Chair Ametrano called the meeting to order at 5:30 P.M.<br />

1. Approval <strong>of</strong> prior meeting minutes.<br />

1.1 February 17, 2010<br />

Motion: Motion made by Commissioner Trotta, seconded by Commissioner Carlson, to approve<br />

the Board <strong>of</strong> Police Commissioners meeting minutes <strong>of</strong> Wednesday, February 17, 2010<br />

as presented.<br />

Vote: In favor: Chairman Ametrano, Commissioners Carlson, Cole and Trotta<br />

Opposed: None<br />

Abstained: None<br />

2. Public Petition/Commentary.<br />

Motion: Motion made by Commissioner Carlson, seconded by Commissioner Cole, to add<br />

Item 2.1. Recognition Ceremony <strong>of</strong> Chief Thomas A. Terrible and Sgt. Henry Lindgren<br />

for 35 years <strong>of</strong> service to The <strong>Town</strong> <strong>of</strong> <strong>Guilford</strong> Police Department.<br />

Vote: In favor: Chairman Ametrano, Commissioners Carlson, Cole and Trotta<br />

Opposed: None<br />

Abstained: None<br />

2.1 Chairman Ametrano addressed the audience and welcomed and thanked First Selectman<br />

Mazza, family and friends <strong>of</strong> Chief Terribile , and family and friends <strong>of</strong> Sergeant Lindgren.<br />

The Chariman said it was an honor to recognize the 35 years <strong>of</strong> service <strong>of</strong> Chief<br />

Terribile and Sergeant Henry Lindgren with The <strong>Guilford</strong> Police Department. He stated, “It<br />

has been a pleasure working with them and hopes they will do another 35 years”. Chairman<br />

Ametrano also said Chief Terribile has been an honorable, highly recognized Chief and an<br />

excellent manager. His performance is and has been exemplary and he is a tribute to the

<strong>Town</strong> <strong>of</strong> <strong>Guilford</strong>. Chairman Ametrano said The Chief serves the <strong>Town</strong> well.<br />

Commissioner Cole addressed the audience and stated he and The Chief were acquainted<br />

in the early 1990's when Commissioner Cole was not on The Board but worked closely<br />

with Chief Terribile planning the building <strong>of</strong> headquarters. Commissioner Cole stated he<br />

has pr<strong>of</strong>ound respect and admiration for Chief Terribile and thanked both Chief Terribile<br />

and Sergeant Lindgren for their service to the community and the <strong>Town</strong> <strong>of</strong> <strong>Guilford</strong>.<br />

Commissioner Carlson addressed the audience and thanked both Chief Terribile and<br />

Sergeant Lindgren for their 35 years <strong>of</strong> service. She stated it is an honor to be associated<br />

with a police department <strong>of</strong> the caliber <strong>of</strong> <strong>Guilford</strong>. Commissioner Carlson stated that in<br />

particular Chief Terribile’s reputation is recognized statewide and he is highly respected<br />

by his colleagues statewide. She said it is and has been a pleasure working with The Chief<br />

and the citizens benefit from the Chief’s pr<strong>of</strong>ound management.<br />

At this time, First Selectman Mazza addressed the board and the audience. He congratulated<br />

Chief Terribile and Sergeant Lindgren. He acknowledged that he recently received a phone<br />

call from the First Selectman <strong>of</strong> Madison commending The <strong>Guilford</strong> Police Department for<br />

pr<strong>of</strong>essionalism and said it was an honor to receive such a phone call. He stated he is proud<br />

<strong>of</strong> Chief Terribile and Sergeant Lindgren and never hears a negative word about the<br />

department. Mr. Mazza said The Chief’s management capability is exemplary and he is<br />

one <strong>of</strong> the greatest managers he has ever seen and wished all managers were more like The<br />

Chief <strong>of</strong> Police. He took the opportunity to thank both Chief Terribile and Sergeant<br />

Lindgren for 35 years <strong>of</strong> service and their accomplishments over the years.<br />

Deputy Chief Hutchinson took the floor and thanked The Chief and The Sergeant for<br />

their service and commitment to the agency and said it would be impossible to speak<br />

on all the accomplishments and service to the community over the years but their<br />

commitment to the department and excellence continues. The Deputy Chief thanked<br />

the families and friends <strong>of</strong> both men for the sacrifices made over the years and the<br />

support they gave them. Deputy Chief Hutchinson prepared a visual presentation <strong>of</strong><br />

the past 35 years and both Chief Terribile and Sergeant Lindgren were presented with<br />

35 year service bars to be displayed on their uniforms.<br />

Chief Terribile and Sergeant Lindgren thanked all in attendance for the recognition.<br />

3.1 Teamsters Horsemen Motorcycle Ride<br />

Deputy Chief Hutchinson stated an annual request for The Teamsters Horsemen Motorcyle<br />

Ride was received and suggested the letter used by the department the previous year be<br />

considered again this year stating “operate under the rules and guidelines <strong>of</strong> statutes”.<br />

The Deputy Chief said patrol <strong>of</strong>ficers are not assigned to these rides.<br />

Commissioner Trotta asked The Deputy Chief what the department is looking for as<br />

far as The Board taking the lead on motorcycle rides and what action may need to be taken.<br />

Deputy Chief Hutchinson said there have been resident complaints due to motorcycle


ides referencing traffic interruptions and noise and the department continues to<br />

agree there can be no traffic violations during these charity rides.<br />

Commission Carlson stated she does not want to be the town who says “no” to charity<br />

rides. Commissioner Cole stated his stand is to say “no” to charity rides. Commissioner<br />

Carlson asked how many charity motorcycle rides come through <strong>Guilford</strong> each season and<br />

The Deputy Chief responded that in the past it has been approximately three or four rides.<br />

Chairman Ametrano said he thought the letter that was used last season worked well for<br />

the department and it was his recommendation to continue to use the letter as response.<br />

Commissioner Carlson agreed. Chairman Ametrano suggested a limited number <strong>of</strong> rides<br />

per season.<br />

Commissioner Trotta asked the Deputy Chief if patrol could ticket the motorcyclists<br />

using the loud pipes and The Deputy Chief said the challenge for patrol is to decipher<br />

which bike is illegal because there are so many going through at one time.<br />

Motion: Motion made by Commissioner Trotta, seconded by Commissioner Carlson, to approve<br />

Teamsters Horsemen Motorcycle Assocation Ride for Sunday, September 12, 2010.<br />

Vote: In favor: Chairman Ametrano, Commissioners Carlson and Trotta<br />

Opposed: Commissioner Cole<br />

Abstained: None<br />

4. Committee Reports<br />

4.1 Facilities/Equipment<br />

4.1.1 Vehicle Fuel Report.<br />

4.2 Personnel<br />

Deputy Chief Hutchinson stated the vehicle fuel report shows remains in line with<br />

no issues.<br />

Chief Terribile passed out correspondence to The Board for review. He stated the<br />

L.T.D. model police cars would no longer be available for purchase and replacement<br />

cars would likely be the Taurus model. The Chief said there would be added<br />

expenses because the cages would need to be replaced and possibly the consoles.<br />

Commissioner Trotta asked The Chief if the Charger model would be a replacement<br />

car consideration and The Chief said that model was researched and the back <strong>of</strong><br />

the vehicle seems to be too small. The Chief said the Charger is good on the highway.<br />

Chief Terribile stated the Charger is also more expensive than the Taurus.<br />

4.2.1 Sick Time Report<br />

Chairman Ametrano asked The Chief to speak about the sick time report in<br />

particular specific and recent absences. Chief Terribile reviewed each case and


the circumstances <strong>of</strong> the absences. Discussion followed.<br />

Chief Terribile reported there is no abuse in sick time and by contract each case<br />

is within right. Commissioner Cole stated if you look at the entire department as<br />

a whole, the sick time report is very good.<br />

4.3 Communications<br />

4.3.1. Correspondence thanking Officer Bernier<br />

Chairman Ametrano read from correspondence received from Carlene<br />

Arnoldi specifically thanking Officer Bernier for his kindness and<br />

caring which he extended to her family during a difficult situation.<br />

Chief Terribile reported that Tip-A-Cop is scheduled for Thursday, May 6, 2010 at K.C.’s Pub<br />

in <strong>Guilford</strong> from 1700 hours to 2200 hours (5:00 P.M. to 10:00 P.M.).<br />

4.4 Budget/Finance<br />

4.4.1 2009-2010 Budget<br />

Chief Terribile reviewed the budget report and stated the police salary line<br />

remains low and there should be approximately $80,000 unexpended. Discussion<br />

followed regarding the carry over <strong>of</strong> these funds as a possibility to keep the<br />

two new recruits.<br />

Commissioner Carlson stated she had spoken to some <strong>of</strong>ficials regarding<br />

the carry over <strong>of</strong> funds to keep the two recruits because The Board was told<br />

in good faith to hire them and she prefers to enter July 1 with a full<br />

compliment. Commissioner Carlson indicated she was asked by the <strong>of</strong>ficials<br />

if she was aware <strong>of</strong> any upcoming retirements within the department for Fiscal<br />

2010/2011 and she stated she is not aware <strong>of</strong> any planned retirement.<br />

Commissioner Carlson stated the two new recruits were hired with the approval<br />

<strong>of</strong> the <strong>Town</strong> and recommends carry over <strong>of</strong> funds be considered to keep them.<br />

Chief Terribile asked Commissioner Carlson if she thought the department<br />

would remain at 39 and she replied that the goal is to keep the two new recruits.<br />

Commissioner Cole agreed that keeping the two recruits is the goal and that<br />

attrition is a possibility but certainly could not be depended upon.<br />

Chief Terribile continued to review the budget. In particular, he reviewed overtime<br />

due to a homicide in Madison in which <strong>Guilford</strong> Police Department provided<br />

Mutual Assistance Aid to The Madison Police Department.<br />

Chief Terribile stated The First Selectman looks at all requisitions and the<br />

budget looks in order at this time. The Chief said he will meet with The Finance<br />

Director soon to go over some line items that may need future clarification.


5. Monthly Reports.<br />

4.4.2 2010-2011 Budget<br />

None.<br />

Chief Terribile reviewed the monthly reports and entertained questions. There were none.<br />

8. Police Personnel Comments<br />

Chairman Ametrano wished Commissioner Cole well with an upcoming personal matter.<br />

Motion: Motion made by Commissioner Carlson, seconded by Commissioner Cole, to adjourn<br />

the meeting at 6:50 P.M.<br />
