ELECTIONS<br />

This office administers the election laws both with refer-<br />

ence to primaries and the general election. While our primary<br />

election law has for the most part been in effect for<br />

twenty-five years numerous problems still arise in its<br />

practical operation calling for administrative construction.<br />

Past sessions of the Legislature have made amendments<br />

to certain sections without carefully checking the effect on<br />

other sections and it is respectfully suggested that the Pri-<br />

vileges and Election Committees of the Legislature give<br />

consideration to ironing out these conflicts.<br />

DUTIES AS CUSTODIAN<br />

Under the Constitution the Secretary of State is custod-<br />

ian of the capital building and grounds. The acutely<br />

crowded condition in the building is now giving concern.<br />

The last Legislature provided an appropriation for an addi-<br />

tional wing that would have brought much needed relief<br />

but the Gk)vernor in his wisdom felt necessary to veto this<br />

appropriation because of lack of revenue to meet all appro-<br />

priations made by the Legislature. I recommend that the<br />

Legislature provide this appropriation. I cannot too strong-<br />

ly emphasize the need for additional space in the capitol<br />

building.<br />

CENTRAL RECORDS DIVISION<br />

I repeat my recommendations of two years ago in which<br />

I then said "It is recommended that the Legislature be re-<br />

quested to enact suitable legislation providing a Central<br />

Records Division for this office in which there would be<br />

filed information from the various licensing boards and<br />

professional examining boards and which these boards<br />

would be required to file with this office. Numerous requests<br />

are received for information of this type and it is<br />

necessary for me to take up with these various boards each<br />

item as the request comes in. Other states have the Cen-<br />

tral Records Division and find it advantageous for the<br />

public."
