Bob and I came to <strong>Horseheads</strong> late in 1951<br />

wanting to settle in a small town to raise our family.<br />

He had been wounded in combat in Korea and we<br />

wanted to put that all behind us.<br />

I knew a little about the area because my<br />

mother had taught school in the Breeseport High<br />

School in the 1930’s. I remember the wonderful<br />

five cent vanilla ice cream cones at Brown’s Drug<br />

Store.<br />

We purchased a small trailer at the Pioneer<br />

Trailer Park and Sales. The rent was $18.00 a<br />

month if you mowed your own lawn. A 20 lb cylinder<br />

<strong>of</strong> propane was $2.00. We thought we were<br />

ready for the first winter in <strong>Horseheads</strong>. Little did<br />

we know about frozen water pipes, fuel truck deliveries<br />

and sharing a laundry room with approximately<br />

fifty other families. Carl Gross was our paperboy,<br />

collecting each week. We used a centrally<br />

located pay phone and Elmco Dairy delivered our<br />

milk every other day.<br />

Our first daughter, Colleen, was born during<br />

the hot summer <strong>of</strong> 1952. I had ceased working<br />

and was enjoying motherhood. 1952 was an election<br />

year, (National), and the first time I had ever<br />

voted. As best as I can remember the voting booth<br />

was located near Campbell’s Esso Gas Station in<br />

the <strong>Village</strong>. I worried beforehand about what I<br />

would do with the baby when I “went behind the<br />

curtain.” Needless worry, someone helped me and<br />

my choice <strong>of</strong> candidate won! I remember Harry Tifft<br />

campaigning so many feet from the entrance to the<br />

small building-all new to me!<br />

The brickyard was still producing bricks<br />

and lots <strong>of</strong> red-orange “smoke” just as I got my<br />

wash nicely hung on the lines. In addition to Pennsylvania<br />

RR was still using coal to produce steam<br />

so it was risky whenever I tried to beat the odds. I<br />

was happy when the dryer was available in the<br />

laundry room.<br />

It became obvious we needed more living<br />

space so we purchased a larger mobile home.<br />

When Colleen was about 18 months old we had an<br />

Mid Century Memories <strong>of</strong> <strong>Horseheads</strong><br />

early November snow storm. I though it would be<br />

fun to pull her on a sled to the <strong>Village</strong> and purchase<br />

her first pair <strong>of</strong> boots at Bernie Kahn’s store.<br />

She liked the little white boots so well that she<br />

wanted to walk home instead <strong>of</strong> being pulled on the<br />

sled. Ho-hum!<br />

In 1955 our second daughter, Kelly was<br />

born and once again we needed more space-a<br />

house! We started looking around the county but<br />

always returning to the <strong>Horseheads</strong> area. National<br />

Homes was in full swing at the Holding Point but<br />

we chose something else. In early 1957 we purchased<br />

a building lot from Dean Baylor on Ridge<br />

Road with the idea that the new house would be<br />

completed by the time Colleen would be starting<br />

Kindergarten at the Ridge Road School.<br />

First <strong>of</strong> all, the cows had to be relocated and<br />

what excitement when the cellar was dug. We really<br />

were going to have a real home. The house made it in<br />

the nick <strong>of</strong> time and we were so happy. I am so happy<br />

that I am still here 54 years later.<br />

Some <strong>of</strong> my memories around <strong>Horseheads</strong><br />

area: Minnie Correl’s stale candy, Maude Judson’s Coal<br />

yard, Gus Oldoyd’s Grocery, Rotary gas station run by<br />

Al Miller, Grand Union in the Square, the new highway<br />

to Elmira (Rt. 17), G.L.F., Hibbard’s Hardware, building<br />

<strong>of</strong> additional schools in <strong>Horseheads</strong>, the coming <strong>of</strong> the<br />

Westinghouse Plant, Alart’s Motors & Clute Ford Company.<br />

Last but not least, Cohen’s Clothing Store for<br />

Women and Children.<br />

I started selecting plaid school dresses in July<br />

for my girls and to this day they are fond <strong>of</strong> plaid<br />

clothes! The Orange Spa on S. Main Street had a<br />

Panosian store and this was a favorite shop for Stride<br />

Rite shoes.<br />

<strong>Horseheads</strong> was a busy 5 point intersection, as<br />

it is today but we learn to play “<strong>Horseheads</strong> Roulette”<br />

early on and have loved being here all these years…a<br />

good choice.

JUNE 11 THROUGH JUNE 29, 2012<br />

In order to help maintain water quality and ensure the operation <strong>of</strong> our system’s<br />

hydrants, the <strong>Village</strong> Water Department begins its annual hydrant and<br />

main flushing program on June 11, 2012.<br />

Week <strong>of</strong> June 11th – Flushing begins with hydrants south <strong>of</strong> I86. Starting<br />

with the Orchard Knoll neighborhood and proceeding west<br />

Week <strong>of</strong> June 18th – Flushing begins with hydrants north <strong>of</strong> I86 and proceeding<br />

north between North Main St. and Westinghouse Road<br />

Week <strong>of</strong> June 25th – Flushing begins with hydrants north <strong>of</strong> I86 between<br />

Westinghouse Road and the Barrington West subdivision and proceeds north<br />

The <strong>Village</strong> Water Department advises that discolored water problems may occur in affected<br />

areas, however, this should clear up within one hour. The discoloration does not present a<br />

health problem, but could potentially cause problems if a customer is doing laundry. When<br />

flushing is taking place in your area, we suggest that you always run your cold water tap first to<br />

confirm the absence <strong>of</strong> discolored water in your pipes. In the event that you experience discolored<br />

water, running the cold water until it becomes clear will reduce the potential <strong>of</strong> discolored<br />

water adversely affecting your hot water tank. Call the Water Department at 739-5691 option 7,<br />

if discoloration continues.<br />

A legal notice <strong>of</strong> the upcoming hydrant flushing will be published in the Star Gazette prior to<br />

June 11, 2012<br />

<strong>VILLAGE</strong> OF HORSEHEADS TRASH DISPOSAL PROGRAM<br />

The <strong>Village</strong> <strong>of</strong> <strong>Horseheads</strong> Trash Disposal Program will begin on August 1 st and continue until August<br />

31 st . A total <strong>of</strong> 200 vouchers will be issued by Chemung County Milling Station to the <strong>Village</strong> <strong>of</strong> <strong>Horseheads</strong><br />

residents. There will be 40 vouchers per week and only valid for the week issued. Vouchers will be numbered<br />

1-200 and issued for specific days and hours. You may only take your items to the Milling Station on<br />

Tuesdays, Wednesdays, and Thursdays from 8AM to 2PM and Saturdays 8AM to 11am. See schedule below<br />

for specific dates:<br />

First week: August 1 st , 2 nd – 8AM to 2PM and August 4 th 8AM to 11AM - Vouchers 1-40<br />

Second week: August 7 th , 8 th , 9 th – 8AM to 2PM and August 11 th 8AM to 11AM – Vouchers 41-81<br />

Third week: August 14 th , 15 th , 16 th – 8AM to 2PM and August 18 th 8AM to 11AM – Vouchers 82-122<br />

Failure to observe days and times will result in being turned away. Vouchers will be honored for<br />

the assigned week only. If you received a voucher in a specific week and did not use the voucher,<br />

you will not be issued another voucher. Lost vouchers will not be placed.<br />

<strong>Village</strong> residents only will be able to pick up the pre-numbered vouchers beginning July 16 th at the <strong>Horseheads</strong><br />

<strong>Village</strong> Hall, 202 S. Main St., <strong>Horseheads</strong>, NY - Mon-Friday 8AM to 4PM. Vouchers can only be<br />

used per the above schedule. Only one (1) voucher per household and pro<strong>of</strong> <strong>of</strong> residency is required.<br />

Loads must be tarped. Loads will be turned away if not tarped.<br />

The voucher is good for up to 1,000 pounds to take to the Chemung County Milling Station, 1690 Lake<br />

Road in Elmira. Dumping charges for any weight exceeding 1,000 lbs. are the responsibility <strong>of</strong> the resident.<br />

Additional charges to residents <strong>of</strong> $5.00 for tires; $15.00 for propane tanks, furniture, s<strong>of</strong>as, chairs, recliners<br />

mattresses and box springs.<br />

Questions regarding disposal <strong>of</strong> materials should be directed to the Chemung County Solid Waste<br />

Management District at 737-2980.<br />

DEPARTMENT <strong>of</strong> PUBLIC WORKS<br />

The Street Department would like to thank the <strong>Village</strong> Residents for<br />

being patient regarding branch pickup. There were many more branches<br />

to pick up throughout the <strong>Village</strong> due to the late season snow storm.<br />

The drainage issues on Ryan Circle and Matthew Circle will also be addressed. Street signs will also be<br />

replaced, as needed.<br />

<strong>Horseheads</strong> Farmer’s Market<br />

The Farmer’s Market will be held every Saturday starting June 16th and ending on September 29th at<br />

Teal Park between the hours <strong>of</strong> 10AM-2PM.<br />

A Message from the <strong>Village</strong> Manager and Mayor<br />

This year is the 175th year <strong>of</strong> our incorporation. Originally the <strong>Village</strong> was named Fairport, but<br />

changed in 1845. Then in 1885 the name was again changed to North Elmira, but only for a year when it<br />

was changed back to <strong>Horseheads</strong>. This edition <strong>of</strong> the newsletter has more information about the events<br />

planned for the celebration. Enjoy! Soak up our history and heritage.<br />

As we go to press, our Rental Housing Law is nearing completion. The law will require all rental<br />

property owners to register their rental properties and follow property maintenance regulations. Although all<br />

property owners must follow maintenance regulations now, the difficulties arise with absentee landlords.<br />

Current state laws require personal service be given to persons in violation. This means the Code Officer<br />

would have to travel to the owner wherever he/she was living. In short, this made enforcement impractical.<br />

Our new law requires that the out-<strong>of</strong>-county owner have an agent within Chemung County to accept and be<br />

responsible for violations in property maintenance. We have also added an “habitual violator” provision<br />

which will prevent the repetitive violator from renting in the <strong>Village</strong>. Our next efforts will be directed toward<br />

abandoned and foreclosed properties. Although this will be challenging, these types <strong>of</strong> properties contribute<br />

to blight and it’s a problem we need to address.<br />

Our newly formed Merchants Association is <strong>of</strong>f and running! The Classic Car Show on June 2nd is a<br />

joint venture with our companion Heights Merchants Association. Watch for the Celery Festival coming later<br />

in the year. Please support our Merchants Association members. They have a decal in their window indicating<br />

their membership.<br />

The cost <strong>of</strong> blacktop is up again this year so we are looking at different ways to keep refreshing the<br />

streets. Of course, the cost per ton will determine how many streets we can resurface.<br />

Many <strong>of</strong> you will remember the “dump” on Blostein Blvd. behind Cameron Mfg. We are planning to<br />

open a composting site there to take grass, leaves and branches that is more accessible for everyone. Because<br />

the State considers it a “brownfield”, we had a significant paperwork hurdle to overcome. The most<br />

recent clearance came from DEC’s hazardous materials group. At this point, we have one more filing to<br />

complete before we can move forward.<br />

We are waiting anxiously for a FEMA decision for Tropical Storm Lee relief to put a water filtration<br />

plant in place.<br />

As we move forward into our new budget year, we are planning a new interactive website. New<br />

technology will enable much greater information exchange and communication. For example, residents will<br />

have the ability to report items needing <strong>Village</strong> attention such as a street light out or a pothole. Status reports<br />

can be sent back. Community calendars and links to different events will be provided to name just a<br />

few features.<br />

We are also looking at a notification system to send an alert to your land line and/or cell phone,<br />

leave a voice mail, or send an email for such things as a water shut-<strong>of</strong>f due to a pipe repair; a closed street;<br />

a power interruption; or a reminder about a <strong>Village</strong> event. The system is quite specific so only people effected<br />

by the event would be notified. This will save considerable staff time as they now physically place a<br />

notice at each effected property; the new system will also be more reliable since the notice is made in various<br />

ways.<br />

The Brush Pit is located on Thorne Street next to the <strong>Village</strong> Garage and is available for <strong>Village</strong><br />

Residents only and is to be used for the disposal <strong>of</strong> yard waste:<br />

Operating hours are 9:00 am to 3:00 pm Monday thru Friday (expects holidays)<br />

10:00 am to 2:00 pm Saturdays<br />

Pro<strong>of</strong> <strong>of</strong> residency is required<br />

Not Accepted: Garbage, Cinder Blocks, Rocks, Bricks, Wooden Boards or Railroad Ties<br />

The <strong>of</strong>fice has limited staff hours, so we encourage residents who need non-emergency<br />

assistance to contact us via telephone at (607) 739-5669 or central dispatch (607) 735-8600 in lieu <strong>of</strong><br />

driving to the Police Department.<br />

According to New York State Vehicle and Traffic Law ( § 1238) all children younger<br />

than fourteen year <strong>of</strong> age are required to wear a bicycle helmet.<br />

The Elmira Heights PBA donated $500 worth <strong>of</strong> supplies and equipment to the <strong>Horseheads</strong><br />

Police Department K-9 Program. We would like to thank the Elmira Heights PBA for their<br />

generosity!<br />

27th Annual H.H.S. Alumni<br />

Association Gathering<br />

The 27th Annual H.H.S. Alumni Association gathering will be<br />

held on July 21, 2012 from 1-5 p.m. at the <strong>Horseheads</strong> American<br />

The <strong>Village</strong> <strong>of</strong> <strong>Horseheads</strong> will soon be celebrating its 175 th Anniversary. Two committees have been formed to<br />

celebrate the occasion. The 175 th Committee and the Pack Horse Committee are planning a year-long calendar<br />

<strong>of</strong> events to incorporate this celebration into each <strong>of</strong> the following: a Mother/Daughter Tea, Antique Cruise-In Car<br />

Show, Concerts in Teal Park, Family Days in <strong>Horseheads</strong>, a Jazz Festival, the local Farmer’s Market, Holly Days,<br />

a Victorian Stroll, Art Show, a Quilt Show and finally the unveiling <strong>of</strong> the Military Pack Horse statue.<br />

Below is a brief story about how our <strong>Village</strong> has come to memorialize the Military pack horse…..<br />

….<strong>Horseheads</strong> is the first and only town and village in the United States dedicated to the service <strong>of</strong> the American<br />

Military Horse. Unparalleled in American Military History this twenty-eight square mile area called HORSEHEADS has<br />

the proud distinction that memorializes the Military pack horse.<br />

On September 24, 1779 General Sullivan’s Military pack horses, returning through the valley from their 450 mile<br />

journey, had reached the end <strong>of</strong> their endurance. Here, through humanitarian reasons the General was compelled to<br />

dispose <strong>of</strong> these partners in the cause <strong>of</strong> American freedom.<br />

A few years later, the skulls <strong>of</strong> the horses were arrayed along the trail in defiant fashion by a few returning Native<br />

American. The first settlers, reading these Native American signs, promptly built their homes on the spot. This location,<br />

first known as “The Valley <strong>of</strong> Horses Heads” was later changed to <strong>Horseheads</strong>, New York.<br />

To commemorate this historical event and our 175th Anniversary; the Military Pack Horse Committee has been<br />

formed to purchase and erect a bronze statue <strong>of</strong> a Military pack horse in a prominent location in the village. The<br />

cost <strong>of</strong> the statue is estimated to be in the area <strong>of</strong> $16,000 to $18,000.<br />

Fund raising is being planned for the Military pack horse and we are currently accepting donations. We are also<br />

accepting sponsorships for the other events listed above throughout the year. We anticipate that over the next<br />

year, there will be approximately 20,000 to 30,000 people attending these events. We, the 175 th Committee and<br />

the Pack Horse Committee are requesting support from the businesses in the <strong>Village</strong>. Let the community know<br />

you stand behind them and support their efforts! You have the opportunity to be recognized at each event in return<br />

for your sponsorship. The Military Pack Horse Committee has created the recognition levels below in the<br />

form <strong>of</strong> engraved bricks for the base <strong>of</strong> the horse:<br />

<strong>VILLAGE</strong> SIDEWALK PROGRAM<br />

All property within the <strong>Village</strong> <strong>of</strong> <strong>Horseheads</strong> is eligible for the program except government<br />

and tax-exempt properties. Property owners apply for a Sidewalk Program application/permit at<br />

the <strong>Village</strong> Clerk’s Office Monday through Friday 8:00 AM to 4:00 PM -739-5691 option #7 for the<br />

Clerks Office. The cost <strong>of</strong> the permit is $25**.<br />

At the time the application is completed, an informational sheet will be given to explain<br />

both the <strong>Village</strong>’s role and the property owner’s responsibility in the program along with a specification<br />

sheet on how the new sidewalk must be installed.<br />

Upon receipt <strong>of</strong> the permit fee and completed application, the <strong>Village</strong> will contact the contractor<br />

listed on the application to coordinate a schedule. The <strong>Village</strong> will remove the old sidewalk<br />

and grade the area and fill to within 1” <strong>of</strong> sub-grade. The following instructions are required:<br />

1. The property owner/contractor will provide barricades prior to removal <strong>of</strong> the old sidewalk.<br />

2. Property owner/contractor will have one week from the date <strong>of</strong> removal <strong>of</strong> the existing sidewalk<br />

by the <strong>Village</strong> to replace the sidewalk using the <strong>Village</strong> specifications sheet.<br />

3. Once the property owner/contractor installs the new sidewalk, an additional week will be allowed<br />

for the property owner/contractor to restore immediate area (backfilling, grass seeding,<br />

etc.) to a safe an acceptable manner.<br />

The <strong>Village</strong> will perform a final inspection to ensure full compliance with specifications before certifying<br />

acceptability to the <strong>Village</strong> at the end <strong>of</strong> the period.<br />

** This program only includes sidewalk that is within the <strong>Village</strong> right-<strong>of</strong>-way. It does not include<br />

approach walks or other walks on private property. Government/Tax Exempt Properties ARE<br />

NOT ELIGIBLE for this program.<br />

Code Enforcement<br />

Tents in excess <strong>of</strong> 200 square feet and canopies in excess <strong>of</strong> 400 square feet used for<br />

storage requires a permit, unless the tent is used exclusively for recreational and camping<br />

purposes<br />

All dumpsters on residential properties require a permit<br />

Open burning in the <strong>Village</strong> is prohibited<br />

Portable basketball hoops must be removed from streets and right-<strong>of</strong>-ways after each<br />

use as they are an obstruction to emergency vehicles, street sweepers, and pedestrians<br />

All new pools required building permits prior to installation. All pools less than 48” tall<br />

require minimum 48” fence around them

$125. MA members can be identified with a Shop Local, blue sign, in their shop windows.<br />

Calendar <strong>of</strong> Events<br />

The First Annual Ladies Night Out was held on May 12 th in Historic Hanover Square and was a huge<br />

hit! Participants are already putting next year’s event on their calendars. Check out the event pictures on<br />

the <strong>Village</strong> <strong>of</strong> <strong>Horseheads</strong> Merchant Association Facebook page! A massive shout-out to all participating<br />

merchants and volunteers for making this event so successful!!!!<br />

Cruise-In 2012 Car Show will be held on June 2nd and begins at 10:00 a.m. in Oakridge Park, Elmira<br />

Heights and run until 1:15 p.m. Music, food, root beer floats and more will be <strong>of</strong>fered by the Elmira<br />

Height’s Events Committee. The cars will then depart at 1:30 p.m. and cruise on over to Grand Central<br />

Avenue and then into Historic Hanover Square, parking in front <strong>of</strong> Louie’s and down to Broad Street.<br />

Come attend this free event sponsored by Vern Morgan Auto Sales . . . .<br />

Holiday Tours – Homes Needed!<br />

This year the village will be <strong>of</strong>fering a Carriage Ride and Holiday Tour on December 9 th from1p.m. until<br />

4p.m. Homes are needed for the public to tour. <strong>Village</strong> homeowners, living in historic homes, are encouraged<br />

to contact Julie Chevalier at 962-3506 for further information and/or to sign up for this year’s<br />

event. Deadline is June 30 th to sign your home up.<br />

P&R Foundation-In the coming months we will be seeking volunteers to assist in creating and/or<br />

fundraising for a P&R Foundation<br />

Sullivan Park Pool<br />

Sullivan Park Pool is quickly approaching 60 years <strong>of</strong> service to the <strong>Village</strong> <strong>of</strong> <strong>Horseheads</strong>. This season will<br />

be its 58th season. There are currently two major issues occurring with the pool that needs attention;<br />

1) Men and women locker room facilities are need <strong>of</strong> updated plumbing<br />

2) The pool has settled in the southeast corner approximately 2.5-3<br />

inches. This continued settling could potentially create a circulation issue<br />

with the pool in the future<br />

3) Federal and State regulations will continue to be passed requiring<br />

upgrades to the pool. Recent regulations have required upgrades costing<br />

near $19,000 for the 2012 season<br />

We will be mailing a survey to you. Once you receive this survey, please take the time to complete.<br />

Your response will assist in determining the future <strong>of</strong> Sullivan Park Pool.<br />

Public Swim<br />

Public swim will begin Saturday June 16 th . Hours <strong>of</strong> Public Swim* are: 12:15PM-7PM Monday thru Friday,<br />

12:00PM-7PM on Saturdays, 12:00PM-5:00PM on Sundays. Pool Passes may be purchased beginning<br />

June 1 st . Please look at our website for Pool Pass Residential Requirements. Thank You.<br />

18 years old and under at Sullivan Park on Thorne Street. Adults accompanying<br />

children also eat free and no registration is required. Volunteers<br />
