A major advance In the long ef-
fort of coutal areas to have the
federal government share in the
cost of beach protection was made
recently when the Rivera and Har-
bora Committee of the House of
Representatives reported favorably
on a bill providing that the gov-
ernment shall pay one-third of
the east of Congresslonally-approv-
ed projects.
While the bill must be passed by
the House and the Senate and ap-
proved by President Truman be-
fore it becomes law, the recent ac-
tion of the committee, which has
liven the problem of beach erosion
much study in recent months, holds
forth real hope for favorable action.
The important thing about H. B.
2033 Is that it would establish the
principle of federal responsibility
for beach protection upon becoming
law. That, In reality, U what New
Jersey and other coastal areas have
long sought, for it would pave the
way for federal participation in
the costs of protective works,
Ahead lies the task of rounding
up support for the bill to bring It
before the Home and Senate and
to push its passage through both
Houses,
These are the days of hopeful la-
bor for amateur gardeners. Spurred
on by visions of fresh vegetables
from the bask yard many of UI
have already planned what in war
days we called victory gardens, In
those days the feeling of patriotism
urged us on. Today we are urged
on by the knowledge that in other
lands beyond the sea people an
starving, and so if we can supply
some foodstuff for ourselves we feel
that we are doing a noble act in-
deed. <
But one should give this back
yard gardening idea a second
thought. Unless we know some-
thing of gardening, unless ire arc
certain by experience that the seed
we sow will grew into something we
can eat, perhaps we had better not
waste the seed but send it to those
countries where people are hungry
enough to give their gardens the
intelligent and Industrious atten-
tion a garden requires.
