A major advance In the long ef-<br />

fort <strong>of</strong> coutal areas to have the<br />

federal government share in the<br />

cost <strong>of</strong> beach protection was made<br />

recently when the Rivera and Har-<br />

bora Committee <strong>of</strong> the House <strong>of</strong><br />

Representatives reported favorably<br />

on a bill providing that the gov-<br />

ernment shall pay one-third <strong>of</strong><br />

the east <strong>of</strong> Congresslonally-approv-<br />

ed projects.<br />

While the bill must be passed by<br />

the House and the Senate and ap-<br />

proved by President Truman be-<br />

fore it becomes law, the recent ac-<br />

tion <strong>of</strong> the committee, which has<br />

liven the problem <strong>of</strong> beach erosion<br />

much study in recent months, holds<br />

forth real hope for favorable action.<br />

The important thing about H. B.<br />

2033 Is that it would establish the<br />

principle <strong>of</strong> federal responsibility<br />

for beach protection upon becoming<br />

law. That, In reality, U what New<br />

Jersey and other coastal areas have<br />

long sought, for it would pave the<br />

way for federal participation in<br />

the costs <strong>of</strong> protective works,<br />

Ahead lies the task <strong>of</strong> rounding<br />

bor for amateur gardeners. Spurred<br />

on by visions <strong>of</strong> fresh vegetables<br />

from the bask yard many <strong>of</strong> UI<br />

have already planned what in war<br />

days we called victory gardens, In<br />

those days the feeling <strong>of</strong> patriotism<br />

urged us on. Today we are urged<br />

on by the knowledge that in other<br />

lands beyond the sea people an<br />

starving, and so if we can supply<br />

some foodstuff for ourselves we feel<br />

that we are doing a noble act in-<br />

deed. <<br />

But one should give this back<br />

yard gardening idea a second<br />

thought. Unless we know some-<br />

thing <strong>of</strong> gardening, unless ire arc<br />

certain by experience that the seed<br />

we sow will grew into something we<br />

can eat, perhaps we had better not<br />

waste the seed but send it to those<br />

countries where people are hungry<br />

enough to give their gardens the<br />
