.<br />

Repairs, Maintenance and cleaning on the <strong>Council</strong> Owned reefers<br />

Is there any process in place to have them clean etc.?<br />

There will be a report for next meeting.<br />

Can the <strong>Furneaux</strong> <strong>Group</strong> <strong>Shipping</strong> <strong>Special</strong> <strong>Committee</strong> hold a meeting in Bridport at the<br />

<strong>Furneaux</strong> Freight Office and invite the Minister of Infrastructure along to the meeting.<br />

<strong>Furneaux</strong> Freight has offered to pay for the charter flight.<br />
