shareholders.
The institute will hold its 14th international conference from
28th – 30th January 2013 in the Kingdom of Bahrain under the
slogan: “Raising the Bar through Project Excellence”.
A brief about PMI
PMI is an international institute founded in the 1970s
with over than 500,000 members, working in more than
170 countries around the world and its headquarters in
Pennsylvania, USA. It aims to develop the science of project
management and spread awareness among companies of
its importance. They have issued an informative guide which
includes the standards of project management under which
all professional certificates are issued.
Annually, PMI selects a project and work team of distinguished
performance according to the standards signified in the
guide, regardless of the project’s bulk or the sector’s type
or location. PMI honours the project’s excellence, along with
its work team and its management, for their outstanding
performance. The most important standards are:
- The project should be accomplished over the past year.
- The project has been completed on or before the specified
period, and at less cost than the proposed budget.
- The project was completed successfully by utilizing
methods and techniques consistent with those mentioned in
the fourth edition of the institute’s manual.
- Consequently, a ceremony is held every year where all the
members are invited, and the winning projects are displayed.
On this happy occasion, Mr. Abdul Hameed Khajah, Manager
- Management Support Group, visited Mr. Al-Rifaai on 31th May 2012 in his office, accompanied by the Public Relations
that:-
“As we celebrate today honouring them, it is just a simple
expression of our immense appreciation and profound
gratitude for their dedication at work, to encourage them to
continue their career voyage actively and vigorously, as the
one who doesn’t thank people, doesn’t thank Almighty Allah.
At the same time, it is also a direct call to their successors to
follow their example, and continue their jubilant feats in work
actively, by doing their best for the success of their company’s
said about life: “Life is full of stones, don’t stumble; but
collect them and build stairs to climb to success”.
We must all work hand in hand, and dedicate our work,
putting in mind the love for our homeland and fear of God.
KGOC honoured three of its former senior officials who
have left evident and admirable imprints in the company’s
triumphant history. The grand event was attended by all
the company’s current senior officials, headed by C&MDs,
DMDs, Group Managers, Department Heads, and Team
Leaders in the Main Office, WJO and KJO, along with
Then the honourees were granted commemorative plaques
and gifts amid the applauses of the attendees and their good
wishes.
Then Mr. Bader Al-Khashti took the floor saying, “In
these circumstances, a man can’t express his feelings,
as throughout my work for those three years with our
colleagues, I had felt the spirit of cooperation, as only by
teamwork, objectives can be achieved”. He added that,
“This admiration is a crown on our heads to be proud of, as
this is a good custom in KGOC. We have known colleagues
asking excuse for any of our short comings”.
colleagues in Public Relations for giving us this opportunity
to meet our brothers in the Main Office, Wafra and Khafji as
we haven’t met since a year or more. Honouring is a good
custom in the Oil Sector, for the Oil Sector is honestly like a
golden sector or even like diamond or any other precious
gems. Sometimes we don’t see each other due to certain
1St May Quarter 2012 20105
circumstances, nevertheless the Oil Sector deserves our devotion and sacrifice, as it has brought up many generations for this
country, has elevated the status of our homeland, and has embraced us for many years. Yet some people couldn’t embrace
their brothers, hence I hope to preserve our country through unity and broad-mindedness as we can continue to raise the
status of our dear homeland only by staying together with each other”.
Later, everyone was invited to a dinner buffet in a friendly, family atmosphere where all of them kept recounting the good old
memories and exchanging best wishes to each other.

The World’s
Oil Capital
2022
Petroleum Media Management and Public Relations in the Ministry
of Oil held a specialized seminar on the topic ‘Kuwait, the World’s
Oil Capital 2022’, in the auditorium of the Oil Sector Complex on 23rd May 2012. Mr. Fawzi Mohammad Al-Qasaar, team leader of Career
Development in Kuwait Petroleum Corporation (KPC), explained
the project’s strategic objectives, justification and elements of
success along with its political, economic and social benefits. The
seminar was attended by a large number of concerned persons
from various companies in the Oil Sector.
Strategic Objectives
Factors such as Kuwait’s experience in the realm of oil, availability of qualified
and skilled human resources, global interest in oil as an essential source of
energy, Kuwait’s huge oil reserve, its strategic geographical location, the state’s
development trend and the fact that no other country bears this title, have caused
the emergence of such an idea of the project to endow Kuwait with the title ‘World’s
Oil Capital’ by 2022. For achieving this, several strategic objectives were identified,
including :
- Establishing a sustainable development environment.
- Leadership and innovation in oil industry.
- Integration between private and public oil sectors.
- Participation in transformation of Kuwait into a financial and commercial
centre.
The project’s reasonable grounds
The lecturer presented the project’s reasonable grounds, and why we want Kuwait
to be the world’s oil capital. This can be summed up as following:
- Article 21 from constitution stipulates that ‘All natural riches and its resources are
state owned, and it should be preserved and utilized properly, taking into account
the state’s security and its national economy’. This calls for the optimal investment
of the state’s resources, extracting all possible profits out of it.
- The project enhances integration with the state’s development plans and
accelerates its implementation, filling its gaps, particularly, as the oil sector has
ambitious plans and strategies.
- The project realizes the national desire to create an international status for Kuwait,
which is manifested in the messages of HH the Amir of the State which call for
globalization.
- High-level stronghold of long-term national security through global links with the
State of Kuwait.
The project’s elements of success
The lecturer pointed out that for the
success of this project, many basic
political, economic and legal factors
should be provided, including:
- Support and commitment of political
leadership.
- Clear and moderate oil policy.
- Attractive investment environment,
elasticity in institutions and legislations.
- Encourage and protect foreign
investment.
- Integration between public and
private oil sectors.
- Ability to finance.
- Dealing with potential competitors
through mutual benefit method via
regional and international companies.
- Implementing the state’s development
plan projects, and the project of
‘Kuwait: The Capital of Oil’ swiftly to
cope with changes in the oil industry
and technology.
Benefits of the project
He concluded his presentation by introducing the anticipated benefits of the project
at the political, economic and social level, including:
Political benefits
- Reinforcing Kuwait’s security and political stability against the surrounding
changes.
- Kuwait will be a major player in the region’s political stability.
- Adding a global political status to Kuwait, and correlation of global interests with
it.
- Completion of sustainability triangle elements (oil-capital-power).
Economic benefits
- Economic stability against risks.
- Create an economy parallel to oil economy and diversity of income resources.
- Increase individual income.
- Attracting global foreign capitals.
- Improving the level of public services.
- Activating the private sector’s role.
- Empowering Kuwait to take up a vital role in the global economy.
Social benefits
- Promoting the community culture from a consumer to a producer.
- Reducing unemployment rate.
- Qualifying human resources to a global level in terms of professionalism.
1St May Quarter 2012 201011
- Attracting international expertise in
various fields.
- To create a civilized society that can
keep pace with rapid modernization.
The project’s work teams
The lecturer stated that the magnitude
and significance of the project requires
the formation of several teams, each
having a certain tasks according to
their competencies, as follows:
The Management team.
Media team.
Marketing team.
Project Formulating team.
At the end of the session, the lecturer
answered all the doubts and questions
posed by the attendees, stressing
the importance of the project in every
aspect for the sake of elevating the
status of Kuwait, its progress and
stability.

The presentation started with explaining the main objectives of five year plan
guidelines such as: linking and coordinating plans of KPC’s and its subsidiaries’
annual modified budgets with their strategic plans and aligning it with KPC’s long
term strategic goals while monitoring the progress and achievements periodically.
The FYP document also aims for resource allocation, and comparison and linking
of performances while identifying the gaps. They explained that, in general, the FYP
document provides senior management with a high-level roadmap that describes
the expected financial and operational performance of KPC and its subsidiaries
based on the current plans.
The presentation also discussed KPC Planning Process Timing, Overall Five Year
Plan Process, FYP Process Timing, Functional Areas, FYP Process, FYP Content,
centre in Kuwait. The lecture was attended by a remarkable number of companys
staff, in which the lecturer stressed the importance of food and sports in maintaining
human health. Mr. Abdulla pointed out that food routines (diet) followed by people to
lose weight are not sufficient unless combined with exercise. He divided exercises
into two types: aerobic exercises such as walking, running and cycling, and
weight-bearing exercises, which are done using weights in sports exercises. He
emphasized the necessity to combine
and balance both types of exercises,
as the first just burns calories, while
the second reinforces muscle mass
in the body and strengthens the
physique. Many queries were posed
to the lecturer by the attendees, and
he replied to each of them in a very
convincing way.
At the end of the presentation,
Mrs. Kholoud Al-Ajran, Chief Public
Relations Officer, and Miss Ibtisam
Best Practices Exchange Conference
Al-Zanki: Heavy Oil Production
is a significant part of KPC
2030 Strategy
Kuwait Oil Company (KOC) held its third annual conference
for exchanging best practices in participation with KPC
upstream subsidiaries, under the auspices of Mr. Farouk
Al-Zanki, KPC CEO on Sunday 13 th May 2012, where they
exchanged knowledge and technical best practices that
have been applied successfully in any of the participating
companies.
Heavy Oil Production - a major element of KPC 2030 Strategy
Mr. Farouk Al-Zanki, KPC CEO, said that Heavy Oil Production is a significant point
in KPC 2030 Strategy. He stressed that the production of heavy oil is closely related
to the new refinery project, which adds further value to the refinery itself, as part of
the heavy oil will be transported to the new refinery project.
He added that the corporate strategy aims to achieve a production rate between
200–267 thousand barrels per day of heavy oil by 2030, and this will contribute
besides other types to maintain the production rate of 4 million bpd. This requires
the commencement of planning and establishment of production capacity to
manage heavy oil as it is far different from other types of oil.
Al-Zanki explained that the process of steam injection is one of the challenges that
faces the production of heavy oil in Kuwait, which requires highest quality to get
the best results from reservoirs. Lack of appropriate control of these operations
can lead to failure in achieving 100% from the required steam, causing a failure in
the removal of the viscosity of heavy oil, leading to the inability of its extraction in
the best form.
Developing and nurturing staff competencies
Al-Zanki affirmed the need to develop and foster staff capabilities in this realm to
attain the best anticipated results, indicating that Kuwaiti cadres have expertise and
knowledge in the field of heavy oil through survey, meetings, conferences, dealing
with advisors and mutual visits with countries that have heavy oil. Production of
heavy oil is not new to oil industry.
Al-Zanki pointed out that KOC works in line with the ambitious 2030 strategy and
operations are carried out in stages. The first phase is the pilot phase: that will
enable us to achieve field experience and expand in production after reviewing
economic and productive revenues. We will then create competencies either using
national potential or with the involvement of some international companies that
have extensive experience in the field of extracting heavy oil.
Al-Rushaid: the Kuwaiti current production capacity is 3 million bpd,
including the Divided Zone
Mr. Sami Al-Rushaid, KOC C&MD, said that Kuwait’s current production capacity is
3 million bpd including the Divided Zone, and it may rise to 3.1 bpd or sometimes
less than this, yet 3 million bpd in an average, stressing that “KOC” is maintaining
this level, and that the company’s gas production range is between 130 and 140
million cubic feet per day.
He added that heavy oil facilities are still at the design phase, hoping to be
completed by next September and
if the required budget is adopted,
indicating that these facilities include
a gathering centre that differs from
common centres as it utilizes steam
injection techniques.
Al-Rushaid stated that the company
has a future vision for achieving its
plans, and it has developed a roadmap
to make it real by taking advantage of
specialized international companies in
extracting heavy oil.
In relation to gas, Al-Rushaid said that
it represents an important element
in “KOC’s” strategy, and that of
KPC. Although there is some delay
in implementing gas projects, the
company strives hard to overcome the
obstacles it faces to compensate this
delay.
Al-Rifaai: Kuwait’s Share of oil
production in the Divided Zone
amounts to 257 thousand bpd
Mr. Hashim Al-Rifaai, KGOC C&MD,
said that Kuwait’s total share from
crude oil production in the Divided Zone
is 157 thousand bpd after the division
of production equally with Saudi side.
He stressed that the company is trying
to maintain this production rate. It
intensifies drilling operations, improve
production programs, upgrade facilities
as some of them are too old, and this
requires acceleration of capital projects,
to maintain the company’s capacity.
He also stated that the company is
trying to implement steam flood pilot
technique in 49 wells, and the results
seemed positive within 6 months in 6
wells. As for gas production, Al-Rifaai
said that KGOC gas production is 30
million cubic feet per day. Adding to
that, offshore operations is the second
wing of KGOC, and it represents half of
the company, if not more, underlining
the parallel development plan and
budget according to what is included
in the five-year plan.
Hashim: Production of North
Kuwait fields reached 700
thousand bpd
Mrs. Hosnia Hashim, DMD of North
Kuwait, KOC, and president of the
conference said that the production
of North Kuwait fields reached 700
thousand bpd at present, and it is
1St May Quarter 2012 201015
anticipated to reach 800 thousand bpd by next March. The company seeks to
produce a billion cubic feet from free gas by 2017 – 2018.
The Conference discussed 165 work papers
Mrs. Hashim stated that this conference is held for the third consecutive year
under the auspices of Mr. Sami Al-Rasheed, KOC C&MD, indicating that such
conferences have a great benefit as they contribute in the perusal of new ideas
and new experiences. This conference will discuss 165 working papers which will
be raised over the two days. During the conference, there will be an exchange of
information and sharing of technical practices that were conducted in KOC and
other participating companies.
The conference had many pros in the past two years, as it had created a kind of
cooperation among the staff in the participating companies to get acquainted with
the experiences and expertise while taking advantage of them. Explaining that the
challenges faced by the oil sector in Kuwait are great, she said the most important of
this is injecting steam into the ground to increase pressure, to augment production.
These projects will boost production because we have several reservoirs and will
apply this method to them. Though it is not a new method, it is the most suitable
for the time being on these reservoirs, and we review it in the conference to benefit
from the experiences in relation to oil and gas production along with topics like how
to increase oil reserves, how to train staff, as all work papers within the conference
will be dealt to give us an idea about what the best practices are in corresponding
aspects.
Mrs. Hashim also mentioned that the subject reviewed in her work paper is ‘the
corporate’s vision in various sectors in KOC and the impeding challenges to boost
production from 3 to 4 million bpd.’
