Forest Stewardship
Millenial Tree
Planted at
Quilcene School
Youth in the WSU Extension
4-H Afterschool Forestry Program
in Quilcene, Washington,
recently planted their 1000th tree
in Jefferson County.
Lead teacher Sue Hay said,
“This accomplishment showcases
the environmental commitment of
youth who have attended this fiveday
a week program over an eightyear
period. I am immensely proud
of their persistence to achieve this
remarkable goal.”
Approximately 90 members
participate in the 4-H Afterschool
Forestry Program each year, learning
about forest stewardship and
planting trees in a wide variety
of locations throughout Jefferson
County. Project sites include Chimacum
Creek, Snow Creek, Little
Quil River, Tarboo Creek, the Lake
Leland watershed, and the Quilcene
School and Community Center, as
well as on private lands in south
Jefferson and Clallam Counties.
A recent forestry day camp
had the theme, “Survivor.” Participants
learned how survival of
Native American people in the
Northwest greatly depended on
salmon and western redcedar trees.
To honor this history and wise use
of resources, the 1000th tree was a
western redcedar planted on the
grounds of the Quilcene School.
People might doubt the abilities
of these young 4-H stewards—
many of whom are no more than
five or six years old—yet their
knowledge and skills are evident
in their work. They carefully chose
the location for this special tree
between two Douglas-firs, a shady
spot to ensure the survival of the
cedar. They immediately brought
Staff and youth in the Quilcene 4-H Afterschool Forestry Program plant their 1000 th tree.
water from a nearby creek to saturate
the soil and to help the tree
adjust to the planting. Participants
use tools with confidence and are
unafraid to get their hands dirty
to complete the process. Ginny
Beard, lead teacher, said, “We were
amazed at the effectiveness of the
kids. They can really get a lot done
with their tiny shovels. Their selfconfidence
showed when they
planted over 50 trees in less than
an hour.”
The experience and knowledge
that these youth have gained
through the 4-H Afterschool Forestry
Program has given them a
broad practical exposure to many
stewardship principles: forest management
and restoration, watershed–forest
connections, habitat
restoration, water quality, noxious
weed identification and removal,
backcountry survival, and the
“leave no trace” concept.
The 4-H Afterschool Forestry
Program is supported by WSU
Extension 4-H and funded by the
U.S. Forest Service and Jefferson
County through the Secure Rural
Schools Title III. Some projects
in which the youth participate
have special significance to the
1
Olympic Peninsula. For example,
the replanting of Tarboo Creek in
collaboration with the Northwest
Watershed Institute focuses on
restoring habitat for native salmon.
Another planting project along
the Little Quil River, in the Jefferson
County Conservation District,
taught the youth how to plant bare
root trees in difficult terrain.
Many of the teen stewards who
have participated in the program
for a number of years help encourage
the younger children in the
process. As Heather Truesdel says,
“It’s true that I’ve learned a lot
about environmental stewardship
through the 4-H Afterschool Forestry
Program, but in many ways I’ve
learned more about life and how
to become a responsible leader in
my community.”
Project leaders say many people
and organizations helped with this
4-H educational project and would
like to thank them all for their
commitment to successful youth
leadership development.
if you would like to become involved
in the program or want to help plant
the next 1000 trees, contact sue hay
Lobbying
for Change
By Betsy Fradd, WSU Extension 4-H
it’s a civics experience that transforms high school
students into young adult activists. the 2010 wsu
extension 4-h Know your government conference challenged
teens to pick bills currently under consideration
in the legislature and take a stand. the “lobbying for
change” mandate found youth arguing both sides
of controversial bills including human trafficking, the
death penalty, and firearms safety.
rayla, 16, spoke in favor of gun safety classes in
schools. “i was surprised to learn that anyone could
speak about a bill before the legislature,” said the
clarkston resident. “now, if there’s an issue that could
affect me, i would definitely stand up and speak about
it—in my community and at the state level.”
over 250 teens came from around the state for the
four-day event in olympia. they lobbied bills in mock
committee hearings in both the house and senate.
votes were taken, amendments passed, and in the end
11 out of the original 35 bills were approved.
naturally fed beef standards labeling was an issue
important to 18-year old Jeremy of tacoma.
“the conference gives me an inside look at how our
legislature works. it allows us all to voice our opinions
and creates the best solution for the largest amount
of people.”
teens heard from experienced lobbyists about
working with decision-makers and the myriad of methods
used to exert influence. at the annual legislative
Breakfast lieutenant governor Brad owen defined
2
an effective lobbyist as a person who has “respect,
knowledge, persistence, and determination.”
capitol tours, meetings with legislators, and visits
to state buildings were also part of the Know your
government experience. youth learned first-hand how
lobbyists can impact legislation.
“our youth delegates discover how critical thinking,
communication, and decision making are part of
the lobbying process,” said Jan Klein, wsu extension
4-h state teen leadership coordinator. “their actions
and involvement strengthen their skills as responsible,
contributing citizens.”
4-H Know Your Government
Conference 2011
Politics and the Media
February 19–22, 2011, olympia
the Know your government (Kyg) conference serves
to strengthen the connection between youth and our
political and social networks through education, experience,
application, and inspiration. this connection will
motivate delegates to be participants in democracy.
this year’s focus will be on how the media and politics
intertwine to inform the public on issues and solutions.
youth will produce a media piece and learn how to
initiate positive action in their communities.
4-H Summer Teen Conference
June 26–28, 2011, wsu Pullman
reach your full leadership potential, have fun, and
experience college life at the summer teen conference
in Pullman. this three-day program features action-filled
activities, educational workshops, national speakers,
college and career information, and recreation. live
in dorms on the washington state university campus,
learn about college life, and meet others from across
the state to network and share new experiences.

“T
Teens Step into Their Future
By Betsy Fradd, WSU Extension 4-H
his is the best experience I’ve had in my life,” said
16-year old Mistika who’s dream is to become a registered
nurse. Mistika, from Chelan County, was one
of over 400 youth from around the state who took
part in the 2010 WSU Teen Conference in Pullman.
“Where I live kids often don’t finish high school and
give up. I want something different for myself. I want
to work in a hospital and help older people.”
The conference theme, “Step into Your Future,”
provided three days of diverse workshops, inspiring
speakers, and college-related experiences designed to
show life’s myriad options and how to achieve them.
Siobhan, 14, from Okanagan County took part
in the Interviewing and College Search seminars.
“Before this conference things seemed overwhelming.
Now, it’s more manageable and I know how to work
myself through it.”
Youth from rural towns as well as major metropolitan
areas filled the WSU dorms, toured the campus,
and heard from speakers about how challenges can
turn into opportunities for greater awareness, selfdiscovery,
and fulfilling lives.
“Teens from different cultural and economic backgrounds
were able to connect with resources, explore
possibilities, and find answers to take their next
steps,” explained WSU 4-H Teen Leadership Coordinator
Jan Klein. “The workshops, presenters, and
activities helped expand their knowledge of what is
available to them.”
Over fifty sessions examined how to get into college,
secure financial aid, and strategize for success.
Teens also took part in hands-on science workshops,
how to manage money, television production, urban
horticulture, and classes on making wise career and
personal choices.
“This conference encouraged me to be successful
and not to quit,” said 13-year old Jorge from Thurston
County. “There were so many cool things to do
and fun people to meet. It was totally life changing.”
Grassoline—the Next Gasoline?
Youth Discover Biofuels
in National Experiment
More than 2,000 Pierce County youth will join
millions across the nation on October 7th to conduct the “Biofuel Blast” experiment. Youth
become scientists for the day, discovering how
ordinary household products can be used to create
alternative energy and how fuel powers many of the
things we use each day.
In an experiment, youth will combine corn syrup
and yeast in a bottle and cover it with a balloon.
They will watch as the yeast breaks down the natural
sugars in the corn, which releases ethanol and
gas that inflate the balloon. They’ll have discussions
on how plants—such as corn, switchgrass, sorghum
and algae—can be converted into fuel and how these
alternative energies can be used in their communities.
Twelve-year-old Sara from Tacoma practiced the
experiment early and said, “I enjoyed doing the
experiment, recording the results, and making a poster
of my findings. I plan on researching more about
how to become a chemical engineer after doing this
experiment.”
To combat a national shortage of young people
pursuing science college majors and careers, 4-H has a
goal to engage one million new young people in science,
engineering, and technology programs nationally
by 2013.
“4-H knows the value of youth being engaged
as explorers of science and engineering,” said Brian
Brandt, WSU Pierce County Extension 4-H faculty.
“This experiment allows youth to get hands-on experience
in the emerging biofuels industry. Today’s
youth will be tomorrow’s successful scientists.”
Museum of Flight Provides
History, Wonder, Possibilities
By Betsy Fradd, WSU Extension 4-H
They created flight plans, experimented with
inertia, and, from inside a flight simulator, flew from
Seattle’s Boeing Field to Paine Field in Everett. Washington
State University Extension 4-H’ers discovered
how pilots and scientists think and work at the Museum
of Flight Sleepover in early May.
Twenty-eight youth, along with ten adult chaperones,
experienced hands-on activities including how
to do a pre-flight check of an aircraft, receive directions
from the control tower, and take over the controls
to navigate a safe landing.
“Youth learned how different types of weather and
weight can impact a flight,” said Janet Edwards, WSU
Extension 4-H Afterschool Specialist. “They were able
to get a sense of how pilots navigate and make split
second decisions based on many factors.”
With guidance from Museum of Flight instructors,
youth turned two-liter bottles into high-flying
water rockets, learned the physics of rockets, and
what makes them fly. A late night tour of the Flight
Museum provided opportunities to learn about the
different aircraft on display.
“This experience stretched their imaginations
and opened up possibilities for their future,” said
Edwards. “Being in a simulator and at the controls
as a youth may be just the spark needed to become
involved in aerospace in the coming years.”
Community Garden Project
Takes Root in City Park
By Lisa Frink, WSU Wahkiakum County Extension
4-H Afterschool Program Coordinator
Middle and high school 4-H youth are
learning how to build sustainable food systems
in Wahkiakum County. These WSU
Wahkiakum County Extension 4-H youth,
in collaboration with the town of Cathlamet
and Wahkiakum County Health and Human
Services, are creating a community garden
in their local city park.
The goals of the project include engaging
youth in educational, healthy activities
during after school hours and summer vacation,
increasing the accessibility of fresh
vegetables and fruits, teaching the basics of
gardening, and how to create healthy meals
with the fruits of their labor. The community
garden is a wonderful place to get people
connected to their environment and instill
a sense of guardianship to the community
at large.
4-H youth are taking time-lapse photos
during the summer and filming activities
such as planting parties to assist with public
relations for the community garden. The
youth plan to compile a video to post to
their YouTube account documenting the
progress of the garden throughout the year.
They will also share the link with collaboration
partners.
When the fruits and vegetable are ready
to be harvested, 4-H youth will create
healthy meals and snacks from the community
garden to learn cooking, baking,
and preservation skills. Some food will be
donated to the local food bank to help low
income families have fresh fruits and vegetables
this summer.
As food is harvested from the garden,
4-H youth will track what is removed, the
weight of the items, and set a market value
per pound for each item in the garden. This
information will be used in further grant
writing to keep the community garden
funded and established in the community.

Practicing the Four Hs (Head, Heart, Health, & Hands)
Eco-Stewardship Program
Receives Recognition
By Betsy Fradd, WSU Extension 4-H
They tag salmon, track mule deer, and build
needed trails. Those activities and a host of
other environmental projects are helping teens in
North Central Washington make a difference in
their future.
The WSU Extension 4-H Eco-Stewardship program,
facing elimination due to budget cuts, was
recently honored by 4-H National Headquarters and
the U.S. Fish and Wildlife Service with the 2010 Connecting
Youth with Nature through Natural Resources
Conservation Education Award. Only the top 4-H
“Programs of Distinction” in the nation qualify for
the $10,000 award. Along with additional state money,
these funds will allow the program to continue
while other funding is pursued.
“This program changed my life,” said Briana
Head, who restored trails and worked at two fish
hatcheries. The 19-year-old from Cashmere explained
that involvement in Eco-Stewardship “offered me a
chance to learn new things, and opened the doors of
opportunity to careers because I met adults who were
established in their fields.”
Now in its eighth year, the 4-H Eco-Stewardship
Program has served over 18,000 teens from Chelan
and Douglas counties. Youth participating in high
school and summer programs assist with Chinook
and Coho salmon spawning activities, water quality
and quantity monitoring in regional streams and
45
Left: Teens display a salmon at a hatchery.
Above: Stream bank restoration efforts reduce
erosion and improve water quality.
rivers, and re-vegetation efforts to reduce erosion and
improve fish spawning habitat.
“The 4-H Eco-Stewardship Program has a unique
impact on young people,” said WSU Chelan County
Extension Director Ray Faini. “Youth work with forestry
and wildlife experts to insure their efforts are
accurate, reflect critical thinking skills, and be a part
of implementation. As a result, teens stay in school
and move into college or careers and have better
chances for meaningful employment.”
The award recognizes outstanding 4-H program
development, implementation, and evaluation in
wildlife conservation and environmental education.
Over 30 local, state, and federal agencies partner
with the program to provide guidance and direction
in projects focused on restoration and maintenance
of wilderness lakes, streams, and trail systems. Local
school recycling programs further reduce the carbon
footprint and impacts on landfills.
“The youth in our program know they are making
a significant difference in their community and
the local environment,” said Kevin Powers, Director
of the WSU 4-H Eco-Stewardship Program. “The program
is tailored to the 4-H model. Our students keep
journals, do presentations, and go in the field sharing
their learning and knowledge with others.”
