Land Corporation have<br />
unveiled their plans to regu-<br />
late the “wild west” state of<br />
backcountry land use in the<br />
Sea to Sky comdor,and this<br />
time they have a means to<br />
enforce their decisions.<br />
Charles Littledale, the<br />
regional manager of the<br />
BCAL, said there are proba-<br />
bly lo0 unlicensed businesses<br />
operating in Whistler and out-<br />
lying areas and only four to<br />
six that have.. tenure, and that<br />
“a management framework is<br />
needed to reduce environ-<br />
mental impact among the<br />
users.”<br />
He said local users, groups,<br />
industry, and local govern-<br />
ment have all agreed that a<br />
land use management plan<br />
needs to be implemented to<br />
clearly define land steward-<br />
ship issues in the area.<br />
The BCAL announced a 14-<br />
month transition plan for land<br />
management within the<br />
<strong>Squamish</strong> Forest District<br />
Wednesday at a news confer-<br />
ence in Whistler.<br />
Under authority from the<br />
Land Act, the BCAL will<br />
require all commercial recre-<br />
ation businesses operating in<br />
the comdor to have permits or<br />
licences to operate as of Nov.<br />
31, 2001. The BCAL have<br />
granted existing operations a<br />
grace period ending Dec. 29<br />
of this year to get their appli-<br />
cations in and businesses that<br />
fail to apply will be shut<br />
down.<br />
Existing businesses (n oper-<br />
ation before Sept. 1) will be<br />
allowed to operate while their<br />
applications are being<br />
processed, but proposed new<br />
businesses that had not<br />
applied before Sept. 1 will<br />
have to wait till Nov. 1, 2001<br />
for consideration.<br />
The BCAL has introduced<br />
initiatives to enforce the poli-<br />
cy (as they had few enforce-<br />
ment resources in the past)<br />
which is unique in the area<br />
and in the province.<br />
They will be opening an<br />
outreach office November in<br />
the Whistler Forestry Office<br />
in Function Junction and have<br />
hired a compliance officer<br />
whose job will be to enforce<br />
their rulings .<br />
The compliance officer will<br />
work with ministry of forests’<br />
staff and conservation offi-<br />
cers.<br />
Elisabeth Eldridge has been<br />
hired to staff the office and<br />
she will be working with<br />
i ndus t ry, the Resort<br />
Municipality of Whistler and<br />
other government agencies to<br />
develop a management plan.<br />
Operators who do not comply<br />
with the BCAL rulings will<br />
be served a cease and desist<br />
order initially, and if they still<br />
do not cooperate they may<br />
face fines, seizure of equip-<br />
ment, and incarceration.<br />

Residents charged with fisheries violations<br />

Four <strong>Squamish</strong> residents<br />
have been hit with a total of<br />
$1,065 in fines after being<br />
caught with a number of fish-<br />
eries violations earlier this<br />
month on the Cheakamus and<br />
Mamquam Rivers.<br />
Karen Anne Delaronde has<br />
been fined $1 15 for angling<br />
with licence contrary to the<br />
BC Wildlife Act and $150 for<br />
fishing with prohibited gear<br />
(barbed hook) on the<br />
Cheakamus contrary to the<br />
B.C. Sport Fisheries<br />
Regulations under the<br />
Fisheries Act of Canada while<br />
Jefferey David Vanderra was<br />
fined $150 for fishing with<br />
prohibited gear and $150 for<br />
catch and retain salmon in<br />
excess of daily quota to B.C.<br />
Sport Fishing Regulations.<br />
Both of these fines were laid<br />
on Oct. 14.<br />

from the suspects and charged<br />
them.<br />
A total ban on fishing of<br />
coho salmon has been in<br />
effect for the past four years,<br />
and DFO oficials are doing<br />
checks of salmon caches and<br />
looking for violators.<br />

$250 fine for fishing for<br />

DFO oficials are also look-<br />
ing for the owners of some<br />
poaching nets seized on the<br />
Cheakamus last week. A DFO<br />
dog from Victoria was<br />
brought in to seek out the<br />
owners by scent, but was<br />
unsuccessful.<br />
Dart (short for D’artagnan)<br />
was a hit, though, in local ele-<br />
mentary schools as DFO offi-<br />
cials did some public rela-<br />

tions work with their tracking<br />
dog last week.<br />
Dart, currently the only<br />
tracking dog for DFO in<br />
Western Canada, will soon be<br />
joined by a new recruit based<br />
out of Williams Lake.<br />
Dart is a fully-trained<br />
German Shepherd police dog,<br />
specially trained to protect<br />
against theft of salmon,<br />
abalone and other fish.<br />
