<strong>La</strong> <strong>foire</strong> <strong>en</strong> <strong>France</strong><br />
<strong>Interview</strong> <strong>avec</strong> M<strong>en</strong>ica <strong>Brun<strong>et</strong></strong> <strong>et</strong> <strong>Danielle</strong> Mercier<br />
<strong>La</strong> <strong>foire</strong> tire <strong>en</strong> <strong>France</strong> ses<br />
racines dans un passé lointain<br />
<strong>et</strong> son histoire est riche <strong>et</strong><br />
intéressante. Il y a égalem<strong>en</strong>t<br />
beaucoup à dire sur la situation<br />
éducative des <strong>en</strong>fants de<br />
forains de nos jours.<br />
M<strong>en</strong>ica <strong>Brun<strong>et</strong></strong> est une foraine<br />
itinérante expérim<strong>en</strong>tée, qui<br />
connaît toutes les ficelles du<br />
m é t i e r. <strong>Danielle</strong> Mercier a<br />
f o rmé <strong>en</strong> <strong>France</strong> des <strong>en</strong>seignants<br />
qui recevai<strong>en</strong>t des<br />
<strong>en</strong>fants itinérants dans leur<br />
classe.<br />
Voici leur interv<strong>en</strong>tion à deux<br />
voix.<br />
M<strong>en</strong>ica <strong>Brun<strong>et</strong></strong> :<br />
“Je m’appelle M<strong>en</strong>ica <strong>et</strong> j’aurai<br />
mon quinzième anniversaire le 29<br />
février (!). Je fais les fêtes <strong>en</strong><br />
<strong>France</strong>. Depuis mon mariage – ça<br />
fait 31 ans – je ne vais plus sur les<br />
fêtes à l’étranger. Avant, <strong>avec</strong> mes<br />
par<strong>en</strong>ts, on faisait des fêtes au<br />
Luxembourg, <strong>en</strong> Belgique, … des<br />
fêtes fro n t a l i è res. Quand j’étais<br />
jeune, on avait ce que l’on appelle<br />
des <strong>en</strong>tre-sorts: ce sont des<br />
baraques oú on <strong>en</strong>tre <strong>et</strong> de l’oú<br />
on ressort après avoir vu un court<br />
spectacle.<br />
Alors, on faisait voir la femme crocodile,<br />
l’<strong>en</strong>fant à deux têtes, le rat<br />
géant, l’homme éléphant, les<br />
soeurs siamoises,… des curiosités<br />
comme ça. A l’exterieur on faisait<br />
une parade. Je passais des disques<br />
<strong>et</strong> mimais pour attirer les<br />
g<strong>en</strong>s. Quand j’étais un peu plus<br />
grande, j’ai appris à faire la postiche,<br />
c’est-à-dire je prés<strong>en</strong>tais ces<br />
spectacles, <strong>et</strong> après je faisais l’artiste<br />
à l’intérieur: j’étais la femme<br />
crocodile, la femme serp<strong>en</strong>t, la<br />
femme coupée <strong>en</strong> morceaux, la<br />
femme sans tête, la femme à<br />
deux têtes,….<br />
Mon mari <strong>et</strong>ait désc<strong>en</strong>dant d’une<br />
famille des dompteurs <strong>et</strong> dre sseurs,<br />
mais ça ne lui plaisait pas.<br />
On a monté un jeu <strong>et</strong> comm<strong>en</strong>cé<br />
à voyager sans une tournée fixe.<br />
On a des points de repères: on<br />
fait regulièrem<strong>en</strong>t des grandes <strong>foire</strong>s,<br />
comme la Foire du Trône, <strong>et</strong><br />
la reste du temps on va à l’av<strong>en</strong>ture.<br />
On fait des p<strong>et</strong>ites faires.<br />
Cela nous perm<strong>et</strong> de connaître<br />
beaucoup de g<strong>en</strong>s dans différ<strong>en</strong>tes<br />
régions. On a complètem<strong>en</strong>t<br />
changé notre façon de vivre. On<br />
n’est pas du tout routinier. Dans<br />
les <strong>foire</strong>s <strong>en</strong> <strong>France</strong>, il y a deux<br />
sortes de forains. Il y a des forains<br />
d’origine séd<strong>en</strong>taire, qui sont<br />
plutôt des marchands, <strong>et</strong> il y a les<br />
forains d’origine tsigane comme<br />
moi, qui sont plutôt des saltimbanques.<br />
Je trouve que dans la fête maint<strong>en</strong>ant<br />
tout est trop méchanisé <strong>et</strong><br />
que les g<strong>en</strong>s ont trop pris l’habitude<br />
de laisser les employés t<strong>en</strong>ir le<br />
métier à leur place, ce qui <strong>en</strong>lève<br />
un peu une âme à la fête. <strong>La</strong> fête<br />
n’a plus la même t<strong>en</strong>ue <strong>et</strong> la<br />
même portée. Ca tourne commerce.<br />
En ce mom<strong>en</strong>t la plupart des g<strong>en</strong>s<br />
qui ti<strong>en</strong>n<strong>en</strong>t le haut du pavé dans<br />
noter métier sont les <strong>en</strong>fants ou<br />
les p<strong>et</strong>its-<strong>en</strong>fants des anci<strong>en</strong>s<br />
employés forains. Ils n’ont plus la<br />
même m<strong>en</strong>talité que les forains<br />
d’avant. C’est l’évolution <strong>et</strong> c’est<br />
normal. Le côté folklorique , le<br />
côté artiste… on le trouve de<br />
moins <strong>en</strong> moins.”<br />
“Au moy<strong>en</strong>-âge l’Eglise avait beaucoup<br />
de mal à faire v<strong>en</strong>ir les<br />
fidèles. Donc on laissait les saltimbanques<br />
faire leur travail devant<br />
les églises: il y avait des arrachaurs<br />
des d<strong>en</strong>ts, mais aussi des artistes<br />
d’agilité, des jongleurs, des troubadours,…<br />
A une heure dite, le<br />
clergé les faisait arrêter, les fidèles<br />
<strong>en</strong>trai<strong>en</strong>t dans l’église <strong>et</strong> on faisait<br />
la messe. Quand les g<strong>en</strong>s ressortai<strong>en</strong>t<br />
de l’église, la fête recomm<strong>en</strong>cait.<br />
En plus, les g<strong>en</strong>s du pays<br />
avai<strong>en</strong>t pris l’habitude de v<strong>en</strong>ir<br />
v<strong>en</strong>dre des saucisses, des gal<strong>et</strong>tes,<br />
des choses comme ça.<br />
Graduellem<strong>en</strong>t les choses comm<strong>en</strong>cai<strong>en</strong>t<br />
à être plus structurées :<br />
il y a avait toujours la <strong>foire</strong> marchande,<br />
la foir des animaux où on<br />
v<strong>en</strong>dait le bétail, les saltimbanques<br />
<strong>et</strong> les forains.<br />
Les premiers manèges fure n t<br />
inv<strong>en</strong>tés par un roi de <strong>France</strong>. Il<br />
avait fait un système où les jeunes<br />
filles se t<strong>en</strong>ai<strong>en</strong>t au bord d’un<br />
<strong>en</strong>droit clos <strong>avec</strong> un anneau <strong>et</strong> les<br />
messieurs passai<strong>en</strong>t <strong>avec</strong> leurs<br />
chevaux à cheval <strong>et</strong> s’ils pr<strong>en</strong>ai<strong>en</strong>t<br />
l’anneau au bout de la lance, ils<br />
avai<strong>en</strong>t le droit à un gage de la<br />
jeune fille ou à une danse le soir<br />
au bal. Plus tard, trois Anglais ont<br />
fait le premier manège tournant<br />
<strong>avec</strong> des animaux statiques. A la<br />
fin du siècle dernier, il y avait un<br />
forain français, M. Chemin, qui a<br />
utilisé l’arbre de transmission de sa<br />
voiture <strong>et</strong> il a inv<strong>en</strong>té un système<br />
pourque les chevaux mont<strong>en</strong>t <strong>et</strong><br />
desc<strong>en</strong>d<strong>en</strong>t sur le manège. A<br />
c<strong>et</strong>te époque là les manèges sont<br />
dev<strong>en</strong>us des machines à vapeur<br />
<strong>et</strong> cela necessitait un travail manuel.<br />
Mais les forains d’origine tsigane<br />
<strong>et</strong> saltimbanque n’aimai<strong>en</strong>t pas<br />
trop le travail manuel, donc ils ont<br />
continué sur les <strong>foire</strong>s à avoir les<br />
spectacles, les <strong>en</strong>tre-sorts… <strong>et</strong> ce<br />
sont les forains d’origine séd<strong>en</strong>taire<br />
qui ont t<strong>en</strong>u les manèges.<br />
Depuis un vingtaine d’années il<br />
n’y plus d’<strong>en</strong>tre-sorts <strong>en</strong> <strong>France</strong>.<br />

C’est une race <strong>en</strong> voie de disparition<br />
comme il y a très peu de jeunes<br />
qui continu<strong>en</strong>t à faire ce<br />
g<strong>en</strong>re de spectacle. Moi, je n’ai<br />
plus d ‘<strong>en</strong>tre-sort non plus, mais je<br />
ti<strong>en</strong>s à mon jeu comme si c’était<br />
un <strong>en</strong>tre-sort : je fais de la parade,<br />
j’attire les g<strong>en</strong>s… je fais toujours<br />
quelque chose devant.<br />
Je ne me s<strong>en</strong>s pas perdue <strong>en</strong>tre<br />
les grandes attractions d’aujourd’hui.<br />
Il vaut mieux avoir une vie<br />
bi<strong>en</strong> remplie <strong>et</strong> s’amuser.”<br />
“En <strong>France</strong> l’éducation nationale<br />
fait trop peu pour l’éducation des<br />
<strong>en</strong>fants forains. A mon époque je<br />
faisais l’école <strong>en</strong> l’itinérant. Je fréqu<strong>en</strong>tais<br />
14 ou 15 écoles par ans.<br />
Chaque fois que j’étais dans un<br />
lieu, j’y allais à l’école. Là 8 jours,<br />
là 1 mois, là 4 jours, …J’ai quand<br />
même obt<strong>en</strong>u <strong>en</strong> 1954 le certificat<br />
d’études, l’équival<strong>en</strong>t du bac<br />
maint<strong>en</strong>ant.<br />
Mes <strong>en</strong>fants faisai<strong>en</strong>t aussi l’école<br />
<strong>en</strong> l’itinérant <strong>et</strong> ont fait leur sécondaire<br />
<strong>avec</strong> le CNED, le C<strong>en</strong>tre<br />
National d’Enseignem<strong>en</strong>t à<br />
Distance. Mais le CNED n’a pas<br />
toujours compréh<strong>en</strong>sion pour la<br />
situation de nos <strong>en</strong>fants: ils ne<br />
pr<strong>en</strong>n<strong>en</strong>t pas <strong>en</strong> conte que le<br />
c o u rrier n’arrive pas régulièrem<strong>en</strong>t<br />
<strong>et</strong> s’il y a une grève du tri <strong>et</strong><br />
on reçoit les cours <strong>avec</strong> un mois<br />
de r<strong>et</strong>ard, ils <strong>en</strong>voi<strong>en</strong>t une fiche<br />
<strong>avec</strong> des mauvaises notes parce<br />
qu’on n’a pas r<strong>en</strong>du le cours assez<br />
tôt. On m<strong>et</strong> zéro.<br />
Le résultat est que les jeunes<br />
par<strong>en</strong>ts de maint<strong>en</strong>ant se désintéress<strong>en</strong>t<br />
de la question. Il faut absolumm<strong>en</strong>t<br />
qu’il y ait un<br />
mouvem<strong>en</strong>t, qu’il y ait une structure<br />
pour aider les par<strong>en</strong>ts à pouvoir<br />
faire scolariser leurs <strong>en</strong>fants.<br />
Même dans des <strong>en</strong>droits oú on <strong>en</strong><br />

a discuté, il y a des <strong>en</strong>fants qui<br />
sont refusés dans les écoles de la<br />
République <strong>et</strong> qui sont obligés de<br />
s’adresser à des cours privés <strong>et</strong> de<br />
payer. C’est quand même malheureux<br />
dans le pays de Jules<br />
Ferry <strong>et</strong> Voltaire.<br />
Il y a <strong>en</strong>core beaucoup à faire<br />
pour l’éducation de nos <strong>en</strong>fants.<br />
<strong>La</strong> Foire du Trône dure 6 semaines,<br />
il y a beaucoup d’<strong>en</strong>fants de<br />
forains là. Avant on avait nos<br />
caravanes sur la Foire du Trône. Il<br />
y avait un village de caravanes.<br />
Tous les <strong>en</strong>fants allai<strong>en</strong>t à l’école à<br />
une commune à côté de la <strong>foire</strong>,<br />
mais qui ne fait pas partie de<br />
Paris. Depuis 2 ans le maire de<br />
c<strong>et</strong>te commune a interdit au directeur<br />
d’école de pr<strong>en</strong>dre les <strong>en</strong>fants<br />
de forains. Ça fait que tous<br />
les <strong>en</strong>fants de forains qui étai<strong>en</strong>t à<br />
la Foire du Trône n’ont pas été à<br />
l’école. Ce n’est qu’un example,<br />
mais ça se passe partout. Par example<br />
à Béziers c<strong>et</strong> hiver il y avait<br />
des <strong>en</strong>fants de forains <strong>et</strong> la fête<br />
était <strong>en</strong> pleine ville. Les terrains<br />
des caravannes de forains était à<br />
la limite de la ville. Et bi<strong>en</strong>, les mai<br />
res des p<strong>et</strong>ites communes qui<br />
étai<strong>en</strong>t à côté n’ont pas voulu<br />
pr<strong>en</strong>dre les <strong>en</strong>fants à l’école.<br />
Il faut absolum<strong>en</strong>t, dès maint<strong>en</strong>ant,<br />
m<strong>et</strong>tre <strong>en</strong> place quelque<br />
chose pour plus tard. Je trouve<br />
que au niveau des réalisations, il y<br />
a trop de discussions dans les proj<strong>et</strong>s<br />
<strong>et</strong> ça ne va pas assez vite. Il<br />
faut se dépêcher maint<strong>en</strong>ant de<br />
f a i re quelque chose pour les<br />
gamins qui <strong>en</strong> ce mom<strong>en</strong>t ont<br />
6-7 ans <strong>et</strong> qui vont avoir dans 2<br />
ou 3 ans l’age de faire la sixième.<br />
Parce que dès que c’est le collège<br />
ou le lycée, les par<strong>en</strong>ts ne les m<strong>et</strong>t<strong>en</strong>t<br />
pas. Alors, il y a un minorité<br />
qui va <strong>en</strong> internat, il y <strong>en</strong> a quelques<br />
uns qui vont chez la famille<br />
séd<strong>en</strong>taire pour pouvoir suivre l’école,<br />
mais les autres par<strong>en</strong>ts, qui<br />
ne veul<strong>en</strong>t pas se séparer de leurs<br />
<strong>en</strong>fants, ne font ri<strong>en</strong>.<br />
<strong>La</strong> solution idéale est que les<br />
<strong>en</strong>fants voyag<strong>en</strong>t <strong>avec</strong> leurs<br />
par<strong>en</strong>ts parce que notre métier<br />
s’appr<strong>en</strong>d sur le tas <strong>et</strong> pas à l’école.<br />
Mais on a besoin de l’éduca-
<strong>La</strong> <strong>foire</strong> <strong>en</strong> <strong>France</strong><br />

tion <strong>et</strong> de la scolarisation, donc il<br />
faut un système mobil, soit <strong>avec</strong><br />
des ordinateurs, des CD-roms, des<br />
téléphones, soit le système du<br />
CNED mais <strong>avec</strong> moins de rigidité<br />
<strong>et</strong> <strong>avec</strong> plus de compréh<strong>en</strong>sion.<br />
A mon avis, il faut aussi arriver à<br />
m<strong>et</strong>tre sur pieds un proj<strong>et</strong> pour la<br />
formation des ados <strong>et</strong> des adultes<br />
à des choses concrètes. Je trouve<br />
que c’est vital. S’ il y avait des<br />
cours pour appr<strong>en</strong>dre l’espagnol<br />
ou l’allemand, j’y irais.<br />
Il y a une demande très forte. Au<br />
Ministère on dit qu’il n’y a pas de<br />
problèmes chez les forains, parce<br />
que ils sont tous séd<strong>en</strong>tarisés.<br />
Mais il y a beaucoup de problèmes.<br />
Les <strong>en</strong>fants sont refusés par<br />
les écoles parce que tout est sectorisé<br />
<strong>et</strong> bureaucratique mais on<br />
ne peut quand même pas sectoriser<br />
les itinérants ?<br />
Ce qu’il faudrait c’est qu’il y ait un<br />
interlocuteur qui puisse c<strong>en</strong>traliser<br />
les demandes au Ministère. Les<br />
syndicats français ne s’occup<strong>en</strong>t<br />
pas de ces problèmes <strong>et</strong> n’ont pas<br />
d’ouverture dans les Ministères.<br />
Ils sont actifs mais n’ont pas la<br />
possibilité de faire quelque chose<br />
pour ça.<br />
Je p<strong>en</strong>se qu’il faut politiser la situation.<br />
Je connais des députés<br />
europé<strong>en</strong>s <strong>et</strong>, après avoir consulté<br />
EFECOT, je voudrais aller les<br />
voir <strong>et</strong> leur demander de déposer<br />
une question écrite à Strasbourg<br />
<strong>et</strong> à Bruxelles”<br />
“En <strong>France</strong> EFECOT devrait nous<br />
aider comme elle a fait dans d’autres<br />
pays europé<strong>en</strong>s. Les Ministères<br />
français ont un respect pour<br />
l ’ E u rope. EFECOT re p r é s e n t e<br />
quelque chose d’europé<strong>en</strong>. Il faut<br />
qu’on attaque <strong>avec</strong> EFECOT <strong>en</strong><br />
parlant de l’Europe <strong>et</strong> des autres<br />
pays europé<strong>en</strong>s, comme bons<br />
examples <strong>et</strong> bonnes pratiques.<br />
Les forains français ne sont pas<br />
isolés. On connait des collègues<br />
des autres pays qui ont obt<strong>en</strong>u<br />
des choses <strong>et</strong> nous voulons obt<strong>en</strong>ir<br />
les mêmes choses. On le<br />
demande au nom de l’Europe. Et<br />
pour ça on a réellem<strong>en</strong>t besoin<br />
d’EFECOT.“<br />
<strong>Danielle</strong> Mercier :<br />
“Je suis maint<strong>en</strong>ant professeur <strong>en</strong><br />
r<strong>et</strong>raite. J’ai assuré dans le Sud<br />
Ouest de la <strong>France</strong> la formation<br />
initiale <strong>et</strong> continue des <strong>en</strong>seignants<br />
accueillant dans leurs classes<br />
des <strong>en</strong>fants itinérants.<br />
P<strong>en</strong>dant une quinzaine d’années,<br />
nous avons <strong>avec</strong> mon équipe<br />
s<strong>en</strong>sibilisé les personnels à la scolarisation<br />
des <strong>en</strong>fants de migrants,<br />
mais égalem<strong>en</strong>t de tous les<br />
<strong>en</strong>fants qui n’avai<strong>en</strong>t pas d’adresse<br />
fixe, qu’ils soi<strong>en</strong>t français ou<br />
étrangers, sans discrimination.<br />
C<strong>et</strong>te initiative fut prise par le<br />
Ministère de l’Education, qui créa<br />
<strong>en</strong> 1977 les CEFISEM (C<strong>en</strong>tres de<br />
Formation pour la Scolarisation<br />
des Enfants de Migrants ).<br />
Nous avons crée des modules de<br />
stages pour des groupes d’<strong>en</strong>seignants<br />
volontaires travaillant <strong>avec</strong><br />
ces <strong>en</strong>fants. Ces <strong>en</strong>seignants avai<strong>en</strong>t<br />
besoin d’une formation perman<strong>en</strong>te<br />
solide, car trois jours par<br />
an ne suffis<strong>en</strong>t pas !<br />
Actuellem<strong>en</strong>t, la plupart de ces<br />
modules ont été supprimés. Les<br />
futurs <strong>en</strong>seignants qui arriv<strong>en</strong>t à<br />
l’Institut Universitaire de Form ation<br />
des Maîtres n’ont pratiquem<strong>en</strong>t<br />
plus de formation concern a n t<br />
ces publics spécifiques.<br />
Nous constatons aujourd’hui une<br />
double demande: celle des<br />
par<strong>en</strong>ts itinérants pour une scolarisation<br />
de qualité, celle des<br />
<strong>en</strong>seignants pour une formation<br />
qui soit <strong>en</strong> phase <strong>avec</strong> l’évolution<br />
des technologies <strong>en</strong> s’appuyant<br />
sur les bonnes pratiques mises <strong>en</strong><br />
o e u v re <strong>en</strong> Grande Bre t a g n e ,<br />
Allemagne, Pays Bas, Espagne,<br />
Portugal. <strong>La</strong> situation <strong>en</strong> <strong>France</strong><br />
n’a guère avancé, je dirais même<br />
que nous reculons, car la moitié<br />
des élèves non séd<strong>en</strong>taires ne<br />
franchit pas le seuil d’un établissem<strong>en</strong>t<br />
scolaire ! Nous avons eu<br />
plusieurs cas de refus scolaires<br />
c<strong>et</strong>te année comme l’a dit<br />
M<strong>en</strong>ica. Ces refus oraux ou écrits<br />
sont signifiés par les maires créant<br />
ainsi une discrimination que nous<br />
ne pouvons accepter. Dans les<br />
collèges, la situation varie <strong>en</strong><br />
fonction des professeurs <strong>et</strong> des<br />
principaux <strong>et</strong> les exclusions augm<strong>en</strong>t<strong>en</strong>t.”<br />
M<strong>en</strong>ica <strong>Brun<strong>et</strong></strong> :<br />
“Ce qui est très grave aussi, c’est<br />
que, comme ce n’est pas obligatoire<br />
la maternelle, là les <strong>en</strong>fants<br />
itinérants ne sont pas voulus du<br />
tout. Et un <strong>en</strong>fant qui n’a pas été<br />
au moins un an à la maternelle<br />
est un handicapé quand il arrive à<br />
l’école préparatoire. C’est très dur<br />
pour lui, au niveau intellectuel,<br />
social, émotif, ..”<br />
<strong>Danielle</strong> Mercier :<br />
“Il y a beaucoup d’examples de<br />
bonnes pratiques <strong>en</strong> Europe.<br />
Il faut absolum<strong>en</strong>t profiter du travail<br />
qui a été fait depuis 12 ans<br />
par EFECOT pourque ces bonnes<br />
pratiques arriv<strong>en</strong>t aussi à être<br />
mises <strong>en</strong> oeuvre <strong>en</strong> <strong>France</strong>.<br />
EFECOT devrait être un catalyseur<br />
d’énergie. Un aiguillon. Un portedrapeau.<br />
En <strong>France</strong>, comme ailleurs, les<br />
forains très riches n’ont pas de<br />
p roblèmes scolaires pour leurs<br />
<strong>en</strong>fants, car ils vont dans les éco-<br />

les privées ou supplé<strong>en</strong>t aux<br />
car<strong>en</strong>ces du secteur public par<br />
des cours particuliers. Mais n’oublions<br />
pas les forains de niveau<br />
moy<strong>en</strong> <strong>et</strong> ceux qui devi<strong>en</strong>n<strong>en</strong>t de<br />
plus <strong>en</strong> plus pauvres, car la fracture<br />
sociale se creuse dangereusem<strong>en</strong>t.”<br />
<strong>La</strong> <strong>foire</strong> <strong>en</strong> <strong>France</strong><br />

depuis pas longtemps. Quand<br />
j’avais 30 ans, on arrivait sur la<br />
f o i re <strong>avec</strong> des autres couples<br />
comme nous <strong>et</strong> on partagait les<br />
places. Comme ça, toutes les<br />
familles vivai<strong>en</strong>t. C’était le partage<br />
du travail. Depuis 10 ans, s’ il y 2<br />
places <strong>et</strong> on est trois, on tire au<br />
sort. Il y <strong>en</strong> a deux qui travaill<strong>en</strong>t,<br />
un qui part. Et maint<strong>en</strong>ant, il y <strong>en</strong><br />
a un qui pr<strong>en</strong>d les deux places <strong>et</strong><br />
les deux part<strong>en</strong>t, parce que celui a<br />
été plus malin <strong>et</strong> il a donné ce<br />
qu’il faut. Le capitalisme <strong>et</strong> la corruption<br />
sont énorms. C’est aussi<br />
pour ça qu’il faut que nos <strong>en</strong>fants<br />
ai<strong>en</strong>t des armes égales pour se<br />
combattre.”<br />

“Dans le nouveau pro g r a m m e<br />
d’EFECOT, il y a quelque chose<br />
qui me séduit: le fait qu’il faille<br />
aussi toucher les décideurs politiques,<br />
afin qu’ils ne ferm<strong>en</strong>t pas les<br />
yeux sur ces scandales <strong>et</strong> que la<br />
<strong>France</strong> ne reste pas indiffér<strong>en</strong>te à<br />
notre appel, ni à celui des familles<br />
<strong>et</strong> de leurs <strong>en</strong>fants.”<br />

The fairground in <strong>France</strong><br />
<strong>Interview</strong> with M<strong>en</strong>ica <strong>Brun<strong>et</strong></strong> and <strong>Danielle</strong> Mercier<br />
The fairground in <strong>France</strong> has<br />
its roots in a remote past and<br />
its history is a rich and<br />
interesting chronicle. There is<br />
also much to be said, moreover,<br />
about the educational<br />
situation of the fairg ro u n d<br />
childr<strong>en</strong> nowadays.<br />
M<strong>en</strong>ica <strong>Brun<strong>et</strong></strong> is an experi<strong>en</strong>ced<br />
fairg round traveller,<br />
who knows the tricks of the<br />
trade through and through.<br />
<strong>Danielle</strong> Mercier used to train<br />
teachers who come in contact<br />
with traveller childr<strong>en</strong> in their<br />
classes in <strong>France</strong>.<br />
This is their part-song.<br />
M<strong>en</strong>ica <strong>Brun<strong>et</strong></strong>:<br />
“My name is M<strong>en</strong>ica <strong>Brun<strong>et</strong></strong> and I<br />
celebrate my fifte<strong>en</strong>th birthday on<br />
the 29th of February (!). I do the<br />
fairs in <strong>France</strong>. Since my marriage<br />
– already 31 years ago now –<br />
I don’t go to fairgrounds abroad<br />
anymore. Before that, wh<strong>en</strong> I was<br />
still living with my par<strong>en</strong>ts, we<br />
w<strong>en</strong>t to fairs in Luxembourg, in<br />
Belgium,… in border re g i o n s .<br />
Wh<strong>en</strong> I was young, there were<br />
what we called ‘<strong>en</strong>tre-sorts’: these<br />
were a kind of barracks where<br />
one <strong>en</strong>tered to see a short spectacle<br />
and which one left afterwards.<br />
So, we staged the cro c o d i l e<br />
woman, the child with two<br />
heads, the giant rat, the elephant<br />
man, the Siamese sisters,… and<br />
other curiosities of this kind.<br />
Outside we used to do a parade.<br />
I played records and I performed<br />
a mime to attract visitors. Wh<strong>en</strong> I<br />
was a bit older, I learnt to do the<br />
‘postiche’ (i.e. the sales talk),<br />
which means I pres<strong>en</strong>ted these<br />
spectacles, and later on, I acted<br />
inside the barrack: I was the<br />
c rocodile woman, the snake<br />
woman, the woman cut into<br />
pieces, the woman without a<br />
head, the woman with two<br />
heads, …<br />
My husband came from a family<br />
of tamers of animals, but he did<br />
not like that. So we s<strong>et</strong> up a show<br />
and we started travelling without<br />
following a fixed tour. We have<br />
some points of re f e r<strong>en</strong>ce: we<br />
regularly go to the big fairs, such<br />
as the ‘Foire du Trône’, but for the<br />
rest of the time we go in search of<br />
adv<strong>en</strong>ture. We go to small fairs.<br />
Like this we g<strong>et</strong> to me<strong>et</strong> many<br />
people in differ<strong>en</strong>t regions. We<br />
have compl<strong>et</strong>ely changed our<br />
way of living. We are not at all<br />
creatures of habit.<br />
In the Fr<strong>en</strong>ch fairground <strong>en</strong>vironm<strong>en</strong>t<br />
you will find two kinds of<br />
fairground people. You have fairground<br />
families with a sed<strong>en</strong>tary<br />
origin who are more like merchants,<br />
and there are fairground<br />
people of Gypsy origin, like me,<br />
who are rather acrobats and<br />
artists.<br />
I find that the fairground business<br />
is g<strong>et</strong>ting too mechanical nowadays<br />
and that people are too<br />
much used to have employees<br />
run the business in their place,<br />
which takes a bit the soul out of<br />
the fairground. The fair has no<br />
longer the same standard and the<br />
same scope. It is g<strong>et</strong>ting more and<br />
more commercial.<br />
At this mom<strong>en</strong>t, those who play<br />
the first fiddle in our profession<br />
are the childr<strong>en</strong> or grandchildr<strong>en</strong><br />
of the former fairground operators.<br />
They have a differ<strong>en</strong>t m<strong>en</strong>tality<br />
than the fairground people of<br />
the old days. That’s the evolution<br />
and it’s normal. The folk elem<strong>en</strong>ts,<br />
the artistic side…. this is gradually<br />
disappearing.”<br />
“ In medieval times the Church<br />
took much trouble to g<strong>et</strong> the<br />
faithful to att<strong>en</strong>d Mass. So they<br />
allowed acrobats and stre<strong>et</strong> artists<br />
to perform in front of the churches.<br />
There were people who<br />
extracted te<strong>et</strong>h but also acrobats,<br />
jugglers, troubadours, …. At a<br />
giv<strong>en</strong> mom<strong>en</strong>t the clergy made<br />
them stop, the faithful <strong>en</strong>tered the<br />
church and Mass started. Wh<strong>en</strong><br />
the people came out of the<br />
church, the fair started again. In<br />
addition, the country people had<br />
tak<strong>en</strong> on the habit of coming<br />
there for selling sausages, pancakes<br />
and other things to eat. Step by<br />
step things got more organised:<br />
you always had the merchants<br />
fair, the animal fair where the cattle<br />
was sold, the acrobats and the<br />
fairground people.<br />
A Fr<strong>en</strong>ch king inv<strong>en</strong>ted the first<br />
roundabout. He had made a system<br />
in which young girls were<br />
standing at the side of an<br />
<strong>en</strong>closed space with a ring in their<br />
hands and the lords passed on<br />
horseback. If they succeeded in<br />
taking the ring on the top of their<br />
lance, they had the right to g<strong>et</strong> a<br />
tok<strong>en</strong> from the young girl or to<br />
dance with her at the ev<strong>en</strong>ing<br />
ball. <strong>La</strong>ter on, three Englishm<strong>en</strong><br />
created the first turning rounda-<br />

out with static animals. At the<br />
<strong>en</strong>d of the 19th c<strong>en</strong>tury there was<br />
a Fr<strong>en</strong>ch fairground operator, Mr.<br />
Chemin, who applied the propeller<br />
shaft of his car and he inv<strong>en</strong>ted<br />
a system which allowed the<br />
horses of the roundabout to go<br />
up and down. In this period<br />
roundabouts became steam-driv<strong>en</strong>,<br />
which demanded manual<br />
work. But the fairground people<br />
of Gypsy and acrobat origin were<br />
not very fond of manual labour,<br />
so they continued to show their<br />
spectacles and ‘<strong>en</strong>tre-sorts’ at fairs.<br />
The fairg round people with a<br />
sed<strong>en</strong>tary origin were the ones<br />
who have kept the roundabouts.<br />
Since some tw<strong>en</strong>ty years there are<br />
no longer any ‘<strong>en</strong>tre - s o rts’ in<br />
<strong>France</strong>. It is a dying breed since<br />
very few young people are willing<br />
to do this kind of spectacle. I have<br />
no ‘<strong>en</strong>tre - s o rt’ anymore myself,<br />
but I treat my attraction as if it<br />
were an ‘<strong>en</strong>tre-sort’: I do a parade,<br />
I attract people … I always do<br />
som<strong>et</strong>hing in front of it.<br />
I do not feel lost amongst the big<br />
f a i rg round attractions of these<br />
times. It is b<strong>et</strong>ter to have a well filled<br />
life and to have fun.”<br />
“In <strong>France</strong> the national education<br />
system does not <strong>en</strong>ough for the<br />
education of fairground childr<strong>en</strong>.<br />
In my time I w<strong>en</strong>t to school while<br />
travelling. I w<strong>en</strong>t to 14 or 15 differ<strong>en</strong>t<br />
schools a year. Each time<br />
we arrived at a place, I w<strong>en</strong>t to<br />
school there. 8 days here ,<br />
1month there, 4 days in still another<br />
place, … But I did succeed in<br />
obtaining my certificate of studies<br />
in 1954, which is the equival<strong>en</strong>t<br />
of the ‘bac’ nowadays (secondary<br />
school diploma giving university<br />
<strong>en</strong>trance).<br />

Also my childr<strong>en</strong> w<strong>en</strong>t to school<br />
on the road and they did<br />
their secondary level with the<br />
CNED, the ‘C<strong>en</strong>tre National<br />
d’Enseignem<strong>en</strong>t à Distance’. But<br />
the CNED oft<strong>en</strong> lacks compreh<strong>en</strong>sion<br />
for the situation of our childr<strong>en</strong><br />
: they do not take the fact into<br />
consideration that the mail does<br />
not always arrive regularly and<br />
wh<strong>en</strong> there is a strike and the<br />
courses arrive one month late, they<br />
s<strong>en</strong>d a form with bad marks<br />
because the courses had not be<strong>en</strong><br />
s<strong>en</strong>t back in time. They put zero.<br />
The result is that young par<strong>en</strong>ts of<br />
today lose interest in the matter. It<br />
is absolutely necessary to launch a<br />
movem<strong>en</strong>t, to s<strong>et</strong> up a structure<br />
to <strong>en</strong>able par<strong>en</strong>ts to give their<br />
childr<strong>en</strong> a school education. Ev<strong>en</strong><br />
in places where the discussion has<br />
be<strong>en</strong> held, there are childr<strong>en</strong> who<br />
are refused in the schools of the<br />
Republic and who are driv<strong>en</strong> back<br />
on private courses at a charge.<br />
This is after all quite unfortunate<br />
in the country of Jules Ferry and<br />
Voltaire.<br />
There is still a lot of work to be<br />
done for our childr<strong>en</strong>. The fair of<br />
the Trône takes 6 weeks and there<br />
are a lot of fairground childr<strong>en</strong><br />
gathered there We used to put<br />
our caravans right there at the<br />
fair. There was a village of caravans.<br />
All the childr<strong>en</strong> w<strong>en</strong>t to<br />
the school of a community next<br />
to the fair, which is not a part of<br />
the region of Paris. Two years ago<br />
the mayor of this community<br />
forbade the headmaster to allow<br />
fairground childr<strong>en</strong> in this school.<br />
The result was that all the<br />
childr<strong>en</strong> who were at the fair of<br />
the ‘Trône’ did not go to school.<br />
This is only one example, but it<br />
happ<strong>en</strong>s everywhere. In Béziers<br />
this winter, for instance, there<br />
were fairground childr<strong>en</strong> and the<br />
fair was s<strong>et</strong> up in the middle of<br />
the town. The caravan site was<br />
on the edge of the town. What<br />
happ<strong>en</strong>ed was that the mayors of<br />
the small communities in the<br />
n e i g h b o u rhood there did not<br />
want to take these childr<strong>en</strong> in<br />
the schools.<br />
It is absolutely necessary, as from<br />
now, to launch some initiative for<br />
the future. I find that, on the level<br />
of realisations, too much time is<br />
wasted on discussions within the<br />
projects and that things pass off<br />
too slowly. We need to hurry up<br />
now to do som<strong>et</strong>hing for the<br />
childr<strong>en</strong> who are now 6-7 years<br />
old and who will have to go to<br />
the sixth class in 2 or 3 years time.<br />
Because as soon as the secondary<br />
school period has come, the<br />
par<strong>en</strong>ts don’t s<strong>en</strong>d their childr<strong>en</strong><br />
to school anymore. There is a minority<br />
going to boarding school,<br />
there are some who go and stay<br />
with sed<strong>en</strong>tary relatives in order<br />
to be able to go to school, but the<br />
other par<strong>en</strong>ts, who do not want<br />
to be separated from their childr<strong>en</strong>,<br />
don’t do anything.<br />
The ideal solution would be that<br />
the childr<strong>en</strong> can travel with their<br />
par<strong>en</strong>ts, because our profession is<br />
mainly learnt on the job and not<br />
in school. But we do need school<br />
education, so we should have<br />
some mobile system, either with<br />
computers, CD-ROMs, telephones,<br />
or the m<strong>et</strong>hod of the CNED,<br />
but with less rigidity and more<br />
compreh<strong>en</strong>sion.<br />
In my opinion we should also g<strong>et</strong><br />
to organise a project for developing<br />
very concr<strong>et</strong>e training<br />
opportunities for youngsters and<br />
adults. I think this is vital. If there<br />
were courses for me to learn Spa-

nish or German, I would subscribe.<br />
There is a strong demand. At the<br />
Ministry they say there are no problems<br />
with the fairground people<br />
because they have all s<strong>et</strong>tled<br />
down. But there are a lot of problems.<br />
Schools refuse childre n<br />
because everything is now divided<br />
into sectors and bureaucratised.<br />
But we cannot divide travellers<br />
into sectors, can we?<br />
What we need is an interlocutor<br />
who can c<strong>en</strong>tralise the demands<br />
and requests at the Ministry. The<br />
Fr<strong>en</strong>ch trade unions do not deal<br />
with this kind of problems and<br />
have no op<strong>en</strong>ing towards the<br />
Ministries. They are active but do<br />
not have the possibility to do<br />
som<strong>et</strong>hing about this.<br />
I think we have to politicise the<br />
situation. I know some members<br />
of the European Parliam<strong>en</strong>t and,<br />
after having consulted EFECOT,<br />
I would like to go and see them<br />
and ask them to lay down a writt<strong>en</strong><br />
question in Strasbourg and<br />
Brussels.”<br />
“I think EFECOT should give help<br />
and support in <strong>France</strong>, in the<br />
same way as has happ<strong>en</strong>ed in<br />
other countries. The Fre n c h<br />
Ministries have respect for Europe.<br />
EFECOT re p res<strong>en</strong>ts som<strong>et</strong>hing Euro -<br />
pean. We need to join forces with<br />
EFECOT and refer to Europe and<br />
other countries, as examples of<br />
good practice. The Fr<strong>en</strong>ch fairground<br />
people are not isolated.<br />
We are in contact with colleagues<br />
in other countries who have made<br />
achievem<strong>en</strong>ts and we want to do<br />
the same. We can ask it in the<br />
name of Europe. And for this we<br />
really need the support of EFECOT. ”<br />
<strong>Danielle</strong> Mercier :<br />
“I am now a r<strong>et</strong>ired teacher. I was<br />
“ G<strong>et</strong>ting in touch with colleagues from other Member States.”<br />
in charge of the initial and in-service<br />
teacher training in the southwest<br />
of <strong>France</strong> for teachers who<br />
receive travelling childr<strong>en</strong> in their<br />
class. During a period of some 15<br />
years, our team made school<br />
personnel aware of the education<br />
of migrant childr<strong>en</strong>, but also of all<br />
c h i l d r<strong>en</strong> of no fixed abode,<br />
wh<strong>et</strong>her they are Fr<strong>en</strong>ch or<br />
f o reign, without discrimination.<br />
This initiative was tak<strong>en</strong> by the<br />
Ministry for Education, which created<br />
in 1977 the CEFISEM (C<strong>en</strong>tre s<br />
de Formation pour la Scolarisation<br />
des Enfants de Migrants).<br />
We created modules for training<br />
sessions for groups of voluntary<br />
teachers working with these childr<strong>en</strong>.<br />
These teachers needed a perman<strong>en</strong>t<br />
and solid training, since<br />
three days a year do not suffice!<br />
Nowadays the majority of these<br />
courses have be<strong>en</strong> suppressed.<br />
The teachers-to-be who arrive at<br />
the the ‘Institut Universitaire de<br />
Formation des Maîtres’ have practically<br />
no training anymore with<br />
regard to these specific groups.<br />
We are aware of a double demand<br />
today: a demand from the<br />
par<strong>en</strong>ts for quality education and<br />
a demand from the teachers for a<br />
training that is in line with the<br />
technological evolution based<br />
on good practices s<strong>et</strong> up in Great<br />
Britain, Germ a n y, the N<strong>et</strong>herlands,<br />
Spain, Portugal. The situation<br />
in <strong>France</strong> has hard l y<br />
improved, I would ev<strong>en</strong> say that<br />
we have tak<strong>en</strong> a step backwards,<br />
since half of the travelling pupils<br />
doesn’t s<strong>et</strong> foot in a school! We<br />
have be<strong>en</strong> confronted with several<br />
cases of refusal by schools this<br />
year, as has explained M<strong>en</strong>ica.<br />
These oral or writt<strong>en</strong> refusals are<br />
issued by the mayors, who create<br />
in this way a situation of discrimination<br />
that we cannot accept. In<br />
secondary schools, the situation<br />
varies dep<strong>en</strong>ding on the teachers<br />
and the headmasters and the<br />
number of exclusions increases.”<br />
M<strong>en</strong>ica <strong>Brun<strong>et</strong></strong>:<br />
“Another thing which is quite worrying<br />
is the fact that, since pre -<br />
school education is not obligatory,<br />
traveller toddlers are not welcome<br />
at all at the nursery class. And a<br />
child who has not had pre - s c h o o l<br />
education for at least one year is a<br />
handicapped child wh<strong>en</strong> it arr i v e s<br />
in primary school. It is very hard,<br />

on the intellectual, social and<br />
emotional level.”<br />
<strong>Danielle</strong> Mercier:<br />
“ T h e re are many examples of<br />
good practices in Europe. We<br />
absolutely have to take advantage<br />
of the work that EFECOT has<br />
be<strong>en</strong> doing over the last 12 years,<br />
so that these good practices can<br />
also be launched in <strong>France</strong>.<br />
EFECOT should be a catalyst of<br />
e n e rg y. An inc<strong>en</strong>tive. A flag-beare r.<br />
In <strong>France</strong>, as in other countries,<br />
the childr<strong>en</strong> of rich fairground<br />

people have no school problems,<br />
because they go to private schools<br />
or comp<strong>en</strong>sate the shortcomings<br />
of the public sector with special<br />
courses. But we shouldn’t forg<strong>et</strong><br />
about the middle-class fairground<br />
families that face incre a s i n g<br />
poverty, because the social gap<br />
b<strong>et</strong>we<strong>en</strong> rich and poor is dangerously<br />
g<strong>et</strong>ting larger and larger.”<br />
M<strong>en</strong>ica <strong>Brun<strong>et</strong></strong>:<br />
“It is also important to understand<br />
that our world has become capitalist<br />
since quite rec<strong>en</strong>tly. Wh<strong>en</strong> I<br />
was 30 years old, it happ<strong>en</strong>ed<br />
that we arrived at a fairground<br />
site tog<strong>et</strong>her with other couples<br />
like us and we divided the places.<br />
This way, all families were able to<br />
live. The work was shared. T<strong>en</strong><br />
years ago, wh<strong>en</strong> there were three<br />
families and there were only two<br />
places, it was d<strong>et</strong>ermined by lot<br />
who could have the places. There<br />
was work for two and one had to<br />
go. Nowadays, there is one who<br />
takes the two places and the two<br />
others have to leave, because this<br />
one has be<strong>en</strong> more sly and has<br />
paid what it takes. The power of<br />
capitalism and corruption is <strong>en</strong>ormous.<br />
This another reason why<br />
our childr<strong>en</strong> need equal weapons<br />
to be able-bodied.”<br />
<strong>Danielle</strong> Mercier:<br />
“One aspect of EFECOT’s new programme<br />
really appeals to me: the<br />
conclusion that it is also necessary<br />
to affect policymakers in order to<br />
avoid that they will close their eyes<br />
to these scandals and to make sure<br />
that <strong>France</strong> will not remain indiffer<strong>en</strong>t<br />
to our call nor to the one of<br />
the families and their childr<strong>en</strong>. »<br />
